संघ लोक सेिा आयोग द्वारा िर्ि 2016 एिं 2017 के जलए आयोजित की िाने िाली सजम्मजलत अनुभाग अजधकारी/आिुजलजपक (ग्रेड ‘ख’/ग्रेड-I) सीजमत जिभागीय प्रजतयोगी परीक्षा के जनयम संबंजधत मंत्रालयों की सहमजत से अजधकारी ग्रेड िग िIX कमिचारी राज्य बीमा जनगम में जनिी सजचि ग्रेड 1. प्रत्येक ग्रेड की चयन सूची में सजम्मजलत करने के जलए चयन दकए िाने िाले व्यजियों की संख्या आयोग द्वारा िारी दकए गए नोटिस में जिजनर्िष्टि की िाएगी। जिजभन्न श्रेजणयों के अंतगित उम्मीििारों का अंजतम चयन जििर्े अनुमजत याजचका (सी) संख्या 30621/2011 तथा जििेर् अनुमजत याजचका (सी) संख्या 31288/2017 में लंजबत मुकिमे के पटरणाम के आधार पर तय दकया िाएगा और पटरणाम घोजर्त दकया िाएगा।श्रेणी III के संबंध में, रेल मंत्रालय ने दिनांक 04.06.2021 को एक अनंजतमिटरष्ठता सूची िारी की थी, जिसके अंतगित रेलिे बोडि सजचिालय सेिा के सहायक अनुभाग अजधकारी (एएसओ) ग्रेड की िर्ि 1985 से िर्ि 2011 तक की िटरष्ठता सूची में संिोधन दकए गए ह।ैं इस िटरष्ठता सूची को अभी अंजतम रूप दिया िा रहा है। रेल मंत्रालय द्वारा सहायक अनुभाग अजधकारी (एएसओ) ग्रेड की िटरष्ठता सूची को अंजतम रूप दिए िाने तक, श्रेणी III के संबध में पटरणाम रोक दिए िाएंगे और अंजतम तौर पर उम्मीििारों की पात्रता का जनधािरण, रेल मंत्रालय द्वारा अंजतम रूप िी गई संगत िर्ों की िटरष्ठता सूची के आधार पर दकया िाएगा। 2. संघ लोक सेिा आयोग द्वारा यह परीक्षा इन जनयमों के पटरजिष्ट में जनधािटरत ढंग से ली िाएगी। परीक्षा की तारीख और स्ट्थान का जनधािरण आयोग द्वारा दकया िाएगा। 3. नीचे कॉलम 1 में उजल्लजखत ग्रेड और सेिाओं के स्ट्थायी अथिा जनयजमत रूप से जनयुि अस्ट्थायी अजधकारी िो पात्रता की जनणाियक जतजथ (िैसादक नीचे उजल्लजखत ह)ै को कॉलम 2 में उजल्लजखत सेिा की अिजध और िैजक्षक योग्यता, आदि से संबंजधत ित ें पूरी करते ह,ैं कॉलम 3 में उजल्लजखत सेिा के िगि के जलए परीक्षा में बैठने के पात्र होंगे। पात्रता जनधारि ण हते ुजनणायि क जतजथ 1 िुलाई, 2016 2016 की परीक्षा के जलए 1 िुलाई, 2017 2017 की परीक्षा के जलए नोि: 1. 2016 की परीक्षा के जलए पात्र उम्मीििार, 2017 की परीक्षा के जलए भी पात्र ह,ैं बिते उम्मीििार पात्रता की अन्द्य सभी ितों को पूणि करता हो तथा उम्मीििार ने इस प्रकार चनु े िाने के जलए जिजिष्ट तौर पर जिकल्प दिया हो। कॉलम 1 कॉलम 2 कॉलम 3 केन्द्रीय सजचिालय सेिा का सहायक केन्द्रीय सजचिालय सेिा के सहायक अनुभाग अजधकारी ग्रेड या केन्द्रीय िग िI अनुभाग अजधकारी ग्रेड और केन्द्रीय सजचिालय आिुजलजपक सेिा के िैयजिक सहायक ग्रेड में पांच िर्ि से कम सजचिालय आिुजलजपक सेिा का िैयजिक की अनुमोदित सेिा न हो तथा कम से कम चार िार्र्िक कायि जनष्पािन सहायक ग्रेड (आिुजलजपक ग्रेड ‘ग’) मूल्यांकन टरपोिि प्राप्त की हों। केन्द्रीय सजचिालय आिुजलजपक सेिा (सीएसएसएस) के िैयजिक सहायक के पास दकसी मान्द्यताप्राप्त जिश्वजिद्यालय की स्नातक जडग्री या समकक्ष हो।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 भारतीय जिििे सेिा, िाखा ‘ख’ सामान्द्य सामान्द्य संिगि के सहायक ग्रेड/ साईफर संिगि के सहायक साईफर ग्रेड/ िग िII आिुजलजपक संिगि के िैयजिक सहायक ग्रेड में पांच िर्ि से कम की संिगि का सहायक ग्रेड, आिुजलजपक संिगि अनुमोदित सेिा न हो तथा कम से कम चार िार्र्िक कायि जनष्पािन का िैयजिक सहायक ग्रेड और साईफर उप मूल्यांकन टरपोिि प्राप्त की हों। उम्मीििार के पास दकसी मान्द्यताप्राप्त संिगि का सहायक साईफर ग्रेड जिश्वजिद्यालय की स्नातक जडग्री होनी चाजहए तथा ऐसे अजनिायि प्रजिक्षण कायिक्रम(मों) को पूणि दकया होना चाजहए िो जिििे मंत्रालय द्वारा जनधािटरत हों। रेलिे बोडि सजचिालय सेिा का सहायक रेलिे बोडि सजचिालय सेिा के सहायक अनुभाग अजधकारी ग्रेड अथिा िग िIII अनुभाग अजधकारी ग्रेड और रेलिे बोडि रेलिे बोडि सजचिालय आिुजलजपक सेिा के ग्रेड-II/ग्रेड ‘ग’ में अथिा िोनों सजचिालय आिुजलजपक सेिा का ग्रेड ‘ग’। में, िैसी भी जस्ट्थजत हो, अनुमोदित तथा लगातार सेिा 5 िर्ि से कम न हो। केन्द्रीय सजचिालय आिुजलजपक सेिा का केन्द्रीय सजचिालय आिुजलजपक सेिा के िैयजिक सहायक ग्रेड में िग िIV िैयजिक सहायक केन्द्रीय सजचिालय अनुमोदित तथा लगातार सेिा 3 िर्ि से कम न हो तथा दकसी मान्द्यताप्राप्त आिुजलजपक सेिा का िैयजिक सहायक जिश्वजिद्यालय से स्नातक जडग्री प्राप्त हो। भारतीय जिििे सेिा िाखा ‘ख’ के आिुजलजपक संिगि के िैयजिक सहायक ग्रेड में अनुमोदित सेिा 5 िर्ि से िग िV कम न हो तथा दकसी मान्द्यता प्राप्त जिश्वजिद्यालय से स्नातक की जडग्री प्राप्त आिुजलजपक संिगि का िैयजिक सहायक हो। इसके अजतटरि उम्मीििार ऐसे अजनिायि प्रजिक्षण कायिक्रम(मों) को ग्रेड पूणि दकया होना चाजहए िो जिििे मंत्रालय द्वारा जनधािटरत हों। सिस्त्र सेना मुख्यालय आिुजलजपक सेिा सिस्त्र सेना मुख्यालय आिुजलजपक सेिा के ग्रेड-II/ग्रेड ‘ग’ में अनुमोदित िग िVI का ग्रेड ‘ग’ तथा लगातार सेिा 3 िर्ि से कम न हो। रेलिे बोडि सजचिालय आिुजलजपक सेिा रेलिे बोडि सजचिालय आिुजलजपक सेिा के ग्रेड-II/ग्रेड ‘ग’ में अनुमोदित िग िVII का ग्रेड ‘ग’ तथा लगातार सेिा 5 िर्ि से कम न हो। आसूचना ब्यूरो का सहायक ग्रेड/आसूचना प्रजतयोगी परीक्षा के आधार पर अथिा एलडीसीई आधार पर, िैसी भी िग िVIII ब्यूरो का का आिुजलजपक सेिा ग्रेड –II जस्ट्थजत हो, ग्रेडों में जनयुि अजधकाटरयों के मामले में आसूचना ब्यूरो में स्ट्थायी या जनयजमत जनयुि अस्ट्थायी सहायक/आिुजलजपक ग्रेड-II (िैयजिक सहायक) जिनकी अनुमोदित तथा लगातार सेिा 4 िर्ि से कम न हो बिते उस िर्ि जिसमें अनुभाग अजधकारी एलडीसीई परीक्षा परीक्षा का आयोिन हुआ हो की 1 िुलाई से 5 िर्ि पूिि न हुआ हो अथिा उस िर्ि जिसमें अनुभाग अजधकारी ग्रेड एलडीसीई आयोजित हुआ हो की 1 िुलाई को अपने संबद्ध फीडर ग्रेड में िटरष्ठता के आधार पर ग्रेड में जनयुि अजधकाटरयों के मामले में अनुमोदित तथा लगातार सेिा 5 िर्ि से कम न हों, परीक्षा में िाजमल होने के जलए पात्र होंगे। कमिचारी राज्य बीमा जनगम में िैयजिक कमिचारी राज्य बीमा जनगम में िैयजिक सहायक ग्रेड में अनुमोदित तथा िग िIX सहायक लगातार सेिा 3 िर्ि से कम न हो। दकन्द्तु िति यह ह ैदक दकसी प्रजतयोगी परीक्षा, जिसमें सीजमत जिभागीय प्रजतयोगी परीक्षा िाजमल ह,ै के पटरणामों के आधार पर यदि कोई उम्मीििार (िगि I, िगि II, िगि IV, िगि V में सजम्मजलत होने िाले उम्मीििार को छोड़कर) उपरोि कॉलम 1 में4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] उजल्लजखत ग्रेडों में जनयुि दकया गया ह,ै ऐसी परीक्षा की जनणाियक तारीख से कम से कम 5 िर्ि पहले हो गई हो और उस ग्रेड में उसन े जनणाियक तारीख तक कम से कम 4 िर्ि की अनुमोदित तथा लगातार सेिा कर ली ह।ै बिते दक परीक्षा की श्रेणी-IV और श्रेणी-IX के जलए परीक्षा में सजम्मजलत होने िाला यदि कोई उम्मीििार, दकसी प्रजतयोजगता परीक्षा, जिसमें सीजमत जिभागीय प्रजतयोगी परीक्षा िाजमल ह,ै के पटरणाम के आधार पर उपयुिि कॉलम 1 में उजल्लजखत ग्रेड में जनयुि हो िाता ह,ै ऐसी परीक्षा जनणाियक तारीख स ेकम से कम 3 िर्ि पहले हो गई हो और उस ग्रेड में उसने जनणाियक तारीख की जस्ट्थजत के अनुसार, कम से कम 2 िर्ि की अनुमोदित तथा जनरंतर सेिा कर ली हो। टिप्पणी 1. ऊपर के कॉलम 1 में उजल्लजखत ग्रेडों और सेिाओं के िे स्ट्थायी अथिा जनयजमत रूप में जनयुि अजधकारी िो सक्षम प्राजधकारी की स्ट्िीकृजत से जनयत अिजध के जलए संिगि बाह्य पिों पर प्रजतजनयुजि पर ह,ैं यदि अन्द्यथा पात्र हों, तो इस परीक्षा में प्रििे पाने के पात्र होंगे और प्रजतजनयुजि की अिजध के िौरान उनके द्वारा की गई सेिा, कॉलम 2 में उजल्लजखत सेिा अिजध के जलए अहिक होगी। तथाजप यह कॉलम 1 में उजल्लजखत ग्रेडों तथा सेिाओं के उन अजधकाटरयों पर लागू नहीं होता ह ै जिन्द्ह ें संिगि बाह्य पि पर अथिा अन्द्य सेिा में “स्ट्थानान्द्तरण” पर जनयुि दकया गया हो और िो कॉलम 1 में संिर्भित ग्रेडों तथा सेिाओं में कोई पुनग्रिहणाजधकार (जलयन) नहीं रखते ह।ैं टिप्पणी 2. केन्द्रीय सजचिालय सेिा के सहायक अनुभाग अजधकारी और केन्द्रीय सजचिालय आिुजलजपक सेिा के आिुजलजपक जिन्द्होंने भारतीय जिििे सेिा, िाखा ‘ख’ में जनयुजि के जलए जिकल्प दिया हो और ऐसे जिकल्प के अनुसरण में उस सेिा के दकसी ग्रेड में जनयुि कर जलए गए हों, िे िगि-I और िगि-IV के जलए परीक्षा में प्रिेि के पात्र नहीं होंगे। टिप्पणी 3. केन्द्रीय सजचिालय सेिा के सहायक अनुभाग अजधकारी तथा केन्द्रीय सजचिालय आिुजलजपक सेिा के आिुजलजपक िो भारतीय जिििे सेिा, िाखा ‘ख’ में प्रजतजनयुजि पर ह ैंिे िगि-II और िगि-V के जलए परीक्षा में प्रिेि पाने के पात्र नहीं होंगे। 4. िो उम्मीििार िोनों िगो के जलए प्रजतयोजगता में सजम्मजलत होने का पात्र ह ैतथा िह इस जिकल्प का इस्ट्तेमाल करता ह ैतब उसे अपने आिेिन में उस िगि के िरीयताक्रम का स्ट्पष्ट उल्लेख करना चाजहए जिसके जलए िह पात्र ह ैऔर जिचार दकए िाने का इच्छुक ह।ै आयोग, आिेिक द्वारा पहले से प्रस्ट्तुत िरीयता में दकसी प्रकार का पटरितिन/िोड़/बिलाि करने संबंधी अनुरोध पर जिचार नहीं करेगा। उम्मीििार िगि संख्या का चयन सािधानी से करें क्योंदक संिोधन/गलत संयोिन पर जिचार नहीं दकया िाएगा/अनुमजत नहीं होगी और उम्मीििारी तत्काल जनरस्ट्त कर िी िाएगी। यह भी नोि करें दक दकसी भी उम्मीििार का चयन दकसी भी ऐसी श्रेणी के जलए नहीं दकया िाएगा जिसके जलए उसने अपने आिेिन पत्र में स्ट्पष्ट रूप से जिकल्प नहीं चुना ह।ै 5. दकसी भी उम्मीििार का आिेिन स्ट्िीकार करने तथा परीक्षा में बैठने के जलए उम्मीििार की पात्रता या अपात्रता या अन्द्यथा के संबंध में आयोग का जनणिय अंजतम होगा। 6. दकसी भी उम्मीििार को परीक्षा में तब तक प्रिेि नहीं दिया िाएगा िब तक दक उसके पास आयोग का प्रिेि प्रमाण-पत्र न हो। 7. िो उम्मीििार जनम्नजलजखत के जलए आयोग द्वारा िोर्ी घोजर्त दकया गया ह:ै – (i) दकसी भी प्रकार से अपनी उम्मीििारी के जलए समथिन प्राप्त दकया है, नामिः (क) गैरकानूनी रूप से पटरतोर्ण की पेिकि करना, या (ख) िबाि डालना, या (ग) परीक्षा आयोजित करने से संबंजधत दकसी व्यजि को ब्लैकमेल करना अथिा उसे ब्लैकमेल करने की धमकी िने ा, अथिा (ii) प्रजतरूप धारण, अथिा (iii) दकसी अन्द्य व्यजि से छद्म रुप से कायि कराया ह,ै अथिा (iv) िाली प्रमाण-पत्र या ऐसे प्रमाण-पत्र प्रस्ट्तुत दकए ह ैंजिनमें तथ्यों को जबगाड़ा गया हो, अथिा (v) आिेिन फॉमि में िास्ट्तजिक फोिो/हस्ट्ताक्षर के स्ट्थान पर असंगत फोिो अपलोड करना। (vi) गलत या झूठे ििव्य दिए ह ैंया महत्िपूणि तथ्यों को जछपाया ह,ै अथिा (vii) परीक्षा के जलए अपनी उम्मीििारी के संबंध में जनम्नजलजखत साधनों का उपयोग दकया है, नामिः (क) गलत तरीके से प्रश्न-पत्र की प्रजत प्राप्त करना;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (ख) परीक्षा से संबंजधत गोपनीय कायि से िुड़े व्यजि के बारे में पूरी िानकारी प्राप्त करना; (ग) परीक्षकों को प्रभाजित करना; या (viii) परीक्षा के िौरान उम्मीििार के पास अनुजचत साधनों का पाया िाना अथिा अपनाया िाना; अथिा (ix) उत्तर पुजस्ट्तकाओं पर असंगत बातें जलखना या भद्दे रेखाजचत्र बनाना अथिा असंगत सामग्री; अथिा (x) परीक्षा भिन में िव्यु ििहार करना जिसमें उत्तर पुजस्ट्तकाओं को फाडना, परीक्षा िने े िालों को परीक्षा का बजहष्कार करने के जलए उकसाना अथिा अव्यिस्ट्था तथा ऐसी ही अन्द्य जस्ट्थजत पैिा करना िाजमल है; अथिा (xi) परीक्षा आयोिन के जलए आयोग द्वारा जनयुि कमिचाटरयों को परेिान दकया हो या अन्द्य प्रकार की िारीटरक क्षजत पहुचं ाई हो; अथिा (xii) परीक्षा के िौरान मोबाइल फोन (चाह े िह जस्ट्िच ऑफ ही क् यों ना हो), पेिर या दकसी अन्द्य प्रकार का इलैक्राजनक उपकरण या प्रोग्राम दकए िा सकने िाला जडिाइस या पेन ड्राइि िैसा कोई स्ट्िोरेि मीजडया, स्ट्मािि िॉच इत्यादि या कैमरा या ब्लूिूथ जडिाइस या कोई अन्द्य उपकरण या संचार यंत्र के रूप में प्रयोग दकए िा सकने िाला कोई अन्द्य संबंजधत उपकरण, चाह ेिह बंि हो या चालू, प्रयोग करते हुए या आपके पास पाया गया हो; अथिा (xiii) परीक्षा की अनुमजत िते े हुए उम्मीििार को भेिे गए प्रमाण-पत्रों के साथ िारी आििे ों का उल्लंघन दकया ह;ै अथिा (xiv) उपयुिि खंडों में उजल्लजखत सभी अथिा दकसी भी कायि के द्वारा आयोग को अिप्रेटरत करने का प्रयत् न दकया हो, िैसा भी मामला हो, तो उस पर आपराजधक अजभयोग (दक्रजमनल प्राजसक्यूिन) चलाया िा सकता ह ैऔर साथ ही उसे : (क) आयोग द्वारा इन जनयमों के अन्द्तगित परीक्षा जिसका िह उम्मीििार है, में बैठने के जलए अयोग्य ठहराया िाएगा और/अथिा (ख) उसे स्ट्थायी रूप से अथिा जनर्िष्टि अिजध के जलए (i) आयोग द्वारा ली िाने िाली दकसी भी परीक्षा अथिा चयन के जलए जििर्िित दकया िाएगा। (ii) केन्द्रीय सरकार द्वारा उसके अधीन दकसी भी नौकरी से जििर्िित दकया िाएगा। (ग) उसके जिरुद्ध उपयुिि जनयमों के अधीन अनुिासजनक कारििाई की िा सकती ह।ै बिते दक इस जनयम के अधीन कोई िाजस्ट्त तब तक अजधरोजपत नहीं की िाएगी िब तक: (i) उम्मीििार को इस संबंध में जलजखत अभ्यािेिन िो िह िने ा चाह ेप्रस्ट्तुत करने का अिसर न दिया िाए, और (ii) उम्मीििार द्वारा अनुमत समय में प्रस्ट्तुत अभ्यािेिन पर यदि कोई हो जिचार न कर जलया िाए। 7(1) कोई भी व्यजि, िो आयोग द्वारा उक् त खंड (i) से (xiii) में उजल्लजखत कुकृत्यों में से दकसी कुकृत्य को करने में दकसी अन्द्य उम्मीििार के साथ जमलीभगत या सहयोग का िोर्ी पाया िाता है, उसके जिरुद्ध उक् त खंड (xiv) के प्रािधानों के अनुसार कारििाई की िा सकती ह।ै 8. (i) परीक्षा के बाि, उम्मीििारों की पात्रता के अध्य धीन, िो िर्ि यथा, 2016 एिं 2017 के जलए टरजियों पर जिचार दकया िाएगा बिते दक िे दकसी या सभी िर्ि हते ु पात्र हों, और प्रत्येक उम्मीििार को प्रिान दकए गए कुल अंजतम अंकों के अनुसार आयोग द्वारा उम् मीििारों का योग्यताक्रम तैयार दकया िाएगा। यह योग्य ताक्रम आयोग द्वारा परीक्षा के प्रत्येक पेपर/भाग के जलए जनधािटरत अहति ा मानकों के अध्य धीन होगा। तथाजप, पटरणाम अलग से घोजर्त दकए िाएंगे, तादक यह सुजनजित दकया िा सके दक यदि दकसी भी िर्ि (यथा 2016 और 2017) की टरजि खाली रह िाए तो उसे अगले टरजि िर्ि के जलए आगे ले िाया िाएगा। संबंजधत चयन सूची में िाजमल दकए िाने के जलए िर्ििार और श्रेणीिार योग्यताक्रम (मेटरि) की सूजचयां, टरजियों का योग्यताक्रम (मेटरि) संख्या, उम्मीििार की मेटरि तथा उम्मीििार द्वारा ििािये गए जिकल्प (पात्रता के अनुसार, िर्ि और िगि की िरीयता) तथा अन्द्य सभी पात्रता की ितों के पूणि करने के आधार पर होगी। आयोग के पास परीक्षा के दकसी या सभी स्ट्तर (स्ट्तरों) या पेपर (पेपरों) के जलए न्द्यूनतम अहकि मानिण्ड जनधािटरत करने का अजधकार ह।ै6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] िहां उम्मीििार कुल योग्यताक्रम (मेटरि)/अंकों के आधार पर एक से अजधक िगि तथा/ या जिचार िर्ि (कंसीड्रेिन) में अन्द्यथा पात्र हों, जिजिष्ट चयन सूची में उन्द्ह ें िाजमल दकया िाना उपयुि समय पर उम्मीििार द्वारा चुने गए जिकल्प के आधार पर उपलब्ध िगि-िर्ि पर जनभिर करेगा। अत:, उसके योग्यताक्रम के आधार पर, तथा टरजि तथा पात्रता की अन्द्य ितों के अध्यधीन उम्मीििार की िरीयता को ध्यान में रखते हुए उसे उपयुि चयन सूची (िगि और िर्ि) में रखा िाएगा। यदि दकसी उम्मीििार का नाम दकसी जिजिष्ट िगि के जलए, जिजिष्ट िर्ि हते ु चयन सूची में िाजमल दकया िाता ह,ै तो अन्द्य सूची (सूजचयों) में िाजमल करते हते ु उनके नाम पर जिचार नहीं दकया िाएगा। उपयुि/योग्य उम्मीििारों के उपलब्ध न होने के कारण दकसी भी िर्ि (2016 एिं 2017) में िे टरजियां जिन्द्ह ेंभरा नहीं िा सका को िगि I, III, IV, VII, VIII तथा IX के जलए अगले टरजि िर्ि हते ु आगे ले िाया िाएगा। यह प्रािधान िगि VI पर लागू नहीं होगा। िगि II एिं V की परीक्षा म ें िाजमल होने िाले उम्मीििारों के मामले में उपयुि/योग्य उम्मीििारों के उपलब्ध न होने के कारण दकसी भी िर्ि (2016 एिं 2017) में अनुसूजचत िाजत/अनुसजू चत िनिाजत श्रेणी के उम्मीििारों के जलए आरजक्षत िे टरजियां जिन्द्ह ेंभरा नहीं िा सका हो, को अगली परीक्षा के जलए आगे ले िाया िाएगा। (ii) प्रत्येक िगि हते ु चयन सूची में िाजमल करने के जलए अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के उम्मीििारों सजहत उम्मीििारों का अंजतम चयन, जििेर् अनुमजत याजचका (सी) सख्ं या 30621/2011 तथा जििेर् अनुमजत याजचका (सी) संख्या 31288/2017 में लंजबत मामले में आए फैसले के अनुसार कार्मिक और प्रजिक्षण जिभाग द्वारा िारी दकए िाने िाले दििा-जनििे ों के आधार पर पर दकया िाएगा। नोि:– उम्मीििारों को यह स्ट्पष्ट रुप से समझ लेना चाजहए दक यह एक प्रजतयोजगता परीक्षा ह,ै न दक अहकि परीक्षा। परीक्षा के पटरणाम के आधार पर प्रत्येक चयन सूची में िाजमल दकए िाने िाले व्यजियों की संख्या जनयत करने के जलए सरकार पूरी तरह से सक्षम ह।ै अत: कोई भी उम्मीििार इस परीक्षा में अपने जनष्पािन के आधार पर चयन सूची में िाजमल दकए िाने के जलए अजधकार के रूप में िािा नहीं कर सकेगा। 9. प्रत्येक उम्मीििार को परीक्षा के पटरणाम की सूचना दकस रूप में और दकस प्रकार िी िाए, इसका जनणिय आयोग द्वारा अपन े जििेकानुसार दकया िाएगा। आयोग परीक्षा पटरणाम के बारे में दकसी भी उम्मीििार से पत्राचार नहीं करेगा। 10. परीक्षा में पास हो िाने मात्र से जनयुजि का अजधकार तब तक नहीं जमलता िब तक दक सरकार आिश्यक िांच के बाि संतुष्ट न हो िाए दक उम्मीििार सेिा में कायि संचालन की िजृष्ट से चयन के जलए हर प्रकार से पात्र और योग्य ह।ै बिते आयोग द्वारा चयन के जलए अनुिंजसत दकए गए दकसी उम्मीििार को चयन के जलए अपात्र मानने के बारे में जनणिय आयोग के साथ परामिि करके दकया िाएगा। 11. यदि कोई उम्मीििार परीक्षा में प्रिेि के जलए आिेिन करने के बाि अथिा परीक्षा में बैठने के बाि अपनी जनयुजि से त्यागपत्र ि ेिते ा ह ैअथिा दकसी और कारण से सेिा छोड़ िते ा है अथिा उससे संबन्द्ध-जिच्छेि कर लेता ह,ै अथिा उसकी सेिा उसके जिभाग द्वारा समाप्त कर िी िाती ह ैअथिा उसे दकसी संिगि बाह्य पि पर अथिा अन्द्य सेिा में ‘स्ट्थानान्द्तरण’ पि पर जनयुि कर दिया िाता ह ैऔर केन्द्रीय सजचिालय सेिा/रेलिे बोडि सजचिालय सेिा/आसूचना ब्यूरो/केन्द्रीय सजचिालय आिुजलजपक सेिा के आिुजलजपक ग्रेड-ग/रेलिे बोडि सजचिालय आिुजलजपक सेिा/आसूचना ब्यूरो आिुजलजपक सेिा ग्रेड –II/ सिस्त्र सेना मुख्यालय आिुजलजपक सेिा अथिा भारतीय जिििे सेिा, िाखा ‘ख’ में दकसी पि पर उसका अपना पुनग्रिहणाजधकार (जलयन) नहीं ह ै तो िो इस परीक्षा के पटरणाम के आधार पर जनयुि होने का पात्र नहीं होगा। बिते यह बात उस व्यजि के मामले में लागू नहीं होती िो सक्षम प्राजधकारी के अनुमोिन से संिगि बाह्य पि पर प्रजतजनयुजि पर जनयुि कर दिया गया ह।ै [फा. सं. 6/1/2020-सीएस.I (पी)] िीजप्त उमािंकर,अपर सजचि[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 पटरजिष्ट परीक्षा जनम्नजलजखत योिना के अनसु ार ली िाएगी :– भाग1 (क) नीचे पैरा 2 में दिए गए जिर्यों में अजधकतम 500 अंकों की जलजखत परीक्षा। (ख) जहन्द्िी या अंग्रेिी में 100 िब्ि प्रजत जमनि की एक अहकि आिुजलजपक परीक्षा। टिप्पणी I – िग ि IV,V VI,VII और IX हते ु प्रजतयोजगता में सजम्मजलत होने िाले सभी उम्मीििारों को जलजखत परीक्षा के समय अहकि आिुजलजप परीक्षा िने ा होगा। तथाजप, िो उम्मीििार जलजखत परीक्षा के साथ-साथ आिुजलजपक परीक्षा में भी अहति ा प्राप्त कर लेते हैं केिल उन्द्हीं उम्मीििारों के सेिा टरकाडि का मूल्यांकन दकया िाएगा। टिप्पणी II – उम्मीििारों को आयोग द्वारा परीक्षा केन्द्र पर मुहयै ा कराए गए कम्प्यूिरों (पीसी) पर अपनी आिुजलजप टिप्पजणयों का जलप्यंतरण करना होगा। भाग II उम्मीििारों के सेिा अजभलेख का मूल् यांकन दकया िाएगा, जिसके अंतगित अजधकतम अंक 100 होंगे:– (i) जिन्द्होंने जलजखत परीक्षा में, आयोग द्वारा अपने जििेक से जनधािटरत न्द्यूनतम अहकि अंक प्राप्त दकए ह ैं (िगि I,II,III और VIII श्रेजणयों के जलए) और (ii) जिन्द्होंने जलजखत परीक्षा तथा आिुजलजप परीक्षा में आयोग द्वारा अपने जििेक से जनधािटरत न्द्यूनतम अहकि अंक प्राप्त दकए ह ैं(िगि IV,V,VI,VII और IX श्रेजणयों के जलए)। टिप्पणी I: सेिा अजभलेख (यथा बैठक के िौरान मूल्यांकन बोडि को प्राप्त हुई अजधकाटरयों की एपीएआर) के मूल्यांकन में अर्िित अंकों की गणना रैंक जनधािरण हते ु की िाएगी। मूल्यांकन बोडि द्वारा एपीएआर का एक बार मूल्यांकन कर जलए िाने के उपरांत, एपीएआर ग्रेडडंग आदि में बाि की जतजथ में कोई पटरितिन सजहत दकसी भी पटरजस्ट्थजत में इसके पुनः मूल्यांकन हते ु दकसी भी अनुरोध पर जिचार नहीं दकया िाएगा टिप्पणी II: सेिा अजभलेख के मूल्यांकन में न्द्यूनतम 40% (चालीस प्रजतित) अंक होने चाजहए। इसजलए, सेिा अजभलेख के मूल्यांकन में 40% (चालीस प्रजतित) से कम अंक प्राप्त करने िाले उम्मीििारों के नाम पर रैंक जनधािरण हते ु जिचार नहीं दकया िाएगा। 2. सेिा के जिजभन्न िगों के प्रजतयोगी उम्मीििारों को जनम्नजलजखत जिर्यों की जलजखत परीक्षा में बैठना होगा:– पेपर जिर्य पेपर का प्रकार प्रश्न पत्रों म)ें िस्ट्तजु नष्ठ प्रकार के प्रश्न पत्रों म ेंउम्मीििार द्वारा अदं कत दकए गए गलत उत्तरों के जलए िाजस्ट्त (ऋणात्मक अकं न ) लगाई िाएगी। (i) प्रत्येक प्रश्न के उत्तर के जलए चार जिकल्प होंगे। उम्मीििार द्वारा प्रत्येक प्रश्न के जलए गलत उत्तर दिए िाने पर उस प्रश्न के जलए जनर्िष्टि अंको में से एक जतहाई अंको की किौती की िाएगी। (ii) यदि कोई उम्मीििार दकसी प्रश्न के एक से ज्यािा उत्तर िते ा ह,ै तो इसे गलत उत्तर माना िाएगा चाह ेदिए गए उत्तरों मे से एक सही भी हो तथा उस प्रश्न के जलए भी उपयुिि िाजस्ट्त होगी । (iii) यदि दकसी प्रश्न को खाली छोड़ दिया िाता ह,ै अथाित् उम्मीििार द्वारा कोई उत्तर नहीं दिया िाता ह ैतो उस प्रश्न के जलए कोई िाजस्ट्त नहीं लगाई िाएगी। 4. परीक्षा के जलए पाठ्यक्रम, अनुसूची में ििािए गए अनुसार होगा। 5. उम्मीििारों को टिप्पण एिं प्रारूपण और सार लेखन का उत्तर डहंिी (ििे नागरी) या अंग्रेिी में िने े का जिकल्प होगा। सभी तीनों प्रश्नपत्र / परीक्षा पुजस्ट्तकाएं अंग्रेिी तथा डहिं ी िोनों में होंगी। टिप्पणी 1:– टिप्पण एि प्रारूपण तथा सार लेखन पेपर के उत्तर जहन्द्िी (ििे नागरी) में िने े के जिकल्प का उपयोग करने िाले उम्मीििारों को अपनी इस इच् छा का उल्लेख ऑनलाइन आिेिन के संगत कालम में स्ट्पष्ट रूप से करना चाजहए, नहीं तो यह समझा िाएगा दक िे उपयुिि प्रश्न पत्रों के उत्तर अंग्रेिी में ही िेंगे। एक बार दिया गया जिकल्प अंजतम माना िाएगा और उि कालम में पटरितिन करने के जलए दकसी भी अनुरोध पर जिचार नहीं दकया िाएगा। टिप्पणी 2:– प्रश्न पत्र के उत्तर जहन्द्िी (ििे नागरी) में जलखने िाले उम्मीििार, यदि चाह ेंतो, जहन्द्िी की िब्िािली, यदि कोई हो, के साथ तकनीकी िब्िों के अंग्रेिी पयािय भी कोष्ठक में ि ेसकते ह।ै टिप्पणी 3:– यदि उम्मीििार द्वारा आिेिन प्रपत्र में जनर्िष्टि दकए गए माध्यम से इतर माध्यम का परीक्षा में उत्तर जलखने में प्रयोग दकया िाता ह ैतो ऐसे उम्मीििारों के प्रश्न पत्र का मूल्यांकन नहीं दकया िाएगा। 6. अंग्रेिी/जहन्द्िी की आिुजलजप परीक्षा में 100 िब्ि प्रजत जमनि की गजत से िस जमनि का श्रुतलेख िाजमल ह ैजिसा उम्मीििारों को 40/55 जमनि में जलप्यंतरण करना होगा। 7. उम्मीििारों को प्रश्न पत्रों के उत्तर अपने हाथ से जलखने होंगे। उन्द्हें दकसी भी हालत में उनकी ओऱ से उत्तर जलखने के जलए दकसी अन्द्य व्यजि की सहायता लेने की अनुमजत नहीं िी िाएगी। 8. परीक्षा में अहति ा प्राप्त करने के जलए उम्मीििारों का सभी तीन पेपरों में सजम्मजलत होना आिश्यक है। आयोग अपने जििेक से परीक्षा के दकसी एक या सभी जिर्यों के अहकि अंक जनधािटरत कर सकता ह।ै 9. केिल सतही ज्ञान के जलए नम्बर नहीं दिए िाएंगे। 10. जलजखत जिर्यों में अजधकतम अंकों के 5 प्रजतित तक अंक अस्ट्पष्ट जलखािि के जलए काि जलए िाएंगे। 11. परीक्षा के जिर्यपरक पेपर में क्रमबद्ध, प्रभािपूणि ढंग से और कम से कम िब्िों में की गई सिीक अजभव् यजि के जलए अंक दिए िाएंगे। 12. उम्मीििार को पेपर-III के उत्तर जलखते समय भारतीय अंकों के अंतरािष्ट्रीय रूप (अथाित1,2,3,4,5,6 आदि) का ही प्रयोग करना चाजहए। अनसु चू ी परीक्षा का पाठयक्रम िहां जनयमों, आििों, अनुििे ों आदि का ज्ञान अपेजक्षत ह,ै उम्मीििारों से यह आिा की िाएगी दक िे इस परीक्षा की अजधसूचना की तारीख तक िारी दकए गए संिोधनों की िानकारी रखें। पपे र-I पेपर में समसामजयक सरोकार और महत्ि के जिर्य िाजमल दकए िाएंगे। प्रश्नों में पंचिर्ीय योिनाओं की प्रमुख जििेर्ताओं, भारतीय अथि-व्यिस्ट्था और प्रमुख जिकासात्मक योिनाओं के साथ-साथ राष्ट्रीय तथा अंतरािष्ट्रीय िोनों ही प्रकार की मौिूिा घिनाओं के प्रजत बौजद्धक िागरूकता की भी िांच िाजमल होगी। जनम्न पहलुओं की Provided that in the case of a candidate (except a candidate appearing for Category I, Category II, Category IV, Category V examination ) who had been appointed to the Grades mentioned in column 1 above on the result of a Competitive Examination, including a Limited Departmental Competitive Examination, such an examination should have been held not less than 5 years before the crucial date and he should have rendered not less than 4 years approved and continuous service in that grade on the crucial date.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 13 Provided that in the case of a candidate appearing for Categories IV and IX examination who had been appointed to the Grade mentioned in column 1 above on the result of a Competitive Examination including a Limited Departmental Competitive Examination, such an examination should have been held not less than 3 years before the crucial date and he/she should have rendered not less than 2 years approved and continuous service in that grade on the crucial date. Note 1. Permanent or regularly appointed officers of the Grades and Services mentioned in Column 1 above who are on deputation to ex-cadre posts for a specified period with the approval of the competent authority will be eligible to be admitted to the examination, if otherwise eligible and the service rendered by them during the period of deputation will qualify towards the length of service mentioned in column 2. This however does not apply to the officers of the Grades and Services mentioned in Column 1 above who have been appointed to ex-cadre posts or to another Service on “transfer” and do not have a lien in the Grades and Services referred to in Column 1. Note 2. Assistant Section Officers of the Central Secretariat Service and Stenographers of the Central Secretariat Stenographers’ Service who have opted for appointment to the Indian Foreign Service, Branch’B’ and have been appointed to any Grade of that Service in pursuance of such option shall not be eligible for admission to the examination for Categories I and IV. Note 3. Assistant Section Officers of the Central Secretariat Service and Stenographers of the Central Secretariat Stenographers’ Service who are on deputation to the Indian Foreign Service, Branch ‘B’ shall not be eligible for admission to the examination for Categories II and V. 4. A candidate, who is eligible to compete for two categories and who exercises this option, should specify clearly in the Application the categories for which he/she is eligible and wishes to be considered in the order of preference. No request for any change/addition/ alteration in the preference already indicated by a candidate in his/her application will be entertained by the Commission. Candidates may also take care to choose Category No. correctly, as corrections/ incorrect combination will not be considered/allowed and may lead to summary rejection of the candidature. It may also be noted that a candidate will not be considered for any category that he/she has not specifically chosen in the application form. 5. The decision of the Commission with regard to the acceptance of the application of a candidate and his/her eligibility or otherwise for admission to the Examination shall be final. 6. No candidate will be admitted to the examination unless he holds certificate of admission from the Commission. 7. A candidate who is or has been declared by the Commission to be guilty of:- (i) Obtaining support for his/her candidature by the following means, namely:- a) Offering illegal gratification to; or b) Applying pressure on; or c) Blackmailing, or threatening to blackmail any person connected with the conduct of the examination; or (ii) impersonation, or (iii) procuring impersonation by any person, or (iv) submitting fabricated document or documents which have been tampered with, or (v) uploading irrelevant photos in the application form in place of actual photo/signature. (vi) making statements which are incorrect or false or suppressing material information, or (vii) resorting to the following means in connection with his/her candidature for the examination, namely:- a) obtaining copy of question paper through improper means; b) finding out the particulars of the persons connected with secret work relating to the examination; c) influence the examiners; or (viii) being in possession of or using unfair means during examination, or (ix) writing obscene matter or drawing obscene sketches or irrelevant matter in the script(s), or (x) misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (xi) harassing or doing bodily harm to the staff employed by the Commission for the conduct of their examination, or (xii) being in possession of or using any mobile phone, (even in switched off mode) , pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination; or (xiii) violating any of the instructions issued to candidates along with their Admission Certificates permitting them to take the examination, or (xiv) attempting to commit or, as the case may be, abetting the Commission of all or any of the acts specified in the foregoing clauses; may, in addition to rendering himself/herself liable to criminal prosecution, be liable :- (a) to be disqualified by the Commission from the Examination held under these Rules for which he/she is a candidate, and/or (b) to be debarred either permanently or for a specified period- (i) by the Commission from any examination or selection held by them ; (ii) by the Central Government from any employment under them; and (c) to disciplinary action under the appropriate rules. Provided that no penalty under this rule shall be imposed except after- (i) giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf ; and (ii) taking the representation, if any submitted by the candidate within the period allowed to him/her, into consideration. 7.(1) Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the commission of any of the misdeeds listed at the clauses (i) to (xiii) above shall render himself/herself liable to action in terms of the clause (xiv). 8. (i) After the examination, candidates shall be considered for vacancies for two years i.e. 2016 & 2017 subject to their eligibility for any or all the years and will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate subject to qualifying standards for each paper/part of the examination as decided by the Commission. However, the results shall be declared separately to ensure that if vacancies remain unfilled in any of the year (i.e. 2016 and 2017), the same are carried forward to next vacancy year. Year wise and category wise merit lists for inclusion in the respective Select List will be based on the number of vacancies, candidate’s merit and choice (preference of year and category, as eligible) as indicated by the candidate and fulfillment of all other eligibility conditions. The Commission reserves the right to fix minimum qualifying standards for any or all stage(s) or paper(s) of the Examination. Where a candidate would have otherwise qualified on the basis of aggregate merit/marks in more than one category and/or year of consideration, his/her inclusion in a particular select list will depend on the category- year combination that becomes available based on the candidate’s choice exercised at the relevant time. Therefore, based on his/her merit, and subject to vacancy position and other eligibility conditions, a candidate will be placed in the appropriate select list (category and year) factoring his/her preference. If a candidate’s name is included in the select list for a particular category for a particular year, his/her name will not be considered for inclusion in other list(s). Vacancies remaining unfilled in any of the years (2016 & 2017) due to non-availability of suitable/qualified candidates, will be carried forward to the next Vacancy year for Category I, III, IV, VII, VIII and IX. This provision will not be applicable for Category VI. In case of candidates appearing for Category II & V, only vacancies reserved for SC/ST Category candidates remaining unfilled in any of the years (2016, 2017) due to non-availability of selected/qualified candidates will be carried forward to the next examination, (ii) The final selection of the candidates including candidates belonging to the Scheduled Castes and the Scheduled Tribes for inclusion in the Select List for each category will be decided based on the guidelines to be issued by the Department of Personnel & Training as per the outcome of the pending litigation in SLP (C) No.30621/2011 and SLP (C) No.31288/2017. Note: - Candidate should clearly understand that this is a competitive and not a qualifying examination. The number of persons to be included in each Select List on the result of the examination is entirely within the competence of Government to decide. No candidate will therefore have any claim for inclusion in the Select List on the basis of his/her performance in this Examination as a matter of right.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 15 9. The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result. 10. Success in the examination confers no right to selection unless Government are satisfied after such enquiry as may be considered necessary, that the candidate, having regard to his/her conduct in service, is eligible and suitable in all respects for selection : Provided that the decision as to ineligibility for selection in the case of any candidate recommended for selection by the Commission shall be taken in consultation with the Commission. 11. A candidate who after applying for admission to the examination or after appearing at it, resigns his/her appointment or otherwise quits the service or severs his/her connection with it or whose services are terminated by his/her Department or who is appointed to an ex-cadre post or to another Service on ‘transfer’ and does not have a lien in the Assistant Section Officers’ Grades of the Central Secretariat Service/Railway Board Secretariat Service/I.B./ or Stenographer Grade-C of the Central Secretariat Stenographers’ Service/Railway Board Secretariat Stenographers’ Service/Grade II of I.B. Stenographers’ Service/Armed Forces Headquarters Stenographers’ Service or any post in the Indian Foreign Service, Branch ‘B’ will not be eligible for appointment on the result of this examination. APPENDIX The examination shall be conducted according to the following plan:- Part I (a) Written examination carrying maximum of 500 marks in the subjects as shown in para 2 below. b) A qualifying Shorthand test in Hindi or English at 100 w.p.m. Note I- All the candidates competing for Categories IV, V, VI, VII and IX will be required to take qualifying shorthand test at the time of the written examination. However, evaluation of record of service will be done of only those candidates who qualify both in the written examination as well as in the Shorthand Test. Note II. Candidates will be required to transcribe their shorthand notes on Computers (PCs) which will be provided at the Examination centre by the Commission. Part II Evaluation of record of service carrying a maximum of 100 marks of candidates:- (i) who obtain such minimum qualifying marks in the written examination as may be fixed by the Commission in their discretion (for categories I, II, III and VIII); and (ii) who obtain such minimum qualifying marks in the written examination and the shorthand test as may be fixed by the Commission in their discretion (for Categories IV, V, VI, VII and IX). Note 1: Marks obtained in evaluation of record of service (i.e. APARs of the officers available to the Assessment Board at the time of its meeting) will be counted for ranking. Once the APARs have been evaluated by the Assessment Boards, no request for its reassessment will be entertained under any circumstances including a change in APAR grading, etc. at a subsequent date. Note 2: There shall be a minimum of 40% (forty percent) marks in the evaluation of record of service. Therefore, such candidates who obtain less than 40% (forty percent) marks in the evaluation of record of service will not be considered for ranking. 2. Penalty for wrong answers (in Objective Type Papers) THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS MARKED BY A CANDIDATE IN THE OBJECTIVE TYPE QUESTION PAPERS. (i) There are four alternatives for the answer to every question. For each question for which a wrong answer has been given by the candidate, one third of the marks assigned to that question will be deducted as penalty. (ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happens to be correct and there will be same penalty as above for that question. (iii) If a question is left blank, i.e., no answer is given by the candidate, there will be no penalty for that question. 4. Syllabi for the Examination will be as shown in the schedule. 5. Candidates are allowed the option to answer the Noting and Drafting, Precis Writing paper either in Hindi (Devanagari) or in English. All the three question papers/test booklets will be set both in Hindi and English. Note 1: Candidates desirous of exercising the option to answer the Noting and Drafting, Precis Writing paper in Hindi (Devanagari) should indicate their intention to do so in relevant column of on-line Application Form; otherwise it would be assumed that they would answer the aforesaid paper in English. The option once exercised shall be treated as final and no request for alteration in the said column shall be entertained. Note 2: Candidates exercising the option to answer the paper in Hindi (Devanagari) may, if they so desire, give English version within brackets of the description of the technical terms, if any, in addition to the Hindi version. Note 3: If a medium other than the one indicated by the candidate in the application form is used to write the answer in the examination, the paper of such candidates will not be evaluated. 6. The shorthand test in English/Hindi would comprise dictation test at the speed of 100 words per minute of ten minutes which the candidate will be required to transcribe in 40/55 minutes. 7. Candidates must write the papers in their own hand. In no circumstances they will be allowed the help of a scribe to write the answers for them. 8. Appearance of candidates in all the three papers is a must for qualifying in the examination. The Commission has the discretion to fix minimum qualifying marks in any or all the subjects of the examination. 9. Marks will not be allotted for mere superficial knowledge. 10. Deduction upto 5% of the maximum marks in the written subject will be made for illegible handwriting. 11. Credit will be given for orderly, effective and exact expression combined with due economy of words in the subjective paper. 12. (iv) RTI Act, 2005. PAPER - II This paper is intended to be intensive and detailed test in methods and procedure of work in the Government of India Secretariat and attached offices.
