SECI and NHAI signs MoU in presence of Minister of State for Corporate Affairs & Road Transport and Highways Shri Harsh Malhotra for a Cleaner and Sustainable Delhi Saharanpur Dehradun Highway
On 10 NOV 2025, the Solar Energy Corporation of India Limited (SECI) and National Highways Authority of India (NHAI) signed a Memorandum of Understanding (MoU) to install solar power plants along the elevated portion of Package-1 (Delhi Portion) of the Delhi Saharanpur Dehradun highway (NH-709B) in Phase-1. The agreement supports Prime Minister Shri Narendra Modi Ji's vision of India reaching Net Zero by 2070.
The MoU aims to develop renewable energy projects on highway infrastructure, reduce carbon footprint, and serve as a model for sustainable infrastructure development. Shri Harsh Malhotra, Minister of State for Corporate Affairs & Road Transport and Highways stated that the partnership between SECI and NHAI will promote renewable energy and sustainable development and this partnership between SECI and NHAI will pave the way for innovative and environmentally friendly solutions for highway infrastructure.

A Step Towards Cleaner and Sustainable Infrastructure in
line with Prime Minister’s Vision of Net Zero by 2070

In a significant step towards the ambitious vision of Prime Minister Shri Narendra Modi Ji's of
making India Net Zero by 2070 and promoting renewable energy and sustainable development , Solar
Energy Corporation of India Limited (SECI) and National Highways Authority of India (NHAI) have
signed a Memorandum of Understanding (MoU) for the installation of solar power plants along the
elevated portion of Package-1 (Delhi Portion) of the Delhi Saharanpur Dehradun highway (NH-709B)
in Phase-1 in presence of Minister of State for Corporate Affairs & Road Transport and Highways
Shri Harsh Malhotra. Shri V. Umashankar, Secretary, MoRTH and Shri Sanjay Sharma, Director,
SECI Ltd also graced the occasion.
The MoU aims to develop renewable energy projects on highway infrastructure, harnessing the
potential of solar energy to power highway infrastructure and reduce carbon footprint. This
pioneering initiative will not only generate clean energy but also serve as a model for sustainable
infrastructure development.
Shri Harsh Malhotra stated that MoU highlights the government's commitment to promoting
renewable energy and sustainable development and this partnership between SECI and NHAI will
pave the way for innovative and environmentally friendly solutions for highway infrastructure.
He stated that by leveraging solar energy, this initiative will reduce greenhouse gas emissions and
contribute to a cleaner environment. The project will also demonstrate the feasibility of integrating
renewable energy with infrastructure development, setting an example for future projects.
