इसजलए, अब, तंबाकू बोडड अजधजनयम, 1975 की धारा 30 की उपधारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े
हुए, केंरीय सरकार एततद्वारा कनाडटक राज्य म ें उक्त अजधजनयम की धारा 14ए की उपधारा (1) के साि परित धारा 10
की उपधारा (1) के प्रावधानों के प्रवतडन म ें वर् ड 2025-26 के फसली मौसम म ें फसल की नीलामी के िौरान िनजहत म ें ढील
प्रिान करती ह ै तिा पंिीकृत उत्पािकों की अजतररक्त एफसीवी तम्बाकू तिा अपंिीकृत उत्पािकों की अनजधकृत एफसीवी
तंबाकू की जिकी तम्बाकू बोडड द्वारा प्राजधकृत नीलामी मंचों पर करने की अनुमजत प्रिान करती ह।ै

NOTIFICATION
New Delhi, the 19th December, 2025
S.O. 5895(E).—WHEREAS, the Central Government is satisfied that circumstances have arisen rendering it
necessary in the public interest to relax the restrictions imposed under the Tobacco Board Act, 1975 (Act 4 of 1975);
AND WHEREAS, the Central Government considers it necessary in the public interest to dispose of the
excess Flue Cured Virginia Tobacco (hereinafter referred to as FCV Tobacco) of registered growers and unauthorised
FCV Tobacco of unregistered growers at the authorised auction platforms of the Tobacco Board in the State of
Karnataka;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 30 of the Tobacco Board
Act, 1975, the Central Government in the public interest hereby relaxes the operation of the provisions of sub-
section (1) of section 10 read with sub-section (1) of section 14A of the said Act in the State of Karnataka for the
auctions during the crop season 2025-2026 and permits the sale of excess FCV Tobacco of the registered growers and
unauthorised FCV Tobacco of the unregistered growers at the auction platforms authorised by the Tobacco Board.

जलए कनाडटक राज्य म ें अपने नीलामी प्लेटफामों पर पंिीकृत उत्पािकों द्वारा उत्पादित अजतररक्त फ्ल ू क्योडड विीजनया
तंबाकू (जिस े आग े एफसीवी तंबाकू के रूप म ें संिर्भडत दकया गया ह)ै और कनाडटक राज्य म ें अपंिीकृत उत्पािकों द्वारा
उत्पादित अनजधकृत फ्लू क्योड ड विीजनया तंबाकू खरीिने की अनुमजत िेन े के जलए तंबाकू बोडड के पंिीकृत व्यापाररयों और
डीलरों को अजधकृत करती ह,ै िो जनम्नजलजखत ितों के अध्यधीन ह,ै अिाडत्:-
(क) प्रत्येक पंिीकृत उत्पािक द्वारा वर्ड 2025-26 फसली मौसम के जलए अजधकृत कोटा के िस प्रजतित तक
उत्पादित अजतररक्त एफसीवी तंबाकू के जलए उत्पािकों द्वारा िये जबक्री आय का एक प्रजतित सामान्द्य सेवा िुल्क तंबाकू
कोर् म ें अिं िान दकया िाएगा;
(ख) प्रत्येक पंिीकृत उत्पािक द्वारा वर्ड 2025-26 फसली मौसम के जलए अजधकृत कोटे के 10 प्रजतित की
सीमा स े अजधक 20 प्रजतित तक उत्पादित अजतररक्त एफसीवी तंबाकू के जलए प्रजत दकलोग्राम एक रुपय े की राजि और
जबक्री स े आय का 2 प्रजतित (उत्पािकों द्वारा िये आय के 1 प्रजतित सामान्द्य सेवा िुल्क को छोड़कर) तंबाकू कोर् म ें
अंििान दकया िाएगा;
(ग) वर्ड 2025-26 फसली मौसम के जलए अजधकृत कोटे के 20 प्रजतित की सीमा स े अजधक उत्पादित
अजतररक्त एफसीवी तंबाकू के जलए प्रत्येक पंिीकृत उत्पािक द्वारा प्रजत दकलोग्राम एक रुपय े की राजि और जबक्री स े प्राप्त
आय का 3 प्रजतित (उत्पािकों द्वारा िये आय के 1 प्रजतित सामान्द्य सेवा िुल्क को छोड़कर) तंबाकू कोर् म ें अंििान दकया
िाएगा;
(घ) प्रत्येक अपंिीकृत उत्पािक द्वारा वर्ड 2025-26 फसली मौसम के जलए उत्पादित एफसीवी तंबाकू के
जलए प्रजत दकलोग्राम एक रुपये और जबक्री स े प्राप्त आय का पााँच प्रजतित (उत्पािकों द्वारा िये आय के एक प्रजतित के
सामान्द्य सेवा िुल्क को छोड़कर) तंबाकू कोर् म ेंअंििान दकया िाएगा;

NOTIFICATION

of 1975), the Central Government hereby authorises the Tobacco Board to allow the registered traders and dealers of
the Tobacco Board to purchase at their auction platforms in the State of Karnataka for the auctions during crop season
2025-2026, the excess Flue Cured Virginia Tobacco (hereinafter referred to as FCV Tobacco) produced by registered
growers and unauthorised FCV Tobacco produced by unregistered growers in the State of Karnataka, subject to the
following conditions, namely:-
(a) a normal service charge of one per cent. of proceeds of sale payable by growers shall be contributed to the
Tobacco Fund by every registered grower for the excess FCV Tobacco produced upto the extent of ten per
cent. of the quota authorised for 2025-26 crop season;
(b) an amount of rupee one per kilogram and two per cent. of the proceeds of sale (excluding normal service
charge of one per cent. of proceeds payable by growers) shall be contributed to the Tobacco Fund by every
registered grower for the excess FCV Tobacco produced over and above the limit of ten per cent. and upto
twenty per cent. of the quota authorised for 2025-26 crop season;
(c) an amount of rupee one per kilogram and three per cent. of the proceeds of sale (excluding normal service
charge of one per cent. of proceeds payable by growers) shall be contributed to the Tobacco Fund by every
registered grower for the excess FCV Tobacco produced over and above the limit of twenty per cent. of the
quota authorised for 2025-26 crop season;
(d) an amount of rupee one per kilogram and five per cent. of the proceeds of sale (excluding normal service
charge of one per cent. of proceeds payable by growers) shall be contributed to the Tobacco Fund by every
unregistered grower for the FCV Tobacco produced for 2025-26 crop season.
