(1) इन मागधििधक जसद्ांतों का संजिप्त नाम समुद्री या खारे िल के सिावटी िीवों के जलए हचै री और ठरयररंग इकाइया ंमागधििधक जसद्ांत, 2025 ह ै। (2) य ेरािपत्र म ें उनके प्रकािन की तारीख स े प्रवृत होंगे। 4290 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] भाग I समद्रु ी या खारे िल के सिावटी िीवों के बीि उत्पािन के जलए इकाइयों के सचं ालन के जलए रिोपाय और जवजनयमन 1. समद्रु ी या खारे िल के सिावटी िीवों के बीि उत्पािन के जलए आविे न मानिंड - (1) तटीय िल कृजि प्राजधकरण द्वारा यथाजवजनर्िधष्ट अपेजित िैव सुरिा सुजवधाओं और आतं ठरक संगरोध सुजवधा वाले समुद्री या खारे िल के सिावटी िीवों के बीि उत्पािन में कायधरत या कायध करने के आिजयत हचै री समुद्री सिावटी िीवों का उत्पािन और जवक्रय करने के जलए तटीय िलकृजि प्राजधकरण अजधजनयम, 2005 (2005 का 24) (जिसे इसके पश्चात उक्त अजधजनयम के रूप में जवजनर्िधष्ट दकया गया ह)ै और तटीय िलकृजि प्राजधकरण जनयम, 2024 (जिसे इसके पश्चात उक्त जनयमों के रूप में जवजनर्िधष्ट दकया गया ह)ै के अधीन रजिस्ट्रीकरण के जलए आवेिन करन ेके जलए पात्र होंगे। (2) हचै री संचालक उक्त जनयमों के फॉम ध 2 म ें प्राजधकरण को आवेिन प्रस्ट्तुत करेगा, जिसके साथ उक्त जनयमों की अनुसूची 2 म ें यथाजवजनर्िधष्ट अपेजित िस्ट्तावेि संलग्न होंग े तथा उक्त जनयमों के जनयम 9 म ें अजधकजथत प्रदक्रया के अनुसार हचै री के रजिस्ट्रीकरण के जलए िस हिार रुपए की रजिस्ट्रीकरण फीस का भगु तान करना होगा। (3) आवेिन के साथ अवसंरचना, उत्पािन िमता, प्रौद्योजगकी सहायता, रोिगार सृिन, संचालन की अथधव्यवस्ट्था आदि को उपिर्ितध करते हुए जवस्ट्तृत पठरयोिना ठरपोटध प्रस्ट्ततु की िाएगी। (4) समुद्री या खारे िल के सिावटी िीवों के बीि उत्पािन के जलए हचै री का अनुमोिन प्राजधकरण द्वारा उक्त जनयमों के जनयम 11 म ेंअजधकजथत प्रदक्रया के अनुसार इस प्रयोिन के जलए प्राजधकरण द्वारा गठित टीम द्वारा हचै री सुजवधाओं के सम्यक् जनरीिण के पश्चात दिया िाएगा। 2. समद्रु ी या खारे िल के सिावटी िीव.- (1) बीि उत्पािन और समुद्री अथवा खारे िल के सिावटी िीवों के पालन से तात्पयध उस प्रदक्रया से ह ै जिसके तहत इन्ह ें चारों तरफ से बंि घेरे के िल में, पयाधवरणीय पठरजस्ट्थजतयों,चारा जखलाने की व्यवस्ट्थाओं और अन्य कारकों के प्रबंधन द्वारा पठरपक्वता की जस्ट्थजत तक उनका प्रिनन, संवधधन और पालन दकया िाता ह ै तादक इस प्रदक्रया के बाि उन्ह ें आग े जवकजसत होन े के जलए एक्वेठरयम या मरीन या खारे िल वातावरण में छोडा िा सकता ह।ै (2) समुद्री सिावटी िीवों म ें सभी समुद्री या खारे िल की सिावटी मछजलयां, झींगा, केकडे, क्रे मछजलयां, इकाइनोडम,ध मोलस्ट्क, सी एनीमोन, पलांट्स और कोई अन्य िीव सजम्मजलत ह,ैं जिन्ह ेंवाजणजययक पैमान ेपर प्रिनन और ठरयररंग के प्रयोिनों के जलए केंद्रीय सरकार द्वारा अनुज्ञा िी गई ह।ै 3. स्ट्वच्छता सबं धं ी अपिे ाएं.- (1) हचै री म ें प्रवेि केवल उस ित्रे में जविेि रूप से काय ध करन े के जलए समनुिेजित कार्मधकों तक ही जनबंजधत होगा तथा सरु िा कार्मधकों द्वारा सुजवधा म ें प्रवेि करने वाल े कार्मधकों का अजभलेख रखा िाएगा। (2) इकाई म ें प्रवेि करन े और बाहर जनकलने पर पैरों (50 पीपीएम पोटेजियम परमगैं नेट/ 20 पीपीएम हाइपोक्लोराइट घोल युक्त फुट बाथ) और हाथों [आयोडीन-पीवीपी (20 पीपीएम और / या 70% अल्कोहल) युक्त बोतलें] को कीटाणुरजहत करन ेका उपबंध दकया िाएगा। (3) सभी सफाई रसायन, स्ट्वच्छता रसायन और अन्य इनपुट सामग्री को उत्पािन ित्रे के बाहर उजचत लेबल लगाने के साथ पथृ क रूप स े भंडाठरत दकया िाएगा। (4) परू े उत्पािन चक्र के िौरान हचै री के आस-पास स्ट्वच्छता बनाए रखी िाएगी तथा अपजिष्ट पिाथों का कोई संचय नहीं होगा। 4. िल अतं ग्रहध ण - (1) हचै री की प्रत्येक कायाधत्मक इकाई म ें अन्य सभी िल आपूर्तध प्रणाजलयों स े पृथक स्ट्वतंत्र िल उपचार सुजवधा होगी और िल उपयोग को कम करन े तथा िवै सुरिा म ें सुधार करन े के जलए, जविेि रूप स े उच्च िोजखम वाले िेत्रों में, हचै री की प्रत्येक कायाधत्मक इकाई के जलए पृथक री –सकुधलेिन जसस्ट्टम का उपयोग दकया िा सकेगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (2) हचै री के जलए िल को सब-सैंड वेल पॉइंट्स, सैंड दफल्टर (गुरुत्वाकिधण या िबाव), या मेस बैग दफल्टसध के माध्यम स े प्रारंजभक दफल्टररंग द्वारा पहले िलािय या जनथार टैंक म ें स्रोत िल म ें उपजस्ट्थत रोगवाहक और रोगिनकों के प्रवेि को रोकने के जलए दफल्टर और उपचाठरत दकया िाएगा। (3) क्लोरीनीकरण या ओिोनीकरण द्वारा प्राथजमक कीटाणिु ोधन और जनपटान के पश्चात,् िल को दफर स े एक महीन दफल्टर के साथ दफल्टर दकया िाएगा और तब अल्रावायलेट लाइट या ओिोन का उपयोग करके कीटाणुरजहत दकया िाएगा। (4) िल आपूर्तध प्रणाली म ें सदक्रय काबधन दफल्टर, एजथलीन डायमीन टेरा एजसठटक एजसड तथा तापमान और लवणता जवजनयमन का उपयोग िाजमल होगा। 5. िल उपचार और अपजिष्ट िल का जनवहध न- (1) हचै री स े जनस्ट्साठरत िल को अस्ट्थायी रूप स े रोक जलया िाएगा तथा जनस्ट्सारण स े पहले हाइपोक्लोराइट घोल (>20 पीपीएम सदक्रय क्लोरीन, कम से कम साि जमनट के जलए) स े उपचाठरत दकया िाएगा। (2) सुजवधा म ें उपयोग दकए िाने वाले समुद्री िल या खारे िल को भडं ारण टैंक म ें पहुचं ाया िाएगा, िहा ं इसे हाइपोक्लोराइट घोल (20 पीपीएम सदक्रय घटक कम से कम तीस जमनट के जलए) के साथ उपचाठरत दकया िाएगा, इसके बाि सोजडयम थायोसल्फेट (अवजिष्ट क्लोरीन के प्रत्येक पीपीएम के जलए 1 पीपीएम) या ओिोनिे न और मिबूत वाय-ु जमश्रण का उपयोग दकया िाएगा। (3) कोई भी अपजिष्ट िल क्लोठरनीकरण और डी-क्लोठरनीकरण के जबना हचै री से बाहर नहीं छोडा िाएगा, जिसस े रोगिनकों या परिीजवयों को नसै र्गधक िल म ें िान े स ेरोका िा सके और बजहिःस्राव उपचार प्रणाली को प्राजधकरण द्वारा यथाजवजनर्िधष्ट अनुसार जडिाइन दकया िाएगा। 6. हचै री अवसरं चना - (1) हचै री के खंड िैसे ब्रडू स्ट्टॉक होलल्डंग टैंक, एग इनक्यूबेिन इकाइया,ं लावाध संबंधी ठरयररंग इकाइया,ं मैकेजनकल दफल्रेिन इकाइयां, यूवी/ओिोन संयंत्र, इनडोर एल्गल संवधधन, रोठटफ़र और कोपपॉड उत्पािन आदि को भौजतक रूप स ेअलग दकया िाना चाजहए और संििू ण स ेबचने के जलए एकल प्रवेि और जनकास का पालन करना चाजहए। (2) पिुओं और अनजधकृत व्यजक्तयों के प्रवेि को रोकने के जलए हचै री पठरजध को बाड लगाकर सुरजित दकया िाएगा। 7. उपकरणों का जवसक्रं मण - (1) प्रयुक्त पात्रों और होजों को आगे उपयोग स ेपहले हाइपोक्लोराइट घोल (20 पीपीएम) स े धोया और रोगाणनु ाजित दकया िाएगा। (2) प्रत्येक ब्रडू स्ट्टॉक और लावाध संबंधी ठरयररंग टैंक म ें उपकरणों का पृथक सेट होगा, जिसे स्ट्पष्ट रूप स े जचजननत दकया िाएगा और टैंक के पास रखा िाएगा और प्रत्येक दिन के उपयोग के अतं में सभी उपकरणों का रोगाणुनािन दकया िाएगा। 8. ब्रडू स्ट्टॉक सग्रं हण - (1) समुद्री या खारे िल के सिावटी िीवों के उप-वयस्ट्क और वयस्ट्क ब्रूडस्ट्टॉक को हचै री ठरयररंग सुजवधा म ें पठरपक्व करन े के जलए वाइल्ड या ब्रडू बैंक स े प्राप्त या संग्रजहत दकया िा सकेगा और ऐस े िीव रोगाणओंु , चोटों या जवकृजतयों से मुक्त होंग,े उन्ह ेंऑक्सीिन यक्तु िल के साथ ब्रूडस्ट्टॉक बगै या टैंक म ेंसुजवधा तक ले िाया िा सकता ह।ै (2) वाजणजययक जवक्रय के जलए इन समुद्री या खारे िल के सिावटी िीवों के संग्रह और उपयोग को जनरुत्साजहत दकया िाएगा और प्रिनन प्रयोिनों के जलए केवल िनकीय स्ट्टॉक का ही संधारणीय तरीके स ेउपयोग दकया िाएगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) ऐसे समुद्री या खारे िल के सिावटी िीवों का संग्रहण, वन्य िीव संरिण अजधजनयम, 1972 (1972 का 53) (समय-समय पर संिोजधत) के उपबंधों के सख्त अनुपालन म,ें जवद्यमान स्ट्टॉक की िैव जवजवधता को प्रभाजवत दकए जबना और संग्रहण के जलए दकसी जवनािकारी जगयर और पद्जतयों का उपयोग दकए जबना सुजनजश्चत दकया िाएगा। 9. ब्रडू स्ट्टॉक सगं रोध - (1) हचै री या ठरयररंग इकाई संचालक उजचत और पणू धतया िैव-सुरजित सुजवधा स्ट्थाजपत करेगा और सग्रं जहत ब्रूडस्ट्टॉक को आतं ठरक संगरोध सुजवधा म ें संगरोजधत दकया िाएगा तथा जवश्व पिु स्ट्वास्ट््य संगिन द्वारा सूचीबद् रोगाणओंु और भारत स े संबंजधत रोगाणुओं के जलए परीिण दकया िाएगा। (2) सगं रोध जनस्ट्सारण िल को बजहिःस्राव उपचार प्रणाली म ेंछोडने स ेपहल े अलग स े उपचाठरत दकया िाएगा। 10. समद्रु ी सिावटी िीवों का आयात - केंद्रीय सरकार द्वारा आयात के जलए अनुज्ञात समुद्री या खारे िल के सिावटी िीवों को सरकार द्वारा समय-समय यथाजवजहत आयाजतत स्ट्टॉक के जलए मानक संचालन प्रदक्रयाओं या मागधििधक जसद्ांतों का सम्यक रूप से पालन करते हुए पृथक आतं ठरक सगं रोध सुजवधा म ेंरखा िाएगा। 11. समद्रु ी या खारे िल के सिावटी िीवों का रखरखाव - (1) समद्रु ी या खारे िल के सिावटी िीवों को संगरोध सुजवधा स ेप्रवाह के माध्यम या ठर-सकुधलरे टंग िलकृजि प्रणाली से सुसजित पठरपक्वता या ब्रूडस्ट्टॉक होलल्डंग टैंक म ेंस्ट्थानांतठरत दकया िाएगा। (2) अंतिःप्रिनन स े बचने और आनुवंजिक जवजवधता बनाए रखने के जलए वांछनीय लिणों और अच्छे स्ट्वास्ट््य वाल े प्रिनन िोडे चयजनत दकए िाएगं े। (3) अडं िनन को प्राकृजतक पयाधवरणीय संकेतों का अनुकरण करके रोधयक्तु दकया िाएगा जिसम ें िल का तापमान, फोटो अवजध (प्रकाि की जस्ट्थजत), या िल की क्वाजलटी मापिंडों को समायोजित करना सजम्मजलत ह।ै कुछ प्रिाजतयों को जवजिष्ट जवमोचक की अपेिा हो सकेगी, िैस े दक लवणता या अन्य पयाधवरणीय मापिडं ों और हामोन म ें अचानक जगरावट। 12. चारा प्रबधं न - (1) अच्छी क्ववाजलटी वाले पािप-पलवक और प्राणी-पलवक िैसे िीजवत चारा को लावाध संबंधी ठरयररंग अनुभागों म ेंउपयोग करन े स े पहले रोगिनकों की उपजस्ट्थजत के जलए िांचा िाएगा। (2) उनके प्रिनन या प्रसार को बढ़ाने के जलए कायधिील चारा या पोिक तत्वों का उपयोग दकया िाएगा। िीजवत चारा, जस्ट्क्वड, केकडा, मछली और झींगा के तािा मांस के साथ जखलात े समय, हचै री सुजवधा म ें रोग पैिा करन े वाले रोगाणओंु और परिीजवयों के प्रवेि को रोकन े के जलए पयाधप्त िखे भाल की िाएगी। 13. प्रोबायोठटक्स और रसायन तत्व - (1) तटीय िलकृजि प्राजधकरण द्वारा अनुमोदित चारा अनुपूरक या इनपुट या योिक का उपयोग माजत्स्ट्यकी अजधकाठरयों या वैज्ञाजनकों या तकनीकी कमधचाठरयों द्वारा की गई जसफाठरि के अनुसार दकया िाएगा। (2) उक्त जनयमों के जनयम 18 के उप-जनयम (1) के खंड (ग) म ेंयथाजवजनर्िधष्ट प्रजतजिद् औिधीय रूप स ेसदक्रय पिाथ ध और रोगाणुरोधी तत्व का उपयोग हचै री म ें नहीं दकया िाएगा। 14. पकै करना और पठरवहन - (1) समुद्री या खारे िल के सिावटी िीवों के बीि को ऑक्सीिन यक्तु िल म ें बैग या कंटेनर म ेंरांसपोटध दकया िाएगा। (2) समुद्री या खारे िल के सिावटी िीवों के बीि को ठरयररंग इकाइयों म ें लवणता के स्ट्तर के आधार पर दकसान की अपेिा के अनुसार लवणता के जलए हचै री म ें ही अनुकूजलत दकया िाएगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 15. रोग की ठरपोटध करना और अजभलखे रखरखाव - (1) समुद्री या खारे िल के सिावटी हचै री म ेंदकसी भी रोग के प्रकोप की ठरपोटध तुरंत प्राजधकरण को िी िाएगी । (2) हचै री संचालक को संचालन का िैजनक अजभलेख रखना होगा और अजभलेख म ेंब्रूडस्ट्टॉक ब्यौरा, अंडिनन ब्यौरा, लावाध उत्तरिीजवता, फीलडगं समय, प्रयक्तु िीजवत चारा या जनजरक्रय चारा, रसायन उपयोग, रोगाण ुपरीिण पठरणाम, िल क्वाजलटी ठरपोटध, पि ु स्ट्टॉक का अजभलेख, बीि जवक्रय के ब्यौरे आदि सजहत सभी दक्रयाकलाप सजम्मजलत होंगे। (3) हचै री संचालक इन मागधििधक जसद्ांतों के फॉमध ट-1 म ेंप्राजधकरण को जतमाही अनुपालन ठरपोटध प्रस्ट्तुत करेगा। 16. जनरीिण - प्राजधकरण द्वारा प्राजधकृत व्यजक्त समय-समय पर िौरा करेगा और ब्रडू स्ट्टॉक, बीि उत्पािन और जवक्रय की जस्ट्थजत की िांच करेगा। 17. बकैं प्रत्याभजू त - अनुमोदित हचै री को मॉनीटरी फीस के रूप म ेंपचास हिार रुपय े का भुगतान करना होगा तथा इन मागधििधक जसद्ांतों का अनुपालन सुजनजश्चत करन े के जलए उक्त जनयमों के अनुसार तटीय िलकृजि प्राजधकरण के पि म ेंपचास हिार रुपय े की बैंक प्रत्याभूजत िमा करनी होगी तथा दकसी उल्लंघन की जस्ट्थजत म ेंबैंक प्रत्याभूजत वापस ल े ली िाएगी। भाग II समद्रु ी सिावटी िीवों के जलए पालन इकाइयों के अनमु ोिन और सचं ालन के जलए मानिडं और जवजनयमन 1. ठरयररंग इकाइयों या फामों के जलए पात्रता मानिंड - (1) समद्रु ी सिावटी िीवों के जलए ठरयररंग इकाई या फामध के रजिस्ट्रीकरण के जलए दकसान, संबंजधत उपमडं ल स्ट्तरीय सजमजत या जिला स्ट्तरीय सजमजत को उक्त जनयमों के फॉम-ध I म ें आवेिन प्रस्ट्तुत करेंगे, तथा उसके साथ उक्त जनयमों की अनुसूची-2 में यथाजवजनर्िधष्ट अपेजित िस्ट्तावेि संलग्न करेंग ेऔर उक्त जनयमों के जनयम 9 म ेंअजधकजथत प्रदक्रया के अनुसार ठरयररंग इकाई या फामध के रजिस्ट्रीकरण के जलए उक्त जनयमों की अनुसूची-1 में यथाजवजनर्िधष्ट रजिस्ट्रीकरण फीस का संिाय करेंगे। (2) प्राजधकरण द्वारा प्राजधकृत जनरीिण टीम उक्त जनयमों के जनयम 10 म ें अजधकजथत प्रदक्रया के अनुसार ठरयररंग इकाई या फामध का जनरीिण करेगा और समुद्री या खारे िल के सिावटी िीवों के जलए ठरयररंग इकाई या फामध के जलए सुजवधा की उपयक्तु ता के संबंध म ें अपनी जसफाठरि के आधार पर, ठरयररंग इकाई या फामध को रजिस्ट्रीकृत करने के जलए प्राजधकरण के जवचाराथध आवेिनों पर प्राजधकरण के सजचव द्वारा कारधवाई की िाएगी। (3) समुद्री या खारे िल के सिावटी िीवों के जलए ठरयररंग इकाई या फामध म ें िैव रिोपाय स्ट्थाजपत दकए िाएंग े िैस े दक बाड लगाना, िल उपचार के जलए िलािय तालाब, बड-ध स्ट्कारे, प्रत्येक तालाब के जलए अलग उपकरण आदि, और ऐसे कर्मधयों द्वारा प्रबंजधत दकया िाएगा िो िैव सुरिा उपायों के प्रबंधन म ें प्रजिजित या अनुभवी ह।ैं 2. िल जनस्ट्सारण प्रोटोकॉल - (1) दकसी रोग के प्रकोप की ििा म,ें जडस्ट्रेस हावेलस्ट्टंग केवल िाल के माध्यम स े की िाएगी और िल जनकासी प्रणाली म ेंछोडने स ेपहल े िल को क्लोरीनीत और जवक्लोरीनीत दकया िाएगा। (2) अपजिष्ट िल को बजहिःस्राव उपचार प्रणाली म ें न्यनू तम िो दिन तक रोके रखा िाएगा। (3) समुद्री या खारे िल के सिावटी िीवों के जलए ठरयररंग इकाई या फामध िो कृजि की िून्य िल जवजनमय प्रणाली का पालन करत े ह,ैं वे भी जनस्ट्सारण िल उपचार का ध्यान रख सकेंगे । (4) अपजिष्ट िल मानकों का सख्त अनुपालन अजनवाय ध अपिे ा ह ै और तटीय िल कृजि प्राजधकरण द्वारा प्राजधकृत जनरीिण टीम तटीय िलकृजि को जवजनयजमत करने के जलए मागधििधक जसद्ांतों में अजधकजथत प्रदक्रयाओं के अनुसार अपजिष्ट िल या ठरयररंग इकाई के नाले के िल की क्वाजलटी की मॉनीटरी करेगा। 3. समद्रु ी या खारे िल के सिावटी िीवों के सवं धनध के जलए मानिडं - समुद्री या खारे िल के सिावटी िीवों के संवधधन के जलए जनम्नजलजखत मानिडं अपनाए िाएंग,े अथाधत:- (1) प्रिाजत का चयन: कृजि के जलए जवजभन्न प्रिाजतयों की अपेिा होती ह ै जिनम ें मूलभूत जविेिताएं हों, िैस े आकिधक रंग, जवपणन के जलए उपयक्तु ता, बािार की मांग, उपभोक्ता की स्ट्वीकृजत, संवधधन म ें आसानी, जभन्न-जभन्न लवणता के प्रजत अनुकूलनिीलता, कृजत्रम चारा की स्ट्वीकायधता, तीव्र जवकास िर, सामान्य रोगों के प्रजत प्रजतरोधक िमता आदि।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (2) बीि का चयन और भडं ारण : (i) परीिण और प्रमाजणत बीि केवल तटीय िलकृजि प्राजधकरण द्वारा अनुमोदित या रजिस्ट्रीकृत हचै री स े ही खरीिा िाएगा। प्राजधकृत सरकारी प्रयोगिाला स े प्राप्त परीिण ठरपोटध पर जवचार दकया िाएगा; (ii) जवजभन्न सिावटी िीवों के बीि के आकार को ठरयर की िाने वाली प्रिाजतयों के आधार पर प्राथजमकता िी िा सकेगी और उजचत भडं ारण घनत्व पर स्ट्टॉक दकया िा सकेगा और अजधक भीडभाड, रहन े का स्ट्थान और भोिन के जलए प्रजतस्ट्पधा ध स े बचा िा सकेगा । (3) अनकु ूलन और बीि भडं ारण: (i) अनुमोदित हचै री स े लाए गए बीि को लघु अवजध के जलए टैंकों या तालाबों म ें रखा िाना चाजहए तादक उनकी स्ट्वास्ट््य जस्ट्थजत का जनरीिण दकया िा सके। यदि असामान्य व्यवहार या संक्रमण के लिण दिखाई िेते ह,ैं तो ऐसे बीि को अलग करके पृथक रूप स े ठरयर िाना चाजहए; (ii) रोगों के प्रसार स े बचन े के जलए रोगाणओंु स ेसंक्रजमत बीि को उजचत उपचार दिया िाएगा; (iii) तटीय िलकृजि प्राजधकरण द्वारा प्रमाजणत इनपुट का उपयोग मत्स्ट्यपालन अजधकाठरयों या भारतीय कृजि अनुसंधान पठरिि के वैज्ञाजनकों के परामि ध स े रोगों के उपचार के जलए दकया िाएगा; (iv) तालाब म ें स्ट्थायी बायोमास की मात्रा संवधधन अवजध की प्रगजत के कारण बढ़ िाएगी, अतिः तटीय िलकृजि को जवजनयजमत करन े के जलए मागधििधक जसद्ांतों के पैरा 4 में यथाजवजहत घुजलत ऑक्सीिन, पीएच, अमोजनया और नाइराइट िैसे इष्टतम िल क्वाजलटी मापिंडों को बनाए रखा िाना चाजहए और जनयजमत रूप स े मॉनीटरी की िानी चाजहए। टैंक या तालाब म ें घुजलत ऑक्सीिन के स्ट्तर को बढ़ाने के जलए उजचत वातन उपकरण का उपयोग दकया िा सकता ह ै और यदि अपेजित हो तो आवजधक रूप स े िल का आिान-प्रिान दकया िा सकेगा। (4) चारा प्रबधं न: (i) उनके प्रिनन या प्रसार को बढ़ाने के जलए कायाधत्मक चारा या पोिक तत्वों का उपयोग दकया िाएगा। िीजवत चारा, जस्ट्क्वड, केकडा, मछली और झींगा के तािा मांस के साथ जखलाते समय, रोग पिै ा करने वाल े रोगाणओंु और परिीजवयों को पालन सुजवधा म ेंप्रवेि करने स ेरोकन े के जलए पयाधप्त िेखभाल की िाएगी; (ii) िल म ें काबधजनक पिाथों को कम करन े के जलए एक्सट्रूडेड फॉमूधलेटेड पले ेट चारा का उपयोग दकया िाएगा; (iii) िब सिावटी िीव तनाव में हों या खराब मौसम के िौरान या कम िल के तापमान के िौरान चारे की मात्रा कम करनी होगी; तथा (iv) पोिण संबंधी अपिे ाए ं जवजभन्न प्रिाजतयों, आकारों, जवकास चरणों और जखलाने की आितों के साथ जभन्न होती ह ैंऔर तिनुसार तैयार दकए गए चारे की मात्रा का उपयोग दकया िाएगा। (5) उवरध कों और अन्य िल कृजि इनपटु का उपयोग: (i) प्राथजमक उत्पािन को बढ़ान ेऔर इष्टतम पीएच और अन्य िल क्वाजलटी मापिडं ों िैसे दक घुजलत ऑक्सीिन, अमोजनया और नाइराइट को बनाए रखने के जलए, िैव जनम्ननीकरण योग्य काबधजनक पौधों के अकध और तटीय िल कृजि प्राजधकरण प्रमाजणत इनपुट का उपयोग दकया िाएगा;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 (ii) तटीय िलकृजि प्राजधकरण द्वारा अनुमोदित चारा अनुपरू क या इनपुट या योिक का उपयोग मत्स्ट्यपालन अजधकाठरयों या वैज्ञाजनकों या तकनीकी कमधचाठरयों द्वारा की गई जसफाठरि के अनुसार दकया िाएगा; और (iii) उक्त जनयमों के जनयम 18 के उप-जनयम (1) के खंड (ग) म ेंयथाजवजहत प्रजतजिद् औिधीय रूप स े सदक्रय पिाथों और सूक्ष्माणरु ोधी तत्वों का उपयोग नहीं दकया िाएगा। (6) मछली रोगों की रोकथाम और उपचार: (i) पठरवर्तधत व्यवहार, रोग के कारणों और उजचत उपचारों की पहचान करने के जलए ठरयर दकए गए सिावटी िीवों का जनयजमत अवलोकन अपेजित ह;ै (ii) िीवाणु, जविाण,ु कवक और परिीवी िैस े रोगिनक प्राकृजतक वातावरण म ेंजवद्यमान ह,ैं अतिः समुद्री सिावटी िीवों के स्ट्वास्ट््य म ें उनके जवरुद्द पयाधप्त प्रजतरोध होना चाजहए; (iii) रोगों की रोकथाम और जनयत्रं ण के जलए, अच्छी कृजि वातावरण बनाए रखना तथा प्रजतरिा को बढ़ान े के जलए स्ट्वच्छ और पौजष्टक चारा का उपयोग करना रोग के प्रकोप की संभावना को कम कर सकेगा; तथा (iv) दकसी भी रोग के प्रकोप की ििा में, वैज्ञाजनकों या योग्य तकनीजियनों के परामि ध स े उपचारात्मक उपाय दकए िाएंगे। (7) हारवेलस्ट्टंग : (i) महािाल या कास्ट्ट नेट या हथिाल या हाथ स े उिान े या दकसी अन्य उपयुक्त पद्जत द्वारा िीवों को हारवेस्ट्ट दकया िाएगा, जिससे सिावटी िीवों को कोई नुकसान न हो, वह पद्जत अपनाई िाएगी; और (ii) िीजवत सिावटी िीवों के जवपणन के जलए, उजचत वातन और िल क्वाजलटी व्यवस्ट्था के साथ िीजवत िीवों के पठरवहन का ध्यान रखा िाएगा। 4. ठरयररंग इकाई या फाम ध पर अजभलखे का रखरखाव - Short title and commencement.- (1) These guidelines may be called Hatcheries and Rearing Units for Marine or Brackishwater Ornamental Organisms Guidelines, 2025. (2) They shall come into force from the date of their publication in the Official Gazette. PART I Safeguards and regulations for operation of units for seed production of marine or brackishwater ornamental organisms 1. Application criteria for seed production of marine or brackishwater ornamental organisms.- (1) The hatcheries engaged or intending to be engaged in seed production of marine or brackishwater ornamental organisms having the required biosecurity facilities and in-house quarantine facility as specified by the Coastal Aquaculture Authority shall be eligible to apply for registration under the Coastal Aquaculture Authority Act, 2005 (24 of 2005) (herein after referred as the said Act) and the Coastal Aquaculture Authority Rules, 2024 (herein after referred as the said rules) to produce and sell the marine ornamental organisms.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 (2) The hatchery operator shall submit an application in the Form II of the said rules to the Authority duly enclosing therewith the required documents as specified in the Schedule II of the said rules and payment of registration fee of rupees ten thousand for registration of hatchery in accordance with the procedure laid down in rule 9 of the said rules. (3) A detailed project report indicating the infrastructure, production capacity, technology support, employment generation, economics of operation, etc., shall be submitted along with the application. (4) Approval of the hatchery for seed production of marine or brackishwater ornamental organisms shall be given by the Authority after due inspection of the hatchery facilities by a team constituted by the Authority for this purpose in accordance with the procedure laid down in rule 11 of the said rules. 2. Marine or brackishwater ornamental organisms.- (1) Seed production and culture of marine or brackishwater ornamental organisms refer to the process of reproducing in captivity, cultivating and rearing upto juvenile stage through the management of environmental conditions, feeding regimes, and other factors for further growth in aquaria or marine or brackishwater environments. (2) The term marine ornamental organisms includes all marine or brackishwater ornamental fishes, shrimps, crabs, cray fishes, echinoderms, molluscs, sea anemones, plants and any other organisms which are permitted by the Central Government for commercial scale breeding and rearing purposes. 3. Sanitary requirement.- (1) Entry to the hatchery shall be restricted to the personnel assigned to work exclusively in the area and a record of personnel entering the facility be maintained by the security personnel. (2) A provision shall be made for disinfection of feet (foot baths containing 50 ppm of Potassium permanganate/ 20 ppm of hypochlorite solution), and hands [bottles containing iodine-PVP (20 ppm and / or 70% alcohol)] to be used upon entering and exiting the unit. (3) All the cleaning chemicals, sanitary chemicals and other inputs materials shall be stored separately with proper labelling outside the production area. (4) Surroundings of the hatchery shall be maintained hygienically throughout the production cycle without any accumulation of waste materials. 4. Water intake.- (1) Each functional unit of the hatchery shall have independent water treatment facility isolated from all other water supply systems and separate recirculation systems may be used for each functional unit of hatchery to reduce water usage and improve biosecurity, especially in high-risk areas. (2) Water for the hatchery shall be filtered and treated to prevent the entry of vectors and pathogens that may be present in the source water by initial filtering through sub-sand well points, sand filters (gravity or pressure), or mesh bag filters, into the first reservoir or settling tank. (3) After primary disinfection by chlorination or ozonation and after settlement, the water shall be filtered again with a finer filter and then disinfected using ultraviolet light or ozone. (4) The water supply system shall include use of activated carbon filters, ethylene diamine tetra acetic acid and temperature and salinity regulation. 5. Water treatment and discharge of wastewater.- (1) The discharged water from the hatchery shall be held temporarily and treated with hypochlorite solution (>20 ppm active chlorine for not less than sixty minutes) prior to discharge. (2) The seawater or brackishwater to be used in the facility shall be delivered into a storage tank where it shall be treated with hypochlorite solution (20 ppm active ingredient for not less than thirty minutes) followed by sodium thiosulphate (1 ppm for every ppm of residual chlorine) or ozonation and strong aeration.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) No wastewater shall be released out of the hatchery without chlorination and de- chlorination, to prevent the escape of the pathogens or parasites into the natural waters and Effluent Treatment System shall be designed as specified by the Authority. 6. Hatchery infrastructure.- (1) Sections of the hatchery like the broodstock holding tanks, egg incubation units, larval rearing units, mechanical filtration units, UV/Ozone plant, indoor algal culture, rotifer and copepod production, etc. should be physically isolated and shall follow single entry and exit to avoid contamination. (2) The hatchery perimeter shall be secured with fencing to deter entry of animals and unauthorized persons. 7. Disinfection of implements.- (1) Used containers and hoses shall be washed and disinfected with hypochlorite solution (20 ppm) before further use. (2) Each broodstock and larval rearing tanks shall have a separate set of implements which shall be clearly marked and placed near the tanks and disinfection of all the implements shall be done at the end of each day’s use. 8. Broodstock collection.- (1) Sub adults and adult broodstock of marine or brackishwater ornamental organisms may be procured or collected from wild or brood bank to make them mature at hatchery rearing facility and such organisms shall be free from pathogens, injuries or deformities, can be transported to the facility in broodstock bags or tanks with oxygenated water. (2) Collection and exploitation of these marine or brackishwater ornamental organisms for commercial sale shall be discouraged and only parental stock shall be used in a sustainable way for breeding purposes. (3) Collection of such marine or brackishwater ornamental organisms shall be ensured in strict compliance with the provisions of Wild Life Protection Act, 1972 (53 of 1972) (as amended from time to time) without affecting the biodiversity of the existing stock and without using any destructive gears and methods for collection. 9. Broodstock quarantine.- (1) The hatchery or rearing unit operator shall establish a proper and fully bio-secured facility and broodstock collected shall be quarantined and tested for World Organisation for Animal Health listed pathogens and pathogens concern to India in in-house quarantine facility. (2) Quarantine discharge water shall be treated separately before releasing into effluent treatment system. 10. Import of marine ornamental organisms.- Marine or brackishwater ornamental organisms permitted for import by the Central Government shall be maintained in separate in-house quarantine facility by duly following the standard operating procedures or guidelines for imported stock as prescribed by the government from time to time. 11. Maintenance of marine or brackishwater ornamental organisms.- (1) Marine or brackishwater ornamental organisms shall be shifted from the quarantine facility to maturation or broodstock holding tanks fitted with flow through or Recirculating Aquaculture System. (2) Breeding pairs with desirable traits and good health shall be selected to avoid inbreeding and to maintain genetic diversity. (3) Spawning shall be triggered by simulating natural environmental cues that includes adjusting water temperature, photo period (lighting conditions), or water quality parameters. Some species may require specific triggers, such as a sudden drop in salinity or other environmental parameters and hormones.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 11 12. Feed management.- (1) Live feeds like phyto-planktons and zooplanktons of good quality shall be screened for the presence of pathogens before using in larval rearing section. (2) Functional feeds or nutrients shall be used to enhance their reproduction or propagation. While feeding with live feeds, fresh meat of squid, crab, fish and shrimp, adequate care shall be taken to prevent the entry of diseases causing pathogens and parasites into the hatchery facility. 13. Probiotics and chemical agents.- (1) Coastal Aquaculture Authority approved feed supplements or inputs or additives shall be used as recommended by the fisheries officials or scientists or technical staff. (2) Prohibited pharmacologically active substances and antimicrobial agents as specified in clause (c) of sub-rule (1) of rule 18 of the said rules shall not be used in the hatchery. 14. Packing and transport.- (1) The seed of Marine or brackishwater ornamental organisms shall be transported in bags or containers in oxygenated water. (2) The seed of Marine or brackishwater ornamental organisms shall be acclimatized in the hatchery itself for salinity as per the requirement of the farmer based on the salinity levels in the rearing units. 15. Disease reporting and record maintenance.- (1) Any disease outbreak in the marine or brackishwater ornamental hatchery shall be reported immediately to the Authority. (2) The hatchery operator shall maintain day to day records of the operations and the record shall contain all the activities including broodstock details, spawning details, larval survival, feeding time, live feed or inert feeds used, chemical usage, pathogen test results, water quality reports, record of animal stock, details of seed sales, etc. (3) The hatchery operator shall submit a quarterly compliance report to the Authority in Form K-1 of these guidelines. 16. Inspection.- A person authorised by the Authority shall periodically visit and check the status of the broodstock, seed production and sale. 17. Bank guarantee.- The approved hatcheries shall pay rupees fifty thousand towards monitoring fee and deposit a bank guarantee for rupees fifty thousand in favour of the Coastal Aquaculture Authority in accordance with the said rules, to ensure compliance with these guidelines and in the event of any violation, the bank guarantee shall be invoked. PART II Norms and Regulations for Approval and Operation Rearing Units for marine ornamental organisms 1. Eligibility criteria for rearing units or farms.- (1) The farmers for registration of rearing unit or farm for marine ornamental organisms shall submit an application Form I of the said rules to the Sub-Divisional Level Committee or District Level Committee concerned duly enclosing therewith the required documents as specified in the Schedule II of the said rules and payment of registration fee as specified in the Schedule I of the said rules for registration of rearing units or farms in accordance with the procedure laid down in rule 9 of the said rules. (2) The inspection team authorised by the Authority shall inspect the rearing unit or farm as per the procedure laid down in rule 10 of the said rules and based on its recommendation regarding the suitability of the facility for rearing unit or farm for marine or brackishwater12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ornamental organisms, applications shall be processed by the Secretary of the Authority, for consideration of the Authority for registering the rearing unit or farm. (3) Rearing unit or farm for marine or brackishwater ornamental organisms shall establish the biosecurity measures such as fencing, reservoir ponds for water treatment, bird-scare, separate implements for each of the ponds etc., and be managed by personnel who are trained or experienced in management of biosecurity measures. 2. Water discharge protocols.- (1) In case of any outbreak of disease, distress harvesting shall only be done through netting and the water shall be chlorinated and dechlorinated before release into drainage system. (2) Wastewater shall be retained in the Effluent Treatment System for a minimum period of two days. (3) Rearing unit or farm for marine or brackishwater ornamental organisms which follow Zero Water Exchange system of farming may also take care of the discharge water treatment. (4) Strict compliance for the waste water standards is a mandatory requirement and the Inspection team authorised by the Coastal Aquaculture Authority shall monitor the quality of waste water or rearing unit drain water as per the procedures laid down in the guidelines for regulating coastal aquaculture. 3. Norms for culture of marine or brackishwater ornamental organisms.- The following norms shall be adopted for culture of marine or brackishwater ornamental organisms, namely:- (1) Species selection: Farming requires a variety of species with the basic characters like, attractive colours, suitability for marketing, market demand, consumer acceptance, easy to culture, adaptability to the varying salinity, acceptance to artificial diets, faster growth rate, resistant to common diseases, etc., (2) Seed selection and stocking: (i) tested and certified seed shall be procured only from the Coastal Aquaculture Authority approved or registered hatcheries. Test reports from authorised Government lab shall be considered; (ii) the seed size of various ornamental organisms may be preferred based on the species reared and stock at appropriate stocking density and avoid over- crowding, completion for living space and food. (3) Acclimatization and stocking of seed: (i) seed brought from the approved hatchery should be acclimatized in tanks or ponds for a shorter period to observe their health condition. If abnormal behaviour or infection symptoms are noticed, such seeds have to be isolated and reared separately; (ii) to avoid the spread of diseases, seed infected with pathogens shall be given proper treatment; (iii) the Coastal Aquaculture Authority certified inputs shall be used for treating the diseases in consultation with the fisheries officials or Indian Council of Agricultural Research scientists; (iv) the standing biomass in the pond will increase due to progresses of culture period and therefore, optimal water quality parameters such as dissolved oxygen, pH, ammonia and nitrite as prescribed in the para 4 of the Guidelines for regulating[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 13 Coastal aquaculture shall be maintained and have to be monitored regularly. Proper aeration equipment may be used to enhance the Dissolved Oxygen level in the tank or pond and water exchange can be provided if required periodically. (4) Feed Management: (i) functional feeds or nutrients shall be used to enhance their reproduction or propagation. While feeding with live feeds, fresh meat of squid, crab, fish and shrimp, adequate care shall be taken to prevent the entry of diseases causing pathogens and parasites into the rearing facility; (ii) extruded formulated pellet feed shall be used to reduce organic matters in water; (iii) feed quantity has to be reduced when the ornamental organisms are under stress or during rough weather or during low water temperature; and (iv) the nutritional requirements vary with different variety of species, sizes, growth stages and feeding habits and accordingly quantity of formulated feeds shall be used. (5) Use of fertilisers and other aquaculture inputs: (i) to increase the primary production and to maintain the optimum pH and other water quality parameters such as dissolved oxygen, ammonia and nitrite, biodegradable organic plant extracts and Coastal Aquaculture Authority certified inputs shall be used; (ii) the Coastal Aquaculture Authority approved feed supplements or inputs or additives shall be used as recommended by the fisheries officials or Scientists or technical staff; and (iii) prohibited pharmacologically active substances and antimicrobial agents as prescribed in clause (c) of sub-rule (1) of rule 18 of the said rules shall not be used. (6) Prevention and treatment of fish diseases: (i) regular observation of reared ornamental organisms is required to identify altered behaviour, disease causes and appropriate treatments; (ii) pathogens like bacteria, viruses, fungi and parasites are existing in the natural environment and hence, health of the marine ornamental organisms shall have adequate resistance against them; (iii) to prevent and control diseases, maintaining a good farming environment and use of hygienic and nutritious feed to boost immunity may minimise the chance of disease outbreak; and (iv) in case of any disease outbreak, remedial measures shall be taken in consultation with Scientists or qualified technicians. (7) Harvesting: (i) harvesting of organisms by drag nets or cast nets or hand nets or hand picking or any other suitable method which does not cause any damage to the ornamental organisms shall be adopted; and14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ii) for marketing the live ornamental organisms, care shall be taken to transport live organisms with proper aeration and water quality arrangements. 4. Maintenance of records at rearing unit or farm.- (1) The farmers shall maintain records of procurement of seed, stocking density, water quality parameters, feeding quantities, health management, growth parameters, inputs used, harvesting and marketing details etc. (2) The farmer shall produce the farm records on demand by the authorised personnel or officials. 5. Penalty for violation shall be in accordance with the said Act and the rules made thereunder. Form K-1 [See paragraph 15 (3)] Format for quarterly compliance report from hatcheries or rearing units of marine or brackishwater ornamental organisms The report shall contain the following information, namely :- 1. Name and Address of the hatchery or rearing unit 2. Date and number of certificate of registration and permission to import 3. Number of sub-adult or broodstock procured or imported, males and females 4. Source of sub-adult or broodstock procured or imported 5. Transport mortality 6. Quarantine mortality 7. Total number of spawning’s 8. Total number of eggs produced 9. Total number of fry or seed produced 10. Report on general aquatic health monitoring and any unusual mortality 11.
