2. यह योजना चमड़ा और फुटजवयर क्षेत्र की अवसंरचना के जवकास को बढावा देने, चमड़ा और फुटजवयर क्षेत्र स े
संबंजधत पयाधवरण संबंधी समस्ट्याओं के समाधान करने, अजतररक्त जनवेि को सुजवधाजनक बनाने, रोजगार सृजन और
उत्पादन में वृजि के जलए ह।ै
3. आईएफएलडीपी के तहत जनम्नजलजखत उप-योजनाएं लागू की जाएंगी:-
(i) सतत प्रोद्योजगकी और पयाधवरणीय संवधधन (एसटीईपी)
(ii) चमड़ा क्षेत्र का एकीकृत जवकास (आईडीएलएस)
(iii) संस्ट्थागत सुजवधाओं की स्ट्थापना
(iv) मेगा चमड़ा, फुटजवयर और सहायक सामग्री क्लस्ट्टर जवकास (एमएलएफएसीडी)
(v) चमड़ा और फुटजवयर क्षेत्र म ेंभारतीय ब्ांडों का ब्ांड संवधधन
(vi) जडजाइन स्ट्टूजडयो का जवकास

4. उपयुक्त छ: उप-योजनाओं के ददिा-जनदेि जवभाग की वेबसाइट अथाधत http://dpiit.nic.in/ पर उपलब्ध ह।ैं
5. आईएफएलडीपी के अंतगधत उप- योजनाओं का प्रभावी कायाधन्वयन सुजनजित करने के जलए, एक अजधकार-प्राप्त
सजमजत, एक संचालन सजमजत और एक सलाहकार सजमजत गरित करने का जनणधय जलया गया ह।ै
6. अजधकार प्राप्त सजमजत के जवचाराथध जवषय जनम्न ानुसार होंग:े-
(i) भारतीय फुटजवयर और चमड़ा जवकास कायधक्रम के कायाधन्वयन की जनगरानी।
(ii) भारतीय फुटजवयर और चमड़ा जवकास कायधक्रम के तहत जवजभन्न उप-योजनाओं के ददिाजनदेिों म ें
संिोधन का सझु ाव देना और चमड़ा क्षेत्र के जवकास के जलए वांजछत पररणाम प्राप्त करने के जलए
अपेजक्षत/अजनवायध जवजिष्ट उपायों का भी सुझाव देना।
(iii) चमड़ा और फुटजवयर उद्योग से संबंजधत अथवा उनसे जुड़े जवजभन्न मंत्रालयों/जवभागों द्वारा कायाधजन्वत की
जा रही योजनाओं के बारे म ें जानकारी का समन्वय एवं संकलन करना और चमड़ा क्षेत्र के समग्र जवकास के जलए
सभी संबंजधतों को उसका समन्वय /प्रचार करना।
(iv) संचालन सजमजत को प्रदत्त िजक्तयों के अलावा भारतीय फुटजवयर और चमड़ा जवकास कायधक्रम की उप-
योजनाओं के तहत प्रस्ट्तावों को मंजूरी देना।
(v) संबंजधत ददिाजनदेिों में यथा उजल्लजखत भारतीय फुटजवयर और चमड़ा जवकास कायधक्रम की सभी उप-
योजनाओं से संबंजधत जवजिष्ट मद्दु ों का अनुमोदन।
(vi) ऊपर जवजनर्ददष्ट नहीं दकए गए कोई अन्य मामले।
7. सजमजत अपनी स्ट्वय ं की प्रदक्रयाएं तैयार करेगी और एक या अजधक उप-सजमजतयों को जनयुक्त कर सकती ह ै या जैसा यह
समझती ह।ै यह समय-समय पर और आवश्यकता के अनुसार बैिक करेगी।
8. अजधकार प्राप्त सजमजत की संरचना जनम्न ानुसार होगी: -
(i) सजचव (डीपीआईआईटी) अध्यक्ष
(ii) जवत्तीय सलाहकार, उद्योग संवधधन और आतं ररक व्यापार जवभाग सदस्ट्य
(iii) अपर सजचव/संयुक्त सजचव (चमड़ा और फुटजवयर), उद्योग संवधधन सदस्ट्य-संयोजक
और आतं ररक व्यापार जवभाग
(iv) नीजत आयोग के प्रजतजनजध जो सलाहकार की रैंक से कम न हो सदस्ट्य
(v) पयाधवरण, वन और जलवायु पररवतधन मंत्रालय के प्रजतजनजध जो सदस्ट्य
संयुक्त सजचव की रैंक स ेकम न हो
(vi) जल िजक्त मंत्रालय, जल संसाधन, नदी जवकास और गगं ा संरक्षण सदस्ट्य
जवभाग के प्रजतजनजध जो संयुक्त सजचव की रैंक से कम न हो
(vii) वाजणज्य जवभाग के प्रजतजनजध जो संयुक्त सजचव की रैंक से कम न हो सदस्ट्य

9. संचालन सजमजत के जवचाराथध जवषय जनम्न ानुसार होंग:े-
(i) प्रभावी कायाधन्वयन सुजनजित करना, प्रदक्रयाएं जनधारध रत करना, आधुजनकीकरण कायधक्रम के जलए अपेजक्षत मानक
संयंत्र और मिीनरी के जलए जवजनयामक कीमतों का जनणधय करना, सरकार से जवत्तीय सहायता की स्ट्वीकृजत प्राप्त करना
और चमड़ा क्षेत्र का एकीकृत जवकास (आईडीएलएस) उप-योजना के तहत औद्योजगक इकाईयों के जलए सरकार के जवत्तीय
सहायता की जनगरानी तथा संजवतरण करना;
(ii) भारतीय फुटजवयर एवं चमड़ा जवकास कायधक्रम की उप-योजनाओं के तहत 15 करोड़ रुपए की लागत वाल े
प्रस्ट्तावों का अनुमोदन; और
(iii) भारतीय फुटजवयर एवं चमड़ा जवकास कायधक्रम के तहत जवभाग द्वारा स्ट्वीकृत की गई पररयोजनाओं के
कायाधन्वयन की जनगरानी करना।
(iv) संबंजधत ददिाजनदेिों में यथा उजल्लजखत आईएफएलडीपी की सभी उप-योजनाओं से संबंजधत जवजिष्ट मद्दु ों का
समाधान करना।
(v) अजधकार प्राप्त सजमजत द्वारा सौंपा गया कोई अन्य कायध।
10. सजमजत अपनी स्ट्वयं की प्रदक्रयाएं तैयार करेगी और एक या अजधक उप-सजमजतयों को जनयुक्त कर सकती ह ैया जैसा
यह समझती ह।ै यह समय-समय पर और आवश्यकता के अनुसार बैिक करेगी।

12. सलाहकार सजमजत के जवचाराथध जवषय जनम्न ानुसार होंगे:-
(i) भारतीय फुटजवयर और चमड़ा क्षेत्र स ेसंबंजधत मुद्दों पर उद्योग संबंधी दजृ ष्टकोण प्रदान करना।
(ii) भारतीय फुटजवयर और चमड़ा जवकास कायधक्रम के तहत अनुमोददत पररयोजनाओं के प्रभावी और समयबि कायाधन्वयन
की सुजवधा प्रदान करना।
(iii) संबंजधत ददिाजनदेिों म ें यथा उजल्लजखत आईएफएलडीपी की सभी उप-योजनाओं से सबं ंजधत उद्योग संबंधी जवजिष्ट
मुद्दों का समाधान करना।
(iv) अजधकार प्राप्त सजमजत और संचालन सजमजत द्वारा सौंपा गया कोई अन्य कायध।
13. सजमजत अपनी स्ट्वयं की प्रदक्रयाएं तैयार करेगी या जैसा यह समझती ह।ै यह समय-समय पर और आवश्यकता के

14. सलाहकार सजमजत की संरचना जनम्न ानुसार होगी:-
(i) अपर सजचव/संयुक्त सजचव (चमड़ा और फुटजवयर), उद्योग संवधधन और अध्यक्ष
आंतररक व्यापार जवभाग
(ii) जनदेिक/उप सजचव (जवत्त ववग), उद्योग संवधधन और आतं ररक व्यापार सदस्ट्य
जवभाग
(iii) वाजणज्य जवभाग द्वारा नाजमत सदस्ट्य
(iv) सूक्ष्म,लघ ुऔर मध्यम उद्यम मत्रं ालय द्वारा नाजमत सदस्ट्य
(v) अध्यक्ष, चमड़ा जनयाधत पररषद सदस्ट्य

No. P-27015/4/2020-Leather.—The Central Government has approved continuation of Central
Sector Scheme ‘Indian Footwear and Leather Development Programme (IFLDP)’ with an approved
expenditure of Rs.1700 crore till 31.03.2026 or till further review, whichever is earlier.
2. The scheme is to encourage development of infrastructure for the leather and footwear sector, address
environment concerns specific to the leather and footwear sector, facilitate additional investments,
employment generation and increase in production.
3. The following sub-schemes would be implemented under IFLDP :-
I. Sustainable Technology and Environmental Promotion (STEP)
II. Integrated Development of Leather Sector (IDLS)
III. Mega Leather, Footwear and Accessories Cluster Development (MLFACD)
IV. Establishment of Institutional Facilities
V. Brand Promotion of Indian Brands in Leather and Footwear Sector
VI. Development of Design Studios
4. The guidelines of above mentioned six sub-schemes are available on the website of the Department i.e.
http://dpiit.nic.in/.
5. In order to ensure effective implementation of the sub-schemes under IFLDP, it has been decided to
constitute an Empowered Committee, a Steering Committee and an Advisory Committee.
6. The Terms of Reference of the Empowered Committee will be as under:-
(i) Monitor the implementation of Indian Footwear and Leather Development Programme.
(ii) To suggest modifications in the guidelines of the various sub-schemes under Indian Footwear
and Leather Development Programme and also suggest specific measures required/essential to
achieve the desired output for the development of the leather sector.
(iii) To co-ordinate and collate information about schemes being implemented by various
Ministries/Department having connection or linkage to leather and footwear industry and

(iv) Approve proposals under the sub-schemes of Indian Footwear and Leather Development
Programme beyond the delegated powers of the Steering Committee.
(v) Approve specific issues concerning all sub-schemes of Indian Footwear and Leather
Development Programme as mentioned in the concerned guidelines.
(vi) To take up any other issue not specified above.
7. The Committee will devise its own procedures and may appoint one or more Sub-committees, as it may
consider. It will meet from time to time and as per requirement.
8. The composition of the Empowered Committee will be as under:-

9. The Terms of Reference of the Steering Committee will be as under:-
(i) Ensure effective implementation, lay down procedures, decide normative prices for standard plant
and machinery required for the modernization programme, accord sanction of financial assistance from
Government, and monitor and follow up disbursal of financial assistance from Government to the industrial
units under the sub-scheme Integrated Development of Leather Sector (IDLS);
(ii) Approval of proposals under the sub-schemes of Indian Footwear and Leather Development
Programme costing up to Rs. 15 crore; and
(iii) Monitor the implementation of the projects sanctioned by the Department under Indian Footwear
and Leather Development Programme.
(iv) Resolve specific issues concerning all sub-schemes of IFLDP as mentioned in the concerned
guidelines.
(v) Any other work assigned by the Empowered Committee.
10. The Committee will devise its own procedures and may appoint one or more Sub-committees, as it
may consider necessary. It will meet from time to time and as per requirement.
11. The composition of the Steering Committee will be as under:-
(i) Additional Secretary/Joint Secretary(Leather & Chairperson

12. The Terms of Reference of the Advisory Committee will be as under:-
(i) To provide industry perspective on issues concerning Indian Footwear and Leather sector.
(ii) To facilitate effective and time bound implementation of the approved projects under Indian Footwear
and Leather Development Programme.
(iii) To facilitate time bound resolution of industry specific issues concerning all sub-schemes of IFLDP as
mentioned in the concerned guidelines.
(iv) Any other work assigned by the Empowered and Steering Committees.
13. The committee will devise its own procedures, as it may consider necessary. It will meet from time to
time and as per requirement.
14. The composition of the Advisory Committee will be as under:-
