## Policy Analysis Report: Static and Mobile Pressure Vessels Unfired Amendment Rules, 2025 **1. Executive Summary:** This report analyzes the Static and Mobile Pressure Vessels Unfired Amendment Rules, 2025, as published in the Gazette of India. This amendment primarily focuses on updating the Static and Mobile Pressure Vessels Unfired Rules, 2016, particularly regarding standards and requirements for pressure vessels used for the storage and transport of hydrogen. The key changes involve incorporating new international standards (ISO and API) for hydrogen permeation, embrittlement resistance, valve specifications for cryogenic pressure vessels, and fitness-for-service assessments. These amendments aim to ensure the safe handling and transport of hydrogen within India. **2. Introduction:** This report provides a comprehensive analysis of the Static and Mobile Pressure Vessels Unfired Amendment Rules, 2025, based solely on the provided text of the official notification. The purpose is to inform stakeholders, particularly those in the relevant industry, about the changes introduced and their potential implications. **3. Policy Overview:** * This document amends the Static and Mobile Pressure Vessels Unfired Rules, 2016. * The core objective of these amendments is to enhance the safety and regulatory framework for static and mobile pressure vessels, specifically those used for hydrogen storage and transport. **4. Background and Rationale:** The amendment appears to be driven by the increasing use of hydrogen as an energy source and the need for updated safety standards to address the specific challenges associated with its storage and transport in pressure vessels. The inclusion of specific ISO and API standards suggests a move to align Indian regulations with international best practices for hydrogen handling, addressing concerns related to hydrogen embrittlement, permeation, and overall vessel integrity. The amendment likely arises from a need to refine the 2016 rules to account for hydrogen-specific safety considerations not fully addressed in the original policy. **5. Key Provisions / Changes:** The following changes are introduced to the Static and Mobile Pressure Vessels Unfired Rules, 2016: * **Rule 13 (Sub-rule 1):** The amendment inserts specific ASME standards. More importantly, it mandates that pressure vessels for hydrogen storage and transport must conform to standards accepted by the Chief Controller. It then lists the following ISO standards to be followed: * ISO 17081: Method of measurement of hydrogen permeation and determination of hydrogen uptake. * ISO 10587: Test for residual embrittlement in metallic-coated and uncoated articles. * ISO 16573: Measurement method for the evaluation of hydrogen embrittlement resistance of high-strength steels. * ISO 15330: Preloading test for the detection of hydrogen embrittlement. * *Effect:* This change introduces explicit requirements for hydrogen-specific material testing and design considerations, ensuring that pressure vessels used for hydrogen are built to withstand the specific challenges posed by the gas. * **Rule 18 (After Sub-rule 5):** Inserts sub-rule 6 mandating that the valves for cryogenic pressure vessels of hydrogen shall conform to the provisions of ISO 21011 or any code accepted by Chief Controller. * *Effect:* This amendment addresses valve safety standards for cryogenic hydrogen vessels, likely to minimize leaks and failures. * **Rule 19 (After Sub-rule 6):** A proviso is added, stating that fitness-for-service assessments for pressure vessels used for hydrogen service shall be carried out as per API 579 Assessment Standards, along with the standards in rule 13 or any other standard accepted by the Chief Controller. * *Effect:* Introduces a standardized fitness-for-service assessment (API 579) specifically for hydrogen vessels. This aims to ensure the continued safe operation of these vessels throughout their lifecycle. * **Rule 38 (After Sub-rule 3):** Inserts sub-rule 4 mandating that the pressure vessel for transport of cryogenic hydrogen shall also conform to the relevant provisions of ISO 2281 or ISO 71 or any other code as accepted by the Chief Controller. * *Effect:* This amendment establishes safety benchmarks for cryogenic hydrogen transport vessels, which might enhance safety and facilitate regulatory oversight. **5. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * Manufacturers of static and mobile pressure vessels. * Companies involved in the storage and transport of hydrogen. * Inspection agencies responsible for certifying pressure vessels. * The Chief Controller (likely of Explosives), who has the authority to accept alternative standards. **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies:** The Department for Promotion of Industry and Internal Trade (Ministry of Commerce and Industry) is responsible for these amendments. The Chief Controller has a key role in accepting standards. * **Timelines or procedures:** The rules come into force on the date of their final publication in the Official Gazette (June 27, 2025). Implementation requires manufacturers and operators to comply with the new standards during the design, fabrication, inspection, and operation of pressure vessels for hydrogen service. * **Changes:** The onus lies on manufacturers to ensure that their vessels conform to the specified (or Chief Controller-accepted) ISO and API standards. Existing vessels will require fitness-for-service assessments according to API 579. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of these specific changes are: * Enhanced safety in the storage and transport of hydrogen, reducing the risk of accidents related to embrittlement, permeation, or valve failures. * Adoption of international best practices in hydrogen handling. * Clearer and more specific regulatory guidelines for manufacturers and operators, leading to greater consistency and compliance. * Improved integrity and reliability of pressure vessels used for hydrogen service. **9. Conclusion:** The Static and Mobile Pressure Vessels Unfired Amendment Rules, 2025, represent a significant update to the existing regulatory framework, specifically addressing the challenges associated with hydrogen storage and transport. By incorporating international standards and introducing specific requirements for material testing, design, and fitness-for-service assessments, these amendments are likely to enhance safety and promote best practices within the industry. This legislation is of crucial importance for all stakeholders involved in the hydrogen economy, as it sets the foundation for a safer and more reliable infrastructure for this emerging energy source.
