Skill Development Initiatives For Women in
Emerging Technologies

Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and
Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of
skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY),
Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman
Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society ,
including women, across the country including Andhra Pradesh. The SIM aims at enabling youth of India
including women to get future ready and equipped with industry relevant skills including the emerging
technologies such as Artificial Intelligence, Semiconductor design and Renewable Energy.
Details of the women candidates trained under the major skill development schemes of the MSDE in
emerging technologies like Artificial Intelligence, Semiconductor and Renewable Energy, during the last
five years (2021-22 to 2025-26) are as under:

given at Annexure-II. District-wise details of women candidates trained under the major schemes of the
MSDE in Andhra Pradesh are given at Annexure-III.
Amongst the schemes of MSDE, placements were tracked under the Short-Term Training component of
PMKVY only in the first three versions (PMKVY1.0, PMKVY 2.0 and PMKVY 3.0) implemented from
2015-16 to 2021-22. Under PMKVY (1.0 to 3.0), 55,040 women candidates have been reported placed in
Andhra Pradesh. Under PMKVY 4.0, the focus is to empower the trained candidates to choose their varied
career path with orientation through industry relevant skill courses that include the On-the-Job Training
(OJT).
While budgeting under the schemes of MSDE is as per the extant mandate for gender-budgeting, there is
no specific gender budgeting exclusively for emerging technologies. PMKVY 4.0 is a demand-driven
scheme and there is no provision of fund allocation to States/ UTs. Under PMKVY 4.0, funds are released
to the implementing agencies to cover training costs on the basis of pre-approved parameters. Under JSS
scheme also, funds are released to Non-Governmental Organizations (NGOs) directly. Under NAPS,stipend support up to Rs. 1500/- per month is released to apprentices through Direct Benefit Transfer
(DBT). Day to day administration as well as financial control in respect of CTS scheme is implemented
through ITIs lies with the respective State/UT.

To encourage participation of women in skill development programs, special provisions have been made
for meeting expenditure on conveyance and boarding & lodging as well as enhanced post placement
support. PMKVY 4.0 prioritizes and provides special focus to projects that emphasize women as primary
beneficiaries especially from vulnerable sections. Under JSS Scheme, the focus is being given to women
and other vulnerable sections. Women constitute more than 80% of beneficiaries under JSS. Also, there
are 19 National Skill Training Institutes (NSTI) and more than 300 ITIs exclusively for women.
