Executive Summary & Key Takeaways

Executive Summary: This notification from the Ministry of Power amends the previous notification S.O. 1034 E, dated March 9, 2018, regarding energy conservation. It modifies the star level determination for tubular fluorescent lamps based on rated luminous efficacy, updates lumen maintenance requirements, and alters reporting requirements. These changes are valid from July 1, 2018, to June 30, 2023. Key Points / Main Content: Star Level of Tubular Fluorescent Lamps: The star level will be determined based on lumens per Watt (lm/W) at 0100 hours of operation. This is valid from July 1, 2018, to June 30, 2023. The star level plan will be reviewed before the expiry of this period and every three years thereafter. Lumen Maintenance: Every tubular fluorescent lamp at 2000 hours of operation and 70% of declared life (including a 0100-hour ageing period) must maintain lumen output as specified in IS 2418 Part II. Reporting Requirements: Test reports at 0100 hours and 2000 hours of operation must be submitted with the application. A test report at 70% of declared life must be submitted within 12 months of approval, or the approval will be withdrawn. Annexure A Amendment: The lumens/Watt of tested samples at 70% of rated life must be reported as specified. Impact Analysis: Manufacturers of Tubular Fluorescent Lamps: Impact: Subject to revised star level determination criteria, lumen maintenance standards, and reporting requirements for product approval. Action Required: Adjust manufacturing processes to meet the updated standards, conduct necessary testing, and submit required reports within specified timeframes to maintain product approval. Bureau of Energy Efficiency: Impact: Responsible for implementing and overseeing the updated star rating and performance standards for tubular fluorescent lamps. Action Required: Incorporate the amended guidelines into their testing and certification processes and ensure compliance among manufacturers. Central Government: Impact: Oversees the energy conservation efforts and ensures that the updated standards are effectively implemented. Action Required: Monitor the implementation of the revised standards and assess their impact on energy efficiency and compliance.
