5. समूह क(cid:27) बैठक ऐसी बारंबारता पर होगी जैसा यह िनण(cid:31)य करेगा । अ4 य(cid:7), अिखल भारतीय 9 तर पर अथवा (cid:7)े(cid:16)ीय
आधार पर जसै ा भी वे उिचत समझ,(cid:18) परामश(cid:31) आयोिजत कर(cid:18)गे ।

New Delhi, the 14th October , 2017
F. No. RT-25028/01/2016-RS.—A Group of Transport Ministers (GoM) of the States and Union
Territories is hereby constituted to examine the best practices in Road Safety and Road Transport sector and
to suggest actionable points for implementation. The Group will be headed by Shri Yoonus Khan, Hon’ble
Minister for Public Works Department and Transport, Government of Rajasthan. The Hon’ble Minister of
Transport of all the States / UTs will be member of the Group.
2. The Chairman, Group of Ministers, may co-opt subject experts to assist the GoM. The GoM may
also hold discussion with the stakeholders in the road transport sector on all relevant issues.
3. Joint Secretary (Transport), Ministry of Road Transport & Highways will assist the GoM. The GoM
will also be assisted by the Principal Secretary / Secretary, Department of Transport or Transport
Commissioner of respective States.
4. The terms of reference of the Group of Ministers shall be as under:
(i) To assist the National Road Safety Council in performance of the functions assigned to it;
(ii) To advise the Hon’ble Union Minister for Road Transport, Highways and Shipping on:
a) Frame a National Road Safety Code with the objective to reduce fatalities and road accidents

b) Harmonisation of motor vehicles taxes across different states;
c) Strategies for incorporating technology for assessment for driving licenses;
d) Facilitation of inter-state transfer of personal vehicles, NOC for driving licenses;
e) Policy changes and implementation strategies for strengthening the State Road Transport
Undertakings;
f) Improving public transport and shared mobility services in the States to enhance customer
experience and to enabling shift from personal transport to public transport;
g) Strategies for improving the inter – state passenger and goods transport, harmonisation of
permit conditions and permit fees across the states;
h) Strategies for promoting environment friendly transport systems;
i) Improving road accident victims’ assistance infrastructure;
j) Strategies for road safety advocacy programmes;
k) Any other matter that the Ministry of Road Transport & Highways may request the GoM to
examine and consider.
5. The Group should meet at such frequency as it may decide. The Chairman may hold
consultations on All India basis or on regional basis, as he may deem fit.
6. The GoM will submit its first set of recommendations to the Hon’ble Union Minister for Road
Transport, Highways by 31.12.2017.
