NOTIFICATION
New Delhi, the 28th, August, 2014
G.S.R. 622(E).—Whereas the draft rules were published further to amend the Ammonium Nitrate Rules, 2012,
as required by sub-section (1) of Section 18 of the Explosives Act, 1884 (4 of 1884 vide notification of the Government of
India in the Ministry of Commerce and Industry (Department of Industrial Policy and Promotion) number G.S.R. 422(E),
dated the 30th June, 2014 in the Gazette of India, Part II, Section 3 Sub-section (i), inviting objections and suggestions
from all persons likely to be affected thereby, before the expiry of a period of seven days from the date on which the
copies of the Gazette containing the said notification were made available to the public;
And, whereas, copies of the said Gazette were made available to the public on 30th day of June, 2014;
And, whereas, objections and suggestions received from the public on the said draft rules have been duly
considered by the Central Government;
Now, therefore, in exercise of the powers conferred by Section 5 and Section 7 of the Explosives Act, 1884 (4 of
1884), the Central Government hereby makes the following rules further to amend the Ammonium Nitrate Rules, 2012,
namely:—
1. (1) These rules may be called the Ammonium Nitrate (Amendment) Rules, 2014.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Ammonium Nitrate Rules, 2012, in rule 5, after the proviso, the following proviso shall be inserted,
namely:—
“Provided further that all the existing manufacturers, converters, users, transporters, stevedores, sellers,
possessors, importers and exporters shall comply with the provisions of sub-rule (1) and sub-rule (2) of rule
22 from the 1st day of November, 2014”.
