Ms. No. 224, Home (Prison-I), 27th March 2018, ðƒ°Q 13, «ýM÷‹H, F¼õœÀõ˜ ݇´-2049.] No. SRO B-34/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Jail Service (Section 20 in Volume II of the Tamil Nadu Services Manual, 2016). 2. The Amendment hereby made shall come into force with effect from 29-9-2003. AMENDMENTS In the said Special Rules, under the heading "BRANCH-I: GENERAL" , (1) in rule 1, for the entries under "Class II .", The following entries shall be substituted, namely :- "Category 1 : Superintendent of Prisons, Special Prison for Women. Category 2 : Additional Superintendent of Prisons, Special Prison for women. Category 3 : Jailor, Special Prison for Women." ; (2) in rule 2 ,- (i) in sub-rule (a), in the Table, under Class II, for the entries in columns (1) and (2), the following entries shall be substituted, namely :-Apr. 18, 2018] TAMIL NADU GOVERNMENT GAZETTE 51 (1) (2) "Category 1: Superintendent of Prisons, Promotion from Category 2 in Class II Special Prison for Women Category 2: Additional Superintendent of Prisons, Promotion from Category 3 in Class II Special Prison for Women Category 3: Jailor, Special Prison for Women (i) Direct Recruitment; and (ii) Recruitment by transfer from among the holders of the post of Deputy Jailor (Women) in Class II, Branch I of the Tamil Nadu Jail Subordinate Service: Provided that vacancies in this Category shall be fi lled up by direct recruitment and by recruitment by transfer in the ratio of 1 : 2." ; (ii) for sub-rule (b), the following sub-rule shall be substituted, namely:- "(b) Reservation of appointments:- The Provisions relating to reservation in appointments, contained in Section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply to appointments to the posts by direct recruitment."; (3) in rule 5, in the Table ,- (a) under Class I,- (i) in column (3), against the entry "Category 5 Jailors in Central Prison including Deputy Superintendent in Borstal School" in column (1) and the entry "Direct Recruitment in column (2),- (i) for clause (i), the following clause shall be substituted, namely:- (i) "Any Degree awarded by any University recognized by the University Grants Commission: Provided that other things being equal, preference shall be given to persons possessing Master's degree in Criminology and Criminal Justice Administration and next preference shall be given to persons possessing Master's degree in Social Work".; (ii) in clause (ii), for sub-clause (a), the following sub-clause shall be substituted, namely:- "(a) Every candidate must have a minimum height of 165 centimeters and minimum chest measurement of 81 centimeters on full expiration with an expansion of not less than 5 centimeters on full inspiration: Provided that candidates belonging to Scheduled Caste or Schedule Tribe must have a minimum height of 160 centimeters and a chest measurement of 79 centimeters on full expiration with an expansion of not less than 5 centimeters on full inspiration."; (iii) for clause (iii), the following clause shall be substituted, namely :- "(iii) Must not have completed the age of 30 years on the 1 st day of July of the year in which the vacancy is notifi ed."; (b) under Class II, for the entries in columns (1), (2) and (3), the following entries shall, respectively, be substituted, namely :-52 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b) (1) (2) (3) "Category 1: Superintendent of Promotion Must have put in service in the category Prisons, Special of Additional Superintendent of Prisons, Prison for Women Special Prison for Women, for a period of one year; Category 2: Additional Promotion Must be an approved probationer in Superintendent of the category of Jailor, Special Prison Prisons, Special for Women. Prison for Women Category 3: Jailor, (a) Direct Recruitment (i) Any degree awarded by any Special Prison for University recognised by the Women University Grants Commission: Provided that other things being equal, preference shall be given to the candidates possessing a Master's degree in Criminology and Criminal Justice Administration and next preference shall be given to the candidates possessing Master's degree in Social Work. (ii) (a) Every candidate must have a minimum height of 155 centimetres: Provided that the candidates belonging to Scheduled Caste or Scheduled Tribe must have a minimum height of 150 centimetres. b) Must satisfy the Medical Board in Tamil Nadu as to the physical fi tness and the capacity for active outdoor work. (c) Must be certifi ed by the Superintendent of Government Ophthalmic Hospital, Chennai that the vision comes upto the requirements prescribed as follows: Standard I Right eye Left eye Distance Vision V-6/6 V-6/6 Without Glasses. Educational Qualification prescribed in Schedule III to the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016). (ii) Must have a minimum height of 155 centimetres : Provided that candidates belonging to Scheduled Castes or Scheduled Tribes must. have a minimum height of 150 centimetres: Provided further that, the candidates who have been recruited prior to the year 2002 to the Tamil Nadu Jail Subordinate Service must have a minimum height of 145 centimetres. (iii) Must have served as Deputy Jailor (Women) in the Tamil Nadu Jail Subordinate Service for a period of not less than one year." ; (4) in rule 8, in the Table,- (i) in column (1), for the expression "Class II - Category 2 Deputy Superintendent of Prisons, Special Prison for Women.", the expression "Category 3 - Jailor, Special prison for women." shall be substituted; (ii) in column (2), for the expressions "District Offi ce Manual" and "District Offi ce Manual Test." , wherever they occur, the expression "Tamil Nadu Government Offi ce Manual Test" shall be substituted; (5) in rule 10, after the expression "Posting and transfer of all members in Class I", the expression "Class-II" shall be inserted; and (6) in rule 11, for the expression "in Category 2 of Class-II", the expression "in Category 3 of Class-II" shall be substituted. Ms. No. 35, Personnel and Administrative Reforms (B), 22nd March 2018, ðƒ°Q 8, «ýM÷‹H, F¼õœÀõ˜ ݇´-2049.] No. SRO B-35/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Ministerial Service (Section 22 in Volume - III of the Tamil Nadu Services Manual, 2016). 2. (i) Amendment (1) hereby made shall be deemed to have come into force on the 8th November, 1990. (ii) Amendments (2),(3) and (4) hereby made shall be deemed to have come into force on the 26th July, 2017. AMENDMENTS In the said Rules,- 1. (i) for the expression "Department of Correctional Administration" wherever they occur, the expression, "Department of Social Defence" shall be substituted; (ii) for the expression "Director of Correctional Administration" wherever they occur, the expression "Director of Social Defence" shall be substituted; 2. in rule 2, under category 12, after the entry "Assistant in the Public Works Department (Non-Technical) (One out' of every two substantive vacancies)", the following entry shall be added, namely:-54 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b) "Assistant in the Department of Social Defence (Non-Technical) (One out of every two substantive vacancies)"; 3. in rule 38, in sub-rule (b),under clause (ii), after item NO.28, the following item shall be added, namely:- "29. Annexure IXZB Department of Social Defence"; 4. after Annexure IXZA, the following Annexure shall be inserted, namely:- "ANNEXURE-IX-ZB [Referred to in rule 38(b) (ii)] Appointment, Training and Conditions of Service 'of Directly recruited Assistants (Non-Technical) in the Department of Social Defence:- 1. Appointment to the service may be made in the category of Assistant (Non-technical) in the Department of Social Defence by direct recruitment for employment in the State. 2. The number of vacancies in the .State fi lled up under rule 1 shall not exceed in any year fi fty percent of the substantive vacancies arising in the post of Assistant in the State in that year. 3. The Director of Social Defence shall be the appointing authority. 4. The rule of Reservation of Appointments [Section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016)] shall apply to such appointments, in the State. 5. No person shall be eligible for appointment as Assistant by direct recruitment, if he has completed or will complete the age of 30 years on the fi rst day of July of the year in which the vacancy is notifi ed. 6. No person shall be eligible for appointment as Assistant by direct recruitment unless he possesses a degree from any University recognized by the University Grants Commission. 7. Every person appointed as Assistant by direct recruitment shall be on probation for a total period of two years on duty with in a continuous period of three years. 8. Every person appointed as Assistant by direct recruitment shall, within the period of probation,- (a) complete the Foundational Training for a period of two months at the Civil Services Training Institute, Bhavanisagar; and (b) pass the following tests, namely :- (i) Account Test for Subordinate Offi cers, Part I; (ii) The Tamil Nadu Government Offi ce Manual Test; (iii) The Jail Test-Part I (inclusive of 3 papers). 9. The inter-se-seniority between the directly recruited Assistants and the Assistants appointed by promotion shall be as per the provisions laid down in sub-section (2) of Section 40 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act, 14 of 2016). 10. Consistent with his seniority, a directly recruited Assistant shall be eligible for promotion to any selection category post, provided he has successfully completed his probation and has also passed the prescribed tests. 11. For every such person, so appointed, there shall be reserved a substantive vacancy arising in the permanent cadre of the category of Assistant in the Department of Social Defence. His appointment to a substantive vacancy shall not however, confer on him any preferential claim to promotion. 12. The directly recruited Assistant shall be allowed to draw the minimum of the time scale of pay applicable to the post of Assistant. The training period shall be allowed to count for increment and for probation. 13. Every person appointed as Assistant by direct recruitment shall execute an agreement in proper Form with two sureties binding himself,- (i) to serve in the Department of Social Defence for a period of not less than fi ve years; and (ii) in case, he fails to serve as aforesaid, to refund to the State Government, the total amount drawn by him as pay and allowances during the period of training."
