Subject: Special Campaign for ldentification and Removal of Unauthorised
Occupation on NationaI Highways.
Unauthorised occupation on National Highways is a serious concern for
Government and special efforts have been taken up for identification and
removal of such unauthorised occupations on NationaI Highways in accordance
with the provision of Control of Nationat Highways (Land and Traffic) Act,
2002, read with Highway Administration Rutes, 2004. You are atso aware that
the Ministry has reviewed the provisions of identification and removal of such
unauthorised occupations, and has accordingty reconstituted the Highways
Administration, vide Notification No. S.O. 4841 (E) dated 21.10.2025,
detegated the powers under the Control of National Highways (Land and
Traffic) Act, 2002 for their effective enforcement, vide Notifications Nos.
S.0. 49636(E), S.O. 49637(E) & S.O. 4938(E) dated 29.10.2025. ln addition
to these measures, the Ministry has also created a separate modute for
capturing comptaints regarding unauthorized occupations on Rajmargyatra
App and instructed for the development of Drone Anatysis Management System
(DAMS) on the Data Lake Portal maintained by NHAI.
Z. The Government has now decided to launch a special drive for
identification and removal of unauthorised occupation on National Highways
with effect from 01.12.2025. Att the ROs of Ministry/ NHAI/NHIDCL are
accordingty directed to take the fottowing measures:
i lnspection and survey of entire length of Nationat Highways under
jurisdiction;
lt. ldentification of unauthorised occupations on NHs, including through
DAMS, Rajmarg Yatra app and media anatysis reports.

provisions of the of Control of Nationat Highways (Land and Traffic)
Act, 2002, Highway Administration Rutes, 2004 and SOP dated
07.08.2025, if necessary, with the hetp of local administration and

Referring the matter of unauthorised occupation to the District
Magistrate under Section 26 in terms of the detegation of powers vide
notification S.O. 4938(E) dated 29.10.2025.
