(cid:1)कसी राजमाग(cid:23) खडं का उपयोग करने के िलए तब तक हकदार नहZ होगा जब तक ऐसे यांि’क वाहन से लदा अितभार हटाया
नहZ जाता । ऐस े अिधक भार लद े यांि’क वाहन का चालक अथवा *व ामी अथवा +भारी <य िFत रा12 ीय राजमाग (cid:23) पर अिधक
भार लदे वाहन का +वेश करवाते समय पथकर संAहण एज0सी को िनयमावली के अतं गत(cid:23) यांि’क वाहनB क(cid:27) ऐसी Vेणी के

Shipping, Road Transport and Highways (Department of Road Transport & Highways), number S.O.1096(E),

Act, 1956 (48 of 1956), the Central Government has entrusted National Highway No. 89 in the State of
Rajasthan to the State Government of Rajasthan (hereinafter referred to as the “Authority”);
And whereas, the Authority has entered into an Agreement on 31.10.2012 (hereinafter referred to as
said “Agreement”) with M/s GVR AJMER - NAGAUR TOLLWAY PRIVATE LIMITED, having its
Registered Office at VBC Solitaire, 9th & 10th Floors, No. 47, 49 Bazullah Road, T. Nagar, Chennai–
600017, India, (hereinafter referred to as “Concessionaire”), for the bid submitted on 18.01.2012 for the

State of Rajasthan (hereinafter referred to as the “said section”) by Two-laning with Paved Shoulder through
Public Private Partnership on Design, Build, Finance, Operate and Transfer (DBFOT) basis;
Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act,
1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection)
Rules, 2008 and Amended upto the date of receipt of the bid (herein referred to as the “Rules”), the Central
Government, having regard to the expenditure involved in building, maintenance, management and operation
of the said section, interest on the capital invested, reasonable return, the volume of traffic and the period of
the Agreement entered into between the Authority and the Concessionaire, hereby notifies that there shall be
levied and collected fees on mechanical vehicles for the use of the said section at 60% of the rate specified in
column (2) of the Table 1 for net road section length of 115.00 Kms for use of the two lane sections
(hereinafter referred to as “base rate”) and at 90% of the rate specified in column (2) of the Table 1 on four
bypasses of total length 33.25 Kms on the Types of Vehicles specified in column (1) of the Table 1 below,
and authorizes the said Concessionaire to collect and retain the fees on and from the date of commercial
operation (COD) and on getting the completion certificate or the provisional certificate, as the case may be,
from the Authority or publication of this notification in the Official Gazette, whichever is later, till the
termination date as specified in the Agreement;

1. The fee levied and collected hereunder shall be due and payable at the following Toll Plazas for

3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial
purposes and resides within a distance of twenty kilometers from the toll plaza is Rs. 225.00 (Rupees
Two Hundred Twenty Five only) for the year 2014-15 and is subject to revision every year as per the
provisions of the National Highway fee (determination of Rates and collection) Rules, 2008.
4. For multiple journeys on the highway section, passes shall be issued at the following rates namely:

5. Fee for commercial vehicles (excluding vehicles plying under National Permit) registered in the
district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no
service road or alternative road is available for use of such commercial vehicles.
6. Mechanical vehicle which is loaded in excess of permissible load specified for its category under
the Rules, shall not be permitted to use the National Highway for crossing the toll plaza until the excess load
has been removed from such mechanical vehicle. The driver or owner or a person in-charge of such
overloaded mechanical vehicle shall be liable to pay fee for entering the overloaded vehicles on the National
Highway to the Toll Collecting Agency, equal to ten times of the fee applicable to such category of
mechanical vehicles under the Rules.
7. All definitions, category of mechanical vehicles, its permissible load, category of exempted
vehicles, service road, alternative road etc. shall be as per definitions specified in the said Rule.
8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the
said Rules.
9. Based on the base rate of fee per km for the base year 2007-08 as mentioned in Table-1, the
actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the
Authority on the basis of the completed portion of the length of the project Highway. The same shall be got
published by the Authority in at least one newspaper, each in English and vernacular language through the
concessionaire and thereafter revised annually in accordance with the rule 5 of the said rules and provision of
Concession Agreement and got published, provided that no revision shall be effected with in a period of six
months from the date of the preceding revision of fee.
