Ministry of Tribal Affairs Socio-Economic Development and Welfare of Scheduled Tribes प्रव तथ: 05 AUG 2026 12:53PM by PIB Delhi The Union Minister of State for Tribal Affairs Shri Durgadas Uikey informed the Rajya Sabha today that the Ministry of Tribal Affairs implements several major schemes for the socio-economic development of Scheduled Tribes. A brief of each scheme, together with State/UT-wise funds released and physical outcomes achieved during the last five financial years, is given below and at the
Annexure:
(i) Eklavya Model Residential Schools (EMRS) — Objective: to provide quality residential education, up to Class XII and on par with Navodaya Vidyalayas, to ST students, with one school envisaged for every block having more than 50% ST population and at least 20,000 tribal persons. Status: against a target of 728 schools, 479 are functional, with cumulative enrolment rising from 92,075 (2020-21) to 1,38,336 (2024-25). Year-wise funds released, approved/functional status, and enrolment, State/UT- wise, are at Annexure I(A) to I(C).
(ii) Pre-Matric Scholarship for STs — Objective: financial assistance to ST students studying in Classes IX and X to reduce drop-out and encourage continuation of schooling. State/UT-wise funds released and number of beneficiaries for the last five years are at Annexure II.
(iii) Post-Matric Scholarship for STs — Objective: financial assistance to ST students pursuing post- matriculation and post-secondary studies to enable completion of higher education. State/UT-wise funds released and number of beneficiaries for the last five years are at Annexure III.
(iv) PM-JANMAN (Pradhan Mantri Janjan Jati Adivasi Nyaya Maha Abhiyan) — Objective: launched on 15.11.2023 for saturation of basic facilities among Particularly Vulnerable Tribal Groups (PVTGs) through convergence of 9 line Ministries, including provision of Multi-Purpose Centres (MPCs) for livelihood and skill infrastructure. State-wise funds released for MPCs are at Annexure IV.
(v) PM-JANMAN — Van Dhan Vikas Kendras (VDVKs) — Objective: livelihood and skill-training centres for PVTG beneficiaries, centred on minor forest produce (MFP)-based value addition. Status:
540 VDVKs sanctioned, benefiting 46,042 persons; State-wise details are at Annexure V.
(vi) Pradhan Mantri Janjatiya Vikas Mission (PMJVM) — Van Dhan Vikas Kendras — Objective: promotion of MFP-based livelihoods for tribal gatherers through Van Dhan Vikas Kendras (value- addition and processing clusters) under the Van Dhan Yojana component of PMJVM. Status: 4,172 VDVKs sanctioned, benefiting 12,48,067 members; State-wise funds sanctioned/released are at Annexure VI.
(vii) Development of Particularly Vulnerable Tribal Groups (PVTGs) — Objective: dedicated support for the socio-economic development of the 75 identified PVTGs, covering habitat, health, education, and livelihood needs. State-wise funds released for the last five years are at Annexure VII.(viii) Grants under Article 275(1) of the Constitution — Objective: Constitutional grant-in-aid to States for promoting the welfare of Scheduled Tribes and for raising the level of administration of Scheduled Areas to that of the rest of the State. State-wise funds released for the last five years are at Annexure VIII.
(ix) National Scheduled Tribes Finance and Development Corporation (NSTFDC) — Objective: apex financial institution providing concessional credit for livelihood and income-generating activities to ST beneficiaries below double the poverty line. State-wise loan disbursement and number of beneficiaries are at Annexure IX.
(x) Grant-in-Aid to Non-Governmental/Voluntary Organisations working for ST welfare — Objective: financial assistance to voluntary organisations undertaking educational, health, and livelihood activities for Scheduled Tribes. State-wise funds released and beneficiaries are at Annexure X.
(xi) Support to Tribal Research Institutes (TRIs) — Objective: assistance to State Tribal Research Institutes for research, documentation, and capacity-building on tribal issues, to inform policy-making.
State-wise funds released for the last five years are at Annexure XI& XII.
(xii)Tribal Research, Information Education, Communication and Events(TRI-ECE) scheme- The Scheme provides for recognition of reputed universities , national institutions and organisations as Centre of Excellence(CoEs) for undertaking specialized research, documentation, evaluation of tribal welfare programmes and capacity-building initiatives. The studies cover diverse thematic areas, including tribal livelihoods, health and nutrition, traditional healing practices, education, digital inclusion, customary laws, and documentation of tribal art, culture, oral traditions and languages. The Scheme also supports Information, and awareness initiatives, and grants-in aid for research and documentation projects.
(xiii) Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) — Objective: launched in 2024, subsuming PMAAGY, for holistic and saturation-mode development of tribal-majority villages and habitations across the country through convergence of 17 Ministries/Departments and 25 interventions covering over 63,000 villages. State-wise funds released for 2024-25 and 2025-26 are at Annexure XIII.
The current Status and measurable outputs achieved under the schemes are as follows:
Support to TRI:
A total pf 3,505 activities/projects have been sanctioned/undertaken across States/Uts with a cumulative financial outlay of approximately Rs.1,072.31 crore.
1,188 Research and Documentation studies have been undertaken covering tribal arts, crafts, cuisine, traditional medicine. folklore, customary practices and languages.
868 Training, seminars, workshop and conference programmes have been conducted for capacity building and knowledge dissemination.
19 Tribal museum construction/renovation projects and 121 Tribal research Institute building construction/renovation projects have been sanctioned to strengthen institutional infrastructure.
Tri-ECE:
More than 75 institutions/organisations have been engaged as Centre of Excellence(CoE’s) More than 100 research, documentations, evaluation and capacity building projects have been undertaken covering thematic areas such as tribal livelihoods, health and nutrition, education, digital inclusion, customary laws and tribal art, culture, oral traditions and languages.c. An online monitoring system has been put in place by the Ministry of Tribal Affairs with web
address: https://stcmis.gov.in for monitoring of DAPST funds. The framework captures data directly from the Public Finance Management System (PFMS) and enables the Ministry to see the expenditure vis-à-vis allocations of different Ministries/Departments under DAPST.
For proper accounting and monitoring, and to ensure their non-divertibility to any other scheme, funds allocated under DAPST are shown by all the obligated Ministries/Departments under the minor head '796' below the functional Major Head/Sub-Major Heads in their 'Detailed Demands for Grants'.
The Ministry of Tribal Affairs convenes meetings with obligated Ministries/Departments from time to time to review implementation of the guidelines and the allocation and expenditure of DAPST funds.
Concerned officers of all major schemes of the obligated Ministries/Departments are requested to attend these meetings for proper and meaningful discussion. Allocation, expenditure, and implementation of individual schemes with DAPST allocation are discussed in the review meetings.
The obligated Ministries/Departments are urged to adhere to the norms prescribed by NITI Aayog for allocation of DAPST funds under schemes that provide specific benefits to STs, and to ensure full and effective utilisation of allocated funds through regular correspondence. Nodal officers are also appointed in the respective Ministries/Departments for this purpose.
The Ministry regularly reviews the implementation and utilisation of funds under DAPST through periodic meetings with the concerned Central Ministries/Departments. In addition, the progress of flagship initiatives such PM JANMAN and DAJGUA is monitored through regular review meetings to assess both financial and physical progress and to facilitate timely resolution of implementation issues.
For PM JANMAN, a dedicated digital dashboard has been developed for district-wise monitoring of key performance indicators across the converging Ministries/Departments, enabling real-time tracking of implementation and outcomes. Third-party evaluation studies of major schemes of the Ministry, including EMRS, PM-JANMAN and PMJVM, are periodically commissioned to independently assess outcomes and inform course-correction.
