2. केंद्रीय मोटर यान जनयमावली, 1989 (इसमें इसके पश् चात् उि जनयमों के रूप में उजल्लजखत)म,ें जनयम 11 म,ें-
(क) उप-जनयम (1) म,ें खंड (ड़) जवलोजपत दकया िाएगा;
(ख) उप-जनयम (2) म,ें खंड (घ) के बाि, जनम्नजलजखत खंड को समाजवष्ट दकया िाएगा, अथागत:् -
"(ड़) ईंधन कुिल चालन तकनीक का ज्ञान और समझ;"।
3.उि जनयमों म,ें जनयम 14 में,-
(क) खडं "(च) जनयम 31अ के अनुसार फॉमग 5ख म ें मालयता प्राि चालक प्रजििण केंद्र स े प्रमाण पत्र, यदि कोई हो",

(ख) उप-जनयम (1) म,ें खंड (छ) के बाि, जनम्नजलजखत खंड को अंत:स्ट् थाजपत दकया िाएगा, अथागत्: -

New Delhi, the 18th April, 2022
G.S.R. 299(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules,
1989, which the Central Government proposes to make in exercise of the powers conferred by section 27 of the Motor
Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act for
information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be
taken into consideration after the expiry of thirty days from the date on which the copies of this notification as

Objections and suggestions to these draft rules, if any, may be sent to the Joint Secretary (MVL, Transport &
Toll), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001 or on the
email: comments-morth@gov.in;
The objections or suggestions which may be received from any person in respect of the said draft rules
before the expiry of the aforesaid period will be considered by the Central Government.
Draft Rules
1. Short title and commencement. - (1) These rules may be called as Central Motor Vehicles (…. Amendment)
Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 11, -
(a) in sub-rule (1), clause (e) shall be omitted;
(b) in sub-rule (2), after clause (d), the following clause shall be inserted, namely:-
“(e) knowledge and understanding of fuel efficient driving technique;”.
3. In the said rules, in rule 14, -
(a) clause "(f) Certificate from accredited driver training Center in Form 5B as per rule 31E, if any", shall be omitted,
(b) in sub-rule (1), after clause (g), the following clause shall be inserted, namely: -
“ (h) Certificate from accredited driver training Center in Form 5B as per rule 31E, if any;”.
4. In the said rules, in rule 31C, after the words “may be renewed”, the following words shall be inserted,
namely: -
“, for a period of five years at a time, ”.

6. In the said rules, in rule 31J, in clause (6), for the words “Motor Vehicle Inspector's Test”, the words “Test of
competence to drive” shall be substituted.
