No.CEA-PS-12-14(21)/1/2018-PSPA-II Division.—िैसा दक अिेदक, “स्ट्प्रगं ररन्यएू बल एनिी प्राआिेट जलजमटेड”, जिसका पंिीकृत कायाालय, यूजनट नं एफएफ -48 ए, पहली मंजिल, ओमेक्स स्ट्वायर, प्लॉट नंबर 14, िसोला जिला केंद्र, नइ ददल्ली -110025, भारत, में जस्ट्थत ह,ै ने 30.214 दकमी 230 केिी ससगल सर्ककट रांसजमिन लाआन के जनमााण के जलए "230/33 केिी मुलानरु पूसलग सब स्ट्टेिन (जतरुपुर) से 400/230 केिी पगु लरु सब स्ट्टेिन तक" जिद्युत ऄजधजनयम, 2003 की धारा 164 के तहत ऄनुमोदन हते ु अिदे न दकया ह।ै और िैसा दक भारत सरकार के केंद्रीय जिद्युत प्राजधकरण न े ऄपन े पत्र सं CEA-PS-12-14(20)/1/2018-PSPA-II Division-Part(1) I/3669/2019 ददनांक 18.01.2019 द्वारा जिद्यतु ऄजधजनयम, 2003 की धारा- 68 की ईपधारा (i) के तहत “स्ट्प्रगं ररन्यूएबल एनिी प्राआिेट जलजमटेड” को 30.214 दकमी 230 केिी ससगल सर्ककट रांसजमिन लाआन "230/33 केिी मुलानरु पूसलग सबस्ट्टेिन (जतरुपरु ) से 400/230 केिी पुगलरु सबस्ट्टेिन” तक के जनमााण हते ु पूिा ऄनुमोदन प्रदान दकया था। और िैसा दक अिेदक ने ऄब जिद्युत ऄजधजनयम, 2003 की धारा- 164 के ऄंतगात ईसे समस्ट्त िजियां प्रदान दकए िान े का अग्रह दकया ह ै िो सरकार द्वारा स्ट्थाजपत या ऄनुरजित टेलीग्राफ के प्रयोिन से या कायों हते ु आस प्रकार स्ट्थाजपत या ऄनुरजित की िान े िाली टेलीग्राफ लाआनें और पोस्ट्ट स्ट्थाजपत करन े के संदभ ा में भारतीय टेलीग्राफ ऄजधजनयम, 1885, के तहत टेलीग्राफ प्राजधकरण के पास ह।ैं आस योिना के ऄंतगता िाजमल पारेषण लाआनें तजमल नाडु के जनम्न गांिों, तहसीलों और जिलों के ऄंदर स,े उपर स,े पास स े और बीच स े गुिरेंगी। 3286 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 230 केिी ससगल सर्ककट रासं जमिन लाआन, 230/33 केिी मलु ानरु पसू लग सबस्ट्टेिन (जतरुपरु ) स े 400/230 केिी पगु लरु सबस्ट्टेिन तक जिला तहसील गांि का नाम आदकल्पादद, मेकुापजल्लयम, कुल्लकट्टपट्टी, नोचीिलासु, ओलम्पालयम, िंजििालसु, जतरुपुर धारापुरम (तजमल नाडु) कजनिाडी, सेनापजतपलायम कटुस्ट्िामीपलायम, अलमपलायम, ऄलमथोपाजि, पेररयामदगुदालुर, जिन्नमदगुदालुर, कजलपलायम, कजलपलायम पुदरु , पुलगौन्दांपलैयम, जपल्लयापालायम, पुडुप्पालायम, जचन्ना करूर ऄरािाकुरूची जतरुमंगलम, मलैयंददपटृी, िेट्टैयारपाजलयम, अजण्डचेिीपआयं, परुजिकट्टुपलैयम, िंगीतपुरम (तजमल नाडु) (तेंनीलाइ), नदडं ै, गााँधी नगर, पुलनकालीिालासु, सम्मानदामपलाआयााँ, ऄजडरेड्डीपाजलयम, मेरकुनेदगंु ुर, पनाआपलायम, पिुपजतपलायम, परमजि, िेलप्प्पाकािंदनुर, मोळाप्पालाआयााँ “स्ट्प्रगं ररन्यूएबल एनिी प्राआिेट जलजमटेड "ने ईपरोक्त योिना के जलए जिद्युत ऄजधजनयम, 2003, की धारा 164 के ऄंतगात प्राजधकार प्राप्त करन े की जिद्यतु मंत्रालय की प्रदिया पणू ा कर ली ह ै । ऄब, सािधानीपूिाक जिचार करने के पश्चात, केंद्रीय जिद्युत प्राजधकरण, जिद्युत मंत्रालय, भारत सरकार, जिद्युत ऄजधजनयम, 2003 की धारा 164 के ऄंतगात, “स्ट्प्रंग ररन्यूएबल एनिी प्राआिेट जलजमटेड” को ईपरोि पारेषण लाआनों को लगाने के जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एिं ितों के साथ प्रदान करता ह,ै िो टेलीग्राफ के ईद्देश्य के जलए सरकार द्वारा स्ट्थाजपत टेलीग्राफ लाआनों और खंबों या ईनके रख-रखाि के जलए या स्ट्थाजपत होन े िाली टेलीग्राफ लाआनों और खंबों या ईनके रख-रखाि के जलए भारतीय टेलीग्राफ ऄजधजनयम, 1885 के ऄंतगता टेलीग्राफ प्राजधकरण के पास ह ै- (i) यह ऄनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै (ii) अिेदक को प्रस्ट्ताजित लाआनों की स्ट्थापना से पूि ा संबंजधत प्राजधकाररयों ऄथाात ् स्ट्थानीय जनकायों, रेलिे, राष्ट्रीय रािमाग,ा राज्य रािमागा अदद की सहमजत प्राप्त करनी होगी। (iii) अिेदक को जिद्युत ऄजधजनयम, 2003 के तहत समुजचत अयोग के द्वारा तैयार दकए गए पारेषण, ओ एंड एम, ओपन एक्सेस अदद के जिजनयमों/संजहताओं का पालन करना होगा। (iv) अिेदक, “स्ट्प्रंग ररन्यूएबल एनिी प्राआिेट जलजमटेड”, को 30.214 दकमी 230 केिी ससगल सर्ककट रांसजमिन लाआन "230/33 केिी मुलानुर पूसलग सबस्ट्टेिन (जतरुपरु ) स े 400/230 केिी पुगलरु सबस्ट्टेिन" तक के जनमााण का दाजयत्ि सौंपा िाता ह।ै काया का जििरण भारत के रािपत्र ददनांकः माचा 9- माचा 15, 2019, में प्रकाजित ह,ै तथा भारत के रािपत्र ददनांकः 15 फरिरी -21 फरिरी, 2020 में िुजिपत्र प्रकाजित दकया गया ह ै। (v) अिेदक संबंजधत केंद्र/राज्य सरकार के मख्ु य जिद्युत जनरीिक के ऄनुमोदन के पश्चात ही लाआनों का प्रचालन करेगा। (vi) यह ऄनुमोदन अिेदक द्वारा जिद्युत ऄजधजनयम, 2003 के प्रािधानों और ईसके तहत बनाए गए जनयमों की ऄपेिाओं का ऄनुपालन दकए िाने के ऄध्यधीन ह।ै (vii) “स्ट्प्रगं ररन्यूएबल एनिी प्राआिटे जलजमटेड”, को जिद्युत जनरीिण के समय जिमानन एिं रिा प्राजधकरणों आत्यादद से ऄपेजित ऄनुमजत को प्राप्त करन े के बाद, आसे केंद्रीय जिद्यतु प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा। पी. सी. कुरील, सजचि [जिज्ञापन-III/4/ऄसा./144/2020][भाग III—खण् ड 4] भारत का रािपत्र : ऄसाधारण 3 CENTRAL ELECTRICITY AUTHORITY ORDER New Delhi, the 21st July, 2020 F. No. CEA-PS-12-14(21)/1/2018-PSPA-II Division.—Whereas, the applicant „Sprng Renewable Energy Private Limited‟, having its registered office at Unit No FF-48 A, First Floor, Plot No. 14, Jasola District Centre, New Delhi-110025, India, has applied for grant of authorization under Section 164 of the Electricity Act, 2003, for construction of 30.214 km of 230 kV Single Circuit Transmission line from “230/33 kV Mulanur pooling substation (Tirupur) to 400/230 kV Pugalur Substation”. And whereas Central Electricity Authority, Ministry of Power, vide letter no. CEA-PS-12-14(20)/1/2018-PSPA-II Division-Part(1) I/3669/2019 dated 18.01.2019 had granted prior approval to „Sprng Renewable Energy Private Limited‟ under Section 68 of the Electricity Act, 2003, for construction of 30.214 km of 230 kV single circuit transmission line from “230/33 kV Mulanur Pooling Sub Station (Tirupur) to 400/230 kV Pugalur Sub Station”. And whereas the applicant has now requested to confer upon him all the powers under Section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885, with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by the Government or to be so established or maintained for the works. The transmission line covered under the scheme will pass through, over, around, and between the following villages, tehsils and districts in the state of Tamil Nadu: 230 kV Single Circuit Transmission line from “230/33 kV Mulanur pooling substation (Tirupur) to 400/230 kV Pugalur Substation”. District Tehsil Name of Village Thirupur Edakalpadi, Merkupalaiyam, Kullakattupatti, Nochivalasu, Olampalayam, (Tamil Dharapuram Vanjivalasu, Kannivadi, Senapatipalayam. Nadu) Kattuswamipalayam, Alampalayam, Alamarathupatti, Periyamadagudalur, Chinnamadagudalur, Kallipalayam, Kallipalayam Pudur, Pullagoundanpalaiyam, Karur Pillayarpalayam, Puduppalayam, Chinna Tirumangalam, Malaiyandipatti, (Tamil Aravakuruchi Vettaiyarpalaiyam, Andichettipaiyam, Paruttikattupalaiyam, Vengitapuram Nadu) (Tennilai), Nadandai, Gandhi Nagar, Pulankalivalasu, Semmandampalaiyam, Adireddypalaiyam, Merku Nedungur, Panaipalayam, Pasupatipalayam, Paramatti, Velapppakavundanur, Molappalaiyam. „Sprng Renewable Energy Private Limited‟ had complied with the MoP‟s procedure for obtaining the authorization under Section 164 of Electricity Act, 2003, for the above scheme. Now, therefore, after careful consideration, Central Electricity Authority, Ministry of Power, Government of India, under Section 164 of the Electricity Act, 2003, confers all the powers to „Sprng Renewable Energy Private Limited‟ for laying above transmission lines, which telegraph authority possesses under the Indian Telegraph Act, 1885, with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained by the Government or to be established or maintained, subject to following terms and conditions for installing the above mentioned transmission lines, namely: (i) The approval is granted for 25 years; (ii) The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. (iii) The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access etc., framed under Electricity Act, 2003. (iv) The Applicant has been entrusted with the responsibility of construction of 30.214 km of 230 kV Single Circuit Transmission line from “230/33 kV Mulanur pooling substation (Tirupur) to 400/230 kV Pugalur Substation”. The details of the work have been published in the Gazette of India dated March 9- March 15, 2019, and subsequently in a corrigendum published in the Gazette of India dated February 15- February 21, 2020. (v) The Applicant shall operate the lines after approval of Chief Electrical Inspector of respective States/Central Government. (vi) The approval is subject to compliance by the Applicant of the requirement of the provisions of the Electricity Act, 2003, and the rules made thereunder.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (vii) „Sprng Renewable Energy Private Limited‟ shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defence etc., at the time of Electrical Inspection.
