Executive Summary & Key Takeaways

What it means

  • The gazette notification outlines the revised policy conditions for halal certification of meat and meat products intended for export.
  • It mandates that meat and meat products can only be exported as 'Halal certified' if they are produced, processed, and/or packaged in a facility with valid certification under the India Conformity Assessment Scheme (i-CAS) - Halal, issued by a certification body duly accredited by the National Accreditation Board for Certification Bodies (NABCB).

Key Changes

  • Halal certification is now mandatory for meat and meat products exports, requiring certification from bodies accredited by NABCB under the i-CAS Halal scheme.
  • The notification covers specific HS codes for meat of bovine animals (fresh and frozen), sheep or goats (fresh, chilled or frozen), edible offal, poultry, and processed meat products.
  • For countries with Halal regulations, exporters must meet the importing country's requirements and hold valid certificates issued by Halal certification bodies approved under the importing country's national Halal system. Initially, i-CAS Halal certification is voluntary in these cases.
  • Existing Halal Certification Bodies have six months from April 6, 2023, to seek accreditation from NABCB for i-CAS Halal.
  • Existing export units, including those registered with APEDA, have six months from April 6, 2023, to register on the dedicated online portal for meat exports developed by APEDA.
