3.8 Ammunition Ammunition is a critical and recurring demand segment within the defence manufacturing ecosystem, covering small-, medium- and large-caliber ammunition, artillery shells, tank ammunition, propellants, explosives, fuzes, warheads and precision-guided munitions. Unlike platform manufacturing, ammunition requires continuous replenishment, stockpiling, upgrades and lifecycle support, making it a high-potential area for sustained industrial investment.
India’s ammunition ecosystem is witnessing strong momentum, supported by indigenisation, private-sector participation and improved procurement visibility. The Indian Army has significantly reduced dependence on imported ammunition, with reports indicating that the import share in its ammunition budget has declined from around 35–40% earlier to below 10%, with the objective of further reducing imports across most categories. The restructuring of the erstwhile Ordnance Factory Board into seven Defence Public Sector Undertakings has also created a more commercially oriented manufacturing structure, enabling capacity expansion and greater industry participation.
The sector offers significant opportunity for upstream localisation in critical inputs such as nitrocellulose, energetic materials, specialised chemicals, antimony, propellants, fuzes and precision components. Given rising geopolitical uncertainty, greater private-sector capacity and increasing use of multi-year procurement contracts, ammunition manufacturing is emerging as a strategically important segment.
Karnataka is well positioned to capture this opportunity, given its strong aerospace and defence ecosystem, presence of HAL, BEL, DRDO laboratories, BEML and other strategic institutions, and mature capabilities in precision engineering, electronics, machine tools, metallurgy and advanced manufacturing. The State can therefore position ammunition as a focus area within the A&D policy, with emphasis on ammunition components, fuzes, energetic materials, propellants, warheads, smart munitions, testing, storage and safety systems.

fulfilling the following criteria:
1. R&D activities can be defined as any systematic and creative work undertaken to increase the stock of knowledge and use of this knowledge to devise new applications. R&D activities include one or more of the categories of research such as basic research, applied research and experimental development. (UNESCO manual 1984 and Frascati manual, OECD, 2015). The term R&D thus
covers three activities: basic research, applied research and experimental development. The basic criterion for distinguishing R&D from related activities is the presence in R&D of an appreciable element of novelty and the resolution of scientific and/or technological uncertainty, i.e. when the1292 , ಬುಧ(cid:174)ಾರ, 07, ಅ(cid:144)ೊ(cid:190)ೕಬ(cid:349), 2026 ¨sÁUÀ 1 solution to a problem is not readily apparent to someone familiar with the basic stock of common knowledge and techniques for the area concerned.
2. R&D activities should be separate from routine activities of the firm, such as production and quality control. The units should have separate & identifiable infrastructure for carrying out R&D work. It may be noted that market research, work & methods study, operations & management research, testing & analysis of routine nature for operation, process control, quality control and maintenance of day-to-day production, maintenance of plant are not considered as R&D activities.
3. Minimum investment in R&D unit: INR 250 Crore or 25% of the VFA, whichever is lower.
4. Minimum employment in R&D unit: 100.
5. R&D unit should have commenced operations.
6. Absolute value in INR Crore of booster provided for co-located R&D facilities shall in no case exceed the capital expenditure incurred in setting up such R&D facility(ies). Capital expenditure on R&D facilities shall be defined as the funds used by an entity to acquire, upgrade, and maintain physical assets such as property, buildings, technology, or equipment.
Sustainability Linked Incentives Incorporating sustainability-linked incentives is crucial for fostering a resilient and future-ready industrial sector. These incentives will drive industries to adopt eco-friendly practices, reduce carbon footprints, and enhance resource efficiency.
