सा.का.जि. 488(अ).— केंद्रीय सरकार, आर्श्यक र्स्ट्तु अजधजियम, 1955 (1955 का 10) की धारा 3 द्वारा प्रदत्त
िजक्तयों का प्रयोग करते हुए, लजययत सार्विजिक जर्तरण प्रणाली (जियंत्रण) आदेि, 2015 में और संिोधि करि े के जलए
जिम्नजलजखत आदिे बिाती ह,ै अर्ावत:् -
1. सजं िप्त िीर्कव और प्रारंभ.- (1) इस आदेि का संजिप्त िाम लजययत सार्विजिक जर्तरण प्रणाली (जियंत्रण) संिोधि
आदेि, 2025 ह।ै
(2) यह रािपत्र में उसके प्रकािि की तारीख को प्रर्ृत्त होगा।
2. लजययत सार्विजिक जर्तरण प्रणाली (जियंत्रण) आदेि, 2015 (जिसे इसमें इसके पश्चात उक्त आदेि कहा गया ह)ै के खडं
3 म ें उप-खंड 13 के स्ट्र्ाि पर जिम्नजलजखत उपखंड रख ेिाएंग,े अर्ावत:-
“(13) राज्य सरकार अपात्र पररर्ारों का लोप करिे या पात्र पररर्ारों को िाजमल करिे के प्रयोिि से पात्र पररर्ारों
की सूची का जियजमत पुिर्र्लव ोकि करेगी और प्रत् येक पााँच र्र् व में इिकी अजिर्ायव रूप स े ई-केर्ाईसी करेगी।

(13क) कोई भी सदस्ट्य अठारह र्र्व की आय ु पूरा होिे तक, पृर्क रािि काडव रखि े के जलए पात्र िहीं होगा।
(13ख) पााँच र्र् व से कम आयु के बच्चों के जलए आधार संख्या दिव की िाएगी, यदद उपलब्ध हो और पााँच र्र् व की
आयु होि े के एक र्र् व के भीतर बच्चों के जलए ई-केर्ाईसी दकया िाएगा।”।
3. उक्त आदेि के,खंड 4 म,ें उप-खंड (21) के पश्चात्, जिम्नजलजखत उप-खडं अतं :स्ट्र्ाजपत दकए िाएंगे, अर्ावत:-
“(22) राज्य सरकार उि फायदाग्राजहयों के रािि काडव अस्ट्र्ायी रूप से जियोग्य कर दगे ी, जिन्होंिे जपछल ेछह मास
में अपिी पात्रता का प्रयोग िहीं दकया ह,ै तत्पश्चात, राज्य सरकार रािि काडव का पुिमल्ूव यांकि करिे, पात्रता
अर्धाररत करि े और समजु चत कारवर्ाई करि े के जलए अगले तीि मास के भीतर िेत्र सत्यापि करके ई-केर्ाईसी
करर्ाएगी।
(23) राज्य सरकार उि फायदाग्राजहयों को अस्ट्र्ायी रूप स े जियोग्य कर दगे ी, जििकी पहचाि राज्य के अन्द रया
बाहर डुप्लीकेट के रूप में की गई ह ै और ऐसे जियोग्य रािि काडों को आर्श्यक दस्ट्तार्ेि और ई-केर्ाईसी प्रदाि
करिे के द्वारा उिकी पात्रता को पुि: जर्जधमान्य करिे या साजबत करिे के जलए तीि मास का समय ददया िाएगा।
(24) राज्य सरकार रािि काड व िारी करिे के जलए प्रर्म-आर्क प्रर्म-िार्क पद्धजत का उपयोग करेगी और राज्य
र्ेब-पोटवल सजहत सार्विजिक डोमेि म ें एक पारदिी प्रतीिा सूची उपदर्िवत करेगी, जिसस े उपयोगकताव र्ास्ट्तजर्क
समय में अपिे आर्ेदि की प्राजस्ट्र्जत का पता कर सकेंगे।
परंतु दक राज्य सरकार जर्िेर् पररजस्ट्र्जतयों म ें अजभजलजखत न्यायोजचत्य के सार् समाि के पात्र कमिोर और
िरूरतमंद र्गों को प्रार्जमकता दे सकती ह।ै “।

ORDER
New Delhi, the 22nd July, 2025
G.S.R. 488(E).— In exercise of the powers conferred by section 3 of the Essential Commodities Act, 1955 (10
of 1955), the Central Government hereby makes the following Order further to amend the Targeted Public Distribution
System (Control) Order, 2015, namely:-
1. Short title and commencement.- (1) This Order may be called the Targeted Public Distribution System (Control)
Amendment Order, 2025.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Targeted Public Distribution System (Control) Order, 2015 (hereinafter referred to as the said Order), in
clause 3, for sub-clause (13), the following sub-clauses shall be substituted, namely :-
“(13) The State Government shall regularly review the list of the eligible households for the purpose of deletion
of ineligible households or inclusion of eligible households, and perform mandatory e-KYC every five years.
(13a) No member shall be eligible to hold a separate ration card before the completion of eighteen years of

(13b) Aadhaar number shall be captured for children below five years of age, if available and e-KYC shall be
performed for children within one year after turning five years.”.
3. In the said Order, in clause 4, after sub-clause (21), the following sub-clauses shall be inserted, namely:-
“(22) The State Government shall temporarily disable ration cards of beneficiaries who haven't used their
entitlements in the last six months, thereafter, the State Government shall conduct e-KYC by conducting field
verification within the next three months to re-evaluate the ration card, determine eligibility, and take
appropriate action.
(23) The State Government shall temporarily disable beneficiaries who have been identified as duplicates
within or outside the State and such disabled ration cards will be given a window of three months to revalidate
or prove their eligibility by providing necessary documents and e-KYC.
(24) The State Government shall use the First-In First-Out method for issuance of ration card and display a
transparent waiting list in the public domain, including on the state web-portal, allowing users to track their
application status in real-time :
Provided that the State Government may prioritise eligible vulnerable and needy sections of the society in
special circumstances with recorded justification.”.
