का.आ. 5968(अ).— केन्द रीय सरकार, ऊिा ा संरक्षण अजधजनयम, 2001 (2001 का 52) की धारा 14 के खडं (क)
द्वारा प्रित् त िजियों का प्रयोग करते हुए, ऊिाा िक्षता ब् यरू ो के परामिा स,े भारत के रािपत्र, असाधारण, भाग 2, खंड 3,
उपखंड (ii) म ें प्रकाजित भारत सरकार के जिद्युत मंत्रालय की अजधसूचना, संख् याक का.आ. 4088(अ), तारीख 18 जसतंबर,
2023 में जनम् नजलजखत संिोधन करती ह,ै अर्ाता ्
1. उि अजधसूचना में पैरा 1 म,ें आरंजभक परै ा के स्ट्र्ान पर जनम्नजलजखत को रखा िाएगा, अर्ाात्: -
“(क) आईएस 16590 के अधीन आन ेिाल ेसभी प्रकार और आकार के िाष्प संपीड़न प्रकार के प्रत् यके तरल िीतलन पैकेि
(जचलर), जिनम ेंसभी संिोधन िाजमल ह,ैं िो स्ट्पेस कूललंग के जलए उपयोग दकए िाते ह ैंऔर जिनका रेटेड िोल्टेि एकल
फेि के जलए 250 िोल्ट, 50 हटाि एसी तक और तीन फेि जिद्युत आपूर्ता के जलए 415 िोल्ट, 50 हटाि एसी तक ह,ै और
िो भारत म ेंजनर्मात या आयात दकए िा रह ेह,ैं उन्दह ेंसंबंजधत अजधजनयम या उसके अधीन बनाए गए जिजनयमों के उपबंधों
के अनुसार लेबल पर जििरण प्रिर्िात करना होगा।
(ख) खडं (क) में, अंक ‘16950’ के स्ट्र्ान पर अंक ‘16590’ रख े िाएंगे।
(ग) खण्ड (ग) के स्ट्र्ान पर जनम्नजलजखत को रखा िाएगा, अर्ाात्:-
“(ग) पूिा-योग्यता मानिडं ों को पूरा करना जिसम ें प्रत्येक मॉडल भारतीय मौसमी ऊिा ा िक्षता अनपु ात प्राप्त करेगा
िैसा दक इन जनयमों के अनुच्छेि 3 म ेंप्रिान दकया गया ह।ै ”

2. पैरा 2 म,ें उप-पैरा (1) म,ें खंड (घ) का लोप दकया िाएगा।
3. (क) पैरा 4 के उप परै ा (4) में, अंक “16950” के स्ट्र्ान पर अंक ‘16590’ रख े िाएंगे।
(ख) उप परै ा (5) म,ें खडं (1) के स्ट्र्ान पर जनम्नजलजखत रखा िाएगा, अर्ाात:् -
“(1) िीतलन क्षमता (पूण ा भार तर्ा आंजिक भार) तर्ा भारतीय मौसमी ऊिाा िक्षता अनुपात की सहनिीलता सभी
संिोधनों के सार् आईएस 16590 के अनुसार होगी।”
(ग) खडं (2) में अंक ‘16950’ के स्ट्र्ान पर अंक ‘16590’ रख ेिाएंगे।
4. परै ा 3 के स्ट्र्ान पर जनम्नजलजखत को रखा िाएगा, अर्ाात्:-
“(1) स्ट्टार रेटटंग के जलए पात्र होने के जलए, प्रत्येक जचलर को क्रमिः िाटर कूल्ड और एयर कूल्ड कंडेनसर जचलर
श्रेणी के जलए, समय-समय पर संिोजधत सारणी 3 और सारणी 4 में दिए गए भारतीय मौसमी ऊिाा िक्षता अनुपात
को पूरा करना होगा।”
(2) प्रत्येक जचलर पर जचपकाए िाने िाल े लेबल म ें एक स्ट्टार के अतं राल के सार् अजधकतम पांच स्ट्टार प्रिर्िता
दकए िाएंगे और जचलर को भारतीय मौसमी ऊिा ा िक्षता अनपु ात मूल्य के आधार पर स्ट्टार एक से स्ट्टार पांच तक
उसके प्रििान के जलए रेट दकया िाएगा।
(3) िाटर कूल्ड या एयर-कूल्ड कंडेंसर िाल े जचलर, सारणी 3, 3.1, 4, और 4.1 समय-समय पर संिोजधत के
अनुसार भारतीय मौसमी ऊिा ा िक्षता अनुपात की आिश् यकता को परू ा करेंग,े िैसा भी लाग ू हो। मॉडल्स के जलए
चुना गया स्ट्टार स्ट् तर, हर स्ट्टार स्ट्त र के भारतीय मौसमी ऊिा ा िक्षता अनुपात की न्दयूनतम सीमाओं पर आधाररत
होगा, िैसा दक नीचे िी गई सारणी म ेंदिखाया गया ह:ै

(4) जचलर के न्दयूनतम ऊिाा जनष्प ािन स्ट्तर को उन्नत करने के उद्देश्य से सारणी 3.1 और सारणी 4.1 में जिजनर्िष्टा 1
स्ट्टार के जलए जचलर पर जििरणों के प्रििान की अनुमजत 1 िुलाई, 2026 से नहीं िी िाएगी।

NOTIFICATION
New Delhi, the 23rd December, 2025
S.O. 5968(E).––In exercise of the powers conferred by clause (a) of section 14 of the Energy Conservation
Act, 2001 (52 of 2001), the Central Government, in consultation with the Bureau of Energy Efficiency, hereby makes
the following amendments in the notification of the Government of India, Ministry of Power, published in the Gazette
of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number S.O. 4088(E), dated the 18th September, 2023,
namely:-
1. In the said notification, in paragraph 1 - for the opening paragraph, the following shall be substituted, namely: –
“(a). Every liquid chilling packages (chillers) of all types and sizes of the vapour compression type covered under
the scope of IS 16590 with all amendments used for space cooling with rated voltage up to and including 250 V, 50
Hz AC, for single phase and up to and including 415V, 50Hz AC for three phase power supply being manufactured
or imported in India shall display particulars on labels in accordance with the provisions of the said Act or the
regulations made thereunder, shall,-”.
(b) in clause (a), for the figures ‘16950’, the figures ‘16590’ shall be substituted.
(c) for clause (c), the following shall be substituted, namely:-
“(c) Meet the prequalification criteria wherein every model shall achieve Indian Seasonal Energy Efficiency
Ratio as provided in paragraph 3 of these regulations”.
2. In paragraph 2, sub-paragraph (1), clause(d) shall be omitted.
3. (a) In paragraph 4, sub- paragraph (4), for the figures “16950”, the figures ‘16590’ shall be substituted.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(b) In sub-paragraph (5), for clause (1), the following shall be substituted, namely:-
“(1) The tolerances for Cooling Capacity (full load and part load) and Indian Seasonal Energy Efficiency Ratio shall
be as per IS 16590 with all amendments”.
(c ) for clause (2), for the figures ‘16950’, the figures ‘16590’ shall be substituted.
4. for paragraph 3,- the following shall be substituted, namely:-
“(1) To become eligible for star rating, every chiller shall meet the Indian Seasonal Energy Efficiency Ratio as
provided in Table 3 and Table 4, as amended from time to time, for water cooled and air-cooled condenser
chiller category respectively.”
(2) The label to be affixed on each chiller shall display a maximum of five stars with an interval of one
star, and the chiller shall be rated for its performance from star one to star five based on Indian seasonal energy
efficiency ratio value.
(3) The chillers having water cooled or air-cooled condenser shall meet the requirement of Indian
Seasonal Energy Efficiency Ratio as per the Tables 3,3.1, 4, and 4.1 with all amendments, as applicable. The
star level chosen for the models shall be based on minimum limits of their Indian Seasonal Energy Efficiency
Ratio of each star level as shown in tables below:

(4) The permission for display of particulars on chillers for 1 Star specified in Table 3.1 and Table 4.1
shall not be granted from the 1st July, 2026 with a view to upgrade the minimum energy performance level of
chillers”

ह,ै जिनका रेटेड िोल्टेि 250 िोल्ट, 50 हटाि एसी तक ह,ै लसगं ल फेज़ के जलए और 415 िोल्ट, 50 हटाि एसी तक थ्री फेज़
पािर सप्लाई के जलए और यह जनिेि िेती ह ैदक भारत में जबक्री के जलए बनाए या आयात दकए िा रह ेऐसे दकसी भी जचलर
पर उक्त अजधजनयम या उसके अधीन बनाए गए जनयमों के अनुसार लेबल पर सूचना प्रिर्िता की िाएगी।

NOTIFICATION

S.O. 5969(E).––In exercise of the powers conferred by clause (b) and clause (d) of section 14 of the Energy
Conservation Act, 2001 (52 of 2001) and in supersession of the notification of the Government of India in the Ministry
of Power, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number S.O. 4089(E),
dated the 18th September, 2023, except as respects things done or omitted to be done before such supersession, the
Central Government in consultation with the Bureau of Energy Efficiency, hereby specifies the Chillers of vapour
compression type being used for space cooling with rated voltage up to and including 250 V, 50 Hz AC, for single phase
and up to and including 415V, 50Hz AC for three phase power supply and direct that any such chillers being
manufactured or imported for sale in India shall display particulars on labels in accordance with the provisions of the
said Act or the regulations made thereunder.
