category of Asst.Conservator of Forests from 1990-91 panel year and to
assign notional date of promotion as Asst.Conservator of Forests – Orders
– Issued.

O R D E R:
In the reference 1st read above, permission was accorded to the
Prl.Chief Conservator of Forests, A.P., Hyderabad for placing the case of
Sri T.Vivekanandam, Asst. Conservator of Forests (now retired) before
the review Departmental Promotion Committee to assess the suitability of
the individual for retrospective promotion for the panel year 1990-91 on
par with his juniors.
2. In the reference 2nd read above, the Prl.Chief Conservator of
Forests has informed that the review DPC, which convened on
14.10.2010, examined the case of Sri T.Vivekanandam, Asst. Conservator
of Forests (Retd.) and observed that no punishment was subsisting
against the individual as on 1.9.1990, and recommended for his
appointment by promotion to the category of Asst. Conservator of Forests
with retrospective effect i.e., from 1990-91 panel on par with his
immediate junior i.e., Sri K.V.Subrahmanyam (who was promoted to the
cadre of ACF based on 1990-91 panel). The Prl.Chief Conservator of
Forests has therefore requested the Government to promote Sri T.
Vivekanandam, ACF with retrospective effect from 1990-1991 panel year
in the category of Asst. Conservator of Forests, duly fixing his seniority in
the category of Asst. Conservator of Forests retrospectively during the
said panel and to place his name above Sri K.V. Subrahmanyam and
below Sri B.V.Ramana Babu respectively in the said panel and relax the
provisions contained in Rule 33(a) of A.P.State and Subordinate Service
Rules, 1996, by waiving the rules 35 & 36 of A.P.State & Subordinate
Service Rules, 1962, and also to assign him notional date of promotion in
the category of Asst. Conservator of Forests with effect from 22.7.1991
i.e., the date on which Sri K.V.Subrahmanyam, ACF joined the post of
Asst. Conservator of Forests on promotion. The Prl.Chief Conservator of
Forests has also requested the Government for allowing Sri
T.Vivekanandam, notional fixation of pay in the category of
Asst.Conservator of Forests with retrospective effect from 1990-1991
panel year i.e., 22.7.1991 AN in terms of G.O.Ms.No.163, Finance &
Planning Dept., dt.30.6.1978.
3. Government after careful consideration hereby order that Sri T.
Vivekanandam, ACF be promoted as Asst. Conservator of Forests with
retrospective effect during the panel year 1990-1991 duly fixing his
seniority in the category of Asst. Conservator of Forests by placing his
name above Sri K.V.Subrahmanyam and below Sri B.V.Ramana Babu in
the said panel, under Rule 33(a) of A.P.State and Subordinate Service
Rules, 1996, by waiving the rules 35 & 36 of A.P.State & Subordinate
Service Rules, 1962. He shall also be assigned notional date ofpromotion in the category of Asst. Conservator of Forests with effect from
22.7.1991, the date on which Sri K.V.Subrahmanaym, who joined the
post of Asst. Conservator of Forests on promotion. He shall be allowed
notional fixation of pay in the category of Asst. Conservator of Forests
with retrospective effect from the notional date i.e., 22.7.1991 from the
panel year 1990-1991 in terms of G.O.Ms.No.163, Finance & Planning
Department, dt.30.6.1978. He is not entitled to the monetary benefit for
the above notional period.
4. The Prl.Chief Conservator of Forests, Hyderabad shall take
necessary action in the matter accordingly.
