RAILWAY CONNECTIVITY AND PASSENGER SERVICES IN VELLORE
DISTRICT

Will the Minister of RAILWAYS be pleased to state:
(a) the measures taken/being taken by the Government to improve
railway connectivity, passenger amenities, station infrastructure,
freight handling facilities and last-mile connectivity for major railway
stations serving the Vellore district of Tamil Nadu;
(b) whether the Government has assessed the railway infrastructure
and passenger service requirements of said district of Tamil Nadu
considering its importance as an educational, industrial, healthcare
and pilgrimage destination with significant passenger and freight
movement and if so, the details thereof, district-wise;
(c) whether the Government has evolved any proposal for capacity
augmentation, line expansion, signalling modernisation,
redevelopment of railway stations and introduction of additional
train services benefiting the district and if so, the details thereof;
(d) the details of the initiatives undertaken by the Government to
strengthen multimodal connectivity between railway stations,
industrial clusters, educational institutions and healthcare facilities
in the said district; and
(e) the details of the strategy adopted by the Government to improve
operational efficiency, passenger convenience and freight movement
so as to support the economic development of the said district?

(a) to (e): Vellore district is about 07 km away from Katpadi railway station
which serves as the transportation hub for the nearby regions. In addition
§ Page 1 of 22to this, Vellore district is also served by Vellore Cantonment station.
Further, to improve railway connectivity to Vellore district of Tamil Nadu,
following surveys/works have been sanctioned:

1 Tirupati-Pakala-Katpadi Work has been sanctioned at a cost
doubling (104 km) of ₹ 1216 cr. In 2025-26, an outlay of
₹ 250 cr. has been provided for this
project.
2 Arakkonam – Katpadi - Final Location Survey (FLS) has been
Irugur (Coimbatore) 3rd & sanctioned for preparation of Detailed
4th line (407 Km) Project Report (DPR). DPR has been
prepared.
3 Katpadi-Vellore-Villupuram FLS has been sanctioned for
doubling (160 km) preparation of DPR. Field survey work
has been completed.
After firming up of Detailed Project Report (DPR), sanctioning of project
requires consultation with various stake-holders including State
Governments and necessary approvals viz. appraisal of NITI Aayog,
Ministry of Finance etc. As sanctioning of projects is a continuous and
dynamic process, exact timelines depend upon appraisals and approvals by
various stakeholders.
Tamil Nadu:-
Railway Budget:-
Budget allocation in recent years has increased significantly. Budget
allocation for infrastructure projects and safety works, falling fully/partly in
the State of Tamil Nadu is as under:-

doubling) of total length of 1,874 km, costing ₹27,282 Crore, falling

Execution of important infrastructure projects falling fully/partly in the
State of Tamil Nadu are held up due to delay in land acquisition. Status of
land acquisition in Tamil Nadu is as under:-

Support of the Government of Tamil Nadu is needed to expedite the land
acquisition.
Details of some major projects which are delayed due to land acquisition

Further, Rameshwaram – Dhanushkodi new line (18 km) was sanctioned at
a cost of ₹734 Cr. The Foundation Stone of the project was laid on
01.03.2019. However, the project could not be started because the land
acquisition has not been undertaken by the State Govt. of Tamil Nadu.
Government of India is geared up to execute projects, however success
depends upon the support of Government of Tamil Nadu.
Sanction of any railway project depends upon many parameters/factors
which include the following:
Anticipated traffic projections and remunerativeness of the
proposed route
First and last mile connectivity provided by the project
Connection of missing links and providing additional route
Page 5 of 22 Augmentation of congested/saturated lines
Demands raised by State Governments/Central Ministries/Public
representatives
Railway’s own operational requirements
Socio-economic considerations
Overall availability of funds
Completion of Railway project/s depends on various factors which include
the following:
Land acquisition by State Government
Forest clearance
Shifting of infringing utilities
Statutory clearances from various authorities
Geological and topographical conditions of area
Law and order situation in the area of project site
Number of working months in a year for particular project site etc.
Signal Modernisation:-
Strengthening, upgradation, modernisation and improvement of Signalling
infrastructure is a continuous and ongoing process over Indian Railways.
Indian Railway is continuously modernizing current infrastructure of its
signalling system as under:
1. Electrical/Electronic Interlocking Systems with centralized operation
of points and signals in place of old mechanical signalling have been
provided at 6671 stations as on 30.06.2026, out of which Electronic
Interlocking have been provided at 3954 stations over Indian Railway,
including Electronic Interlocking at 12 stations in Vellore District and
365 stations in Tamil Nadu.
Page 6 of 222. Interlocking of Level Crossing Gates (LC) has been provided at 10395
Level Crossing Gates upto 30.06.2026 for enhancing safety at LC Gate
over Indian Railway, including 25 LC gates in Vellore District and 995
LC gates in Tamil Nadu.
3. Complete Track Circuiting of stations to enhance safety by verification
of track occupancy by electrical means has been provided at 6671
stations up to 30.06.2026 over Indian Railway, including 12 stations in
Vellore District and 365 stations in Tamil Nadu.
4. Axle counters for automatic clearance of Block Section, BPAC (Block
Proving Axle Counter) are provided to ensure complete arrival of train
without manual intervention before granting line clear to receive next
train and to reduce human element. These systems have been provided
on 6085 Block Sections up to 30.06.2026 over Indian Railway, including
13 Block Sections in Vellore District and 365 Block Sections in Tamil
Nadu.
5. Automatic Block Signalling (ABS) that enhances line capacity within
existing track infrastructure has been provided at 7464 Route Km upto
30.06.2026 over Indian Railways, including 58Rkm in Vellore District
and 433 Rkm in Tamil Nadu.
Amrit Bharat Stations:-
Ministry of Railways has launched Amrit Bharat Station Scheme for
redevelopment of stations with a long-term approach.
Amrit Bharat Station Scheme involves preparation of master plans and their
implementation in phases to improve the stations of Indian Railways. The
master planning, keeping in view the necessity of each station, includes:
● Improvement of access to station and circulating areas

● Improvement of station building
● Improvement of waiting halls, toilets, sitting arrangement, water
booths
● Provision of wider foot over bridge/subway to commensurate with
passenger traffic
● Provision of lifts/escalators/ramps
● Improvement of platform surface and provision of platform shelter
● Provision of kiosks for local products through schemes like ‘One
Station One Product’
● Parking development
● Amenities for Divyangjans
● Better passenger information systems
● Provision of air concourse, executive lounges, Multimodal integration,
landscaping, etc.
The scheme also envisages sustainable and environment friendly solutions
etc. as per necessity, phasing and feasibility and creation of city centre at
the station in the long term.
So far, 1340 stations have been identified for development under Amrit
Bharat Station Scheme, out of which 77 stations, including Katpadi
Junction and Vellore Cantonment station of Vellore district, are located in
Tamil Nadu. The names of stations identified for development under Amrit
Bharat Station Scheme in Tamil Nadu are as following:

Development works at railway stations under Amrit Bharat Station Scheme
in Tamil Nadu have been taken up at a good pace. Details of stations

The activities for development at other stations of Tamil Nadu have also
been taken up at good pace and progress of some of the stations is as
given below:
Stations located in Vellore district of Tamil Nadu:-
• Katpadi Junction station: The structural work of Railway Protection
Force barrack and Scout building have been completed. The works of
foundation of multi-level car parking, parcel office and finishing work
of Railway Protection Force barrack and Scout building have been
taken up.
• Vellore Cantonment station: The works of improvement of station
building, entrance porch, improvement of circulating area, parking,
booking office, waiting hall, platform surface, platform shelter, new
Page 10 of 22toilet block, water booth and signages have been completed. The
work of lifts has been taken up.
Other stations of Tamil Nadu:-
• Rameswaram station: The works of revamping of Multi Functional
Complex building into retiring rooms, structural works of East and
North terminal building, parcel office, residential tower, departure
forecourt, arrival forecourt, substation building and sewage treatment

building and North terminal building, departure forecourt, sewage
treatment plant, arrival forecourt, platform shelter and improvement
of waiting hall have been taken up.
• Chennai Egmore station: The work of parcel building, structural works
of Gandhi-Irwin (GI) road side multi-level car parking, Poonamallee
High (PH) road side multi-level car parking and sub-station building
have been completed. The work of finishing of GI side multi-level car
parking, PH side multi-level car parking, substation building,
structural work of GI side terminal building, foundation work of PH
side terminal building, arrival foot over bridge and air concourse have
been taken up.
• Virudhunagar station: The works of improvement of circulating area,
parking, entry/exit gate, installation of Coach Indication Boards and
Train Indication Boards have been completed. The works of
improvement of station building, entrance porch and 6 m wide foot
over bridge have been taken up.
• Karur Junction station: The works of improvement of station building,
12 m wide foot over bridge, improvement of circulating area, parking,
main entrance gate, waiting hall, toilets, parcel office building,
Page 11 of 22improvement of platform surface and widening of platform no. 1 have
been completed. The works of lifts and escalators have been taken
up.
• Thanjavur Junction station: The works of entrance porch,
improvement of circulating area, concourse, subway, platform shelter,
arrival lobby, exit gate, booking office, installation of Coach
Indication Board, Train Indication Board and signages have been
completed. The works of parking, lift and escalator have been taken
up.
• Villupuram Junction station: The works of new arrival building,
Government Railway Police building, platform shelter, improvement of
platform surface, booking office, parking, parcel office and signages
have been completed. The works of 6 m wide foot over bridge,
improvements of circulating area, concourse, departure building,
entrance gate, installation of Coach Indication Board, Train Indication
Board and escalator have been taken up.
Further, development / redevelopment / upgradation / modernisation of
stations on Indian Railways including provision of passenger amenities
etc., is a continuous and ongoing process and works in this regard are
undertaken as per requirement, subject to inter-se priority and availability
of funds. Development / redevelopment / upgradation / modernisation of a
station is carried out based on category of station/condition/traffic handled
etc.
Train Services:-
As the Railway network straddles across State/district boundaries, trains
are introduced and stoppages are provided as per network requirements,
across such boundaries. However, Indian Railways constantly endeavours
Page 12 of 22to improve connectivity for the travelling passengers and to this end, IR,
have introduced the following new services, which inter alia cater to the
needs of passengers of Vellore district:
