ग्रडे -I 1. प्रत्येक ग्रडे /सेिा हते ु चयन सूची म ें िाजमल करन े के जलए चयन दकए जान े िाल े व्यजियों की संख्या, अयोग द्वारा जारी दकए गए नोटिस म ें जनर्ददष्ट की जाएगी। जिजभन्न श्रेजणयों के तहत ईम्मीदिारों का ऄंजतम चयन कार्ममक एि ं प्रजिक्षण जिभाग के ददनांक 12.04.2022 के कायाषलय ज्ञापन संख्या 36012/2016/2019-स्ट्था.(अर.) के तहत जारी ददिा-जनदेिों के अधार पर जििेर् ऄनुमजत याजचका (जसजिल) संख्या 30621/2011 स े ईत्पन्न जसजिल ऄपील संख्या 2022 की 629 के ऄंजतम जनणषय के ऄध्यधीन दकया जाएगा तथा पटरणाम घोजर्त दकया जाएगा। श्रेणी III (ऄथातष ् रेलिे बोड ष सजचिालय सेिा का ऄनुभाग ऄजधकारी ग्रेड) के संबंध म ें सहायक ऄनुभाग ऄजधकारी ग्रडे की िरीयता सूची को चुनौती दी गइ ह।ै िर्ष 2018 के जलए, श्रेणी-III का पटरणाम माननीय केन्द्रीय प्रिासजनक ऄजधकरण, प्रधान पीठ, नइ ददल्ली के समक्ष लंजबत न्द्यायालयी मामलों (ओ.ए संख्या 114/2022) के जनणषय तथा रेलिे बोडष सजचिालय सेिा के सहायक ऄनुभाग ऄजधकारी ग्रेड की िरीयता सूची म ें संिोधन, यदद कोइ हो, के ऄध्यधीन ऄनजन्द्तम होगा। 2. संघ लोक सेिा अयोग द्वारा यह परीक्षा आन जनयमों के पटरजिष्ट म ें जनधाषटरत ढंग से ली जाएगी। परीक्षा की तारीख और स्ट्थान का जनधाषरण अयोग द्वारा दकया जाएगा। 3. नीचे कॉलम 1 म ें ईजल्लजखत ग्रडे और सेिाओं के स्ट्थायी ऄथिा जनयजमत रूप स े जनयुि ऄस्ट्थायी ऄजधकारी जो पात्रता की जनणाषयक जतजथ (जसै ादक नीचे ईजल्लजखत ह)ै को कॉलम 2 में ईजल्लजखत सेिा की ऄिजध और िैजक्षक योग्यता, अदद से संबंजधत ित ें पूरी करत े ह,ैं कॉलम 3 में ईजल्लजखत सेिा के िग षके जलए परीक्षा में बैठन े के पात्र होंगे।[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3 पात्रता जनधारष ण हते ुजनणायष क जतजथ 1 जुलाइ, 2018 2018 की परीक्षा के जलए कॉलम 1 कॉलम 2 कॉलम 3 केन्द्रीय सजचिालय सेिा का सहायक केन्द्रीय सजचिालय सेिा के सहायक ऄनुभाग ऄजधकारी ग्रेड या िग षI ऄनुभाग ऄजधकारी ग्रडे और केन्द्रीय केन्द्रीय सजचिालय अिुजलजपक सेिा के िैयजिक सहायक ग्रेड म ें सजचिालय अिुजलजपक सेिा का पांच िर्ष से कम की ऄनुमोददत सेिा न हो तथा कम से कम चार िैयजिक सहायक ग्रेड (अिुजलजपक िार्मर्क कायष जनष्पादन मल्ू यांकन टरपोिष प्राप्त की हों। केन्द्रीय ग्रेड ‘ग’) सजचिालय अिुजलजपक सेिा (सीएसएसएस) के िैयजिक सहायक के पास दकसी मान्द्यताप्राप्त जिश्वजिद्यालय की स्नातक जडग्री या समकक्ष हो। एकबारगी जििेर् ऄनमु जत के रूप म,ें चयन सूची 2003 (जिस्ट्ताटरत) के ऐस े सभी िटरष्ठ सजचिालय सहायक जजनके पास ऄपेजक्षत 4 िार्मर्क कायषजनष्पादन मूल्यांकन टरपोिें (एसएसए/एएसओ ग्रेड म)ें ह,ैं भी ऄनुबंध–V के ऄनुसार पटरिचन प्रस्ट्तुत करन े के ऄध्यधीन परीक्षा म ें िाजमल होने के जलए पात्र ह।ैं भारतीय जिदेि सेिा, िाखा ‘ख’ का सामान्द्य संिगष के सहायक ग्रेड/ साइफर संिग ष के सहायक साइफर िग षII ग्रेड/ अिुजलजपक संिग ष के िैयजिक सहायक ग्रडे में पांच िर्ष से कम सामान्द्य संिगष का सहायक ग्रडे , की ऄनुमोददत सिे ा न हो तथा कम से कम चार िार्मर्क कायष अिुजलजपक संिग ष का ियै जिक जनष्पादन मूल्यांकन टरपोिष प्राप्त की हों। आसके ऄजतटरक्त सहायक ग्रेड और साइफर ईप संिग ष ईम्मीदिार के पास दकसी मान्द्यताप्राप्त जिश्वजिद्यालय की स्नातक का सहायक साइफर ग्रडे जडग्री होनी चाजहए तथा ऐस े ऄजनिायष प्रजिक्षण कायषक्रम(मों) को पूणष दकया होना चाजहए जो जिदेि मत्रं ालय द्वारा जनधाषटरत हों। रेलिे बोड ष सजचिालय सेिा का रेलिे बोड ष सजचिालय सेिा के सहायक ऄनुभाग ऄजधकारी ग्रेड िग षIII सहायक ऄनुभाग ऄजधकारी ग्रडे और ऄथिा रेलिे बोडष सजचिालय अिुजलजपक सेिा के ग्रडे -II/ग्रडे ‘ग’/ रेलि े बोडष सजचिालय अिुजलजपक िैयजिक सहायक ग्रेड म ें ऄथिा दोनों म,ें जैसी भी जस्ट्थजत हो, सेिा का ग्रेड ‘ग’/ िैयजिक सहायक ऄनुमोददत तथा लगातार सेिा 5 िर्ष स े कम न हो। ग्रेड । केन्द्रीय सजचिालय अिुजलजपक सेिा केन्द्रीय सजचिालय अिुजलजपक सेिा के िैयजिक सहायक ग्रेड में िग षIV का िैयजिक सहायक ऄनुमोददत तथा लगातार सेिा 3 िर्ष स े कम न हो तथा दकसी मान्द्यताप्राप्त जिश्वजिद्यालय से स्नातक जडग्री प्राप्त हो। भारतीय जिदेि सेिा िाखा ‘ख’ के अिुजलजपक संिग ष के िैयजिक सहायक ग्रडे में ऄनुमोददत सिे ा 5 िग षV िर्ष से कम न हो तथा दकसी मान्द्यता प्राप्त जिश्वजिद्यालय स े स्नातक अिुजलजपक संिग ष का ियै जिक की जडग्री प्राप्त हो। आसके ऄजतटरि ईम्मीदिार ऐसे ऄजनिायष सहायक ग्रेड प्रजिक्षण कायषक्रम(मों) को पणू ष दकया होना चाजहए जो जिदेि मंत्रालय द्वारा जनधाषटरत हों। सिस्त्र सेना मख्ु यालय अिुजलजपक सिस्त्र सेना मुख्यालय अिुजलजपक सेिा के ग्रेड-II/ग्रेड ‘ग’ में िग षVI सेिा का ग्रेड ‘ग’ ऄनुमोददत तथा लगातार सेिा 3 िर्ष से कम न हो। रेलि े बोडष सजचिालय अिुजलजपक रेलिे बोड ष सजचिालय अिुजलजपक सेिा के ग्रेड-II/ग्रडे ‘ग’ में िग षVII सेिा का ग्रेड ‘ग’ ऄनुमोददत तथा लगातार सिे ा 5 िर्ष से कम न हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] असूचना ब्यूरो का सहायक प्रजतयोगी परीक्षा के अधार पर ऄथिा एलडीसीइ अधार पर, जैसी िग षVIII ग्रेड/असूचना ब्यरू ो का अिुजलजपक भी जस्ट्थजत हो, ग्रडे ों म ें जनयिु ऄजधकाटरयों के मामल े म ें असूचना सेिा ग्रेड –II ब्यूरो म ें स्ट्थायी या जनयजमत जनयुि ऄस्ट्थायी सहायक/अिुजलजपक ग्रेड-II (िैयजिक सहायक) जजनकी ऄनुमोददत तथा लगातार सेिा 4 िर् ष स े कम न हो बित े ईस िर् ष जजसमें ऄनुभाग ऄजधकारी एलडीसीइ परीक्षा का अयोजन हुअ हो 1 जलु ाइ से 5 िर्ष पूिष न हुअ हो ऄथिा ईस िर्ष जजसम ें ऄनुभाग ऄजधकारी ग्रडे एलडीसीइ अयोजजत हुअ हो की 1 जलु ाइ को ऄपने संबद्ध फीडर ग्रडे में िटरष्ठता के अधार पर ग्रडे म ें जनयुि ऄजधकाटरयों के मामले म ें ऄनुमोददत तथा लगातार सेिा 5 िर्ष से कम न हों, परीक्षा में िाजमल होने के जलए पात्र होंगे। कमषचारी राज्य बीमा जनगम म ें कमषचारी राज्य बीमा जनगम में िैयजिक सहायक ग्रेड में ऄनुमोददत िग षIX िैयजिक सहायक तथा लगातार सेिा 3 िर्ष से कम न हो। सिस्त्र सेना मुख्यालय जसजिल सेिा म ें सिस्त्र बल मुख्यालय सेिा के सहायक ऄनुभाग ऄजधकारी ग्रडे म ें िग षX सहायक ऄनुभाग ऄजधकारी 05 िर्ष स े कम ऄनुमोददत एि ं जनरंतर सेिा न हो। सामाजजक सुरक्षा ऄजधकारी/ प्रबंधक ग्रेड िेतन 4600/- रूपय े सजहत िेतन बैंड-2, 9300-34800/- िग षXI ग्रेड-II/ ऄधीक्षक ग्रेड के कमषचारी रूपय े सजहत सामाजजक सुरक्षा ऄजधकारी/ प्रबंधक ग्रेड-II/ ऄधीक्षक ग्रेड के कमषचारी दकन्द्तु ितष यह ह ै दक दकसी प्रजतयोगी परीक्षा, जजसमें सीजमत जिभागीय प्रजतयोगी परीक्षा िाजमल ह,ै के पटरणामों के अधार पर यदद कोइ ईम्मीदिार (िग ष I, िगष II, िगष IV, िगष V म ें सजम्मजलत होन े िाल े ईम्मीदिार को छोड़कर) ईपरोि कॉलम 1 में ईजल्लजखत ग्रडे ों म ें जनयुि दकया गया ह,ै तो ऐसी परीक्षा जनणाषयक तारीख से कम से कम 5 िर् ष पहल े हो गइ हो और ईस ग्रेड में ईसन े जनणायष क तारीख तक कम से कम 4 िर्ष की ऄनुमोददत तथा लगातार सेिा कर ली ह।ै बिते दक परीक्षा की श्रणे ी-IV और श्रेणी-IX के जलए परीक्षा म ेंसजम्मजलत होने िाला यदद कोइ ईम्मीदिार, दकसी प्रजतयोजगता परीक्षा, जजसमें सीजमत जिभागीय प्रजतयोगी परीक्षा िाजमल ह,ै के पटरणाम के अधार पर ईपयुषि कॉलम 1 म ें ईजल्लजखत ग्रडे म ें जनयुि हो जाता ह,ै ऐसी परीक्षा जनणाषयक तारीख से कम स े कम 3 िर्ष पहले हो गइ हो और ईस ग्रेड म ें ईसने जनणाषयक तारीख की जस्ट्थजत के ऄनुसार, कम से कम 2 िर्ष की ऄनुमोददत तथा जनरंतर सेिा कर ली हो। टिप्पणी 1. उपर के कॉलम 1 में ईजल्लजखत ग्रडे ों और सेिाओं के िे स्ट्थायी ऄथिा जनयजमत रूप में जनयिु ऄजधकारी जो सक्षम प्राजधकारी की स्ट्िीकृजत से जनयत ऄिजध के जलए संिग ष बाह्य पदों पर प्रजतजनयुजि पर ह,ैं यदद ऄन्द्यथा पात्र हों, तो आस परीक्षा में प्रिेि पाने के पात्र होंग े और प्रजतजनयुजि की ऄिजध के दौरान ईनके द्वारा की गइ सेिा, कॉलम 2 म ें ईजल्लजखत सेिा ऄिजध के जलए ऄहकष होगी। तथाजप यह कॉलम 1 में ईजल्लजखत ग्रडे ों तथा सेिाओं के ईन ऄजधकाटरयों पर लाग ूनहीं होता ह ैजजन्द्ह ें ईनके सम्बंजधत ग्रेड में संिगष बाह्य पद पर ऄथिा ऄन्द्य सेिा में “स्ट्थानान्द्तरण” पर कॉलम 1 में संदर्मभत ऄपने संबंजधत ग्रडे ों तथा सेिाओं में जनयुि दकया गया हो (चाह े िे कोइ धारणाजधकार (जलयन) रखते हों या नहीं रखते हों)। टिप्पणी 2 केन्द्रीय सजचिालय सेिा के सहायक ऄनुभाग ऄजधकारी और केन्द्रीय सजचिालय अिुजलजपक सेिा के अिुजलजपक जजन्द्होंने भारतीय जिदेि सेिा, िाखा ‘ख’ में जनयुजि के जलए जिकल्प ददया हो और ऐस े जिकल्प के ऄनुसरण म ें ईस सेिा के दकसी ग्रेड में जनयिु कर जलए गए हों, िे िगष-I और िग-ष IV के जलए परीक्षा में प्रिेि के पात्र नहीं होंगे। टिप्पणी 3 केन्द्रीय सजचिालय सेिा के सहायक ऄनुभाग ऄजधकारी तथा केन्द्रीय सजचिालय अिुजलजपक सेिा के अिुजलजपक जो भारतीय जिदेि सेिा, िाखा ‘ख’ म ें प्रजतजनयुजि पर ह ैंिे िगष-II और िग-ष V के जलए परीक्षा म ें प्रिेि पान े के पात्र नहीं होंगे।[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 5 टिप्पणी 4- िग-ष I के संबंध म,ें चयन सूची 2003 (जिस्ट्ताटरत) के िटरष्ठ सजचिालय सहायकों के मामले म ें 05 िर्ष की ऄनुमोददत सेिा के प्रािधान, जजसमें 4 िार्मर्क कायषजनष्पादन मूल्यांकन टरपोिें (एसएसए/एएसओ ग्रडे म)ें होनी ऄपजे क्षत ह,ैं परीक्षा म ें िाजमल होने के जलए, ऄनुबंध-III के ऄनुसार पटरिचन प्रस्ट्ततु करने के ऄध्यधीन छूि प्रदान की गइ ह।ै आसके ऄलािा, छूि जनम्नजलजखत ितों के ऄध्यधीन ह;ै i. चयन सूची-2003 (जिस्ट्ताटरत) हते ु िटरष्ठ सजचिालय सहायक ग्रेड की सामान्द्य िरीयता सूची को ऄंजतम रूप ददए जाने तक तथा तत्पश्चात ् लंजबत टरि याजचकाओं पर ऄंजतम जनणषय के अधार पर 2013 स े अग े के िर्ों के जलए सहायक ऄनुभाग ऄजधकारी ग्रेड की चयन सूची और ददल्ली ईच्च न्द्यायालय द्वारा टरि याजचका के ऄंजतम जनपिान के ईपरांत दाजखल दकसी ऄन्द्य न्द्यायालयी मामल े के अधार पर भी, परीक्षा म ें िाजमल होने स े ईम्मीदिारों को परीक्षा म ें ईनकी पात्रता/ चयन के जलए जिचार दकए जाने का कोइ ऄजधकार प्रदान नहीं होगा। ii. सघं लोक सेिा अयोग द्वारा अयोजजत परीक्षा(ओं) के ऄंजतम पटरणाम की घोर्णा, िर् ष 2013 के जलए सहायक ऄनुभाग ऄजधकाटरयों की चयन सचू ी को ऄंजतम रूप ददए जाने के पश्चात की जाएगी, जो दक परीक्षा म ें िाजमल होने की पात्रता के ऄंजतम जनधाषरण के ऄध् यधीन होगी, जजसका जनधाषरण लंजबत टरि याजचकाओं पर ददए गए जनणषय के पटरणाम के बाद दकया जाएगा। iii. यह दक, लंजबत टरि याजचकाओं के ऄंजतम जनणषय के ईपरांत िरीयता कोिा के तहत िर्ष 2013 के जलए सहायक ऄनुभाग ऄजधकारी ग्रेड की चयन सूची तैयार की जाएगी और तद्नुसार, जजन ऄजधकाटरयों के नाम सहायक ऄनुभाग ऄजधकारी चयन सूची-2013 म ें होंग े और जजन्द् होंन े िर्ष 2018 की ऄनुभाग ऄजधकारी/ पीएस सीजमत जिभागीय प्रजतयोगी परीक्षा ईत् तीण ष की ह,ै ईनके चयन को िैध माना जाएगा। iv. ऄनुभाग ऄजधकारी/पीएस सीजमत जिभागीय प्रजतयोगी परीक्षा 2018 के पटरणाम की घोर्णा, ‘पदोन्नजत म ें अरक्षण’ तथा ऄपनी योग्यता मामले के संबंध म ें माननीय ईच्चतम न्द्यायालय के समक्ष लंजबत एसएलपी संख्या 30621/2011 तथा 31288/2017 के ऄजं तम जनणषय के ऄध्यधीन भी ह।ै 4. जो ईम्मीदिार दोनों िगो के जलए प्रजतयोजगता में सजम्मजलत होने का पात्र ह ै तथा िह आस जिकल्प का आस्ट्तेमाल करता ह ै तब ईसे ऄपने अिेदन में ईस िगष के िरीयताक्रम का स्ट्पष्ट ईल्लेख करना चाजहए जजसके जलए िह पात्र ह ै और जिचार दकए जान े का आच्छुक ह।ै अयोग, अिेदक द्वारा पहल े से प्रस्ट्तुत िरीयता म ें दकसी प्रकार का पटरितनष /जोड़/बदलाि करने संबंधी ऄनरु ोध पर जिचार नहीं करेगा। ईम्मीदिार िगष संख्या का चयन सािधानी से करें क्योंदक सिं ोधन/गलत संयोजन पर जिचार नहीं दकया जाएगा/ऄनुमजत नहीं होगी और ईम्मीदिारी तत्काल जनरस्ट्त कर दी जाएगी। यह भी ध् यान द ें दक दकसी भी ईम्मीदिार का चयन दकसी भी ऐसी श्रेणी के जलए नहीं दकया जाएगा जजसके जलए ईसने ऄपन े अिेदन पत्र में स्ट्पष्ट रूप से जिकल्प नहीं चुना ह।ै 5. दकसी भी ईम्मीदिार का अिेदन स्ट्िीकार करने तथा परीक्षा में बैठने के जलए ईम्मीदिार की पात्रता ऄथिा ऄपात्रता के संबंध म ेंअयोग का जनणषय ऄंजतम होगा। 6. दकसी भी ईम्मीदिार को परीक्षा म ें तब तक प्रिेि नहीं ददया जाएगा जब तक दक ईसके पास अयोग का प्रिेि प्रमाण-पत्र न हो। 7. जो ईम्मीदिार जनम्नजलजखत के जलए अयोग द्वारा दोर्ी घोजर्त दकया गया ह:ै– (i) दकसी भी प्रकार से ऄपनी ईम्मीदिारी के जलए समथषन प्राप्त दकया ह,ै नामिः (क) गैरकाननू ी रूप से पटरतोर्ण की पिे कि करना, या (ख) दबाि डालना, या (ग) परीक्षा अयोजजत करने स े संबंजधत दकसी व्यजि को ब्लैकमेल करना ऄथिा ईसे ब्लैकमेल करन े की धमकी दने ा, ऄथिा ैंजजनमें तथ्यों को जबगाड़ा गया हो, ऄथिा (v) अिेदन फॉम ष म ें िास्ट्तजिक फोिो/हस्ट्ताक्षर के स्ट्थान पर ऄसगं त फोिो ऄपलोड करना। (vi) गलत या झूठे ििव्य ददए ह ैंया महत्िपूणष तथ्यों को जछपाया ह,ै ऄथिा (vii) परीक्षा के जलए ऄपनी ईम्मीदिारी के संबंध म ेंजनम्नजलजखत साधनों का ईपयोग दकया ह,ै नामत: (क) गलत तरीके स ेप्रश्न-पत्र की प्रजत प्राप्त करना; (ख) परीक्षा स े संबंजधत गोपनीय काय ष स े जुड़ े व्यजि के बारे म ेंपूरी जानकारी प्राप्त करना; (ग) परीक्षकों को प्रभाजित करना; ऄथिा (viii) परीक्षा के दौरान ईम्मीदिार के पास ऄनुजचत साधनों का पाया जाना या प्रयोग दकया जाना; ऄथिा (ix) ईत्तर पुजस्ट्तका(ओं) पर भद्दी बातें या भद्दे रेखाजचत्र बनाना ऄथिा ऄसंगत सामग्री जलखना; ऄथिा (x) परीक्षा भिन म ें दव्यु षिहार करना जजसम ें ईत्तर पुजस्ट्तकाओं को फाडना, साथी परीक्षार्मथयों को परीक्षा का बजहष्कार करने के जलए ईकसाना ऄथिा ऄव्यिस्ट्था तथा ऐसी ही ऄन्द्य जस्ट्थजत पदै ा करना िाजमल ह;ै ऄथिा (xi) परीक्षा अयोजन के जलए अयोग द्वारा जनयिु कमषचाटरयों को परेिान दकया हो या ऄन्द्य प्रकार की िारीटरक क्षजत पहुचं ाइ हो; ऄथिा (xii) परीक्षा के दौरान मोबाआल फोन (चाह े िह जस्ट्िच ऑफ ही क्य ों ना हो), पेजर या दकसी ऄन्द्य प्रकार का आलैक्रॉजनक ईपकरण या प्रोग्राम दकए जा सकने िाला जडिाआस या पेन ड्राआि, स्ट् मािष िॉच आत्यादद जैसा कोइ स्ट्िोरेज मीजडया, या कैमरा या ब्लूिूथ जडिाआस या कोइ ऄन्द्य ईपकरण या संचार यंत्र के रूप म ें प्रयोग दकए जा सकने िाला कोइ ऄन्द्य संबंजधत ईपकरण, चाह े िह बंद हो या चाल,ू प्रयोग करत े हुए या अपके पास पाया गया हो; ऄथिा (xiii) परीक्षा में िाजमल होने की ऄनमु जत देते हुए ईम्मीदिार को भेज े गए प्रमाण-पत्रों के साथ जारी ऄनदु ेिों में स े दकसी का भी ईल्लंघन दकया ह;ै ऄथिा (xiv) ईपयुषि खंडों म ें ईजल्लजखत सभी ऄथिा दकसी भी काय ष के द्वारा, जैसा भी मामला हो, अयोग को ऄिप्रेटरत करने का प्रयत् न दकया हो, तो ईस पर अपराजधक ऄजभयोग (दक्रजमनल प्राजसक्यूिन) चलाया जा सकता ह ै और साथ ही ईसे : (क) अयोग द्वारा आन जनयमों के ऄन्द्तगतष अयोजजत परीक्षा जजसम ें िह ईम्मीदिार ह,ै म ें बैठने के जलए ऄयोग्य ठहराया जाएगा और/ऄथिा (ख) ईसे स्ट्थायी रूप से ऄथिा जनर्ददष्ट ऄिजध के जलए- (i) अयोग द्वारा ली जान े िाली दकसी भी परीक्षा ऄथिा चयन स े जििर्मजत दकया जाएगा। (ii) केन्द्रीय सरकार द्वारा ईसके ऄधीन दकसी भी नौकरी स े जििर्मजत दकया जाएगा। (ग) ईसके जिरुद्ध ईपयुषि जनयमों के ऄधीन ऄनुिासजनक कारषिाइ की जा सकती ह।ै बिते दक आस जनयम के ऄधीन कोइ िाजस्ट्त तब तक ऄजधरोजपत नहीं की जाएगी जब तक: (i) ईम्मीदिार को आस संबंध म ेंजलजखत ऄभ्यािेदन, जो िह दने ा चाह,े प्रस्ट्तुत करन े का ऄिसर न ददया जाए, और[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 7 (ii) ईम्मीदिार द्वारा ऄनुमत समय म ें प्रस्ट्तुत ऄभ्यािेदन, यदद कोइ हो, पर जिचार न कर जलया जाए। 7.1 कोइ भी व्यजि, जो अयोग द्वारा ईक्त खंड (i) स े (xiii) म ें ईजल्लजखत कुकृत्यों म ें स े दकसी कुकृत्य को करन े म ें दकसी ऄन्द्य ईम्मीदिार के साथ जमलीभगत या सहयोग का दोर्ी पाया जाता ह,ै ईसके जिरुद्ध ईक्त खंड (xiv) के प्रािधानों के ऄनुसार कारषिाइ की जा सकती ह।ै 8. (i) परीक्षा के ईपरांत, ईम्मीदिारों पर,संबंजधत िर्ष हते ु ईनकी पात्रता के ऄध्यधीन िर् ष 2018 की टरजियों के जलए जिचार दकया जाएगा और अयोग द्वारा यथाजनधाषटरत परीक्षा के प्रत्येक पेपर/भाग हते ु ऄहकष मानकों के ऄध्यधीन प्रत्येक ईम्मीदिार को ऄंजतम तौर पर ददए गए कुल ऄंकों के माध्यम स े यथाजनधाषटरत योग्यता क्रम म ें अयोग द्वारा व्यिजस्ट्थत दकया जाएगा। तथाजप, िर्ष 2018 के जलए श्रणे ी I का पटरणाम सम् यक ऄनुक्रम में घोजर्त दकया जाएगा जो दक सहायक ऄनुभाग ऄजधकारी चयन सूची (एसक्य)ू 2013 को ऄंजतम रूप ददए जाने के ऄध्यधीन होगा। संबंजधत चयन सूची म ेंिाजमल दकए जाने के जलए िर्षिार और श्रेणीिार योग्यताक्रम (मेटरि) की सूजचयां, टरजियों का योग्यताक्रम (मेटरि) संख्या, ईम्मीदिार की मेटरि तथा ईम्मीदिार द्वारा दिाषय े गए जिकल्प (पात्रता के ऄनुसार, िर् ष और िग ष की िरीयता) तथा ऄन्द्य सभी पात्रता की ितों को पणू ष करने के अधार पर होगी। अयोग के पास परीक्षा के दकसी या सभी स्ट्तर (स्ट्तरों) या पपे र (पेपरों) के जलए न्द्यनू तम ऄहकष मानदण्ड जनधाषटरत करने का ऄजधकार ह।ै जहां ईम्मीदिार कुल योग्यताक्रम (मेटरि)/ऄंकों के अधार पर एक से ऄजधक िगष तथा/ या जिचार िर् ष (कंसीड्रेिन) में ऄन्द्यथा पात्र हों, जिजिष्ट चयन सूची म ें ईन्द्ह ें िाजमल दकया जाना ईपयुि समय पर ईम्मीदिार द्वारा चुन े गए जिकल्प के अधार पर ईपलब्ध िग-ष िर्ष पर जनभरष करेगा। ऄत:, ईसके योग्यताक्रम के अधार पर, तथा टरजि तथा पात्रता की ऄन्द्य ितों के ऄध्यधीन ईम्मीदिार की िरीयता को ध्यान म ें रखत े हुए ईसे ईपयिु चयन सूची (िगष और िर्)ष म ें रखा जाएगा। यदद दकसी ईम्मीदिार का नाम दकसी जिजिष्ट िग ष के जलए, जिजिष्ट िर् ष हते ु चयन सूची म ें िाजमल दकया जाता ह,ै तो ऄन्द्य सूची (सूजचयों) में िाजमल करत े हते ु ईनके नाम पर जिचार नहीं दकया जाएगा। ईपयुि/योग्य ईम्मीदिारों की ऄनुपलब् धता के कारण िर् ष (2018) म ें िगष I, III, IV, VII, VIII तथा IX के जलए जजन टरजियों को भरा नहीं जा सका ईनको ऄगले टरजि िर्ष हते ु ऄग्र ने ीत दकया जाएगा। यह प्रािधान िगष VI & X पर लागू नहीं होगा। िगष II एिं V की परीक्षा म ें िाजमल होने िाले ईम्मीदिारों के मामले में ईपयिु /योग्य ईम्मीदिारों के ईपलब्ध न होन े के कारण िर् ष 2018 म ें केिल ऄनुसूजचत जाजत/ऄनुसूजचत जनजाजत श्रणे ी के ईम्मीदिारों के जलए अरजक्षत ईन टरजियों, जजन्द्ह ें भरा नहीं जा सका हो, को ऄगली परीक्षा के जलए ऄग्र ने ीत दकया जाएगा। (ii) प्रत्येक श्रेणी की चयन सचू ी म ें िाजमल दकए जाने हते ु ऄनुसूजचत जाजत तथा ऄनुसूजचत जनजाजत के ईम्मीदिारों सजहत, ईम्मीदिारों के ऄंजतम चयन का जनधाषरण कार्ममक एि ंप्रजिक्षण जिभाग के ददनांक 12.04.2022 के कायाषलय ज्ञापन 36012/16/2019-स्ट्था.(अर.) के माध् यम स े जारी ददिा-जनदेिों के अधार पर, जििेर् ऄनुमजत याजचका (जसजिल) संख्या 30621/2011 स े ईत्पन्न जसजिल ऄपील संख्या 629/2022 के ऄंजतम जनणषय के ऄध्यधीन दकया जाएगा। नोि:– ईम्मीदिारों को यह स्ट्पष्ट रुप से समझ लेना चाजहए दक यह एक प्रजतयोजगता परीक्षा ह,ै न दक ऄहकष परीक्षा। परीक्षा के पटरणाम के अधार पर प्रत्येक चयन सूची में िाजमल दकए जाने िाले व्यजियों की संख्या जनयत करने के जलए सरकार परू ी तरह स े सक्षम ह।ै ऄत: कोइ भी ईम्मीदिार आस परीक्षा म ेंऄपन े जनष्पादन के अधार पर चयन सूची म ें िाजमल दकए जाने के जलए ऄजधकार के रूप म ेंदािा नहीं कर सकेगा। 9. प्रत्येक ईम्मीदिार को परीक्षा के पटरणाम की सूचना दकस रूप में और दकस प्रकार दी जाए, आसका जनणषय अयोग द्वारा ऄपने जििेकानुसार दकया जाएगा। अयोग परीक्षा पटरणाम के बारे म ेंदकसी भी ईम्मीदिार से पत्राचार नहीं करेगा। 10. परीक्षा म ें ईत् तीण ष होने मात्र स े जनयुजि का ऄजधकार तब तक नहीं जमलता जब तक दक सरकार अिश्यक जांच के बाद संतुष्ट न हो जाए दक ईम्मीदिार सेिा में कायष संचालन की दजृ ष्ट से चयन के जलए हर प्रकार से पात्र और योग्य ह:ै बिते अयोग द्वारा चयन के जलए ऄनुिंजसत दकए गए दकसी ईम्मीदिार को चयन के जलए ऄपात्र मानने के बारे म ें जनणषय अयोग के साथ परामि षकरके दकया जाएगा। 11. यदद कोइ ईम्मीदिार परीक्षा में प्रिेि के जलए अिेदन करने के बाद ऄथिा परीक्षा में बैठने के बाद ऄपनी जनयुजि से त्यागपत्र दे देता ह ै ऄथिा दकसी और कारण से सेिा छोड़ दते ा ह ै ऄथिा ईससे संबन्द्ध-जिच्छेद कर लेता ह,ै ऄथिा ईसकी8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] सेिा ईसके जिभाग द्वारा समाप्त कर दी जाती ह ै ऄथिा ईसे दकसी संिगष बाह्य पद पर ऄथिा ऄन्द्य सेिा म ें ‘स्ट्थानान्द्तरण’ पद पर जनयुि कर ददया जाता ह ै और केन्द्रीय सजचिालय सेिा/रेलि े बोड ष सजचिालय सेिा/ सिस्त्र सेना मख्ु यालय जसजिल सेिा /असूचना ब्यूरो/केन्द्रीय सजचिालय अिुजलजपक सेिा के अिुजलजपक ग्रेड-ग/रेलिे बोडष सजचिालय अिुजलजपक सेिा/असूचना ब्यूरो अिुजलजपक सेिा ग्रेड –II/ सिस्त्र सेना मख्ु यालय अिुजलजपक सेिा ऄथिा भारतीय जिदेि सेिा, िाखा ‘ख’ में दकसी पद पर ईसका ऄपना धारणाजधकार (जलयन) नहीं ह ै तो िो आस परीक्षा के पटरणाम के अधार पर जनयुजि का पात्र नहीं होगा। हालांदक, यह बात ईस व्यजि के मामले म ें लागू नहीं होती जो सक्षम प्राजधकारी के ऄनुमोदन से संिग ष बाह्य पद पर प्रजतजनयुजि पर जनयुि कर ददया गया ह।ै [फा.स.ं 06/02/2022-सीएस-I (पी)- खण् ड 1] रजत कुमार, संयुि सजचि पटरजिष्ट परीक्षा जनम्नजलजखत योजना के ऄनुसार अयोजजत की जाएगी :– भाग1 (क) नीचे पैरा 2 म ें ददए गए जिर्यों में ऄजधकतम 500 ऄंकों की जलजखत परीक्षा। (ख) जहन्द्दी या ऄग्रं ेजी म ें100 िब्द प्रजत जमनि की एक ऄहकष अिुजलजप परीक्षा। टिप्पणी I – िग ष IV,V VI,VII और IX हते ु प्रजतयोजगता म ें सजम्मजलत होने िाल े सभी ईम्मीदिारों को अयोग द्वारा जनधाषटरत समय पर ऄहकष अिुजलजप परीक्षा दने ा होगा। तथाजप, केिल ईन्द्हीं ईम्मीदिारों के सेिा टरकाडष का मूल्यांकन दकया जाएगा जो ईम्मीदिार जलजखत परीक्षा के साथ-साथ अिुजलजपक परीक्षा में भी ऄहतष ा प्राप्त कर लेत े ह।ैं टिप्पणी II – ईम्मीदिारों को अयोग द्वारा परीक्षा केन्द्र पर मुहयै ा कराए गए कम्प्यूिरों (पीसी) पर ऄपनी अिुजलजप टिप्पजणयों का जलप्यंतरण करना होगा। भाग II ईम्मीदिारों के सेिा ऄजभलेख का मल्ू यांकन दकया जाएगा, जजसके ऄंतगषत ऄजधकतम ऄकं 100 होंग:े– (i) जजन्द्होंन े जलजखत परीक्षा में, अयोग द्वारा ऄपन े जििेक से जनधाषटरत न्द्यूनतम ऄहकष ऄकं प्राप्त दकए ह ैं (िग ष I,II,III और VIII श्रेजणयों के जलए) और (ii) जजन्द्होंने जलजखत परीक्षा तथा अिुजलजप परीक्षा में अयोग द्वारा ऄपने जििेक से जनधाषटरत न्द्यूनतम ऄहकष ऄंक प्राप्त दकए ह ैं(िग षIV,V,VI,VII और IX श्रेजणयों के जलए)। टिप्पणी I: सेिा ऄजभलेख (ऄथाषत बैठक के दौरान मल्ू यांकन बोडष को प्राप्त हुइ ऄजधकाटरयों की एपीएअर) के मल्ू यांकन म ें ऄर्मजत ऄंकों की गणना रैंक जनधाषरण हते ु की जाएगी। मल्ू यांकन बोडष द्वारा एपीएअर का एक बार मूल्यांकन कर जलए जान े के ईपरांत, बाद की जतजथ, एपीएअर ग्रेडडग अदद में दकसी पटरितषन सजहत दकसी भी पटरजस्ट्थजत में आसके पुनः मल्ू यांकन हते ु दकसी भी ऄनरु ोध पर जिचार नहीं दकया जाएगा टिप्पणी II: सेिा ऄजभलेख के मूल्यांकन म ें न्द्यनू तम 40% (चालीस प्रजतित) ऄंक होन े चाजहए। आसजलए, सेिा ऄजभलेख के मूल्यांकन में 40% (चालीस प्रजतित) से कम ऄंक प्राप्त करन े िाले ईम्मीदिारों के नाम पर रैंक जनधाषरण हते ु जिचार नहीं दकया जाएगा। 2. सेिा के जिजभन्न िगों के प्रजतयोगी ईम्मीदिारों को जनम्नजलजखत जिर्यों की जलजखत परीक्षा में बैठना होगा:–[भाग II—खण् ड में रखते हुए सामान्द्य जित्तीय एिं सेिा जनयम 3. टिप्पण एिं प्रारूपण, सार लेखन जिस्ट्तृत 200 3 घंिे सिे ा ऄजभलेखों का मूल्यांकन 100 कुल ऄकं – 6 600 3. (गलत ईत्तरों के जलए िाजस्ट्त (िस्ट्तजु नष्ठ प्रकार के प्रश्न पत्रों म)ें िस्ट्तजु नष्ठ प्रकार के प्रश्न पत्रों म ें ईम्मीदिार द्वारा ऄदं कत दकए गए गलत ईत्तरों के जलए िाजस्ट्त (ऊणात्मक ऄकं न ) लगाइ जाएगी। (i) प्रत्येक प्रश्न के ईत्तर के जलए चार जिकल्प होंगे। ईम्मीदिार द्वारा प्रत्येक प्रश्न के जलए गलत ईत्तर ददए जाने पर ईस प्रश्न के जलए जनर्ददष्ट ऄंको म ेंसे एक जतहाइ ऄंको की किौती की जाएगी। (ii) यदद कोइ ईम्मीदिार दकसी प्रश्न के एक स े ज्यादा ईत्तर दते ा ह,ै तो आसे गलत ईत्तर माना जाएगा चाह े ददए गए ईत्तरों मे से एक सही भी हो तथा ईस प्रश्न के जलए भी ईपयुषि िाजस्ट्त होगी । (iii) यदद दकसी प्रश्न को खाली छोड़ ददया जाता ह,ै ऄथाषत् ईम्मीदिार द्वारा कोइ ईत्तर नहीं ददया जाता ह ै तो ईस प्रश्न के जलए कोइ िाजस्ट्त नहीं लगाइ जाएगी। 4. परीक्षा के जलए पाठ्यक्रम, ऄनुसूची में दिाषए गए ऄनुसार होगा। 5. ईम्मीदिारों को टिप्पण एि ं प्रारूपण और सार लेखन का ईत्तर डहदी (देिनागरी) या ऄग्रं ेजी में देन े का जिकल्प होगा। सभी तीनों प्रश्नपत्र / परीक्षा पुजस्ट्तकाएं ऄग्रं ेजी तथा डहदी दोनों में होंगी। टिप्पणी 1:– टिप्पण एि प्रारूपण तथा सार लेखन पेपर के ईत्तर जहन्द्दी (देिनागरी) में देन े के जिकल्प का ईपयोग करन े िाले ईम्मीदिारों को ऄपनी आस आच्छ ा का ईल्लेख ऑनलाआन अिेदन के संगत कालम म ें स्ट्पष्ट रूप स े करना चाजहए, नहीं तो यह समझा जाएगा दक िे ईपयुषि प्रश्न पत्रों के ईत्तर ऄग्रं ेजी में ही देंगे। एक बार ददया गया जिकल्प ऄंजतम माना जाएगा और ईि कालम म ेंपटरितनष करने के जलए दकसी भी ऄनरु ोध पर जिचार नहीं दकया जाएगा। टिप्पणी 2:– प्रश्न पत्र के ईत्तर जहन्द्दी (देिनागरी) में जलखने िाले ईम्मीदिार, यदद चाह ें तो, जहन्द्दी की िब्दािली, के साथ तकनीकी िब्दों के ऄग्रं ेजी पयायष , यदद कोइ हो, भी कोष्ठक म ेंदे सकते ह।ै टिप्पणी 3:– यदद ईम्मीदिार द्वारा अिेदन प्रपत्र में जनर्ददष्ट दकए गए माध्यम से आतर माध्यम का परीक्षा म ेंईत्तर जलखन े म ें प्रयोग दकया जाता ह ैतो ऐस ेईम्मीदिारों के प्रश्न पत्र का मल्ू यांकन नहीं दकया जाएगा। 6. ऄंग्रेजी/जहन्द्दी की अिुजलजप परीक्षा में 100 िब्द प्रजत जमनि की गजत स े दस जमनि का श्रतु लेख िाजमल ह ै जजसे ईम्मीदिारों को 40/55 जमनि में जलप्यंतरण करना होगा। 7. (i) ईम्मीदिारों को प्रश्नों के ईत्तर स्ट्िय ं जलखने होंगे। दकसी भी पटरजस्ट्थजत म ें ईन्द्ह ें ईत्तर जलखने के जलए स्ट्क्राआब की सहायता लेन े की ऄनुमजत नहीं दी जाएगी। दजृ ष्टहीन, लोकोमोिर ददव्यांगता (दोनों भजु ाएं प्रभाजित - बीए) तथा प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के ऄतं गतष बेंचमाकष ददव्यांग व्यजियों को स्ट्क्राआब की सुजिधा मांग दकए जान े पर, प्रदान की जाएगी। अरपीडब्ल्यूडी ऄजधजनयम, 2016 की धारा 2 (अर) के ऄतं गतष यथापटरभाजर्त बेंचमाकष ददव्यांगताओं की ऄन्द्य श्रेजणयों िाल े व्यजियों को ऄनुबंध-I पर ददए गए प्रपत्र के ऄनुसार दकसी सरकारी स्ट्िास्ट्थ्य देखभाल सस्ट्ं था के मुख्य10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] जचदकत्सा ऄजधकारी/जसजिल सजषन/जचदकत्सा ऄधीक्षक द्वारा जारी आस अिय का प्रमाण पत्र प्रस्ट्तुत दकए जाने पर दक संबंजधत व्यजि जलखने म ें िारीटरक रूप स े ऄक्षम ह ै तथा ईसकी ओर स े परीक्षा जलखने के जलए स्ट्क्राआब की सेिाए ं लेना ऄजनिाय ष ह,ै स्ट्क्राआब की सजु िधा प्रदान की जाएगी। आसके ऄजतटरि, जिजिष्ट ददव्यागं ता िाले ईन व्यजियों जो अरपीडब्ल्यडू ी ऄजधजनयम, 2016 की धारा 2(एस) की पटरभार्ा के ऄंतगषत िाजमल ह ैं परंत ु ईि ऄजधजनयम की धारा 2(अर) की पटरभार्ा के ऄंतगतष िाजमल नहीं ह ैं ऄथाषत ् 40% स े कम ददव्यांगता िाले व्यजियों तथा जजन्द्ह ें जलखने म ें कटठनाइ होती ह,ै को ऄनुबंध III म ें ददए गए प्रोफॉमा ष के ऄनुसार सरकारी स्ट्िास्ट्थ्य संस्ट्था के सक्षम जचदकत्सा प्राजधकारी स े प्राप्त आस अिय का प्रमाण-पत्र, दक संबंजधत व्यजि की लेखन क्षमता प्रभाजित ह ै तथा आनके परीक्षा जलखने के जलए स्ट्क्राआब ऄजनिाय ष ह,ै प्रस्ट्ततु करने के ऄध्यधीन, स्ट्क्राआब की सुजिधा प्रदान की जाएगी। (ii) ईम्मीदिार को ऄपना स्ट्क्राआब लाने या अयोग को आसके जलए ऄनुरोध करने का जििेकाजधकार ह।ै ऑनलाआन अिेदन करते समय ऄनुबंध–II (जजन ईम्मीदिारों की ददव्यांगता 40% या ऄजधक ह)ै तथा ऄनुबंध-IV (जजन ईम्मीदिारों की ददव्यांगता 40% स े कम ह ै एि ं जलखन े म ें कटठनाइ होती ह)ै के प्रोफॉमाष के ऄनुसार स्ट्क्राआब का जििरण ऄथाषत् ऄपना या अयोग का और यदद ईम्मीदिार ऄपना स्ट्क्राआब लाना चाहते ह,ैं तो तत्संबंधी जििरण मांगा जाएगा। (iii) अयोग द्वारा ईपलब्ध कराए गए स्ट्क्राआब के साथ-साथ स्ट्िय ं के स्ट्क्राआब की योग्यता परीक्षा के जलए जनधाषटरत न्द्यूनतम योग्यता मानदडं स े ऄजधक नहीं होगी। तथाजप, स्ट्क्राआब की योग्यता सदैि मैटरक ऄथिा आससे ऄजधक होनी चाजहए। (iv) दजृ ष्टहीन, लोकोमोिर ऄक्षमता (दोनों भुजाए ं प्रभाजित - Note 1 - Permanent or regularly appointed officers of the Grades and Services mentioned in Column 1 above who are on deputation to ex-cadre posts for a specified period with the approval of the competent authority will be eligible to be admitted to the examination, if otherwise eligible and the service rendered by them during the period of deputation will qualify towards the length of service mentioned in column 2. This however does not apply to the officers of the Grades and Services mentioned in Column 1 above who have been appointed to ex-cadre posts or to another Service on ―transfer‖ (whether they have a lien or not) in their respective Grades and Services referred to in Column 1. Note 2 - Assistant Section Officers of the Central Secretariat Service and Stenographers of the Central Secretariat Stenographers‘ Service who have opted for appointment to the Indian Foreign Service, Branch‘B‘ and have been appointed to any Grade of that Service in pursuance of such option shall not be eligible for admission to the examination for Categories I and IV. Note 3 - Assistant Section Officers of the Central Secretariat Service and Stenographers of the Central Secretariat Stenographers‘ Service who are on deputation to the Indian Foreign Service, Branch ‗B‘ shall not be eligible for admission to the examination for Categories II and V. Note 4 – In respect of Category-I, the provision of 5 years‘ approved service in the case of the SSAs of SL 2003 (Extended List) possessing the requisite 4 APARs (in SSA/ASO grade) are relaxed for appearing in the examination subject to submission of the undertaking as per the Annexure-V. The relaxations are further subject to following conditions; i. Appearing in the examination shall not confer any right on the candidates to consider his/her eligibility/selection in the examination till finalization of Common Seniority List of SSA Grade for SL- 2003 (Extended) and subsequently the Select list of ASO Grade for 2013 onwards based on the final decision on the pending WPs and also on any other court case filed subsequently after final disposal of the WP by Delhi High Court. ii. Final results of the examination(s) conducted by UPSC shall be declared subject to determination of final eligibility to appear in the examination after finalization of the select list of ASOs for 2013, which will be finalized after the outcome of the decision on the pending WPs. iii. That after the final outcome on the pending WPs the Select List of ASO Grade for 2013 under seniority quota will be prepared and accordingly the officials who would have figured in the ASO SL-2013 and qualified SO/PS LDCE for 2018, their selection would be considered as valid. iv. That the declaration of the results of the SO/PS LDCE for 2018 are also subject to final outcome of the SLP No. 30621/2011 and 31288/2017 pending before the Hon‘ble Supreme Court of India regarding ‗reservation in promotion‘ and own merit case‘. 4. A candidate, who is eligible to compete for two categories and who exercises this option, should specify clearly in the Application the categories for which he/she is eligible and wishes to be considered in the order of preference. No request for any change/addition/ alteration in the preference already indicated by a candidate in his/her application will be entertained by the Commission. Candidates may also take care to choose Category No. correctly, as corrections/ incorrect combination will not be considered/allowed and may lead to summary rejection of the candidature. It may also be noted that a candidate will not be considered for any category that he/she has not specifically chosen in the application form. 5. The decision of the Commission with regard to the acceptance of the application of a candidate and his eligibility or otherwise for admission to the Examination shall be final. 6. No candidate will be admitted to the examination unless he holds certificate of admission from the Commission. 7. A candidate who is or has been declared by the Commission to be guilty of:- i. Obtaining support for his candidature by the following means, namely:- a. Offering illegal gratification to; or b. Applying pressure on; or c. Blackmailing, or threatening to blackmail any person connected with the conduct of the examination; or20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ii. impersonation, or iii. procuring impersonation by any person, or iv. submitting fabricated document or documents which have been tampered with, or v. uploading irrelevant photos in the application form in place of actual photo/signature. vi. making statements which are incorrect or false or suppressing material information, or vii. resorting to the following means in connection with his candidature for the examination, namely:- a. obtaining copy of question paper through improper means; b. finding out the particulars of the persons connected with secret work relating to the examination; c. influence the examiners; or viii. being in possession of or using unfair means during examination, or ix. writing obscene matter or drawing obscene sketches or irrelevant matter in the script(s), or x. misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or xi. harassing or doing bodily harm to the staff employed by the commission for the conduct of their examination, or xii. being in possession of or using any mobile phone, (even in switched off mode) , pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination; or xiii. violating any of the instructions issued to candidates along with their Admission Certificates permitting them to take the examination, or xiv. attempting to commit or, as the case may be, abetting the Commission of all or any of the acts specified in the foregoing clauses; may, in addition to rendering himself liable to criminal prosecution, be liable :- a. to be disqualified by the Commission from the Examination held under this Rules for which he/she is a candidate, and/or b. to be debarred either permanently or for a specified period- i. by the Commission from any examination or selection held by them ; ii. by the Central Government from any employment under them; and c. to disciplinary action under the appropriate rules. Provided that no penalty under this rule shall be imposed except after- i. giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf ; and ii. taking the representation, if any submitted by the candidate within the period allowed to him, into consideration. 7 .1 Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the commission of any of the misdeeds listed at the clauses (i) to (xiii) above render himself liable to action in terms of the clause (xiv). 8. (i) After the examination, candidates shall be considered for vacancies for the year 2018, subject to their eligibility for the year and will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate subject to qualifying standards for each paper/part of the examination as decided by the Commission. However, the results for the Category I for the year 2018 shall be declared subject to the finalization of Assistant Section Officers (ASOs) SL (SQ) 2013 in due course. Category wise merit lists for inclusion in the Select List will be based on the number of vacancies, candidate‘s merit and choice (preference of year and category, as eligible) as indicated by the candidate and fulfillment of all other eligibility conditions. The Commission reserves the right to fix minimum qualifying standards for any or all stage(s) or paper(s) of the Examination. Where a candidate would have otherwise qualified on the basis of aggregate merit/marks in more than one category and/or year of consideration, his/her inclusion in a particular select list will depend on the category- year combination that becomes available based on the candidate‘s choice exercised at the relevant time. If a candidate‘s name is included in the select list for a particular category for a particular year, his/her name will not be considered for inclusion in other list(s). Vacancies remaining unfilled in the year (2018) due to non-availability of suitable/qualified candidates, will be carried forward to the next Vacancy year for Category I, III, IV, VII, VIII and IX. This provision will not be applicable for Category VI and X. In case of candidates appearing for Category II & V, only vacancies reserved for SC/ST Category candidates remaining unfilled in the year 2018 due to non-availability of selected/qualified candidates will be carried forward to the next examination, (ii) The final selection of the candidates including candidates belonging to the Scheduled Castes and the Scheduled Tribes for inclusion in the Select List for each category will be decided based on the guidelines issued by the Department of Personnel & Training vide OM 36012/16/2019-Estt. Note: - Candidate should clearly understand that this is a competitive and not a qualifying examination. The number of persons to be included in each Select List on the result of the examination is entirely within the competence of Government to decide. No candidate will therefore have any claim for inclusion in the Select List on the basis of his performance in this Examination as a matter of right. 9. The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result. 10. For each question for which a wrong answer has been given by the candidate, one third of the marks assigned to that question will be deducted as penalty. Candidates are allowed the option to answer the Noting and Drafting, Precis Writing paper either in Hindi (Devanagari) or in English. All the three question papers/test booklets will be set both in Hindi and English. Note 1 : Candidates desirous of exercising the option to answer the Noting and Drafting, Precis Writing paper in Hindi (Devanagari) should indicate their intention to do so in relevant column of on-line Application Form; otherwise it would be assumed that they would answer the aforesaid paper in English. The option once exercised shall be treated as final and no request for alteration in the said column shall be entertained. Note 2 : Candidates exercising the option to answer the paper in Hindi (Devanagari) may, if they so desire, give English version within brackets of the description of the technical terms, if any, in addition to the Hindi version. Note 3 : If a medium other than the one indicated by the candidate in the application form is used to write the answer in the examination, the paper of such candidates will not be evaluated. 6. The shorthand test in English/Hindi would comprise dictation test at the speed of 100 words per minute of ten minutes which the candidate will be required to transcribe in 40/55 minutes. 7. (i) Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a scribe to write the answers for them. The Persons with Benchmark Disabilities in the categories of blindness, locomotor disability (both arm affected – BA) and cerebral palsy will be provided the facility of scribe, if desired by the person. In case of other category of Persons with Benchmark Disabilities as defined under section 2 (r) of the RPWD Act, 2016, the facility of scribe will be allowed to such candidates on production of a certificate to the effect that the person concerned has physical limitation to write, and scribe is essential to write examination on behalf, from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution as per proforma at Annexure-I. (iii) The qualification of the Commission‘s scribe as well as own scribe will not be more than the minimum qualification criteria of the examination.
