L.-33004/99 xxxGIDHxxx सी.जी.-डी.एxलxx.-GअID.E-1x7xx0 12023-242018 CG-DL-E-17012023-242018 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 27] नई ददल्ली, सोमवार, जनवरी 16, 2023/पौष 26, 1944 No. 27] NEW DELHI, MONDAY, JANUARY 16, 2023/PAUSHA 26, 1944 मजहला एव ंबाल जवकास मत्रं ालय अजधसचू ना नई ददल्ली, 9 जनवरी, 2023 सा.का.जन. 28(अ).—संजवधान के अनच्ु छेद 309 के प्रावधानों द्वारा प्रदत्त िजियों का प्रयोग करते हुए, और इस मंत्रालय के भतन जनयम (स्ट्फाक कार चालक), 2010 के अजधक्रमण म,ें ऐसे अजधक्रमण स े पहल े की गई या छोडी गई बातों को छोडकर, राष्ट्रपजत मजहला एवं बाल जवकास मंत्रालय में स्ट्फाक कार चालक के पदों पर भतन की पद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत जनयम बनाते ह,ैं अथाात:्- 1. संजिप्त नाम और प्रारंभ- (1) इन जनयमों का संजिप् त नाम मजहला एवं बाल जवकास मंत्रालय (स्ट् फाक कार चालक) भतन जनयम, 2022 ह।ै (2) वे सरकारी राजपत्र में उनके प्रकािन की तारीख से लाग ूहोंगे। 2. लाग ूहोना:- ये जनयम इन जनयमों से संलग्न अनुसूची के कॉलम 1 में उजल्लजखत पदों पर लाग ूहोंगे। 3. पदों की सख्ं या, वगनकरण और वते न स्ट्तर- उक्त पदों की संख्या, उनका वगनकरण, वेतन स्ट्तर संलग्न अनुसूची के कॉलम (2) से (4) में जनर्ददष्फ अनुसार होगा। 4. भतन की पद्धजत, आय ु सीमा, योग्यता आदद- उक्त पदों पर भतन की पद्धजत, आयु सीमा, अहता ाएं तथा अन्य मामल े उक्त अनुसूची के कालम (5) से (11) में जवजनर्ददष् फ अनुसार होंगे। 5. जनरहता ा - कोई व्यजि उक्त पदों पर जनयुजि के जलए पात्र नह होगा: (i) जजसने ऐसे व्यजि स ेजववाह या जववाह का अनुबंध दकया ह ैजजसका पजत या पत्नी जीजवत है; या (ii) जजसने अपन ेपजत या पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह या जववाह का अनुबंध दकया हो, बिते दक केंद्र सरकार, यदद संतष्ु फ हो दक ऐसे व्यजि और जववाह के दसू रे पिकार पर लागू व्यजिगत कानून के तहत ऐसा जववाह स्ट् वीकाया ह ै और ऐसा करने के जलए अन्य आधार ह,ैं तो दकसी भी व्यजि को इस जनयम के पालन से छूफ दे सकती ह।ै 374 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 5. जिजथल करन ेकी िजि - जहा ंकेंद्र सरकार की यह राय ह ैदक ऐसा करना आवश्यक और समीचीन है, वह आदिे द्वारा और कारणों को जलजखत रूप म ें अजभजलजखत करत े हुए इन जनयमों के दकन्ह उपबंधों म ें से दकसी वगा या व् यजियों के वगा के संबंध में छूफ द े सकती ह।ै 6. अपवाद- इन जनयमों की कोई भी बात अनुसूजचत जाजत, अनसु ूजचत जनजाजत, अन्य जपछडा वगा, भूतपूवा सैजनकों और अन्य जविेष श्रणे ी के व्यजियों के जलए इस संबंध में केंद्र सरकार द्वारा समय-समय पर जारी दकए गए आदिे ों के अनुसार आरिण, आय-ु सीमा में छूफ और अन्य ररयायतों को प्रभाजवत नह करेगी। अनसु चू ी स्ट्फ ाक कार राइाइवर (सामान्य ्डे ) पद का नाम पदों की वगनकरण पे मैररक् स में चयजनत पद या सीधी भतन के जलए आयु सीमा संख्य ा लेवल गैर-चयजनत पद (1) (2) (3) (4) (5) (6) स्ट् फाक कार 2* (2022) सामान् य केंद्रीय पे लेवल 2 लागू नह 18 से 25 वषा* (केंद्र सरकार द्वारा जारी जनदिे ों राइाइवर सेवा समूह ‘ग’ (रु.19900- या आदिे ों के अनुसार सरकारी कमाचाररयों के *काया भार (सामान् य अ-राजपजत्रत, 63200) जलए 40 वषा तक छूफ दी जा सकती ह)ै पर जनभार ्ेड) गैर-मंत्रालयी जवचलन के नोफ: आयु सीमा जनधारा रत करने की जनणाायक अधीन तारीख सभी राज्य ों/संघ राज्य िेत्रों म ें उम्मीदवारों से आवेदन प्राप्त करने की अंजतम तारीख होगी (न दक असम, मेघालय, अरुणाचल प्रदिे , जमजोरम, मजणपुर, नागालैंड, जत्रपुरा, जसदिम, संघ राज्य िेत्र ल्ाख, लाहौल और स्ट्पीजत जजला और जहमाचल प्रदिे के चंबा जजले के पांगी उप-मंडल, अंडमान और जनकोबार द्वीप समूह या लिद्वीप के अभ् यर्थिथयों के जलए अंजतम तारीख)। *यदद सीधी भतन ‘सीधी खुली प्रजतयोगी परीिा’ के माध्य म से की जाती है, तो आयु सीमा 18 से 27 वषा होगी। रोजगार कायाालय के माध्य म से भतन के मामले में, आयु सीमा जनधााररत करने की जनणाायक तारीख रोजगार कायाालय द्वारा नाम प्रस्ट् तुत दकए जाने की अंजतम तारीख होगी। सीधी भतन के जलए अपेजित क् या सीधी भतन हते ु पररवीिा, यदद भतन का माध्य म, िैजिक और अन् य योग्य ता जनर्ददष् फ आयु और कोई हो, की सीधी भतन द्वारा या पदोन् नजत या िैजिक योग्य ताएं अवजध प्रजतजनयुजि/आमेलन द्वारा और पदोन् नजत के जलए जवजभन् न पद्धजतयों से भरी जाने वाली लागू होंगी ररजियों का प्रजतित (7) (8) (9) (10) अजनवाय:ा लागू नह सीधी भतन या प्रजतजनयुजि/आमेलन, ऐसा न होने पर 1. मोफर कार के जलए वैध राइाइववग लाइसेंस; यातायात जनयमों का अच्छा ज्ञान हो; दोषों का पता लगाने और मामूली मरम्मत करने में सिम हो; और पजहयों को बदलने और फायरों में सही ढंग से हवा भरने में सिम हो [का. सं. प्रिा.-46/76/2015-प्रिा.] पल्लवी अ्वाल, संयुि सजचव MINISTRY OF WOMEN AND CHILD DEVELOPMENT NOTIFICATION New Delhi, the 9th January, 2023 G.S.R. 28(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of this Ministry’s Recruitment Rules(Staff Car Driver), 2010, except as respects things done or omitted to be done before such supersession, the President hereby make the following rules regulating the method of recruitment to the posts of Staff Car Driver in the Ministry of Women and Child Development, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Women and Child Development (Staff Car Driver) Recruitment Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application:-These rules shall apply to the posts mentioned in column 1 of the Schedule annexed to these rules.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. Number of posts, classification and pay level.- The number of said posts, their classification, pay level attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed hereto. 4. Method of recruitment, age limit, qualification, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (11) of the said Schedule. 5. Disqualification.- No person,- (i) who has entered into or contracted a marriage with a person having a spouse living; or (ii) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.- Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided to the Scheduled Castes, the Scheduled Tribes, the other Backward Classes Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
