On October 27, 2025, the Election Commission of India ordered Special Intensive Revision (SIR) Phase-II in 9 States and 3 UTs. This follows the successful completion of SIR in Bihar. The exercise will cover approximately 51 crore electors across Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal, as well as Andaman and Nicobar, Lakshadweep, and Puducherry, spanning 321 districts and 1,843 Assembly Constituencies. The Enumeration Period began on November 4, 2025, and continues for a month until December 4, 2025.
Every elector in the Electoral Rolls as of October 27, 2025, will be made available a unique Enumeration Form (EF), which will be partially pre-filled. Distribution of EFs has begun in all 12 States/UTs. Over 5.3 lakh Booth Level Officers (BLOs), 7.64 lakh Booth Level Agents (BLAs), 10,448 EROs/AEROs, and 321 DEOs have been assigned to facilitate the SIR process. BLOs will conduct house-to-house visits at least thrice for the distribution and collection of EFs.

1. The Election Commission of India, in exercise of its powers under Article 324 of the Constitution
of India, Section 21 along with other applicable provisions of the Representation of the People Act,
1950 and the relevant provisions of the Registration of Electors Rules, 1960 vide order date October
27, 2025 has ordered Special Intensive Revision (SIR) in 9 States and 3 UTs.
2. After the successful completion of SIR in Bihar, Phase-II of the exercise will cover nearly 51 crore
electors across 9 States namely Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan,
Tamil Nadu, Uttar Pradesh and West Bengal and 3 UTs namely Andaman and Nicobar, Lakshadweep
and Puducherry spanning 321 districts and 1,843 Assembly Constituencies (ACs)
3. The Enumeration Period for the SIR in these 12 State/UTs has commenced today and will continue
for a full month till December 4, 2025. Every Elector in the Electoral Rolls as on October 27, 2025 of
the SIR bound State/UT will be made available a unique Enumeration Form (EF) which will be
partially pre-filled. Distribution of EFs has already begun in all 12 States/UTs and 100% of EFs have
been printed.
4. Over 5.3 lakh Booth Level Officers (BLOs), 7.64 lakh Booth Level Agents (BLAs), 10,448
EROs/AEROs and 321 DEOs have been pressed into action to make the SIR progress in a smooth,
orderly and voter friendly manner.
5. During the enumeration phase, BLOs will go house-to-house at least thrice for the distribution and
collection of EFs.
6. Electors can check their name and the name of the concerned relative(s) in the previous SIR
Electoral Rolls at https://voters.eci.gov.in/ to provide the details in the Enumeration Form.
7. For assistance, Electors can also connect with their BLOs using the ‘Book-a-call with
BLO” facility on the ECINet App or dial 1950 along with their STD code for the toll-free helpline.
