The CAQM (Appointment, Salary, Allowances and other Terms and Conditions of Service of Chairperson, Full time Members and Member Secretary) Rules, 2021
This notification, G.S.R. 759(E), issued by the Ministry of Environment, Forest and Climate Change on October 25, 2021, amends the Commission for Air Quality Management in National Capital Region and Adjoining Areas Appointment, Salary, Allowances and other Terms and Conditions of Service of Chairperson, Fulltime Members and Member Secretary Rules, 2021. These amendments, effective from the date of publication in the Official Gazette, stipulate that the Commission will no longer purchase passenger vehicles for official purposes. Instead, vehicle requirements will be met through hiring. The Chairperson and full-time members will be entitled to vehicle facilities as per the provisions for Central Government officers of equivalent grade in pay level 17 and pay level 15 respectively. The original rules were published under notification number G.S.R. 593(E), dated August 27, 2021. Authority for this amendment is derived from clause (c) of subsection (2) of section 25, read with section 8 of the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021 (29 of 2021). का प्रयोग करत े हुए, राष्ट्रीय रािधानी क्षेत्र और जनकटवती क्षेत्रों म ें वायु गुणवत्ता प्रबंधन आयोग (अध्यक्ष, पूणाकाजलक
सदस्ट्यों और सदस्ट्य-सजचव की जनयुजि, वेतन, भत्ते और सेवा की अन्य जनबंधन और ित)ें जनयम, 2021 का और संिोधन
करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथाात ् :--
1. (1) इन जनयमों का संजक्षप् त नाम राष्ट्रीय रािधानी क्षेत्र और जनकटवती क्षेत्रों में वायु गुणवत्ता प्रबंधन आयोग
(अध्यक्ष, पूणाकाजलक सदस्ट्यों और सदस्ट्य-सजचव की जनयुजि, वेतन, भत्ते और सेवा की अन्य जनबंधन और ित)ें संिोधन
जनयम, 2021 ह ै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंग े।
2. राष्ट्रीय रािधानी क्षेत्र और जनकटवती क्षेत्रों म ें वायु गुणवत्ता प्रबंधन आयोग (अध्यक्ष, पूणाकाजलक सदस्ट्यों और
सदस्ट्य-सजचव की जनयुजि, वेतन, भत्ते और सेवा की अन्य जनबधं न और ित)ें जनयम, 2021 म,ें जनयम 13 के उपजनयम (2)
के स्ट्थान पर, जनम्नजलजखत उपजनयम रखा िाएगा, अथाात ् :--
“(2) आयोग, िासकीय प्रयोिन के जलए दकसी यात्री यान का क्रय नहीं करेगा तथा यानों की आवश्यकता उन्ह ें
दकराए पर लेकर पूरी की िाएगी और आयोग के अध्यक्ष तथा पूणाकाजलक सदस्ट्य, क्रमि: वेतन स्ट्तर-17 और वेतन स्ट्तर-15

की समतुल्य श्रेणी के केंद्रीय सरकार के अजधकाररयों के जलए वतामान उपबंधों के अनुसार यान सुजवधा के जलए हकदार

NOTIFICATION
New Delhi, the 25th October, 2021
G.S.R. 759(E).—In exercise of the powers conferred by clause (c) of sub-section (2) of section 25,
read with section 8 of the Commission for Air Quality Management in National Capital Region and
Adjoining Areas Act, 2021 (29 of 2021) the Central Government hereby makes following rules further to
amend the Commission for Air Quality Management in National Capital Region and Adjoining Areas
(Appointment, Salary, Allowances and other Terms and Conditions of Service of Chairperson, Full-time
Members and Member-Secretary) Rules, 2021, namely:—
1. (1) These rules may be called the Commission for Air Quality Management in National Capital
Region and Adjoining Areas (Appointment, Salary, Allowances and other Terms and Conditions of Service
of Chairperson, Full-time Members and Member-Secretary) Amendment Rules, 2021.
(2) These rules shall come into force on the date of their publication in the Official Gazette.
2. In the Commission for Air Quality Management in National Capital Region and Adjoining Areas
(Appointment, Salary, Allowances and other Terms and Conditions of Service of Chairperson, Full-time
Members and Member-Secretary) Rules, 2021, for sub-rule (2) of rule 13, the following rule shall be
substituted, namely:—
“(2) The Commission shall not purchase any passenger vehicle for official purpose and the
requirement of vehicles shall be met by hiring and the Chairperson and full-time Members of the
Commission shall be entitled for vehicle facility as per the extant provisions for the officers of
Central Government of equivalent grade in pay level-17 and pay level-15 respectively.”.
