Special Rules for the Tamil Nadu General Service
[G.O. Ms. No. 71, School Education (GE), 12th March 2026,

No. SRO B-26/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution
of India and in supersession of the relevant Ad-hoc rules in so far as they relate to two categories involved in this
notifications among others allowed to be retained permanently vide G.O.(Ms).No.307, Finance (DP) Department, dated
06.05.1992 and part of which got transferred to Directorate of Government Examinations and the Special rules for the
Tamil Nadu General Service, the Governor of Tamil Nadu hereby issues Special Rules for Class – LXXX of the Tamil
Nadu General Service (Section 16 in Volume, II of the Tamil Nadu Services Manual, 2016).
Section :- 16 – THE TAMIL NADU GENERAL SERVICE
CLASS – LXXX
1. Constitution.—
This service shall consist of the following Branches and categories namely:-
Branch –I
Category – 1 Deputy Director of Government Examinations
Category – 2 Assistant Director of Government Examinations
Branch –II
Category – 1 Deputy Director (Systems) of Government Examinations
Category – 2 Programmer of Government Examinations
2. Appointment. –
(a) Appointment to the categories referred to in column (2) of the Table below shall be made by
the methods specified in the corresponding entries in column (3) thereof :-

(b) Promotion shall be made on grounds of merit and ability, seniority being considered only where
merit and ability are approximately equal.
3. Appointing Authority. –

4. Reservation of appointments. --
The provisions contained in section 27 of the Tamil Nadu Government Servants (Conditions of
Service) Act, 2016 (Tamil Nadu Act 14 of 2016) relating to rule of reservation shall apply to the categories
for appointment by direct recruitment.
5. Qualifications. –
(a) Age. –
No person shall be eligible for appointment to a category in the service by direct recruitment, if
he has completed or will complete thirty years of age on the first day of July of the year in which the
vacancy is notified:
Provided that on and from 13.09.2021 till 12.09.2026, the maximum age limit for appointment to
the said categories by direct recruitment shall be thirty two years.
(b) Other qualifications :
No person shall be eligible for appointment to the categories specified in column (2) of the Table
below, by the method of appointment specified in column (3), unless he possesses the qualifications
specified in the corresponding entries in column (4) thereof:-

6. Probation. –
(a) Every person appointed to a category by direct recruitment shall from the date on which he joins duty be on
probation for a total period of two years on duty within a continuous period of three years.
(b) Every person appointed to a category by recruitment by transfer, shall from the date on which he joins duty
be on probation for a total period of one year on duty within a continuous period of two years.
(c) The Director of Government Examinations shall be the competent authority to declare the satisfactory completion
of probation for the categories of Assistant Director of Government Examinations and Programmer of Government
Examinations.
7. Postings and Transfers. –
The Director of Government Examinations shall be the competent authority to order postings and transfers for
all the categories in the service.
8. Preparation of Annual list of Approved Candidates. -
For the purpose of drawal of the annual list of approved candidates for appointment to the categories service by
promotion or recruitment by transfer, the crucial date on which the candidates should have acquired the prescribed
qualifications shall be the first September of every year.
9. Tenure. –
An officer appointed to the category of Deputy Director (Systems) of Government Examinations and Programmer
of Government Examinations by deputation may render service for a maximum tenure of three years on deputation
with the School Education Department.
10. Savings. –
Nothing contained in these rules shall adversely affect any person holding the category on the date of issue of
these rules in the Tamil Nadu Government Gazette.

No. SRO B-27/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution

SECTION 13 - THE TAMIL NADU GENERAL SUBORDINATE SERVICE
CLASS – LXXXIII
1. Constitution :-
This service shall consist of the following Categories, namely :-
Category 1– Coordinator / Senior Console Operator
Category 2 – Console Operator / Machine Supervisor
2. Appointment :-
(a) Appointment to the category referred to in column (1) of the table below shall be made by the methods
specified in the corresponding entries in column (2) thereof :-

3. Appointing Authority :-
The appointing authority for all the categories in the service shall be the Joint Director (Personnel).
4. Reservation of appointments :-
The provisions contained in section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act,
2016 (Tamil Nadu Act 14 of 2016) relating to rule of reservation shall apply for appointment to the category by
direct recruitment.
5. Qualifications:

Special Rules for the Tamil Nadu Educational Research and Training Service (State Service)
[G.O. Ms. No. 74, School Education (ERT), 12th March 2026,

No. SRO B-28/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following Special Rules for the Tamil Nadu Educational Research
and Training Service which will form as Section 62 in Volume II of the Tamil Nadu Services Manual.
The rules hereby made shall come in to force with effect from the date of publication of the Notification in the
Tamil Nadu Government Gazette.
1. Constitution - This service shall consist of the category of Deputy Director in State Council of Educational
Research and Training / Principal in District Institutes of Education and Training.
2. Appointment - Appointment to the category in the service shall be made by recruitment by transfer from
among the Senior Lecturers in State Council of Educational Research and Training and District Institutes of Education
and Training / Principal of Block Institutes of Teacher Education and Training in the Tamil Nadu Educational Research
and Training Subordinate Service.
3. Appointing authority - The Director, State Council of Educational Research and Training shall be the appointing
authority for the category of Deputy Director in State Council of Educational Research and Training / Principal in District
Institutes of Education and Training.
4. Qualification - No person shall be eligible for appointment to the category unless he has a minimum Teaching
experience as Senior Lecturer in the State Council of Educational Research and Training and District Institutes of
Education and Training in the State / Principal in Block Institutes of Teacher Education, for a period of not less than
five years.
5. Probation - Every person appointed to the category in the service by recruitment by transfer shall from the date
on which he joins duty, be on probation for a total period of one year on duty within a continuous period of two years.
6. Preparation of annual list of approved candidates - For the purpose of drawal of annual list of approved
candidates, for appointment to the category in the service by recruitment by transfer, the crucial date on which the
candidates should be qualified shall be the 1st January of the panel year.
7. Unit of Appointment - The State Council of Educational Research and Training including District Institutes of
Education and Training, shall constitute a single unit for the purpose of appointment and transfer to the category of
Deputy Director in State Council of Educational Research and Training / Principal of District Institutes of Education
and Training.
8. Postings and Transfers – The authority competent to issue Postings and Transfer of Deputy Director in State
Council of Educational Research and Training / Principal of District Institutes of Education and Training, shall be the
Director of State Council of Educational Research and Training.
9. Savings - Nothing contained in these rules shall adversely affect any person holding the category in this service
on the date of publication of these rules in the Tamil Nadu Government Gazette.
Special Rules for the Tamil Nadu Educational Research and Training Subordinate Service
[G.O. Ms. No. 75, School Education (ERT), 12th March 2026,

No. SRO B-29/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India and in supersession of the Ad-hoc Rules issued with notifications No. SRO B-40/2007 at pages 60-63 and SRO
B-41/2004 at pages 63-66 of part III – Section 1(b) of the Tamil Nadu Government Gazette dated 11.07.2007 except
the post of Art Teacher, Physical Education Teacher and Music Teacher, the Governor of Tamil Nadu hereby makes
the following Special Rules for the Tamil Nadu Educational Research and Training Subordinate Service (Section 66 in
Volume III of the Tamil Nadu Services Manual).June 3, 2026] TAMIL NADU GOVERNMENT GAZETTE 83
The rules hereby made shall come in to force with effect from the date of publication of the Notification in the
Tamil Nadu Government Gazette.
1. Constitution – This service shall consist of the following categories namely:-
Category – 1 Senior Lecturer/Principal of Block Institutes of Teacher Education.
Category – 2 Lecturer / Principal of Government Teacher Training Institutes.
Category – 3 Lecturer - Physical Education
Category – 4 Junior Lecturer
2. Appointment –

Senior Lecturer / Principal of Block Institutes of Teacher (i) by direct recruitment and

(ii) by promotion from among the Lecturers working in
State Council of Educational Research and Training
/ District Institutes of Education and Training / Block
Institutes of Teacher Education and Principals of
Government Teacher Training Institutes:
Provided that appointment to the category shall be
made by direct recruitment and by promotion in the
ratio of 1:3.
Lecturer / Principal of Government Teacher Training (i) by direct recruitment and
Institutes
(ii) by promotion from among the Junior Lecturers
working in State Council of Educational Research and
Training / Government Teacher Training Institutes:
Provided that appointment to the category shall be
made by direct recruitment and by promotion in the
ratio of 1:1.
Lecturer - Physical Education by direct recruitment
Junior Lecturer by direct recruitment
3. Appointing authority – The Director, State Council of Educational Research and Training, shall be the appointing
authority for the category of Senior Lecturer. The Joint Director (Administration), shall be the appointing authority for
all other categories in the service.
4. Qualifications : (a) Age – No person shall be eligible for appointment to a category in the service, by direct
recruitment, if he has completed or will complete 40 years of age on the 1st July of the year in which the vacancy
is notified.
(b) Other Qualifications - No person shall be eligible for appointment to the category specified in Column (1) of
the table below by the methods of appointment specified in Column (2) unless they possess the qualification specified
in the corresponding entries in Column (3) thereof:-

5. Reservation of appointments - The principle of rule of reservation of appointment as laid down in section 27
of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016), shall apply
for appointment to the category by direct recruitment.
6. Probation - Every person appointed to a category by direct recruitment shall, from the date on which he joins
duty, be on probation for a total period of two years on duty within a continuous period of three years.
7. Tests – Every person appointed to the category of Senior Lecturer / Principal in Block Institutes of Teacher
Education, Lecturer / Principal of Government Teacher Training Institutes, Junior Lecturer by direct recruitment, shall
within the period of probation, pass the following tests:-
(a) Account Test for Executive Officers or Account test for Subordinate Officer Part-1,
(b) (i) Tamil Nadu School Education Department Administrative Test Part-1, Paper-I – Higher Secondary /
Secondary / Teacher Training and Special Schools.
(ii) Tamil Nadu School Education Department Administrative Test - Paper- II – Elementary/Middle and
Special Schools.
and
(c) Tamil Nadu Government Office Manual Test (formerly District Office Manual Test)
8. Preparation of annual list of approved candidates – For the purpose of drawal of annual list of approved
candidates for appointment to a category in the service, by promotion the crucial date on which the candidate should
be qualified, shall be the 1st January of the panel year.
9. Postings and Transfers – The authority competent to issue postings and transfers of Senior Lecturer / Principal
of Block Institutes of Teacher Education shall be the Director of State Council of Educational Research and Training
and for those on other categories, the authority shall be the Joint Director (Administration).
10. Savings - Nothing contained in these rules shall adversely affect any person holding the categories in the
service on the date of publication of these rules in the Tamil Nadu Government Gazette.
Special Rules for the Tamil Nadu School Educational Service

No. SRO B-30/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India and in supersession of the Special Rules for the Tamil Nadu School Educational Service, the Governor of Tamil
Nadu hereby reissue the Tamil Nadu School Educational Service (Section 8A Volume II of the Tamil Nadu Services
Manual 2016).June 3, 2026] TAMIL NADU GOVERNMENT GAZETTE 85
SECTION 8A – THE TAMIL NADU SCHOOL EDUCATIONAL SERVICE
1. Constitution :- The service shall consist of the following categories grouped under classes namely:-
Class I Directors of School Education
Class II Joint Directors of School Education
Class III Deputy Directors of School Education; and Chief Educational Officers
Class IV District Educational Officers / Assistant Directors
Class V
Category 1 Chief Inspector of Physical Education
Category 2 Chief Inspectress of Physical Education
2. Appointment.– (a) Appointment to categories grouped under classes shall be made as follows :-

I. Directors of School Education By Promotion from among the Joint Directors of School
Education
II. Joint Directors of School Education By Promotion from among the Deputy Directors of School
Education and Chief Educational Officers.
III. Deputy Directors of School Education and By Promotion from among District Educational Officers /
Chief Educational Officers Assistant Directors.
IV. District Educational Officers/Assistant (i) By Direct recruitment; and
Directors
(ii) by recruitment by transfer from among the Headmasters and
Headmistresses of Government High Schools borne on the
Tamil Nadu School Educational Subordinate Service; and
(iii) by recruitment by transfer from among the Headmasters and
Headmistresses of Government Higher Secondary Schools
borne on the Tamil Nadu Higher Secondary Educational
Service :
Provided that appointment to the category by direct recruitment,
by recruitment by transfer from among the Headmaster and
Headmistresses of Government High School, in Tamil Nadu
School Educational Subordinate Service and by recruitment by
transfer from among the Headmaster and Headmistresses of
Government Higher Secondary School, in Tamil Nadu Higher
Secondary Educational Service, shall be made in the proportion of
25% : 40 % : 35 %.
Provided further that out of 25 % of vacancies earmarked for direct
recruitment, 20 % is for open market and 5 % is for the teacher of
the recognized aided Secondary Schools or Higher Secondary
Schools.
V (1) Chief Inspector of Physical Education by recruitment by transfer from among the male District Physical
Education Officers borne on Tamil Nadu Higher Secondary
(2) Chief Inspectress of Physical Education
Educational Service
by recruitment by transfer from among the female District Physical
Education Officers borne on Tamil Nadu Higher Secondary
Educational Service
(b) Promotion shall be made on grounds of merit and ability, seniority being considered only where merit and
ability are approximately equal.
(c) (i) Headmasters or Headmistresses of Government High Schools who are appointed by recruitment by
transfer to the post of Headmasters or Headmistresses of Government Higher Secondary Schools and Headmasters
or Headmistresses of Government Higher Secondary Schools who were already appointed by recruitment by transfer
from Government High Schools, shall exercise an option. They shall choose either to continue as Headmasters or
Headmistresses of Government High Schools or to serve as Headmaster or Headmistress of Government Higher86 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
Secondary Schools. Further promotion to the post of District Educational Officer or an equivalent post shall be made
only according to the option exercised. The option once exercised shall be final and cannot be changed under any
circumstances.
(ii) The vacancies in the class IV to be filled by recruitment by transfer shall be in the cyclical order as indicated
in the table below :-

(XV) Headmaster or Headmistress, Government High School
(iii) Where a person does not take up the appointment in a turn, such vacancy shall be filled up from another
belonging to the same category in the order of seniority.
3. Reservation of appointments.- Provisions contained in Section 27 of the Tamil Nadu Government Servants
(Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for appointment to a category by direct
recruitment.
4. Appointments in institutions and establishments specially provided for Women.-
Appointments to institutions and establishments specially provided for women shall be adhering to the provisions
in Section 26 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016).
5. Qualification: age.— (a) No person shall be eligible for appointment by direct recruitment to any of the
categories specified in column (1) of the table below, if he/she has completed or will complete the age specified in
the corresponding entries in column (2) thereof :-

(b) No person shall be eligible for promotion as Directors of School Education unless he has a left over service
of not less than one year on the date of his appointment.
Provided that those who do not have the above period of service but are otherwise found to be fully qualified,
fit to promotion to class I and deserving recognition on the crucial date of preparation of panel shall be appointed as
officer on special duty with the specific assignment in the scale of pay applicable to class I
6. Other qualifications .-
(i) No person shall be eligible for appointment to the category specified in column (1) of the Annexure by the
methods specified in column (2) against, unless he possess the qualifications specified in the corresponding entries
in column (3) thereof :
Provided that a candidate possessing a Master’s degree of any University in the State of Tamil Nadu awarded
under the New or Revised Regulations or a degree of an equivalent standard shall not be eligible for appointment to
any category in the service for which such a Master’s degree is prescribed as a qualification, unless he has secured
in the Master’s degree examination not less than 50 per cent of marks in the subject; or Language :
Provided further that the first or second class degree of M.O.L. of the Annamalai University shall be deemed
to be an alternative qualification to the first or second class degree M.A. or B.A.(Honours) of any University in the
State for purpose of appointment to categories in the service for which a first or second class degree of M.A. or B.A
(Honours) in languages other than English is prescribed or for which such a degree is prescribed without specifying
the subject thereof, only if the candidate has secured in the M.O.L. degree examination of the Annamalai University
not less than 50 per cent of marks :
Provided also that a candidate possessing a degree of M.A. or M.Sc. or an equivalent degree awarded under the
grading system shall not be considered eligible for appointment to any category in the service for which such degree
is prescribed as a qualification unless he has obtained the said degree with grade ‘O’ or ‘A’ or ‘B’.
(ii) No person, whose mother tongue is other than Tamil or who has not acquired knowledge of Tamil language
in his High School course or who has not passed the second class language test (full test) in Tamil or who has not
passed the special Language Test for officers of Education Department (Higher Standard) in Tamil shall be eligible for
appointment to any category in the service, except Class IV (District Educational Officer, etc.,) to whom qualification
regarding study of Tamil has been prescribed in the Annexure.
(iii) No person who does not possess a degree of B.Ed., of a University in the State or an equivalent degree
shall be appointed to any category in Classes III, IV.
7. Probation.- (a) Every person appointed as District Educational Officer / Assistant Directors by direct recruitment
shall be on probation for a total period of two years on duty within a continuous period of three years:
Provided also that those appointed as District Educational Officer / Assistant Directors by recruitment by transfer
shall be on probation for a total period of one year on duty within continuous period of two years.
(b) Every probationer, when transferred from one category or class to another category or class carrying the same
scale of pay in the service shall be entitled to count towards his probation in that category the period of service in that
category or class joined by such transfer and if he is an approved probationer in the category or class from which he
is transferred, he shall be treated as an approved probationer in the category or class to which he is so transferred.
(c) The Director of School Education is competent to issue orders declaring the satisfactory completion of probation
of District Educational Officer / Assistant Director, Chief Physical Education Officer (Men) and Chief Physical Education
Officer (Women).
(d) Every probationer in any category in the service who is on deputation as commissioned officer in the National
cadet corps Units shall be entitled to count towards his probation in the category concerned the period of duty performed
by him in the National Cadet Corps Units during which he would have actually held a post in the category concerned
or a higher category but for his absence on deputation.
(e) Probationers in the category of District Educational Officer / Assistant Director who are on foreign service as
Educational Officers of the Corporation of Madurai / Coimbatore shall be entitled to count towards their probation, the
period of their duty performed on such foreign service during which they would have held office as District Educational
Officer but for their absence on such foreign service.
8. Tests.- (a) Every person appointed to the Category of District Educational Officer / Assistant Director by
direct recruitment / recruitment by transfer shall pass the following tests within the period of his / her probation.
(i) Account Test for Executive Officers or Account Test for Subordinate Officers Part - I

(v) Special Language Test in Tamil for Officers of the Education Department(Higher Standard) who is appointed
by direct recruitment and whose mother tongue is other than Tamil or who has not studied Tamil in any school or
college
(b) If a probationer within the period specified in sub-rule (a) above, fails to pass the tests prescribed therein his
increment shall be stopped without cumulative effect till he passes the tests and such ineligibility to draw increment
shall not have the effect of postponing his future increments after he has passed the tests.
Provided that, it is not mandatory to pass the prescribed departmental tests in case of Higher Secondary School
Headmasters who were promoted prior to the coming into force of the Tamil Nadu Higher Secondary Service Rules
re-issued in G.O.(Ms) No.14, School Education Department, dated 30.01.2020.
9. Training of direct recruit.—(a) Every person who has been selected for appointment by direct recruitment
as District Educational Officers / Assistant Director shall, before his appointment, undergo administrative training for
a period not exceeding six months in such a manner as may be prescribed by the Director of School Education.
While undergoing such training, he shall be paid the minimum of the time scale applicable to the Category with the
allowances admissible under the rules and orders in force:
Provided that the period of administrative training shall count both for probation and increment.
(b) Every person who is required to undergo the training specified in sub-rule (a) shall, before he commences
the training, execute an agreement in the proper Form, with sureties binding himself –
(1) To undergo successfully the training in full;
(2) To serve in the school education department for a period of not less than five years; and
(3) To refund the Government the entire amount drawn by him as pay during the period of training if he fails to
fulfill either of the conditions in clauses (1) and (2).
10. Unit for discharge, reappointment and confirmation.- For the purposes of appointments discharge for
want of vacancies, reappointment and appointment of full members, in the categories of District Educational Officers/
Assistant Directors state shall the unit.
11. Transfers and Postings.- Transfer and postings belonging to those all the categories borne on the service
shall be done by the Government.
12. Pension.— Every person appointed to the service by direct recruitment to Class IV of the service from
among the teachers of recognized aided and Municipal Secondary Schools shall be entitled to count for purposes of
the superannuation pension in Government service, the period of eligible pension in the recognised aided and municipal
secondary schools.
Provided that every such person shall surrender to the Government, the managements as well as the Government
contribution, if any, paid to his provident fund together with interest thereon.
13. Preparation of annual list of approved candidates.- For the purpose of drawl of annual list of approved
candidates, for appointment to the categories by promotion or recruitment by transfer, the crucial date on which the
candidates should have acquired the prescribed qualification shall be 1st January of the panel year.
14. Savings.- Nothing contained in these rules shall adversely affect any person holding the categories on the
date of issue of these rules in the Tamil Nadu Government Gazette.

4. Reservation of Appointment:- Section 27 of Tamil Nadu Government Servants (Conditions of Service) Act,
2016(Tamil Nadu Act 14 of 2016) shall apply separately to appointments to the service by direct recruitment within
the Jurisdiction of each of the appointing authorities in each of the categories.
5. Appointments in Institutions for minority Languages:- A vacancy in the post of Headmaster / Headmistress
in a middle or primary school, run for the benefit of a linguistic minority shall be filled up by appointing a Headmaster /
Headmistress even from a non-minority primary school provided he/she possess the linguistic qualification.
6. Qualifications:-(a) Age; Notwithstanding anything contained in Sub-Section (8) of Section 20 of the Tamil
Nadu Government Servants (Conditions of Services) Act, 2016, no person shall be eligible for appointment by direct
recruitment to any of the categories borne on the service, if he has completed 53 years of age, on the first day of
July of the year in which the notification for recruitment is made:
Provided that for direct recruitment to any of the categories borne on the service, the age limit specified above
shall be increased by five years ie., up to 58 years in respect of candidates belonging to Backward Classes, Backward
Class Muslims, Most Backward Classes or Denotified Communities, Schedule Castes, Schedule Tribes and Destitute
Widows of all castes.
(b) Other Qualifications;(i) No person shall be eligible for appointment to the category specified in column (2)
of Annexure by the method of appointment specified in column(3), unless he possesses the qualifications specified in
the corresponding entry in column (4) thereof.
(ii) A person to be appointed to any of the categories by direct recruitment must satisfy linguistic qualification as
per section 21 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016.92 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
(iii) No person borne on the category of Graduate Teacher (other than Tamil) namely, Telugu, Urdu, Malayalam
and Kannada shall be eligible for appointment to the category of Headmaster / Headmistress in the Middle Schools
imparting instruction in Tamil. If the medium of instruction in a school is either Telugu, Urdu, Malayalam or Kannada,
Graduate Teacher (other than Tamil) qualified in the respective Language may be appointed as Headmaster in that
particular School.
(c) Tests: (i) Every person appointed to the category of Block Educational Officer by direct recruitment shall pass
the following Tests within the period of his probation.
1. Tamil Nadu Government Office Manual Test.
2. The Account Test for Subordinate Officers–Part I.
3. Tamil Nadu School Education Department Administrative-Paper I.
4. Tamil Nadu School Education Department Administrative-Paper II.
(ii) No person shall be eligible for appointment to the category of Block Educational Officer by promotion from the
category of Headmaster/ Headmistress of Middle Schools unless he has passed the Tests prescribed above.
7. Probation: (a) Every person appointed to a category by direct recruitment shall from the date on which he
joins duty be on probation for a total period of two years on duty within a continuous period of three years;
(b) A probationer when transferred from one category or class to another category or class carrying the same
scale of pay in the service shall be entitled to count towards his probation the service already rendered by him in the
category or class from which he is transferred and if he is an approved probationer in the category or class from which

(c) The District Educational Officer of the Educational District concerned is the authority competent to issue orders
declaring the satisfactory completion of probation of those borne on all categories other than that of Block Educational
Officer;
(d) The Director of Elementary Education is the authority competent to issue orders declaring the satisfactory
completion of probation of Block Educational Officers.
8. Preparation of annual list of approved candidates:- For the purpose of drawing up of the annual list of
approved candidates for appointment to a category in the service by promotion, the crucial date on which the candidates
should be qualified shall be the 1st January of the panel year.
9. Unit for appointment, discharge or re-appointment:- For the purpose of appointment to any of the categories
in this service, the State shall be the unit of appointment.

the Governor of Tamil Nadu hereby re-issue the following Special Rules for the Tamil Nadu School Educational

1. Constitution.- The Service shall consist of the following classes and categories, namely:-

4. Reservation of appointments.-
The principle of reservation of appointments as laid down in Section 27 of the Tamil Nadu Government
Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for appointment to a category
when it is made by direct recruitment.
5. Qualification as to age.- Notwithstanding anything contained in Sub-section (8) of Section 20 of the
Tamil Nadu Government Servants (Conditions of Service) Act, 2016, no person shall be eligible for appointment
by direct recruitment to any of the class / categories specified in these rules, if he/she has completed 53 years
of age, on the first day of July of the year in which the notification for recruitment is made
Provided that for direct recruitment for any of the class / categories specified in these rules, the age limit
prescribed in the sub rule (a) above shall be increased by five years i.e. 58 years in respect of candidates
belonging to Scheduled Castes, Scheduled Tribes, Backward Classes Muslims, Backward Classes, Most Backward
Classes, and De-notified Communities and Destitute Widows of all castes.
6. Other qualifications.- (a) (i) No person shall be eligible for appointment to the posts unless he
possesses the qualification as prescribed by the National Council for Teacher Education by Regulations from time
to time.
(ii) In addition to the qualifications prescribed by the National Council for Teacher Education, the other
qualifications shall be followed as prescribed in the Annexure-I.102 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
(b) For the recruitment to the categories of Craft Instructor, Art Master, Music Teacher the qualifications
prescribed in the Annexure - II shall apply:
(c) A person to be appointed to any of the class / categories by direct recruitment must satisfy linguistic
qualification as per Sec. 21 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016(Tamil Nadu
Act 14 of 2016).
7. Probation.- (a). Every person appointed to a category by direct recruitment shall from the date on which
he joins duty be on probation for a total period of two years on duty within a continuous period of three years:
(b). Every person appointed to a category by recruitment by transfer shall be on probation for a total period
of one year on duty within a continuous period of two years.
8. Tests:-
(a). No person shall be eligible for promotion to the post of Headmasters / Headmistress of Government
High Schools unless he/she has passed the following departmental tests namely:-
(i) Tamil Nadu School Education Department Administrative Test – Paper-1
(Higher Secondary/Secondary/Teacher Training and Special Schools)
(ii) Tamil Nadu School Education Department Administrative Test – Paper-II
(Elementary/Middle and Special Schools)
(iii) Account Test for Subordinate Officer Part-1
(iv) Tamil Nadu Government Office Manual Test
(b). No person shall be eligible for transfer to the post of Deputy Inspector of School unless he has passed
the following tests namely:-
(i) Tamil Nadu School Education Department Administrative Test - Paper I (Higher Secondary / Secondary /
Teacher Training and Special Schools)
(ii) Tamil Nadu School Education Department Administrative Test – Paper–II (Elementary / Middle and
Special Schools)
(iii) Account Test for Subordinate Officer Part – I
9. Seniority.- The seniority of teachers transferred to one unit from another or from other departments shall
be reckoned with reference to the dates of their joining to the category in which they are taken on transfer
subject to the following condition namely:-
An approved probationer in a category appointed to another unit or other department will be placed below
the last approved probationer in the identical category in that unit or department.
10. Unit for discharge, reappointment and appointment as full member.- For the purpose of discharge
and reappointment and appointment of full members every post or group of posts in any category for which
qualification in a particular subject or language is prescribed shall be deemed to be a separate category.
11. Transfers and Postings.- (a) Transfers and postings of the personnel belonging to the categories in all
classes of the service within the Revenue District shall be made by the Chief Educational Officer.
(b) Transfers and postings of the personnel belonging to the categories in all classes of the service from
one Revenue District to another shall be made by the Joint Director (Personnel), Directorate of School Education.
12. Preparation of annual list of approved candidates.- (a). For the purpose of drawing up of the annual
list of approved candidates for appointment to a category in the service by recruitment by transfer or by promotion,
the crucial date on which the candidates should be qualified shall be the 1st January of the panel year.
(b). The Director of School Education shall be the Panel-Drawing Authority for Class I Headmasters/
Headmistress of Government High schools in the service.
(c). The Joint Director (Personnel), Directorate of School education shall be the panel - drawing authority
for categories 2,3,4,5,8 of Class II and category 3 (20% allocation) of Class III in the service.
13. Savings.- Nothing contained in these rules shall adversely affect any person holding a post in any of the

No. SRO B-33/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, and in supersession of the Special Rules for the Tamil Nadu Higher Secondary Educational Service, Published
with notification No. 36/2020 the Governor of Tamil Nadu hereby re-issue the following Special Rules for the Tamil
Nadu Higher Secondary Educational Service Section 37 in Volume-II of the Tamil Nadu Services Manual 2016.
2. The qualification as to age prescribed in Rule 8 shall be deemed to have come in to force on 21.10.2023 and
the other rules shall come into force on the date of publication of these rules in the Tamil Nadu Government Gazette.
SECTION 37 – THE TAMIL NADU HIGHER SECONDARY EDUCATIONAL SERVICE
1. Constitution. - The service shall consist of the following categories grouped under classes, namely:-

Secondary Grade Teachers, and other following category of Teachers on Secondary Grade Teacher level of pay Viz, Craft
Instructors, Art Masters, Music Teachers and Physical Education Teachers: working in Government Higher Secondary
Schools, Government High Schools and Higher Secondary Schools, High Schools, Middle Schools and Elementary
Schools under the Local Bodies (Municipal Corporation or Municipality or Panchayat Union); and all recognized Aided
Managements and also from the category of Graduate teachers working in Government, Municipal, Panchayat Union
Middle Schools under the Tamil Nadu Elementary Educational subordinate service special rules
Provided also that if sufficient number of suitable Secondary Grade Teachers, other Teachers with Secondary
Grade Scale of Pay and Graduate Teachers working in the types of schools specified in the aforesaid provisos are
not available for direct recruitment, such vacancies shall be filled up from other candidates available for selection in
open market.
Provided also that out of 50% vacancies earmarked for direct recruitment to category 1, Post Graduate Assistant
in Academic subjects and category 2, Post Graduate Assistant in Languages under Class-II, two percent shall be
reserved for the qualified members of the Tamil Nadu Ministerial Service belonging to the School Education Department
namely, “Superintendent, Assistant/Steno-typist and Junior Assistant/Typist .
Provided also that if sufficient number of suitable Superintendent, Assistant/ Steno-typist and Junior Assistant/
Typist working in the School Education Department are not available for direct recruitment, such vacancies shall be
filled by other candidates from the open market.”
(c) Promotion, recruitment by transfer and by transfer to all the categories in the Service shall be made on grounds
of merit and ability, seniority being considered only where merit and ability are approximately equal.
3. Appointing authority- Appointment to the Classes and categories of Officers specified in column (1) of the table

4. Reservation of appointments:-The provisions contained in section 27 of the Tamil Nadu Government Servants
(Conditions of Service) Act, 2016 (Tamil Nadu Act No.14 of 2016) shall apply to appointment by direct recruitment to
all the categories in the service, where the cadre strength is more than one and the appointments to each category
being treated as one unit.
5. For the purposes of appointment, discharge for want of vacancies, reappointment and appointment as a full
member, a category for a particular subject(discipline) shall constitute a separate unit of appointment.
6. Seniority - The seniority of teachers transferred one unit to another or from other departments shall be
reckoned with reference to the dates of their joining the category to which they are taken on transfer subject the
following conditions:
An approved probationer in a category appointed to another unit or other department will be placed below the
last approved probationer in the identical category in that unit or department.
7.Appointments in institutions and establishments specially provided for women.— Appointments made to institutions
and establishments specially provided for women shall be adhering to the provisions in Section 26 of the Tamil Nadu
Government Servants (Conditions of Service) Act, ( Tamil Nadu Act No.14 of 2016)
8. Qualification as to age:- ( Notwithstanding anything contained in sub-section (8) of section 20 of the Tamil
Nadu Government Servants (Conditions of Service) Act, 2016), no person shall be eligible for appointment by direct
recruitment to any of the categories specified in the rules, if he has completed 53 years of age, on the first day of
July of the year in which the vacancy is notified.
Provided that for direct recruitment to any of the categories specified in the rules, the age limit prescribed above
shall be increased by five years i.e 58 years in respect of candidates belonging to Scheduled Castes, Scheduled
Tribes, Backward Class Muslims, Backward Classes, Most Backward Classes and De-notified Communities and destitute
widows of all castes.
9. Other qualifications:- (a) (i) No person shall be eligible for appointment to the category unless he possesses
the qualification as prescribed by the National Council for Teacher Education by Regulations from time to time (vide
annexure).
(ii) In addition to the qualifications prescribed by the National Council for Teacher Education, other qualifications,
experience for the, category and other conditions shall be followed as prescribed in the Annexure.
(iii) For the purpose of these rules, persons must have obtained Post Graduate Degree, after completion of
S.S.L.C., Higher Secondary Course or its equivalent and a degree (10+2+3+2) for any University / Institution recognized
by the University Grants Commission.
(iv) The Bachelor and Master degrees must have been obtained from an Institution recognized by the University
Grants Commission and the courses must have been duly permitted by the competent authority authorised in this behalf.
b) Knowledge of Tamil; (i) No person shall be eligible for appointment to any service by direct recruitment unless
he / she has adequate knowledge of the official language of Tamil:
(ii) A person, being otherwise qualified for appointment to a category to which recruitment to be made may apply
for recruitment, despite the fact that, at the time of such application, he / she does not possess an adequate knowledge
of Tamil and he / she after selection should pass the Second-Class Language Test (Full-test) in Tamil conducted by
the Tamil Nadu Public Service Commission, within a period of two years from the date of appointment, failing which
he / she will be discharged from service, as per section 21 (1) of the Tamil Nadu Government Servant (Conditions of
Service) Act, 2016 (Tamil Nadu Act 14 of 2016).116 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
10. Probation: (a) Every person appointed to any category by direct recruitment shall, from the date on which
he joins duty, be on probation in such category for a total period of two years on duty within a continuous period of
three years.
(b) Every person appointed to any category by recruitment by transfer shall, from the date on which he joins
duty, be on probation in such category for a total period of one year on duty within a continuous period of two years.
(c) The Joint Director of School Education (Higher Secondary) is competent to issue orders declaring satisfactory
completion of probation in respect of the members in Class I of the Service and the Chief Educational Officer concerned
is competent to issue orders declaring the satisfactory completion of probation in respect of the members in Classes
II and III of the Service.
11. Postings and Transfer: (i). Postings and Transfers of all Officers in the service within the Revenue District
shall be made by the Chief Educational Officers
(ii) Postings and transfer and postings of all Officers in the Service from one revenue district to another shall
be made by the Joint Director of School Education (Higher Secondary).
12. Preparation of annual list of approved candidates: For the purpose of drawl of the annual list of approved
candidates for appointment to the categories in the service by recruitment by transfer / promotion the crucial date on
which the candidate should have acquired the prescribed qualification shall be the 1st January of panel year.
13. Savings: Nothing contained in these rules shall adversely affect any person holding any of the category on
the date of publication of these rules in the Tamil Nadu Government Gazette.
