L.-33004/99 सी.जी.-डी.एलx.x-xअG.I-D1H1x0x8x2 020-221067 CG-DL-xExx-G1I1D0E8x2x0x2 0-221067 असाधारण EXTRAORDINARY भाग I—खण्ड 1 PART I—Section 1 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 196] नई दिल्ली, मगं लिार, अगस्ट्त 11, 2020/श्रािण 20, 1942 No. 196] NEW DELHI, TUESDAY, AUGUST 11, 2020/SRAVANA 20, 1942 जित्त मत्रं ालय (आर्थकि कार् िविभाग) अजधसचू ना नई दिल्ली, 11 अगस्ट्त, 2020 जनयम स.ं11012/3/2019-आई.ई.एस.—भारतीय आर्थिक सेिा के कजनष्ठ समय िेतनमान म ें ररजियों को भरन े के जलए 2020 म ें संघ लोक सेिा आयोग द्वारा ली िाने िाली प्रजतयोजगता परीक्षा की जनयमािली सििसाधारण की िानकारी के जलए प्रकाजित की िाती ह ै । सभी उम् मीििारों (मजहलाुपूष/ ु रांसिेंडरस से अनूरोध ह ै दक िे न जनयमों और न जनयमों से तैयार की गई संघ लोक सेिा आयोग की परीक्षा सूचना को ध् यान से प ल ें। 2. परीक्षा पररणामों के माध्यम स े भरी िाने िाली ररजियों की संख्या आयोग द्वारा िारी दकए गए नोरिस म ें बताई िाएगी । अनूसूजचत िाजतयों, अनूसूजचत िनिाजतयों, अन्य जपछडी श्रेजणयों ईडब्लल्यूएस [आर्थिक ष/प से कमिोर िगि] तथा बेंचमाकि दिव्ांग श्रेणी उम्मीििारों के जलए ररजियों का आरक्षण भारत सरकार द्वारा यथाजनधािररत ष/प म ें दकया िाएगा । 3. संघ लोक सेिा आयोग द्वारा यह परीक्षा न जनयमों के पररजिष्ट-I म ें जनधािररत ढंग स े ली िाएगी । परीक्षा की तारीख और स्ट्थान आयोग द्वारा जनधािररत दकए िाएंगे । 4. उम्मीििार को या तो:- (कस भारत का नागररक होना चाजहए, या 3652 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] (खस नेपाल की प्रिा, या (गस भूिान की प्रिा, या (घस ऐसा जतब्लबती िरणाथी िो भारत म ें स्ट्थायी ष/प स े रहन े की च्छा स े पहली िनिरी, 1962 से पहल े भारत आ गया हो, या (घस कोई भारतीय मूल का व्जि िो भारत म ें स्ट्थायी ष/प स े रहन े की च्छा से पादकस्ट्तान, बमा,ि श्रीलंका, पूिी अफ्रीकी ििे ों, कीजनया, उगांडा, संयूि गणराज्य तंिाजनया, िांजबया, मालािी, िेरे तथा थोजपया या जियतनाम स े प्रिििन कर आया हो:परन्त ू उपरोि (खस, (गस, (घस और (घस िगों के अन्तगति आने िाले उम्मीििार के पास भारत सरकार द्वारा िारी दकया गया पात्रता (एजलजिजबजलिीस प्रमाण-पत्र होना चाजहए। जिस उम्मीििार के मामल े म ें पात्रता प्रमाण-पत्र अिश्य हों उसे परीक्षा म ें प्रिेि दिया िा सकता ह,ै दकन्तू भारत सरकार द्वारा उसके संबंध म ें पात्रता प्रमाण-पत्र िारी कर दिए िाने के बाि ही उसको जनयूजि प्रस्ट्ताि भेिा िा सकता ह ै। 5. (कस उम्मीििार के जलए आिश्यक ह ै दक उसकी आय ू पहली अगस्ट्त, 2020 को 21 ि ि की होनी चाजहए दकन्त ू 30 ि ि की नहीं होनी चाजहए अथाित ्उसका िन्म 2 अगस्ट्त, 1990 से पहल े और 1 अगस्ट्त, 1999 के बाि का न हो । (खस ऊपर बताई गई अजधकतम आय-ू सीमा म ेंजनम्नजलजखत मामलों म ें छूि िी िाएगी:— (1स यदि उम्मीििार दकसी अनूसूजचत िाजत या अनूसूजचत िनिाजत का हो तो अजधक से अजधक 5 ि ि तक; (2स अन्य जपछडी श्रेजणयों के उन उम्मीििारों के मामल े म ें अजधकतम 3 ि ि तक िो ऐसे उम्मीििारों के जलए लाग ूआरक्षण को पाने के जलए पात्र ह;ैं (3स दकसी िसू रे ििे के साथ संघ ि म ें या दकसी अिाजन्तग्रस्ट्त क्षत्रे म ें फौिी कायििाही के िौरान जिकलांग होने के फलस्ट्िष/प सेिा से जनमूिि दकए गए रक्षा कार्मिकों को अजधक स े अजधक तीन ि ि तक; (4स जिन भूतपूिि सैजनकों (कमीिन प्राप्त अजधकाररयों तथा आपातकालीन कमीिन प्राप्त अजधकाररयोंुअल्पकाजलक सेिा कमीिन प्राप्त अजधकाररयों सजहतस न े 1 अगस्ट्त, 2020 को कम स े कम 5 ि ि की सैजनक सेिा की ह ैऔर िो (1स किाचार या अक्षमता के आधार पर बखािस्ट्त न होकर अन्य कारणों से कायिकाल के समाप्त होने पर कायिमूि हुए ह ैं ( नमें िे भी सजम्मजलत ह ैं जिनका कायिकाल 1 अगस्ट्त, 2020 स े एक ि ि के अन्िर पूरा होना हसै या (2स सैजनक सेिा स े हुई िारीररक अपंगता या (3स अििता के कारण कायिमूि हुए ह,ैं उनके मामले म ेंअजधक स ेअजधक 5 ि ि तक; (5स आपातकालीन कमीिन प्राप्त अजधकाररयों, आपातकालीन सेिा कमीिन प्राप्त अजधकाररयों के उन मामलों म ें जिन्होंने 1 अगस्ट्त, 2020 को सैजनक सेिा के 5 ि ि की प्रारजम्भक अिजध पूरी कर ली ह ै और जिनका कायिकाल 5 ि ि स े आग े भी ब ाया गया ह ै तथा जिनके मामले म ें रक्षा मंत्रालय एक प्रमाण-पत्र िारी करता ह ै दक िे जसजिल रोिगार के जलए आिेिन कर सकते ह ैं और चयन होने पर जनयूजि प्रस्ट्ताि प्राप्त करन े की तारीख से तीन माह के नोरिस पर उन्ह ेंकायिभार स े मूि दकया िाएगा, अजधकतम 5 ि ि तक; (6स (अस अंधता और जनम्न िश्ृ यता, (बस बजधर और जिन्ह ें सनू ने में करठनाई होती ह ै (सस चलन दिव यांगता, जिसके अंतगित परा-मजस्ट्तष्क घात, ठीक दकया गया कूष्ठ, बौनापन, अम्ल हमले के पीजडत और पेिीय िर्ू ििकास (िस आरिज्म बौजिक दिव्ांगता, सीखने में जिजिष्ट दिव्ांगता और मानजसक रोग (ई) अ से ि के[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 अधीन दिियांगताओं से यूि व्जियों में से बहु दिियांगता, जिसके अंतगित बजधर-अंधता ह,ै के मामलों म ें अजधकतम 10 ि ि तक रिप्पणी-I : िो उपयूिि जनयम 5(खस के दकन्हीं अन्य खंडों, अथाित,् िो भूतपूि ि सैजनकों तथा (अस अंधता और जनम्न िश्ृ यता, (बस बजधर और जिन्ह ें सूनन े में करठनाई होती ह,ै (सस चलन दिव यागं ता, जिसके अंतगति परा-मजस्ट्तष्क घात, ठीक दकया गया कूष्ठ, बौनापन, अम्ल हमले के पीजडत श्रेजणयों के अंतगित िी िान े िाली संचयी आयू सीमा-छूि प्राप् त करन े के पात्र होंगे। रिप्पणी 2: भूतपूि ि सैजनक िब्लि उन व्जियों पर लाग ू होगा जिन्ह ें समय-समय पर यथासंिोजधत भूतपूि ि सैजनक (जसजिल सेिा और पि म ें पून: रोिगारस जनयम, 1979 के अधीन भूतपूि ि सैजनक के ष/प म ें पररभाज त दकया िाता ह ै। रिप्पणी -3 : उपयूिक् त जनयम 5 (खस(4) तथा (5) के अंतगति पूिि सैजनकों को आय ू संबंधी छूि स्ट्िीकायि होगी अथाित् ऐसे व्जि जिसने भारतीय संघ की सेना, नौसेना अथिा िायू सेना में कंबिेंि अथिा नॉन-कंबिेंि के ष/प म ें दकसी भी रैंक में सेिा की हो या िो ऐसी सेिा से सेिाजनिृत्त हुआ हो या अिमूि हुआ हो या सेिा मूि हुआ हो; चाह े ऐसा िह अपने अनरू ोध पर हुआ हो या पिें न हते ू अहकि सेिा पूरी करने के बाि जनयोिा द्वारा अिमूि दकया गया हो।” रिप्पणी 4: उपयूिि जनयम 5(खस (6स के अन्तगित आय ू म ें छूि के बाििूि बेंचमाकि दिव्ांग उम्मीििार को जनयूजि हते ू पात्रता पर भी जिचार दकया िा सकता ह ै िब िह (सरकार या जनयोिा प्राजधकारी, िैसा भी मामला हो, द्वारा जनधािररत िारीररक परीक्षण के बािस सरकार द्वारा बेंचमाकि दिव्ांग उम्मीििारों को आबंरित संबंजधत सेिाओंुपिों के जलए जनधािररत िारीररक एि ं जचदकत्सा मानकों की अपेक्षाओं को पूरा करता हो उपयूिि व्िस्ट्था को छोडकर जनधािररत आय-ू सीमा में दकसी भी जस्ट्थजत म ेंछूि नहीं िी िाएगी । आयोग िन्म की िह तारीख स्ट्िीकार करता ह ै िो मैररकूलेिन या माध्यजमक जिद्यालय छोडन े के प्रमाण-पत्र या दकसी भारतीय जिश्वजिद्यालय द्वारा मैररकूलेिन के समकक्ष माने गए प्रमाण-पत्र या दकसी जिश्वजिद्यालय द्वारा अनूरजक्षत मैररकूलेिन के रजिस्ट्िर म ें ििि की गई हो और यह उ(रण जिश्वजिद्यालय के समूजचत प्राजधकारी द्वारा प्रमाजणत हो या उच्चतर माध्यजमक परीक्षा या उसके समकक्ष परीक्षा प्रमाण-पत्र म ेंििि हो। आय ू के संबंध म ें कोई अन्य िस्ट्तािेि िैसे िन्म कूण्डली, िपथ-पत्र, नगर जनगम से और सेिा अजभलेख स े प्राप्त िन्म सम्बन्धी उिरण तथा उन िैसे प्रमाण स्ट्िीकार नहीं दकए िाएंगे । अनूच्छेि के स भाग म ें आए मैररकूलेिनुउच्चतर माध्यजमक परीक्षा प्रमाण-पत्र िाक्यांि के अन्तगित उपयूिि िैकजल्पक प्रमाण-पत्र सजम्मजलत ह ैं। रिप्पणी 1:-उम्मीििारों को ध्यान म ें रखना चाजहए दक आयोग िन्म की उसी तारीख को स्ट्िीकार करेगा िो दक आिेिन-पत्र प्रस्ट्तूत करन े की तारीख को मैररकूलेिनुउच्चतर माध्यजमक परीक्षा या समकक्ष परीक्षा के प्रमाण-पत्र म ें ििि ह ै और उसके बाि उसम ें पररितिन के दकसी अनूरोध पर न तो जिचार दकया िाएगा और न स्ट्िीकार दकया िाएगा । रिप्पणी 2:- उम्मीििार यह भी ध्यान रख ें के उनके द्वारा दकसी परीक्षा म ें प्रिेि के जलए िन्म की तारीख एक बार आिेिन पत्र में प्रस्ट्तूत कर िेने के और आयोग द्वारा उसे अपन े अजभलेख म ें ििि कर लेन े के बाि उसम ें या आयोग की अन्य दकसी परीक्षा म ें दकसी भी आधार पर पररितिन करने की अनूमजत नहीं िी िाएगी । 6. परीक्षा में प्रिेि हते ू भारतीय आर्थिक सेिा के जलए उम्मीििार के पास भारत के केन्र या राज्य जिधानमंडल के अजधजनयम द्वारा जनगजमत दकसी जिश् िजिद्यालय की या संसि के अजधजनयम द्वारा स्ट्थाजपत या जिश् िजिद्यालय अनूिान आयोग अजधजनयम, 1956 की धारा 3 के अधीन जिश् िजिद्यालय के ष/प में मान् य दकसी अन्य जिक्षा सस्ट्ं थाओं अथिा केन्र4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] सरकार द्वारा समय-समय पर मान् यताप्राप् त दकसी जिििे ी जिश् िजिद्यालय की अथिि ास्ट् त्रुप्रायोजगक अथिि ास्ट् त्रु व यािसाजयक अथििास्ट् त्रुअथििास्ट्त्र सांजख्यकी में स्ट् नातकोत् तर जडग्री होनी चाजहए। रिप्पणी 1:- यदि कोई उम्मीििार ऐसी परीक्षा म ें बैठ चूका हो जिसे उत्तीणि कर लेन े पर िह िैजक्षक िजृ ष्ट स े स परीक्षा म ें बैठने का पात्र हो िाता ह ै पर अभी उसे परीक्षा के पररणाम की सूचना न जमली हो तो िह स परीक्षा म ें प्रिेि पान े के जलए आिेिन कर सकता ह ै । िो उम्मीििार स प्रकार की अहकि परीक्षा म ें बैठना चाहता हो िह भी आिेिन कर सकता ह ै । ऐसे उम्मीििारों को, यदि अन्यथा पात्र होंगे तो परीक्षा म ें बैठने दिया िाएगा । परन्त ू परीक्षा में बैठने की यह अनूमजत अजन्तम मानी िाएगी और अहकि परीक्षा उत्तीणि करन े का प्रमाण प्रस्ट्तूत न करने की जस्ट्थजत म ें उनका प्रिेि रद्द कर दिया िाएगा । उि प्रमाण जिस्ट्तृत आिेिन पत्र के िो उि परीक्षा के जलजखत भाग के पररणाम के आधार पर अहकि प्राप्त करन े िाले उम्मीििारों द्वारा आयोग को प्रस्ट्तूत करन े पडेंग,े साथ प्रस्ट्ततू करना होगा । अपेजक्षत परीक्षा उत्तीणि कर लेने का ऐसा प्रमाण भारतीय आर्थिक सेिा परीक्षा 2020 के जिस्ट्तृत आिेिन फामि भरे िान े की जनयत तारीख (अंजतम तारीखस स ेपहले की तारीख का होना चाजहए। रिप्पणी 2 :- जििे पररजस्ट्थजतयों म ें संघ लोक सेिा आयोग ऐसे दकसी उम्मीििार को भी परीक्षा म ें प्रिेि पाने का पात्र मान सकता ह ै जिसके पास उपयूिि अहति ाओं म ें से कोई अहति ा न हो बिते दक उम्मीििार न े दकसी संस्ट्था द्वारा ली गई कोई ऐसी परीक्षा पास कर ली हो जिसका स्ट्तर आयोग के मतानूसार ऐसा हो दक उसके आधार पर उम्मीििार को उि परीक्षा म ें बैठन े दिया िा सकता ह ै। रिप्पणी 3 :-जिस उम्मीििार ने अन्यथा अहति ा प्राप्त कर ली दकन्तू उसके पास जििेिी जिश्वजिद्यालय की ऐसी जडग्री ह ै तथा िो सरकार द्वारा मान्यताप्राप्त नहीं ह ै िह भी आयोग को आिेिन कर सकता ह ै और उसे आयोग की जििक्षा पर परीक्षा म ें प्रिेि दिया िा सकता ह ै। 7. उम्मीििार को आयोग के नोरिस म ेंजनधािररत फीस अिश्य िेनी होगी । 8. सभी उम्मीििार िो सरकारी नौकरी म ें आकजस्ट्मक या िैजनक िर कमिचारी स े तर स्ट्थाई हजै सयत स े या काय ि प्रभाररत कमिचाररयों की हजै सयत से काम कर रह े ह ैं अथिा िो सरकारी उद्यमों म ें कायिरत ह ैं उन्ह ें यह पररिचन (अन्डरिेककंगस प्रस्ट्ततू करना होगा दक उन्होंने जलजखत ष/प स े अपन े कायािलयुजिभाग के अध्यक्ष को सूजचत कर दिया ह ै दक उन्होंने स परीक्षा के जलए आिेिन दकया ह ै। उम्मीििारों को ध्यान रखना चाजहए दक यदि आयोग को उनके जनयोिा से उनके उि परीक्षा के जलए आिेिन करनेुपरीक्षा म ें बैठन े स े सम्बि अनूमजत रोकते हुए कोई पत्र जमलता ह ै तो उनका आिेिन पत्र अस्ट् िीकृत दकया िा सकता हुैउनकी उम्मीििारी रद्द कर िी िा सकती ह ै। 9. दकसी उम्मीििार का आिेिन स्ट्िीकार करन े और परीक्षा म ें प्रिेि के जलए उसकी योग्यता या अयोग्यता के संबंध म ेंआयोग का जनणिय अजन्तम होगा । परीक्षा म ें आिेिन करने िाले उम्मीििार यह सूजनजित कर ल ें दक िे परीक्षा म ें प्रिेि पाने के जलए पात्रता की सभी ित ें पूरी करत े ह।ैं परीक्षा के उन सभी स्ट्तरों, जिसके जलए आयोग म ें उन्ह ें प्रिेि दिया ह ै अथाित ् जलजखत परीक्षा तथा साक्षात्कार परीक्षण में उनका प्रिेि पूणित: अनजन्तम होगा तथा उनके जनधािररत पात्रता की ितों को पूरा करने पर आधररत होगा । यदि जलजखत परीक्षा तथा साक्षात्कार परीक्षा के पहले या बाि म ें सत्यापन करन े पर यह पता चलता ह ै दक िह पात्रता की दकन्हीं ितों को पूरा नहीं करत े ह ैं तो आयोग द्वारा परीक्षा के जलए उनकी उम्मीििारी रद्द कर िी िाएगी । 10. दकसी उम्मीििार को परीक्षा म ें तब तक नहीं बैठने दिया िाएगा िब तक उसके पास आयोग का प्रिेि प्रमाण-पत्र (सर्ििदफकेि ऑफ एडजमिनस न हो । 11. िो उम्म ीििार जनम्न ादं कत किाचार का िो ी ह ैया आयोग द्वारा िो ी घोज त हो चकू ा ह ै: िो उम् मीििार जनम्न ांदकत किाचार का िो ी ह ैया आयोग द्वारा िो ी घोज त हो चूका ह ै:[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 5 (i) जनम्नजलजखत तरीकों से अपनी उम्मीििारी के जलए समथनि प्राप् त दकया ह ैअथाित ् : (कस गैर कानूनी ष/प स ेपररतो ण की पेिकि करना, या (खस िबाि डालना, या (गस परीक्षा आयोजित करन े से संबजं धत दकसी भी व्जक्त को ब्ललकै मेल करना, अथिा उस े ब्ललैकमेल करन े की धमकी िेना, अथिा (ii) नाम बिल कर परीक्षा िी ह,ै अथिा (iii) दकसी अन्य व्जक्त से छम र ष/प से कायि साधन कराया ह,ै अथिा (iv) िाली प्रमाणपत्र या ऐसे प्रमाण प्रस्ट्ततू दकए ह.ैं जिनम ेंतथ्यों को जबगाडा गया हो, अथिा (v) आिेिन फाम िमें िास्ट्तजिक फोिोुहस्ट्ताक्षर के स्ट्थान पर असगं त फोिो अपलोड करना, अथिा (vi) गलत या झूठे िक्त व् दिए ह ैंया दकसी महत्िपूणि तथ्य को जछपाया ह,ै अथिा (vii) परीक्षा के जलए अपनी उम्मीििारी के संबंध म ेंजनम्नजलजखत साधनों का उपयोग दकया ह.ै अथाति ्: (कस गलत तरीके से प्रश् न-पत्र की प्रजत प्राप् त करना, (खस परीक्षा से संबंजधत गोपनीय कायि से िूडे व्जक्त के बारे म ेंपरू ी िानकारी प्राप् त करना (गस परीक्षकों को प्रभाजित करना, या (viii) परीक्षा के िौरान उम्मीििार के पास अनूजचत साधनों का पाया िाना अथिा अपनाया िाना, या (ix) उत्तर पूजस्ट्तकाओं पर असंगत बातें जलखना या भद्दे रेखाजचत्र बनाना, या अथिा असंगत सामग्री अथिा (x) परीक्षा भिन म ें िवू यिव्िहार करना, जिसमें उत्तर-पूजस्ट्तकाओं को फाडना, परीक्षा िने े िालों को परीक्षा का बजहष्कार करने के जलए उकसाना अथिा अव्िस्ट्था तथा ऐसी ही अन्य जस्ट्थजत पिै ा करना िाजमल है, अथिा (xiस परीक्षा संचाजलत करने के जलए आयोग द्वारा जनयूक्त कमिचाररयों को परेिान दकया हो या अन्य प्रकार की िारीररक क्षजत पहुचं ाई हो, या (xii) परीक्षा के िौरान मोबा ल फोन (चाह े िह जस्ट्िच ऑफ ही क्यों ना होस, पेिर या दकसी अन् य प्रकार का लेक्रॉजनक उपकरण या प्रोग्राम दकए िा सकन े िाला जडिा स या पेन ड्रा ि िैसा कोई स्ट्िोरेि मीजडया, स्ट्मािि िॉच त्यादि या कैमरा या ब्ललूिूथ जडिा स या कोई अन्य उपकरण या संचार यंत्र के ष/प म ें प्रयोग दकए िा सकने िाला कोई अन्य संबंजधत उपकरण, चाह े िह बंि हो या चालू, प्रयोग करते हुए या आपके पास पाया गया हो; अथिा (xiii) परीक्षा की अनूमजत िेत े हुए उम्मीििारों को भेिे गय े प्रमाण-पत्रों के साथ िारी अनिू ेिों का उल्लघं न दकया है, अथिा (xiv) उपयूिक् त खंडों म ें उजल्लजखत सभीुदकसी भी कायि के द्वारा आयोग को अिप्रेररत करने का प्रयत् न दकया हो, तो उन पर आपराजधक अजभयोग (दिजमनल प्रॉसीक्यूिन) चलाया िा सकता ह ैऔर उसके साथ ही उसे- (कस स जनयम के तहत आयोग द्वारा दकसी उम्मीििार को उस परीक्षा के जलये अयोग्य ठहराया िाएगा ह ै जिसम ें िह बैठ रहा ह,ै औरुअथिा6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] (खस उसे स्ट्थाई ष/प से अथिा एक जििे अिजध के जलए िंजचत कर दिया िाएगा (i) आयोग द्वारा ली िाने िाली दकसी भी परीक्षा अथिा चयन के जलए (ii) केन्रीय सरकार द्वारा उसके अधीन दकसी भी नौकरी स े िंजचत कर दिया िाएगा । (गस यदि िह सरकार के अधीन पहले से ही सेिा में ह ै तो उसके जिरुि उपयूक् त जनयमों के अधीन अनूिासजनक कायििाही की िा सकती ह ै । ककंतू ित ि यह ह ैदक स जनयम के अधीन कोई िाजस्ट्त तब तक नहीं िी िाएगी िब तक : (iस उम्मीििार को स सम्बन्ध में जलजखत अभ्यािेिन, िो िह िेना चाह,े प्रस्ट्तूत करने का अिसर न दिया गया हो और (ii) उम्मीििार द्वारा अनूमत समय में प्रस्ट्तूत अभ्यािेिन पर, यदि कोई हो, जिचार न कर जलया गया हो । 11.1 कोई भी व्जि, िो आयोग द्वारा उप जनयमुखंड (i) से (xiii) में उजल्लजखत कूकृत् यों में स े दकसी कूकृत्य को करने म ें दकसी अन्य उम्मीििार के साथ जमलीभगत या सहयोग का िो ी पाया िाता है, उसके जिरुि उप जनयमुखंड (xiv) के प्रािधानों के अनूसार कारििाई की िा सकती ह।ै 12. िो उम्मीििार सेिा के जलए जलजखत परीक्षा म ें उतन े न्यूनतम अहकि अंक प्राप्त कर लेगा जितन े आयोग अपन े जनणिय स े जनजित करे तो उसे आयोग व्जित्ि परीक्षा हते ू साक्षात्कार के जलए बूलाएगा । दकन्तू ित ि यह ह ै दक यदि आयोग के मतानूसार अनूसूजचत िाजतयों या अनूसूजचत िनिाजतयों, अन्य जपछडी श्रेजणयों या ईडब्लल्यूएस [आर्थिक ष/प से कमिोर िग]ि के उम्मीििारों, न िाजतयों के जलए आरजक्षत ररजियों को भरन े के जलए सामान्य स्ट्तर के आधार पर पयािप्त संख्या म ें व्जित्ि परीक्षण हते ू साक्षात्कार के जलए नहीं बूलाए िा सकेंगे तो आयोग द्वारा स्ट्तर म ें ढील िेकर अनूसूजचत िाजतयों या अनूसूजचत िनिाजतयों के उम्मीििारों को व्जित्ि परीक्षा हते ू साक्षात्कार के जलए बूलाया िा सकता ह ै। 13. (1स साक्षात्कार के बाि आयोग प्रत्येक उम्मीििार द्वारा जलजखत परीक्षा एि ं साक्षात्कार म ें अजन्तम ष/प स े प्राप्त कूल अंकों के आधार पर योग्यता िम से उन उम्मीििारों म ें स े जिन्ह ें आयोग योग्य समझेगा उनकी उन अनारजक्षत ररजियों पर जनयूजि के जलए अनूिंसा करेगा जिन्ह ें स परीक्षा के पररणाम के आधार पर भरा िाना ह।ै (2स आयोग द्वारा अनूसूजचत िाजत तथा अनूसूजचत िनिाजत या अन्य जपछडी श्रेजणयों के उम्मीििारों को, अनूसूजचत िाजतयों, अनूसूजचत िनिाजतयों, ईडब्लल्यूएस [आर्थकि ष/प स े कमिोर िगि] और अन्य जपछडी श्रेजणयों के जलए आरजक्षत ररजियों की संख्या तक स्ट्तर म ें छूि िेकर उनकी अनिू ंसा की िा सकती ह।ै बिते दक य े उम्मीििार स सेिा पर जनयूजि के जलए उपयूि हों : परन्त ू अनूसूजचत िाजत, अनूसूजचत िनिाजत ईडब्लल्यूएस [आर्थिक ष/प से कमिोर िग]ि तथा अन्य जपछडी श्रेजणयों के जिन उम्मीििारों की अनूिसं ा आयोग द्वारा परीक्षा के दकसी भी चरण म ें अहति ा या चयन मापिण्डों म ें ररयायतुछूि दिए जबना की िाती ह,ै उनका समायोिन अनूसूजचत िाजत, अनूसूजचत िनिाजत, ईडब्लल्यूएस [आर्थिक ष/प स े कमिोर िगि] तथा जपछडी श्रेजणयों के जलए आरजक्षत ररजियों म ेंनहीं दकया िाएगा। 14. बेंचमाकि दिव्ांग उम्मीििारों हते ू आरजक्षत ररजियों को भरन े के जलए उन्ह ें परीक्षा के सभी स्ट्तरों पर आयोग के जििेकानूसार जनधािररत अहति ा स्ट्तर म ें छूि िे सकता ह ै । बित े दक िब कोई बेंचमाकि दिव्ांग उम्मीद्वार सामान्य अथिा अ.िा. अथिा अ.ि.िा. अथिा अ.जप.ि. अथिा आर्थिक ष/प से कमिोर िग ि के उम्मीद्वारों के जलये अपेजक्षत संख्या म ें उसकी अपनी योग्यता म ें न्यनू तम अहकि अंक प्राप्त करता ह,ै बेंचमाकि दिव्ांग अजतररि उम्मीद्वारों अथाित उनके जलए आरजक्षत ररजियों की संख्या स े अजधक उम्मीद्वारों की आयोग द्वारा अनूिंसा जिजथलीय मानिण्डों पर की िाएगी तथा न जनयमों म ेंअनूिती संिोधन यथासमय अजधसूजचत दकए िाएंगs े ।[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 7 15. प्रत्येक उम्मीििार की परीक्षाफल की सूचना दकसी ष/प म ें और दकसी प्रकार िी िाए, सका जनणिय आयोग स्ट्िय ंकरेगा तथा आयोग परीक्षाफल के बारे म ें दकसी भी उम्मीििार से पत्राचार नहीं करेगा । 16. परीक्षा में सफल होने से आिंिन एिं जनयूजि का अजधकार नहीं जमल िाता िब तक दक सरकार आिश्यक िांच प्रदिया के पिात स बात से संतूष्ट नहीं हो िाती दक उम्मीििार अपन े चररत्र तथा पूिििृत्त तथा पात्रता के प्रयोिन हते ू परीक्षा प्रदिया के िौरान उनके द्वारा प्रस्ट्ततू प्रमाणपत्रों तथा आरक्षण संबंधी दकसी भी प्रकार का लाभ लेने के संबंध म ें दकए गए िािों के संबंध में तथा सेिा आिंिनुजनयूजि संबंधी जचदकत्सा िांच में उपयूि पाए गए ह ैं । स संबंध म ें सरकार का जनणिय अंजतम होगा । 17. उम्मीििार को मानजसक और िारीररक िजृ ष्ट से स्ट्िस्ट्थ होना चाजहए और उसम ें कोई ऐसा िारीररक िो नहीं होना चाजहए जिससे िह सम्बजन्ध्त सेिा के अजधकारी के ष/प म ें अपन े कतिव्ों को कूिलतापिू िक न जनभा सके । सरकार या जनयूजि प्राजधकारी द्वारा िैसी भी जस्ट्थजत हो, जनधािररत जचदकत्सा परीक्षा के बाि दकसी उम्मीििार के बारे म ें यह पाया िाता ह ै दक िह न अपेक्षाओं को पूरा नहीं कर सकता ह ै तो उसकी जनयूजि नहीं की िाएगी । व्जित्ि परीक्षण के जलए आयोग द्वारा बूलाए गए उम्मीििारों की जचदकत्सा परीक्षण भाग-I कराई िाएगी। तथा स परीक्षा के आधार पर अजन्तम ष/प स े सफल घोज त दकए िाने पर जचदकत्सा परीक्षा भाग-II कराई िाएगी। भाग-I तथा भाग-II के जचदकत्सा परीक्षा जििरण न जनयमािली के पररजिष्ट-III म ें दिए गए ह ैं । उम्मीििार को अपीलीय मामले के अलािा जचदकत्सा परीक्षा के जलए जचदकत्सा बोडि का कोई िूल्क नहीं िेना होगा । ट्ाांसजेंडर उम्मीदिारों के विए मानक भारतीय आर्थिक सेिा परीक्षा, 2020 की मवे डकि परीक्षा शुरू होने स े पहि े जित् त मंत्रालय, आर्थकि कार् ि विभाग के समर्पित िेब-पेज पर पोस्ट ककए जाएांगे। रिप्पणी:- कहीं जनराि न होना पडे सजलए उम्मीििारों को सलाह िी िाती ह ै दक िे परीक्षा म ें प्रिेि के जलए आिेिन पत्र भेिन े स े पहल े जसजिल सििन के स्ट्तर के दकसी सरकारी जचदकत्सा अजधकारी स े अपनी िांच करिा ल ें । जनयूजि स े पहल े उम्मीििार की दकसी प्रकार की डॉक्िरी िांच होगी और उसके स्ट्िास्ट्थ्य का स्ट्तर दकसी प्रकार का होना चाजहए, उसके ब्लयौरे न जनयमों के पररजिष्ट म ें दिए गए ह।ैं रक्षा सेिाओं के भूतपूि ि जिकलांग हुए तथा उसके फलस्ट्िष/प जनमूिि हुए सैजनकों को सेिा की आिश्यकता के अनूष/प डॉक्िरी िांच के स्ट्तर म ें छूि िी िाएगी । 18. बेंचमाकि जिकलांगता िाल े व यजियों के जलए आरजक्षत ररजियों का लाभ उठान े के मामल े में पात्रता की ित ें िही होंगी, िो “दिव यांगिन अजधकार अजधजनयम, 2016” के अंतगति जनधािररत ह।ैं एकाजधक जिकलांगता िाल े उम् मीििार, दिव यांगिन अजधकार अजधजनयम, 2016 की धारा 34(1) के अंतगति केिल श्रणे ी (ड.)-एकाजधक जिकलांगता, के तहत आरक्षण के पात्र होंगे। ऐसे उम्म ीििार, दिव यांगिन अजधकार अजधजनयम, 2016 की धारा 34(1) के तहत श्रेणी (क) से (घ) के अंतगित, 40% तथा ससे अजधक जिकलागं ता होन े के आधार पर, दकसी अन् य जिकलागं ता श्रेणी के तहत आरक्षण के पात्र नहीं होंगे। सजं क्षप्त जििरण पररजिष्ि -IV में दिया गया ह।ै बिते दक बेंचमाकि जिकलागं ता िाले उम् मीििारों को, जचजन्हत सेिाुपि की अपेक्षाओं के अनूसार, िारीररक अपेक्षाओंुकायाित् मक िगीकरण (क्षमताुअक्षमता) के संिभ िमें अहति ा की जििे ितों को भी परू ा करना होगा। 19. दकसी भी उम् मीििार को समूिाय संबंधी आरक्षण का लाभ उसकी िाजत को केंर सरकार द्वारा िारी आरजक्षत समूिाय संबंधी सूची म ें िाजमल दकए िाने पर ही जमलेगा । उम्मीििार, आर्थिक ष/प से कमिोर िगों हते ू आरक्षण का लाभ लने े के जलए तभी पात्र माना िाएगा िब िह केंर सरकार द्वारा िारी मानिंडों का पालन करता हो तथा उसके पास स प्रकार की पात्रता का प्रमाण पत्र हो। यदि कोई उम् मीििार भारतीय आर्थिक सेिा परीक्षा के अपन े प्रपत्र म ें यह उल् लेख करता ह,ै दक िह सामान् य श्रेणी स े संबंजधत ह ै लेदकन कालांतर म ें अपनी श्रेणी को आरजक्षत सूची की श्रेणी म ें तब्ल िील करन े के जलए आयोग को जलखता ह ै तो आयोग ििारा ऐस े अनूरोध को स्ट् िीकार नहीं दकया िाएगा। सके अजतररि, उम्मीििार द्वारा एक बार आरक्षण श्रणे ी चनू जलए िान े पर अन्य आरजक्षत श्रणे ी में पररितिन के दकसी भी अनूरोध अथाित ् अ.िा. को अ.ि.िा., अ.ि.िा.को अ.िा., अ.जप.ि. को अ.िा./अ.ि.िा. या अ.िा./अ.ि.िा.को8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] अ.जप.ि., अनूसूजचत िाजत को आर्थिक ष/प से कमिोर, आर्थिक ष/प से कमिोर को अनसू ूजचत िाजत, अनूसूजचत िनिाजत को आर्थिक ष/प से कमिोर, आर्थिक ष/प स े कमिोर को अनूसूजचत िनिाजत, अन्य जपछडा िग ि को आर्थिक ष/प स े कमिोर, आर्थिक ष/प से कमिोर को अन्य जपछडा िगि म ें पररितिन पर जिचार नहीं दकया िाएगा । संघ लोक सिे ा आयोग द्वारा अंजतम पररणाम की घो णा कर दिए िाने के उपरातं सामान्य मेररि के आधार पर अनूिंजसत उम्मीििारों से जभन्न आरजक्षत श्रेणी के दकसी भी उम्मीििार को उसकी आरजक्षत श्रणे ी से अनारजक्षत श्रणे ी म ें पररितिन करने अथिा अनारजक्षत श्रणे ी की ररजियों (सेिा संिग)ि के जलए िािा करने की अनूमजत नहीं होगी। सके अलािा, बेंचमाकि दिव यांग (PwBD) के दकसी भी उप-श्रेणी के उम् मीििार को उपनी जिकलांगता की उप-श्रेणी को बिलन ेकी अनूमजत नहीं िाएगी। िबदक उपयूिि जसिांत सामान्य ष/प में पालन दकया िाएगा, िहां कूछ मामलों में भी हो सकता ह,ै िहां दकसी भी सरकारी समूिाय के दकसी भी आरजक्षत समूिायों की सूची में एक सरकारी अजधसूचना िारी करने और 3 माह से अजधक अंतर नहीं हो। उम्मीििार द्वारा आिेिन िमा करना। ऐस े मामलों म ें सामान्य से आरजक्षत को समूिाय के पररितिन का अनूरोध योग्यता पर आयोग द्वारा जिचार दकया िा सकता ह।ै उम्मीििार के मामल े म ें िभू ािग्य से परीक्षा के िौरान बेंचमाकि जिकलांगता िाल े व्जि बनन े के बाि, उम्मीििार को िैध िस्ट्तािेिों का उत्पािन करना चाजहए तादक आयोग को योग्यता के मामले में जनणिय लेने में सक्षम बनाया िा सके। अभ्यथी के मामले में िभू ािग्य स े परीक्षा प्रदिया के िौरान बेंचमाकि जिकलांगता िाल े व्जि बनने के बाि, उम्मीििार को िैध जिकलांग िस्ट्तािेजों का उत्पािन करना चाजहए, जिसमें उसे जिकलांग व्जियों के अजधकार अजधजनयम, 2016 के तहत 40% को बेंचमाकि जिकलांगता िाले व्जियों के जलए आरक्षण के लाभ प्राप्त करन े के जलए उस े सक्षम करन े के जलए प्रिान दकया गया ह ै - बिते िह जनयम ु उपरोि जनयम 18 के अनूसार भारतीय आर्थिक सेिा के जलए पात्र नहीं ह।ै 20. अ.िा.ुअ.ि.िा.ुअ.जप.ि. ईडब्लल्यूएस [आर्थिक ष/प से कमिोर िगि]/बेंचमाकि जिकलांगता िाल े व्जि.ुपूि ि सेनाकर्मियों के जलए उपलब्लध आरक्षणुररयायत के लाभ के च्छूक उम्मीििार यह सूजनजित करें दक िे जनयमािलीुनोरिस म ें जिजहत पात्रता के अनूसार ऐसे आरक्षणुररयायत के हकिार ह।ैं उपयूिि लाभोंुनोरिस से संबंध जनयमािली म ें दिए गए अनूबधं के अनूसार उम्मीििारों के पास अपन े िाि े के समथिन में जिजहत प्रारफप म ें आिश्यक सभी प्रमाण पत्र मौिूि होना चाजहए तथा न प्रमाण पत्रों पर आिेिन िमा करने की जनधािररत तारीख (अंजतम तारीखस स े पहल े की तारीख अंदकत होनी चाजहए । भारतीय आर्थिक सेिा परीक्षा, 2020 के जलए आिेिन करन े िाल े आर्थिक ष/प से कमिोर िगि के उम् मीििारों को जित् त ि ि 2018-2019 के जलए आय और संपिा प्रमाणपत्र अिश् य प्रस्ट् ततू करना चाजहए A 21. जिस व्जि ने, :-- (कस ऐसे व्जि स ेजििाह या जििाह का अनूबन्ध दकया हो, जिसका पहल े िीजित पजतुपत्नी हो, या (खस िीजित पजतुपत्नी के रहत े हुए दकसी व्जि स े जििाह या जििाह का अनूबन्ध दकया ह,ै तो िह उि सेिा म ें जनयूजि के जलए पात्र नहीं माना िाएगा: परन्त ू यदि केन्रीय सरकार, स बात स े सन्तूष्ट हो िाए दक ऐसा जििाह ऐसे व्जि तथा जििाह के िसू रे पक्ष पर लाग ू होन े िाले िैयजिक कानून के अनूसार स्ट्िीकायि ह ै और ऐसे करन े के अन्य कारण भी ह ैं तो िह दकसी भी व्जि को स जनयम स े छूि ि ेसकती ह ै। 22. स परीक्षा के माध्यम से जिन सेिाओं के सम्बन्ध म ें भती की िा रही ह ै उसका संजक्षप्त जििरण पररजिष्ट-II म ें दिया गया ह ै। रािीि जमश्रा, सलाहकार[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 9 पररजिष्ट-I परीक्षा की योिना खण्ड-1 यह परीक्षा जनम्नजलजखत योिना के अनूसार संचाजलत होगी । भाग 1 - के अन्तिगत जलजखत परीक्षा म ें सजम्मजलत जि य, पूणाकां 1000 होंगे । भाग 2 - आयोग द्वारा जिस उम्मीििार को बूलाया िाता ह ै उनके जलए मौजखक परीक्षा जिसके पूणाांक 200 होंग े । भाग 1 - के अन्तगित जलजखत परीक्षा म ें सजम्मजलत जि य, प्रत्येक जि य के प्रश्न पत्र के जलए जनधािररत पूणाांक और समय का जििरण स प्रकार ह ै: भारतीय आर्थकि सिे ा ि. स.ं जि य अजधकतम अकं दिया गया समय 1. सामान् य स्ट्त र तथा पा्यचचया िका जििरण नीच ेखंड-2 में दिए गए ह।ैं 2. सभी जि यों के प्रश्न-प्रत्र परम्परागत (जनबंधस प्रकार के होंगे । 3. सभी प्रश्न-पत्रों के उत्तर, अंग्रेिी म ेंजलखन ेचाजहएं । प्रश्न पत्र केिल अंग्रेिी म ेंहोंग े। 4(i) उम्मीििारों को प्रश्नों के उत्तर अजनिायितः स्ट्ियं जलखने होंगे । दकसी भी पररजस्ट्थजत में उन्ह ें उत्तर जलखने के जलए स्ट्िा ब की सहायता लेन े की अनूमजत नहीं िी िाएगी । नेत्रहीनता, चलने म ें असमथि (िोनों बािूएं प्रभाजित-बीएस और प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के अतं गति बेंचमाकि जिकलागं ता िाले उम्मीििारों को स्ट्िा ब सूजिधा की मांग दकए िाने पर उपलब्लध कराई िाएगी । आरपीडब्लल्यूडी अजधजनयम, 2016 की धारा 2 (ि) के अतं गति यथापररभाज त बेंचमाकि जिकलांगता की अन्य श्रेजणयों के उम्मीििारों को पररजिष्ट-IV पर दिए गए प्रपत्र के अनूसार दकसी सरकारी स्ट्िास्ट्थ्य िेखभाल संस्ट्था के मख्ू य जचदकत्सा अजधकारीु जसजिल सििनुजचदकत्सा अधीक्षक द्वारा िारी स आिय का प्रमाण पत्र प्रस्ट्तूत दकए िाने पर दक संबंजधत उम्मीििार जलखने में िारीररक ष/प से अक्षम ह ैतथा उसकी ओर से परीक्षा में जलखन े के जलए स्ट्िा ब की सिे ाएं लेना अपररहायि ह,ै ऐसे उम्मीििारों को स्ट्िा ब की सूजिधा प्रिान की िाएगी । (ii) अपना स्ट्िा ब लाने या आयोग को सके जलए अनरू ोध करने संबंधी जििेकाजधकार उम्मीििार को ह।ै स्ट्िा ब का जििरण अथाति अपना या आयोग का और यदि उम्मीििार अपना स्ट्िा ब लाना चाहते हैं, तो तत्संबंधी जििरण ऑनला न आिेिन करत े समय पररजिष्ट-V के प्रपत्र में मागं ा िाएगा।10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] (iii) स्ट्ियं के अथिा आयोग द्वारा उपलब्लध कराए गए स्ट्िा ब की योग्यता परीक्षा के जलए जनधािररत न्यनू तम योग्यता मानिंड स ेअजधक नहीं होगी। तथाजप, स्ट्िा ब की योग्यता सििै मैररक अथिा ससे अजधक होनी चाजहए। (iv) नेत्रहीन, चलन े म ें असमथ ि (िोनों बािूए ं प्रभाजित – बीए) और प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के अंतगित बेंचमाकि जिकलांगता िाले उम् मीििारों को परीक्षा के प्रत् यके घंिे हते ू २० जमनि प्रजतपूरक समय प्रिान दकया िाएगा । बेंचमाकि जिकलांगता की अन् य श्रेजणयों के उम् मीििारों को पररजिष्ट–V पर दिए गए प्रपत्र के अनूसार दकसी सरकारी स्ट् िास्ट् थ् य िेखभाल संस्ट् थान के मूख्य जचदकत् सा अजधकारी/ जसजिल सििन / जचदकत् सा अधीक्षक द्वारा िारी स आिय का प्रमाण पत्र प्रस्ट् तूत दकए िाने पर दक संबंजधत उम् मीििार जलखने म ें िारीररक ष/प स े अक्षम ह,ै यह सूजिधा प्रिान की िाएगी। रिप्पणी-1 : दकसी लेखन सहायक (स्ट्िा बस की योग्यता की ितें परीक्षा हाल में उसके आचरण तथा िह भारतीय आर्थिक सेिा परीक्षा के उत्तर जलखने में बेंचमाकि दिव्ांगता िाले उम्मीििारों (PwBD) की दकस प्रकार और दकस सीमा तक सहायता कर सकताुसकती ह,ै न सब बातों का जनयमन संघ लोक सेिा आयोग द्वारा स संबंध म ें िारी अनूिेिों के अनूसार दकया िाएगा। न सभी या न म ेंसे दकसी एक अनूििे का उल्लघं न होने पर संघ लोक सेिा आयोग बेंचमाकि दिव्ांगता िाले उम्मीििार (PwBD) की उम्मीििारी रद्द की िा सकती ह ै । सके अजतररि सघं लोक सेिा आयोग लेखन सहायक के जिरुि अन्य कारििाई भी कर सकता ह।ै रिप्प णी-2 : िश्ृ य अपगं ता का प्रजतित ैं या नहीं िे जिजनयम स्ट्िास्ट्थ्य परीक्षक (मेजडकल एक्िाजमनसिस के मागिजनिेिन के जलए भी ह ैं । रांसिेंडर उम्मीििारों के जचदकत्सा मानकों सजहत उनके जचदकत्सा परीक्षण संबंधी सभी प्रकार के नोरिस तथा सूचनाए,ं भारतीय आर्थिक सेिा परीक्षा, 2020 हते ू जचदकत्सा परीक्षण प्रारंभ होन े से पहल े जित्त मंत्रालय, आर्थिक कायि जिभाग के जिजिष्ट िेब पेि पर प्रिर्िित की िाएगी। नोि: जचदकत्सा बोडि, बेंचमाकि जिकलांगता िाल े व्जियों के जलए आरजक्षत पिों पर आिेिन करन े िाले उम्मीििारों की डॉक्िरी परीक्षा करते समय जिकलांग व्जियों के अजधकार अजधजनयम, 2016 के संगत प्रािधानों को, जिसमें अनूज्ञेय िारीररक जिकलांगता की सीमा पररभाज त की गई ह,ै ध्यान म ेंरखेगा । 2. (कस भारत सरकार को स्ट्िास्ट्थ्य परीक्षा बोडि की ररपोिि पर जिचार करके उसे स्ट्िीकार या अस्ट्िीकार करन े का पूण ि अजधकार होगा ।[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 17 (खस जचदकत्सा परीक्षा िो भागों म ें आयोजित की िाएगी अथाित् भाग-I जिसम ें छाती के रेजडयोग्रादफक परीक्षण (एक्स-रे परीक्षणस को छोडकर सम्पूणि जचदकत्सा सजम्मजलत ह ै मेजडकल बोडि द्वारा जनधािररत की िाएगी और भाग-II जिसमें रेजडयोग्राजपफक परीक्षण (छाती का एक्सरे-परीक्षणस सजम्मजलत होगा । भाग-II परीक्षा केिल उन्हीं उम्मीििारों की की िाएगी िो परीक्षण के आधार पर सफल घोज त दकए िाएंगे । 1. जनयूजि के जलए स्ट्िस्ट्थ ठहराए िाने के जलए यह िष/री ह ै दक उम्मीििार का मानजसक और िारीररक स्ट्िास्ट्थ्य ठीक हो और उसमें कोई ऐसा िारीररक िो न हो, जिससे जनयूजि के बाि िक्षतापूििक काम करन े म ें बाध पडन ेकी संभािना हो । 2. भारतीय (एंग्लो ंजडयन सजहतस िाजत के उम्मीििार की आय,ू कि और छाती के घेरे के परस्ट्पर सबं ंध के बारे म ें मेजडकल बोडि के ऊपर यह बात छोड िी गई ह ै दक िह उम्मीििार को परीक्षा म ें मागििििन के ष/प म ें िो भी परस्ट्पर संबंध आंकडे सबसे अजधक उपयूि समझे व्िहार म ें लाए । यदि ििन, कि और छाती के बारे म ें जि मता हो तो िांच के जलए उम्मीििार को अस्ट्पताल म ें रखना चाजहए और छाती का एक्स-रे लेना चाजहए। ऐसा करन े के बाि ही िह उम्मीििार को स्ट्िस्ट्थ अथिा अस्ट्िस्ट्थ घोज त करेगा। दफर भी केिल उन उम्मीििारों की छाती का एक्स-रे दकया िाएगा जिन्हें जचदकत्सा परीक्षण के भाग-II के जलए मेजडकल बोड ि के समक्ष उपजस्ट्थत होने के जनिेि दिए िाएंगे। 3. उम्मीििार का कि जनम्नजलजखत जिजध से मापा िाएगा: िह अपन े िूत े उतार िेगा और उसे मापिण्ड (स्ट्िेण्डडसि स े स प्रकार सिा कर खडा दकया िाएगा दक उसके पांि आपस म ें िूड े रह ें और उसका ििन जसिाए एज डयों के पांिों की उंगजलयों या दकसी और जहस्ट्से पर न पडे । िह जबना अकड े सीध खडा होगा और उसकी ऐज डयां, नपंडजलयां, जनतम्ब और कन्धे मापिण्ड के साथ लग े होंग े । उसकी ठोडी नीची रखी िाएगी तादक जसर का स्ट्तर (ििेंकेस ऑफ िी हडै लेिलस हाररिंिल बार सेंिीमीिरों में मापा िाएगा । 4. उम्मीििार की छाती मापने का तरीका : स प्रकार उसे स भांजत खडा दकया िाएगा तादक उसके पांि िूड े हों और उसकी भूिाएं जसर स े ऊपर उठी हों । पफीते को छाती के जगि ि स तरह लगाया िाएगा दक पीछे की ओर सका ऊपरी दकनारा असफल (िोल्डर ब्ललेडस जनम्न कोणों ( न्फीररयर एंग्लसस स े लगा और पफीते को छाती के जगि ि ले िाने पर उसी आडे समतल (हाररिंिल लेनस म ें रह े । दफर भूिाओं को नीचा दकया िाएगा और उन्ह ें िरीर के साथ लिका रहन े दिया िाएगा। दकन्तू स बात का ध्यान रखा िाएगा दक कन्धे ऊपर या पीछे की ओर न दकए िाएं तादक पफीता अपन े स्ट्थान स े हि न पाए । तब उम्मीििार को कई बार गहरा सांस लेन े के जलए कहा िाएगा और छाती का अजधक स े अजधक पैफलाि गौर स े नोि दकया िाएगा और कम स े कम और अजधक स े अजधक पैफलाि सेंिीमीिर म ें ररकाड ि दकया िाएगा । 84-89, 86-93 आदि माप को ररकाडि करते समय आध े सेंिीमीिरों स े कम के जभन्न (प्रेफक्िनस को नोि नहीं करना चाजहए । नोि: अंजतम जनणिय करन े स े पूिि उम्मीििार का कि और छाती िो बार नापनी चाजहए । 5. उम्मीििार का ििन भी दकया िाएगा और उसका ििन दकलोग्राम म ें ररकाडि दकया िाएगा । आध े दकलोग्राम स े कम के प्रेफक्िन को नोि नहीं करना चाजहए । 6. (कस उम्मीििार की निर की िांच जनम्नजलजखत जनयमों के अनूसार की िाएगी। प्रत्येक िांच का पररणाम ररकाड ि दकया िाएगा । (खस चश्म ें के जबना निर (नैकेड आई जििनस की कोई न्यूनतम सीमा (जमजनमम जलजमिस नहीं होगी, दकन्तू प्रत्येक मामले म,ें मेजडकल बोडि या अन्य मेजडकल अजधकारी द्वारा स े ररकाडि दकया िाएगा क्योंदक ससे आंख की हालत के बारे म ेंमूल सूचना (बेजसक न्पफारमेिनस जमल िाएगी । (गस चश्म ेके साथ चश्मे के जबना िरू और नििीक की निर का मानक जनम्नजलजखत होगा:18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] िरू की निर नििीक की निर अच्छी आँख खराब आँख अच्छी आँख खराब आँख (ठीक की (ठीक की हुई िजृष्टस हुई िजृष्टस 6/9 6/9 या िे-I िे-II 6/9 6/12 (घस माययोजपया फण्ड्रस के प्रत्येक मामले म ें परीक्षा की िानी चाजहए और उसके पररणाम ररकाडि दकए िान े चाजहए । यदि उम्मीििार की ऐसी रोगात्मक ििा हो िो दक ब सकती ह ैऔर उम्मीििार की काय-ि कूिलता पर प्रभाि डाल सकती ह ैतो उसे अयोग्य घोज त दकया िाए । (घस िजृ ष्ट क्षत्रे म ें सभी सेिाओं के जलए सम्मूखन जिजध (कप्रेंफिेिन मैथडस द्वारा िजृ ष्ट क्षत्रे की िांच की िाएगी । िब ऐसी िांच का नतीिा असंतो िनक या संदिग्ध् हो तब िजृ ष्ट क्षत्रे को पैरामीिर पर जनधािररत दकया िाना चाजहए। (चस रतौंधी (नाईि ब्लला न्डनसे स : साधरणतया रतौंधी िो प्रकार की होती ह ै : (1स जििाजमन 'ए' की कमी के कारण और (2स रेिीना के िरीर रोग के कारण जिसकी आम ििह रेरिजनरिस जपगमैिीसा होती ह ै । उपयूिि (1स म ें पंफडस की जस्ट्थजत सामान्य होती ह ै । साधरणतया छोिी आय ू िाले व्जियों और कम खूराक पान े िाले व्जियों म ें दिखाई िेती ह ै और अजधक मात्रा म ें जििाजमन 'ए' के खाने से ठीक हो िाती ह ै ऊपर बताई गई (2स की जस्ट्थजत म ें पंफडस प्राय: होती ह ै । अजधकांि मामलों म ें केिल पंफडस की परीक्षा से ही जस्ट्थजत का पता चलता ह ै । स श्रेणी का रोगी प्रौ होता ह ै और खूराक की कमी स े पीज डत नहीं होता ह ै । सरकार म ें ऊँची नौकररयों के जलए प्रयत्न करन े िाले व्जि स िगि म ें आत े ह ैं । उपयूिि (1स और (2स िोनों के जलए अंधेरा अनूकूलन परीक्षा म ें जस्ट्थजत का पता चल िाएगा । उपयूिि (2स के जलए जििे तथा िब पंफडस न हो तो लेक्रोरेिीनोग्राफी दकए िाने की आिश्यकता होती ह ै । न िोनों िांचों (अंधरे ा अनूकूलन और रेिीनोग्रापफीस म ें अजधक समय लगता ह,ै और जििे प्रबंध् और सामान की आिश्यकता होती ह ै। सजलए साधारण जचदकत्सा िांच से सका पता सम्भि नहीं ह ै । न तकनीकी बातों को ध्यान म ें रखते हुए मंत्रालयुजिभाग को चाजहए दक िे बताए ं दक रतौंधी के जलए न िांचों का करना अजनिायि ह ैया नहीं । यह स बात पर जनभिर होगा दक जिन व्जियों को सरकारी नौकरी िी िाने िाली ह ै उनके कायि की अपेक्षाए ं क्या ह ैं और उनकी ड्रयूिी दकस तरह की होगी । (छस िजृ ष्ट की तीक्षणता से जभन्न आंख की अिस्ट्थाए ं(आक्यलू र कंडीिनस (1स आंख की उस बीमारी की या ब ती हुई अपितिन त्रूरि (प्रोग्रेजसि ररएजक्िि एररस का जिसके पररणामस्ट्िष/प िजृ ष्ट की तीक्षणता के कम होने की संभािना हो अयोग्यता का कारण समझा िाना चाजहए । (2स भैंगापन (स्ट्कनिंिस: तकनीकी सेिाओं म ें िहां जद्वनेत्री (बा नोकलरस िजृ ष्ट अजनिायि हो िजृ ष्ट की तीक्षणता जनधािररत स्ट्तर की होने पर भी भैंगापन को अयोग्यता का कारण समझना चाजहए । िजृ ष्ट की तीक्षणता जनधािररत स्ट्तर की होने पर भैंगापन को अन्य सेिाओं के जलए अयोग्यता का कारण नहीं समझना चाजहए । (3स एक आंख: यदि दकसी व्जि की एक आंख अथिा यदि उसकी एक आंख की िजृ ष्ट सामान्य हो और िसू री आंख की मंि िजृ ष्ट हो अथिा अप सामान्य िजृ ष्ट हो तो उसका प्रभाि प्राय: यह होता ह ै दक व्जि म ें गहरी बोध हते ू जत्रजिम िजृ ष्ट का अभाि होता ह ै । स प्रकार की िजृ ष्ट कई जसजिल पिों के जलए आिश्यक नहीं ह ै । स प्रकार के व्जियों को जचदकत्सा बोडि योग्य मानकर अनूिंजसत कर सकता ह ै। बिते दक सामान्य आंख: (1स की िरू की िजृ ष्ट 6/6 और जनकि की िजृ ष्ट िे. I का चश्मा लगाकर अथिा उसके जबना ही बिते दक िरू की िजृ ष्ट के जलए दकसी मेररजडयन म ें त्रूरि 4 डायोप् िस स ेअजधक न हो । (2स की िजृ ष्ट का पूरा क्षत्रे हो ।[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 19 (3स की सामान्य रंग िजृ ष्ट िहां अपेजक्षत थ:े बिते दक बोडि को यह सामान्य हो िाए दक उम्मीििार प्रश्नाधीन कायि जििे स े संबंजधत सभी कायिकलापों का जनष्पािन कर सकता ह ै। (िस कान्िेक्ि लेन्स: उम्मीििार की स्ट्िास्ट्थ्य परीक्षा के समय कान्िेक्ि लेन्स के प्रयोग की आज्ञा नहीं होगी । यह आिश्यक ह ै दक आंख की िांच करत े समय िरू की निर के जलए िा प दकए गए अक्षरों का उरभासन 15 फूि ऊंचाई के प्रकाि से हो । 7. ब्ललड प्रैिर ब्ललड प्रैिर के संबंध में बोडि अपन े जनणिय से काम लगे ा । नामिल उच्चतम जसस्ट्िाजलक प्रैिर के आकलन की काम चलाई जिजध नीच ेिी िाती ह ै: (1स 15 से 25 ि ि के यूिा व्जियों म ें औसत ब्ललड प्रैिर लगभग 100 िमा आय ूहोता ह ै। (2स 25 ि ि स े ऊपर आयू िाले व्जियों के ब्ललड प्रैिर आकलन करन े म ें 110 म ें आधी-आधी िोड िेने का तरीका जबल्कूल संतो िनक दिखाई पडता ह ै। ध्यान ि:ें सामान्य जनयम के ष/प म ें 140 एम.एम. के ऊपर के जसस्ट्िाजलक प्रैिर की और 90 एम.एम. से ऊपर डायस्ट्िाजलक प्रैिर को संदिग्ध् मान लेना चाजहए और उम्मीििार को योग्युअयोग्य ठहराने के संबंध म ें अपनी अंजतम राय िेने स े पहल े बोडि को चाजहए दक उम्मीििार को अस्ट्पताल म ें रखें । अस्ट्पताल की ररपोिि स े यह पता लगाना चाजहए दक घबराहि (एक्सा िमेंिस आदि के कारण ब्ललड प्रैिर िृजि थोडे समय रहती ह ै या उसका कारण कोई काजयक (आगिजनकस बीमारी ह ै ? ऐसे सभी केसों म ें हृिय को एक्सरे और जिद्यूत हृिय लेखी ( लेक्रोकाजमग्राजपफकस परीक्षाए ं और रि यूररया जनकास (जक्लेयरैंसस की िांच भी नेमी ष/प से की िानी चाजहए । दफर भी उम्मीििार के योग्य होने या न होने के बारे म ेंअजन्तम फैसला केिल मेजडकल बोडि ही करेगा । ब्ललड प्रैिर (रि िाबस लेन ेका तरीका जनयजमत पारे िाले िबािमापी (मकिरी मैनेमीिरस दकस्ट्म का उपकरण ( ंस्ट्ूमेंिस स्ट्तेमाल करना चाजहए । दकसी दकस्ट्म के व्ायाम या घबराहि के बाि पन्रह जमनि तक रि िाब नहीं लेना चाजहए । रोगी बैठा या लेिा हो बित े दक िह और जििे कर उसकी भूिा जिजथल और आराम स े हो । कूछ हाररिंिल जस्ट्थजत में रोगी के पाश्व ि पर भूिा को आराम स े सहारा दिया िाए । भूिा पर स े कन्धे तक कपडे उतार िेने चाजहए। कफ म ें से पूरी तरह हिा जनकाल कर बीच की रबड को भूिा के अन्िर की ओर रख कर सके नीचे दकनारे को कोहनी के मोड से एक या िो ंच ऊपर करके लगाना चाजहए । सके बाि कपडे की परिी को पैफला कर समान ष/प स े लपेिना चाजहए; तादक हिा भरने पर कोई जहस्ट्सा पूफल कर बाहर न जनकल े । कोहनी को मोड पर प्रकि ध्मनी (बेदकअल आििरीस को िबाकर ढूंढा िाता ह ै तब तक उसके ऊपर बीचों-बीच स्ट्िेथस्ट्कोप को हल्के से लगाया िाता ह ै िो कफ के साथ न लग े । कफ म ें लगभग 200 एम.एम.एच. िी हिा भरी िाती ह ै और सके बाि सम ें स े धीरे-धीरे हिा जनकाली िाती ह ै । हल्की श्रजमक ध्िजन सूनाई पडन े पर जिस स्ट्तर पर पारे का कालम रिका होता ह ै । िह जसस्ट्िाजलक प्रैिर ििािता ह ै। िब और हिा जनकाली िाएगी तो ध्िजनयां तेि सूनाई पडेंगी । जिस स्ट्तर पर ये साफ और अच्छी सूनाई पडन े िाली ध्िजनयां हल्की िबी हुई-सी लूप्त प्राय: हो िाएं, िह डायस्ट्िाजलक प्रैिर ह ै । ब्ललड प्रैिर काफी थोडी अिजध म ें ही लेना चाजहए, क्योंदक कफ के लम्ब े समय का िबा रोगी के जलए क्षोभकार होता ह ै और सम ें रीनडंग गलत हो िाती ह ै । यदि िोबारा पडताल करना िष/री हो तो कफ म ें स े पूरी हिा जनकालकर कूछ जमनि के बाि ही ऐसा दकया िाए (कभी-कभी कफस स े हिा जनकलने पर एक जनजित स्ट्तर पर ध्िजनयां सूनाई पडती ह,ैं िबाि जगरन ेपर ये गायब हो िाती ह ैंऔर जनम्न स्ट्तर पर पून: प्रकि हो िाती ह ैं। स सा लेंि गैप से रीनडंग म ें गलती हो सकती ह ै।20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] 8. परीक्षक की उपजस्ट्थजत म ें ही दकए गए मूत्र की परीक्षा की िानी चाजहए और पररणाम ररकाड ि दकया िाना चाजहए। िब मेजडकल बोडि की दकसी उम्मीििार के मूत्र में रासायजनक िांच द्वारा िक्कर का पता चल े तो बोडि सके अन्य सभी पहलओंू की परीक्षा करेगा और मधूमेह (डायजबिीिस के द्योतक जचन्हों और लक्षणों को भी जििे ष/प स े नोि करेगा । यदि बोडि उम्मीििार को ग्लूकोि मेह (ग्ला कोसूररयास के जसिाए, अपेजक्षत मेजडकल जपफिनेस के स्ट्िैण्डड ि के और प्रयोगिाला की सूजिधाएं हों । मेजडकल जििे ज्ञ स्ट्िैण्डड ि ब्ललड िूगर िालरेंस िेस्ट्ि समेत िो भी जक्लजनक या लेबोरेिरी परीक्षा िष/री समझेगा करेगा और अपनी ररपोि ि मेजडकल बोड ि को भेि िेगा जिस पर मेजडकल बोडि की ''जपफि'' या ''अनदफि'' की अजन्तम राय आधररत होगी । िसू रे अिसर पर उम्मीििार के जलए बोडि के सामन े स्ट्िय ं उपजस्ट्थत होना िष/री नहीं होगा । औ जध के प्रभाि को समाप्त करन े के जलए यह िष/री हो सकता ह ै दक उम्मीििार को कई दिन तक अस्ट्पताल म ेंपूरी िखे -रेख में रखा िाए । 9. यदि िांच के पररणामस्ट्िष/प कोई मजहला उम्मीििार 12 हफ्त े या उससे अजधक समय की गभििती पाई िाती ह ै तो उसका अस्ट्थाई ष/प स े तब तक अस्ट्िस्ट्थ घोज त दकया िाना चाजहए िब तक दक उसका प्रसि न हो िाए । दकसी रजिस्ट्िड ि मेजडकल प्रैजक्ििनर स े आरोग्यता का प्रमाण-पत्र प्रस्ट्तूत करन े पर प्रसूजत की तारीख स े 6 हफ्त े बाि आरोग्य प्रमाण-पत्र के जलए, उसकी दफर से स्ट्िास्ट्थ्य की परीक्षा की िानी चाजहए । 10. जनम्नजलजखत अजतररि बातों का परीक्षण करना चाजहए: (कस उम्मीििार को िोनों कानों से अच्छा सूनाई पडता ह ै या नहीं और कान की बीमारी का कोई जचह्न ह ै या नहीं । यदि कान की कोई खराबी हो तो उसकी परीक्षा कान जििे ज्ञ द्वारा की िानी चाजहए । यदि सूनन े की खराबी का लाि िल्य दिया आपरेिन या जहयररंऐड के स्ट्तेमाल स े हो सके तो उम्मीििार को स आधार पर अयोग्य घोज त नहीं दकया िा सकता बिते दक कान की बीमारी ब ने िाली न हो। जचदकत्सा परीक्षा प्राजधकारी के मागििििन के जलए सम्बन्ध म ेंजनम्नजलजखत मागिििनि िानकारी िी िाती ह:ै (1स (2स (1स एक कान में प्रकि अथिा पूणि बहरापन यदि उच्च प्रफीक्वेंसी मेंबहरापन 30 डेसीबेल तक हो, तो गैर-तकनीकी िसू रा कान सामान्य होगा । काम के जलए योग्य। (2स िोनों कानों म ें बहरापन या प्रत्यक्ष बोध यदि 1000 से 4000 तक स्ट्पीच प्रफीक्वेंसीि में बहरापन 3 डेसीबेल तथा जिसमें श्रव्यंत्र (जहयररंऐडस द्वारा कूछ सूधार िो तकनीकी तथा गैर-तकनीकी िोनों प्रकार के काम के जलए योग्य है । संभि हो । (3स सेंरल अथिा मार्ििनल सेिा परीक्षा म ेंअंजतम ष/प स े सफल घोज त दकया िाता ह ै। अभ्यथी के स्ट्िास्ट्थ्य के बारे म ें केन्रीय स्ट्थाई जचदकत्सा मण्डल (संबंजधत अभ्यथी को जचदकत्सा परीक्षा का संचालन करन े िालास के अध्यक्ष का जनणयि अंजतम होगा ।22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] 12. सरकारी सेिा के जलए उम्मीििार के स्ट्िास्ट्थ्य के संबंध म ें िहां कहीं सन्िेह हो जचदकत्सा बोडि का अध्यक्ष उम्मीििार की योग्यता अथिा अयोग्यता का जनणिय दकए िाने के प्रश्न पर दकसी उपयूि अस्ट्पताल के जििे ज्ञ स े परामि ि कर सकता ह ै । उसे यदि दकसी उम्मीििार पर मानजसक त्रूरि अथिा जिपयन (ऐिरेिनस स े पीजडत होने का सन्िेह होने म ेंबोडि का अध्यक्ष अस्ट्पताल म ेंदकसी मनोजिकार जिज्ञानीुमनोजिज्ञानी स े परामिि कर सकता ह ै। िब कोई रोग जमले तो उसे प्रमाण-पत्र म ें अिश्य ही नोि दकया िाय े । मेजडकल परीक्षक को अपनी राय जलख िेनी चाजहए दक उम्मीििार स े अपेजक्षत िक्षतापूण िड्यूिी म ें ससे बाध पडन े की संभािना ह ैया नहीं । 13. मजे डकल बोडि के जनणिय के जिष/ि अपील करन े िाल े उम्मीििार को भारत सरकार द्वारा जनधािररत जिजध के अनूसार 50 रु. का अपील िूल्क िमा करना होता ह ै । यह िूल्क केिल उन उम्मीििारों को िाजपस जमलेगा िो अपीलीय स्ट्िास्ट्थ्य परीक्षा बोडि द्वारा योग्य घोज त दकए िायेंगे । िे िसू रों के बारे म ें यह िब्लत कर जलया िायेगा । यदि उम्मीििार चाह े तो अपन े आरोग्य होने के िाि े के समथिन म ें स्ट्िस्ट्थ्ता प्रमाण-पत्र संलग्न कर सकते ह ैं । उम्मीििारों को प्रथम स्ट्िास्ट्थ्य परीक्षा बोडि द्वारा भेि े गए जनणिय के 2 दिन के अन्िर अपील पेि करनी चाजहए अन्यथा अपीलीय स्ट्िास्ट्थ्य परीक्षा बोडि द्वारा िसू री स्ट्िास्ट्थ्य परीक्षा के जलए अनूरोध स्ट्िीकार नहीं दकया िायेगा। अपीलीय स्ट्िास्ट्थ्य परीक्षा बोडि द्वारा स्ट्िास्ट्थ्य परीक्षा केिल नई दिल्ली म ें होगी और स्ट्िास्ट्थ्य परीक्षा के संबंध म ें की गई यात्रा के जलए कोई यात्रा तथा िैजनक भत्ता नहीं दिया िाएगा। अपीलों के जनधािररत िूल्क के साथ प्राप्त होने पर अपीलीय स्ट्िास्ट्थ्य परीक्षा बोडि द्वारा की िाने िाली स्ट्िास्ट्थ्य परीक्षा के प्रबंध के जलए जित्त मंत्रालय, आर्थिक कायि जिभाग िैसी भी जस्ट्थजत हो द्वारा आिश्यक कारििाई की िाएगी । मजे डकल बोड ि की ररपोि ि मेजडकल परीक्षा के मागििििन के जलए जनम्नजलजखत सूचना िी िाती ह ै: िारीररक योग्यता (जपफिनेसस के जलए अपनाए िाने िाले स्ट्िैण्डड ि संबंजधत उम्मीििार की आय ू और सेिाकाल यदि हो, के जलए उजचत गूंिा ि रखनी चाजहए । दकसी ऐसे व्जि को पजब्ललक सर्ििस म ें भती के जलए योग्य नहीं समझा िाएगा जिसके बारे म ें यथाजस्ट्थजत सरकार या जनयूजि प्राजधकारी (अपा रिंग अथाररिीस को यह तसल्ली नहीं होगी दक उसे ऐसी कोई बीमारी या िारीररक िबू िलता (बाजडली नफर्मििीस नहीं ह ै जिससे िह उसे सेिा के जलए अयोग्य हो या उसके अयोग्य होने की संभािना ह ै। यह बात समझ लेनी चाजहए दक योग्यता का प्रश्न भजिष्य से भी उतना ही संबंध ह ै जितना दक ितिमान स े ह ै और मेजडकल परीक्षा का एक मूख्य उद्देश्य जनरन्तर कारगर सेिा प्राप्त करना और स्ट्थायी जनयूजि के उम्मीििार के मामल े म ें अकाल मृत्यू होने पर समय पूिि पेंिन या अिायजगयों को रोकना ह ै । साथ ही यह भी नोि कर जलया िाय े दक िहां प्रश्न जनरन्तर कारगर सेिा की संभािना का ह ै और उम्मीििार को अस्ट् िीकृत करन े की सलाह उस हालत म ें नहीं िी िानी चाजहए िबदक उसमें कोई िो हो िो केिल बहुत कम जस्ट्थजतयों म ेंजनरन्तर कारगर सेिा में बाधक पाया गया हो । बोडि म ें सामान्यत: तीन सिस्ट्य होंगे : (1स एक काय-ि जचदकत्सक, (2स एक िल्य जचदकत्सक और (3स एक नेत्र जचदकत्सक । ये सभी यथासंभि साध्य समान स्ट्तर के होने चाजहए । मजहला उम्मीििार की परीक्षा के जलए दकसी लडे ी डाक्िर को बोडि के सिस्ट्य के ष/प म ें सहयोजित दकया िाएगा । भारतीय आर्थिक सेिा म ें जनयूि उम्मीििार को भारत म ें और भारत के बाहर क्षत्रे सेिा (फील्ड सख्रिसस करनी होगी । स प्रकार के दकसी उम्मीििार के मामले म ें मेजडकल बोडि को स बारे म ें अपनी राय जििे ष/प से ररकाडि करनी चाजहए दक उम्मीििार क्षत्रे सेिा (पफील्ड सख्रिसस के योग्य ह ैं या नहीं। डाक्िरी बोड ि की ररपोि ि को गोपनीय रखना चाजहए । ऐस े मामल े म ें िबदक कोई उम्मीििार सरकारी सेिा म ें जनयूजि के जलए अयोग्य करार दिया िाता ह ैतो मोिे तौर पर उसके अस्ट्िीकार दकए िाने के आधार उम्मीििार को बताए िा सकते ह ैं । दकन्तू डाक्िरी बोडि न े िो खराबी बताई हो उसका जिस्ट्तृत ब्लयौरा नहीं दिया िा सकता । ऐस े मामले म ें िहां डाक्िरी बोड ि का यह जिचार ह ैदक सरकारी सेिा के जलए उम्मीििार को अयोग्य बताने िाली छोिी-मोिी खराबी जचदकत्सा (औ ध या िल्यस द्वारा िरू हो सकती ह ै िह डाक्िरी बोडि द्वारा स आिय का कथन ररकाडि दकया िाना चाजहए। जनयूजि अजधकारी द्वारा स बारे म ें उम्मीििार को बोडि की राय सूजचत दकए िाने म ें आपजत्त नहीं ह ै और िब िह खराबी िरू हो िाए तो िसू रे डाक्िरी बोडि के सामन े उस व्जि को उपजस्ट्थत होने के जलए कहन े म ेंसम्बजन्धत प्राजधकारी स्ट्ितंत्र ह।ै[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 23 यदि कोई उम्मीििार अस्ट्थाई तौर पर 'अयोग्य' करार दिया िाए तो िबू ारा परीक्षा की अिजध साधारणतया अजधक स े अजधक 6 महीने से ज्यािा नहीं होनी चाजहए । जनजित अिजध के बाि अब िबू ारा All candidates (male/female/transgender) are requested to carefully read these Rules and the examination notice of the UPSC derived from these Rules. 2. The number of vacancies to be filled through the examination will be specified in the Notice issued by the Commission. Reservation will be made for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, Economically Weaker Sections (EWSs) and Persons with Benchmark Disabilities categories in respect of vacancies as may be fixed by the Government of India. 3. The examination will be conducted by the Union Public Service Commission in the manner prescribed in Appendix-I to these rules. The dates on which and the places at which the examination will be held shall be fixed by the Commission. 4. A candidate must be either:— (a) a citizen of India; or (b) a subject of Nepal; or (c) a subject of Bhutan; or (d) a Tibetan refugee who came over to India, before the 1st January, 1962, with the intention of permanently settling in India; or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or Vietnam with the intention of permanently settling in India : Provided that a candidate belonging to categories (b), (c), (d) & (e) above shall be person in whose favour a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India. 5.(a) A candidate for admission to this examination must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, 2020i.e he/she must have been born not earlier than 2nd August, 1990 and not later than 1st August, 1999. (b) The upper age-limit prescribed above will be relaxable :— (i) up to a maximum of five years if a candidate belong to a Scheduled Caste or a Scheduled Tribe; (ii) up to a maximum of three years in the case of candidate belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates; (iii) up to a maximum of three years in the case of Defence Services Personnel disabled in operations during hostilities with any foreign country or in a disturbed area, and released as a consequence thereof;[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 29 (iv) up to a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2020 and have been released : (i) on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2020 otherwise than by way of dismissal or discharge on account or misconduct or inefficiency; or (ii) on account of Physical disability attributable to Military Service; or (iii) on invalidment; (v) up to a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service as on 1st August, 2020 and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for Civil employment and that they will be released on three months’ notice on selection from the date of receipt of offer of appointment; (vi) up to a maximum of 10 years in the case of Persons with Benchmark Disabilities viz. (a) blindness and low vision; (b) deaf and hard of hearing; (c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy; (d) autism, intellectual disability, specific learning disability and mental illness; (e) multiple disabilities from amongst person under clauses (a) to (d) including deaf-blindness. NOTE 1.- Candidates belonging to the Scheduled Castes and the Scheduled Tribes and Other Backward Classes who are also covered under any Other clauses of rule 5(b) above viz., those coming under the category of Ex-servicemen and Persons with Benchmark Disabilities viz. (a) Blindness and Low Vision; (b) Deaf and Hard of Hearing; (c) Locomotordisability including cerebral palsy, leprosy cured, dwarfism and acid attack victims and muscular dystrophy; (d) autism, intellectual disability, specific learning disability and mental illness; (e) multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness etc. will be eligible for grant of cumulative age relaxation under both the categories. NOTE 2.- The term ex-servicemen will apply to the persons who are defined as Ex-servicemen in the Ex- servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time. NOTE 3.-The age concession under Rule 5(b)(iv) and (v) will be admissible to Ex-servicemen i.e. a person who has served in any rank whether as combatant or non-combatant in the Regular Army, Navy and Air Force of the Indian Union and who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his or her pension. NOTE 4.- Notwithstanding the provisions of age relaxation under Rule 5(b)(vi) above, a persons with Benchmark Disabilities will be considered to be eligible for appointment only if he/she (after such physical examination as the Government or appointing authority as the case may be, may prescribed) if found to satisfy the requirement of physical and medical standard for the concerned Services/ Posts to be allocated to the persons with Benchmark Disabilities by the Government. SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED The date of birth, accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extra from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, Service Records and the like will be accepted. The expression Matriculation/Higher Secondary Examination Certificate in this part of the instruction include the alternative certificates mentioned above. NOTE-1: Candidate should note that only the date of birth as recorded in the Matriculation/Secondary Examination Certificate or an equivalent certificate on the date of submission of application will be accepted by the Commission, and no subsequent request for its change will be considered or granted. NOTE 2: Candidates should also note that once date of birth has been submitted by them in the application form and entered in records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently (or at any other Examination of the Commission) on any grounds whatsoever. 6. A candidate for the Indian Economic Service must have obtained a Post-Graduate Degree in Economics/Applied Economics/Business Economics/Econometrics from a University incorporated by of an Act of the Central or State Legislature in India or other Educational Institutes established by an Act Parliament or30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] declared to be deemed as University under Section 3 of the University Grants Commission Act, 1956 or a Foreign University approved by the Central Government from time to time. NOTE 1 - Candidates who have appeared at an examination, the passing of which would render them eligible to appear at this examination, but have not been informed of the result, may apply for admission to the examination. Candidates who intended to appear at such a qualifying examination may also apply. Such candidates will be admitted to the examination, if otherwise eligible, but their admission would be deemed to be provisional and subject to cancellation, if they do not produce the proof of having passed the requisite qualifying examination along with the detailed application form which will be required to be submitted by the candidates who qualify on the results of the written part of the examination. Such proof of passing the requisite examination should be dated earlier than the due date (closing date) of Detailed Application Form of the Indian Economic Service Examination. NOTE 2 - In exceptional cases, the Union Public Service Commission may treat a candidate, who has none of the foregoing qualification, as a qualified candidate provided that he/she has passed examinations conducted by other institutions the Standard of which in the opinion of the Commission, justifies his/her admission to the examination. NOTE 3 - A candidate who is otherwise qualified but who has taken a degree from a Foreign University which is not recognised by the Government may also apply to the Commission and may be admitted to the examination at the discretion of the Commission. 7. Candidates must pay the fee prescribed in the Commission’s Notice. 8. All candidates in Government service, whether in a permanent or in temporary capacity or as work-charged employees, other than casual or daily-rated employees or those serving under Public Enterprises will be required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for the Examination. Candidates should note that in case a communication is received from their employers by the Commission withholding permission to the candidates applying for/appearing at the examination, their application will be liable to be rejected/candidature will be liable to be cancelled. 9. The decision of the commission with regard to the acceptance of the application of a candidate and his/her eligibility or otherwise for admission to the examination shall be final. The candidates applying for the examination should ensure that they fulfill all the eligibility conditions for, admission to the Examination. Their admission at all the stages of examination for which they are admitted by the Commission viz. Written Examination and Interview Test, will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If on Verification, at any time, before or after the Written Examination or Interview Test, it is found that they do not fulfill any of the eligibility conditions their candidature for the examination will be cancelled by the Commission. 10. No candidate will be admitted to the examination unless he/she holds a certificate of admission from the Commission. 11. A candidate who is or has been declared by the Commission to be guilty of :— (i) obtaining support for his/her candidature by the following means, namely:— (a) offering illegal gratification to, or (b) applying pressure on; or (c) blackmailing or threatening to blackmail any person connected with the conduct of examination, or (ii) impersonating; or (iii) procuring impersonation by any person; or (iv) submitting fabricated documents or documents which have been tampered with; or (v) uploading irrelevant photos in the application form in place of actual photo/signature; or (vi) making statements which are incorrect or false, or suppressing material information; or (vii) resorting to the following means in connection with his/her candidature for the examination namely :— (a) obtaining copy of question paper through improper means; (b) finding out the particulars of the persons connected with secret work relating to the examination; (c) influencing the examiners; or[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 31 (viii) being in possession of or using unfair means during the examination; or (ix) writing obscene matters, drawing obscene sketches or writing irrelevant matter in the scripts; or (x) misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or (xi) harassing or doing bodily harm to the staff employed by the Commission for the conduct of their examination; or (xii) being in possession of or using any mobile phone (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or blue tooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination; or (xiii) violating any of the instructions issued to candidates alongwith their admission certificates permitting them to take the examination; or (xiv) attempting to commit or as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses; may in addition to rendering himself/herself liable to criminal prosecution, be liable:- (a) and shall be disqualified by the Commission from the examination held under these Rules for which he/she is a candidate; and/or (b) shall be liable to be debarred either permanently or for a specified period :— (i) by the Commission from any examination or selection held by them; (ii) by the Central Government from any employment under them; and (c) if he /she is already in service under Government to disciplinary action under the appropriate rules. Provided that no penalty under this rule shall be imposed except after:— giving the candidate, an opportunity of making such representation in writing as he/she may wish to make in that behalf; and taking the representation, if any, submitted by the candidate, within the period allowed to him/her into consideration. 11.1 Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the Commission of any of the misdeeds listed at the Clauses(i) to (xiii) above render himself/herself liable to action in terms of the Clause (xiv). 12. Candidates who obtain such minimum qualifying marks in the written examination for the service as may be fixed by the Commission in their discretion shall be summoned by them for viva voce : Provided that candidates belonging to the Scheduled Castes or the Scheduled Tribes, or the Other Backward Classes or the Economically Weaker Sections (EWSs) may be summoned for viva voce by the Commission by applying relaxed standards if the Commission is of the opinion that sufficient number of candidates from these communities are not likely to be summoned for viva voce on the basis of the general standard in order to fill up the vacancies reserved for them. 13. (i) After the interview, the candidates for the Service will be arranged by the Commission in order of merit as disclosed by the aggregate marks finally awarded to each candidate in the written examination as well as interview and in that order, so many candidates as are found by the Commission to be qualified at the examination shall be recommended for appointment up to the number of unreserved vacancies decided to be filled up on the results of the examination. (ii) Candidates belonging to any of the Scheduled Castes or the Scheduled Tribes or the Other Backward Classes or the Economically Weaker Sections (EWSs) may, to the extent of the number of vacancies reserved for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and the Economically Weaker Sections (EWSs) be recommended by the Commission by a relaxed standard subject to the fitness of these candidates for appointment to the service: Provided that the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and the Economically Weaker Sections (EWSs) who have been recommended by the Commission without resorting to any relaxations/concessions in the eligibility or selection criteria at any stage of the examination shall not be adjusted against the vacancies reserved for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and the Economically Weaker Sections (EWSs).32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] 14. The prescribed qualifying standard will be relaxable at the discretion of the Commission at all the stages of examination in favour of persons with Benchmark Disabilities in order to fill up the vacancies reserved for them: Provided that where a Candidates belonging to Person with Benchmark Disability obtains the minimum qualifying marks in his own merit in the requisite number for General, or the Scheduled Caste or the Scheduled Tribe or the Other Backward Class or the Economically Weaker Sections category candidates, then, the extra Candidates belonging to Persons with Benchmark Disability, i.e., more than the number of vacancies reserved for them shall be recommended by the Commission on the relaxed standards and consequential amendments in the rules will be notified in due course. 15. The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission at their discretion and the Commission will not enter into correspondence with them regarding the result. 16. Success in the examination confers no right to allocation & appointment unless Government is satisfied after such enquiry as may be considered necessary that the candidate, having regard to his/her character and antecedents and certificates produced by him/her during the course of examination for the purpose of eligibility as well as claiming any kind of benefit for reservation is suitable in all respects including medical examination for allocation/ appointment to the Service. The decision of the Government in this regard shall be final. 17. A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of his/her duties as an officer of the service. A candidate who after such medical examination as Government or the appointing authority, as the case may be may prescribed, is found not to satisfy these requirements, will not be appointed. Any candidate called for the Personality Test by the Commission may be required toundergo Part I of the medical examination and the candidates who are declared finally successful on the basis of this examination, may be required to undergo Part II of the medical examination, the details of Parts I and II of the medical examination are given in the Appendix III to these Rules. No fee shall be payable to the Medical Board by the candidate for the medical examination except in the case of appeal. The standard for Transgender candidates would be posted on the dedicated Web-age of Ministry of Finance, Department of Economic Affairs before commencement of the Medical Examination of Indian Economic Service Examination, 2020. Note.—In order to prevent disappointment, candidates are advised to have themselves examined by a Government Medical Officer of the standing of a Civil Surgeon before applying for admission to the examination. Particulars of the nature of medical test to which candidates will be subjected before appointment and of the standards required are given in Appendix III to these Rules. For the disabled Ex- Defence Service personnel the standards will be relaxed consistent with the requirements of the Services. 18. The eligibility for availing reservation against the vacancies reserved for the persons with benchmark disability shall be the same as prescribed in “The Rights of Persons with Disabilities Act, 2016”: The candidates of Multiple Disabilities will be eligible for reservation under category (e) Multiple Disabilities only of Section 34(1) of RPwD Act, 2016 and shall not be eligible for reservation under any other categories of disabilities i.e. (a) to (d) of Section 34(1) of RPwD Act, 2016 on account of having 40% and above impairment in any of these categories of PwBD: Provided further that the persons with benchmark disability shall also be required to meet special eligibility criteria in terms of physical requirements/functional classification (abilities/disabilities) consistent with requirements of the identified service/ post as may be prescribed by its cadre controlling authority as per Appendix IV. 19. A candidate will be eligible to get the benefit of community reservation only in case the particular caste to which the candidates belong is included in the list of reserved communities issued by the Central Government. The candidates will be eligible to get the benefit of the Economically Weaker Section reservation only in case the candidate meets the criteria issued by the Central Government and in possession of such eligibility certification. If a candidate indicates in his/her application form for Indian Economic Service Examination, that he/she belongs to General category but subsequently writes to the Commission to change his/her category to a reserved one, such request shall not be entertained by the Commission. Further, once a candidate has chosen a reserved category, no request shall be entertained for change to other reserved category viz. SC to ST, ST to SC, OBC to SC/ST or SC/ST to OBC, SC to EWS, EWS to SC, ST to EWS, EWS to ST, OBC to EWS, EWS to OBC. No reserved category candidates other than those recommended on General Merit shall be allowed to change his/her category from Reserved to Unreserved or claim the vacancies for UR category after the declaration of final result by UPSC. Further no Persons with Benchmark Disabilities (PwBD) candidate of any subcategory thereunder shall be allowed to change his/her sub-category of disability. While the above principle will be followed in general, there may be a few cases where there was a gap not more than 3 months between the issuance of a Government Notification enlisting a particular community in the list of any of the reserved communities and the date of submission of the application by the candidate. In such cases the request of change of category from general to reserved may be considered by the Commission on merit. In case of a candidate unfortunately becoming person with benchmark disability during the course of the examination process, the candidate should produce valid documents showing him/her acquiring a disability to the extent of 40% or more as defined under the Rights of Persons with Disabilities Act, 2016 to enable him/her to get the benefits of reservation earmarked for persons with benchmark disability provided he/she otherwise remains eligible for the Indian Economic Service as per Rule 18 above. 20. Candidates seeking reservation/relaxation benefits available for SC/ST/OBC/EWSs/ RPwD/Ex-servicemen must ensure that they are entitled to such reservation/relaxation as per eligibility prescribed in the Rules/Notice. If a candidate’s handwriting is not easily legible, a deduction will be made on this account, from the total marks otherwise accruing to him/her. 7. Marks will not be allotted for mere superficial knowledge. 8. Credit will be given for orderly effective and exact expression combined with due economy of words. 9. In the question papers, wherever required, SI Units will be used. 10. Candidates will be allowed the use of Scientific (Non-Programmable type) Calculators in Descriptive Type Papers at the examination. Programmable type calculators will, however, not be allowed and the use of such calculators shall tantamount to resorting to unfair means by the candidates. Loaning or interchanging of calculators in the Examination Hall is not permitted. 11. Candidates should use only International Form of Indian numerals (e.g., 1, 2, 3, 4, 5, 6 etc.) while answering question papers. PART - II Viva voce—The candidate will be interviewed by a Board of competent and unbiased observers who will have before them a record of his/her career. The object of the interview is to assess his/her suitability for the service for which he/she has competed. The interview is intended to supplement the written examination for testing the general and specialised knowledge and abilities for the candidate. The candidate will be expected to have taken an intelligent interest not only in his/her subjects of academic study but also in events which are happening around him/her both within and outside his/her own State or Country as well as in modern currents of thought and in new discoveries which should rouse the curiosity of well-educated youth. The technique of the interview is not that of a strict cross-examination, but of a natural, through directed and purposive conversation intended to reveal the candidate's mental qualities and his/her grasp of problems. APPENDIX-III REGULATIONS RELATING TO THE PHYSICAL EXAMINATION OF CANDIDATES 1. These regulations are published for the convenience of candidates and to enable them to ascertain the probability of their being of the required physical standard. The regulations are also intended to provide guidelines[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 39 to the medical examiners. All kinds of notices and information relating to the medical examination of the Transgender Candidates including the medical parameters for Transgender candidates would be posted on the dedicated web page of the Ministry of Finance, Department of Economic Affairs before the commencement of the medical examination of IES Exam, 2020. Note.—“The Medical Board while conducting medical examination of the candidates who have applied against the posts reserved for persons with Benchmark Disability will keep the relevant provisions of the Rights of Persons with Disabilities Act, 2016 wherein the extent of permissible physical disability has been defined. 2. (a) The Government of India reserve to themselves absolute discretion to reject or accept any candidate after considering the report of the Medical Board. (b) The medical examination shall be conducted in two parts, i.e. Part I which shall consist of the entire medical examination which the medical board may prescribe for a candidate except the Radiographic Examination of the chest (X-ray test) and Part II which shall consist of Radiographic Examination (X-ray test of the chest). The Part II shall be conducted only in respect of the candidates who have been declared finally successful on the basis of the examination.] 1. To be passed as fit for appointment A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties of his/her appointment. 2. In the matter of the correlation of age, height and chest girth of candidates of Indian (including Anglo- Indian) race it is left to the Medical Board to use whatever correlation figures are considered most suitable as a guide in the examination of the candidates. If there be any disproportion with regard to height, weight and chest girth to the candidates should be hospitalised for investigation and X-ray of the chest taken before the candidate is declared fit or not by the Board. However, the X-ray of the chest will be done in respect of only such candidates who are directed to appear before the Medical Board for Part II of the medical examination. 3. The candidates height will be measured as follows :— He/she remove his/her shoes and be placed against the standard with his/her feet together and the weight thrown on the heels and not on the toes or other sides of the feet. He/she will stand erect without rigidity and with the heels calve buttocks and shoulders touching the standard. The chain will be depressed to bring the vertex of the head level under the horizontal bar and the height will be recorded in centimeters’ and part of a centimeter to halves. 4. The candidates chest will be measured, as follows : He/she will be made to stand erect with his/her feet together and to raise his/her arms over his/her head. The tape will be so adjusted round the chest that its upper edge touches the interior angles of the shoulder blades behind and lies in the same horizontal plane when the tape is taken round the chest. The arms will then be lowered to hang loosely by the side and care will be taken that the shoulders are not thrown upwards or backwards so as to displace the tape. The candidate will then be directed to take deep inspiration several times and the maximum expansion of the chest will be carefully noted and the minimum and maximum will then be recorded in centimeter 84-89, 86-93 etc. In recording the measurements, fractions of less than a centimeter should not be noted. N.B.—The height and chest of the candidate should be measured twice before coming to a final decision. 5. The candidate will also be weighted, and his/her weight recorded in kilograms; fraction of half kilogram should not be noted. 6. (a) The candidate’s eye-sight will be tested in accordance with the following rules. The result of each test will be recorded. (b) There shall be no limit for minimum naked eye vision but the naked eye vision of the candidates shall however be recorded by the Medical Board or other medical authority in every case, as it will furnish the basic information in regard to the condition of the eye. (e) Field of Vision.—The field of vision will be tested by the confrontation method. When such test gives unsatisfactory or doubtful result the field of vision should be determined on the perimeter. (f) Night Blindness.—Broadly there are two types of night blindness : (1) as a result of Vit. A deficiency and (2) as a result of Organic Disease of Retina-a common cause being RefinitsPigmentosa in (1) the fundus is normal generally seen in younger age-group and ill-nourished Persons and improves by the large doses of Vit. A and (2) the fundus is often involved and mere fundus examination will reveal the condition in majority of cases. The patient in this category is an adult and may not suffer from malnutrition. Persons seeking employment for higher posts in the Government will fall in this category. For both (1) and (2) dark adaptation test will reveal the conditions. For (2) specially when fundus is not involved electro- retinography is required to be done. Both these tests (dark adaptation) and retinography are time consuming and require specialized set-up and equipment and thus are not possible as a routine test in a medical check- up. Because of these technical considerations it is for the Ministry/Department to indicate if these tests for night blindness are required to be done. This will depend upon the job requirement and nature of duties to be performed by the prospective Government employee. (g) Ocular condition, other than visual acuity.— (i) Any organic disease or a progressive refractive error which is likely to result in lowering the visual acuity should be considered a disqualification. (ii) Squint.—For technical services where the presence of binocular vision is essential, squint, even if the visual acuity in each eye is of the prescribed standard should be considered disqualification. For other services the presence of squint should not be considered as disqualification if the visual acuity is of the prescribed standard. (iii) One eye.—If a person has one eye or if he/she has one eye which has normal vision and the other eye is ambiopic or has subnormal vision, the usual effect is that the person lacks stereoscopic vision for perception of death. Such vision is not necessary for many civil posts. The Medical Board may recommend as fit such person provided the normal eye has : (i) 6/6 distant vision and J-I near vision with or without glasses provided the error in any meridian is not more than 4 dioptres for distant vision. (ii) full field of vision. (iii) normalcolour vision, wherever required : Provided the board is satisfied that the candidate can perform all the functions for the particular job in question. (h) Contact Lenses.—During the medical examination of a candidate, the use of contact lenses is not to be allowed. It is necessary that when conducting eye tests the, illumination of the type letters for distant vision should have an illumination 15 foot-candles. 7. Blood Pressure.—The board will use its discretion regarding Blood Pressure. A rough method of calculating normal maximum systolic pressure is as follows : (i) With young subjects 15—25 years of the age the average is about 100 plus the age. (ii) With subjects over 25 years of age the general rule of 110 plus half the age seems quite satisfactory. N.B.—As a general rule any systolic pressure over 140 mm and diastolic over 90 mm should be regarded as suspicious and the candidate should be hospitalised by the Board before giving their Final opinion regarding the candidate’s fitness otherwise. The hospitalisation report should indicate whether the rise in blood pressure, is of a transient nature due to excitement etc. or whether it is due to any organic disease. In all such cases X-ray and electrocardiographic examination of heart and blood urea clearance test should also be done as a routine. The final decision as to the fitness or otherwise of a candidate will, however, rest with the Medical Board only. Method of taking Blood Pressure The mercury monometer type of instrument should be used as a rule. The measurement should not be taken within fifteen minutes of any exercise or excitement provided the patient and particularly his arm is relaxed he may be either lying or sitting. The arm supported comfortably at the patient’s side in it more or less horizontal position. The arm should be freed from clothes to the shoulder. The cuff completely deflated should be applied with the middle of the rubber over the inner side of the arm and its lower edge an inch or two above the bend of the elbow. The following turns of clothes bandage should spread evenly over the bas to avoid bulging during inflation.[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 41 The bronchial artery is located by palpitation at the bend of the elbow and the stethoscope is then applied lightly and centrally over it below but not in contract with the cuff. This is inflated to about 200 mm. Hg. and then slowly deflated. The level at which the column stands when soft successive sounds are heard represents the systolic pressure. When more air is allowed to escape the sounds will be heard to increase in intensity. The level of the column at which the well-heard clear sounds change to soft muffled fading sounds represents the diastolic pressure. The measurements should be taken in a fairly brief period of time as prolonged pressure of cuff is irritating to the patient and will vitiate the readings. Rechecking if necessary, should be done only a few minutes after complete deflation of the cuff (Sometimes, as the cuff is deflated sounds are heard or at a certain level; they may disappear as pressure falls and reappear at a still lower level. The ‘Silent Gap’ may cause error on reading). 8. The urine (passed in the presence of the examiner) should be examined and the result recorded. Where a Medical Board finds sugar present in a candidate’s urine by the usual chemical tests the Board will proceed with the examination with all its other aspects and will also specially note any signs or symptoms suggestive of diabetes. It expect for the glycosuria the Board finds the candidate confirm to the standard of medical fitness required they may pass the candidate fit subject to the glycosuria being non-diabetic and the Board will refer the case to a specified specialist in Medicine who has hospital and laboratory facilities at his disposal. The Medical Specialist will carry out whatever examination, clinical and laboratory he/she considers necessary including a standard blood sugar tolerance test and will submit his/her opinion to the Medical Board upon which the Medical Board will base its final opinion “fit” or “unfit”. The candidate will not be required to appear in person before the Board on the second occasion. To exclude the effects of medication it may be ‘necessary to retain a candidate for several days in hospital’ under strict supervision. 9. A woman candidate who as a result of tests is found to be pregnant of 12 weeks standing or over should be declared temporarily unfit until the confinement is over. She should be re-examined for a fitness certificate six weeks after the date of confinement subject to the production of a medical certificate of fitness from a registered medical practitioner. 10. The following additional points should be observed : (a) That the candidate’s hearing in each ear is good and that there is no sign of disease of the ear. In case it is defective the candidate should be got examined by the ear specialist : provided that if the defect in hearing is remediable by operation or by use of a hearing aid candidate cannot be declared unfit on that account provided he/she has no progressive disease in the ear. The following are the guidelines for the medical examining authority in this regard :— (1) Marked or total deafness in one ear other ear Fit for non-technical jobs if the deafness is up to 30 being normal decibles in higher frequency. (2)Perceptive, deafness in both ears in which some Fit in respect of both technical and non-technical job if improvement is possible the deafness is up to 30 decibles in speech frequency of 1000 to 4000. (3) Perforation, tympanic membrane of central or (i) One ear normal other ear perforation of tympanic marginal type. membrane present—Temporarily unfit. (10) Congenital defects of ear, nose or (i) If not interfering with functions —Fit. throat. (ii) Stuttering of severe degree—Unfit. (11) Nasal Poly (i) Temporarily Unfit; (b) that his/her speech is without impediment; (c) that his/her teeth are in good order and that he/she provided with dentures where necessary for effective mastication (well filled teeth will be consider as sound); (d) that the chest is well formed and his/her chest expansion sufficient; and that his//her heart and lungs are sound; (e) that there is no evidence of any abdominal disease; (f) that he/she is not ruptured; (g) that he/she does not suffer from hydrocele a severe degree of varicoele, varicose veins or piles; (h) that his/her limbs, hands and feet are well formed and developed and that there is free and perfect motion of all joints; (i) that he/she does not suffer from any inveterate skin-disease; (j) that there is no congenital malformation or defect; (k) that he/she does bear traces of acute or chronic disease pointing to an impaired constitutions; (l) that he/she bears marks of efficient vaccination; and (m) that he/she is free from communicable disease. 11. Radiographic examination of the chest for detecting any abnormality of the heart and lungs, which may not be apparent by ordinary physical examination, will be restricted to only such candidates who are declared finally successful at the Indian Economic Service Examination. The decision of the Chairman of the Central Standing Medical Board (conducting the medical examination of the concerned candidate) about the fitness of the candidate shall be final. 12. In case of doubt regarding health of a candidate, the Chairman of the Medical Board may consult a suitable Hospital specialist to decide the issue of fitness or unfitness of the candidate for Government Service, e.g. if a candidate is suspected to suffering from any mental defect or aberration, the Chairman of the Board may consult a Hospital Psychiatrist/Psychologist, etc. When any defect is found it must be noted in the certificate and the medical examiner should state his/her opinion whether or not it is likely to interfere with efficient performance of the duties which will be required of the candidate. 13. The candidate filing an appeal against the decision of the Medical Board have to deposit an appeal fee of Rs.50 in such manner as may be prescribed by the Government of India in this behalf. This fee would be refunded if the candidate is declared fit by the Appellate Medical Board. The candidates may, if they like, enclose medical certificate in support of their claim of being fit. Appeal should be submitted within 21 days of the date of the communication in which the decision of the Medical Board is communicated to the candidates; otherwise, request for second medical examination by an Appellate Medical Board will not be entertained. The medical examination by the Appellate Medical Board would be arranged at New Delhi only and no travelling allowance or daily allowance will be admissible to the journey performed in connection with the medical examination. Necessary action to arrange medical examination by Appellate Medical Board would be taken by the Ministry of Finance, Department of Economic Affairs as the case may be; on receipt of appeals accompanied by the prescribed fee. Medical Board’s Report The following intimation is made for the guidance of the Medical Examiner :— The standard of physical fitness to be adopted should make due allowance for the age and length of service, if any of the candidate concerned. No person will be deemed qualified for admission to the Public Service who shall not satisfy Government or the appointing authority as the case may be, that he/she as no disease constitutional affection or bodily infirmity unfitting him/her likely to unfit him/her for that service.[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 43 It should be understood that the question of fitness involves the future as well as the present and that one of the main objects of medical examination is to secure continuous effective service, and in the case of candidates for permanent appointment to prevent early pension or payments in case of premature death. It is at the same time to be noted that the question is one of the likelihood of continuous effective service and the rejection of a candidate need not be advised on account of the presence of a defect which is only a small proportion of cases is found to interfere with continuous effective service. The Board should normally consist of three members : (i) a Physician, (ii) a Surgeon and (iii) an Opthalmologist all of whom should as far as practicable be of equal status. A lady doctor will be co-opted as a member of the Medical Board whenever a woman candidate is to be examined. Candidates appointed to the Indian Economic Service are liable for field service in or out of India. In case of such a candidate the Medical Board should specifically record their opinion as to his/her fitness or otherwise for field service. The report of the Medical Board should be treated as confidential. In case where a candidate is declared unfit for appointment in the Government service, the grounds for rejection may be communicated to the candidate in broad terms without giving minute details regarding the defects pointed out by the Medical Board. In case where a Medical Board considers that a minor disability disqualifying a candidate for Government service can be cured by treatment, (medical or surgical) a statement to that effect should be recorded by the Medical Board. There is no objection to a candidate being informed of the Board’s opinion to this effect by the appointing authority and when a cure has been affected it will be open to the authority concerned to ask for another Medical Board. In case of candidates who are to be declared “Temporarily unfit” the period specified for re-examination should not ordinarily exceed six months at the maximum. On re-examination after the specified period these candidates should not be declared temporarily unift for a further period but a final decision in regard to their fitness for appointment or otherwise should be given.
