The Central Govt. hereby rescinds the notification number S.O.1175 (E) dated 29.12.2000 as the collection of user fee would not be viable as the annual revenue through user fee collection would be less than annual expenditure for collection of user fee after reducing the user fee to 40 percent as per G.S.R. 15 (E) dated 12.01.20011.
This notification, S.O. 1334(E), issued by the Ministry of Road Transport and Highways on May 19, 2015, rescinds notification S.O. 1175(E) dated December 29, 2000. The original notification authorized the collection of fees on mechanical vehicles for the use of the permanent bridge across the Savitri River at km 129+400 on the Panvel-Mahad-Panaji Road (NH-17/66) in Maharashtra. The rescission is based on Section 7 of the National Highways Act, 1956, and Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The reason for the rescission is that the annual revenue from user fee collection, after reducing the fee to 40% (per G.S.R. 15(E) dated January 12, 2001) and converting the structure's length to an equivalent highway length (per G.S.R. 26(E) dated January 16, 2014), would be less than the annual expenditure for fee collection, deeming it not viable. The file number for this notification is RW/NH-12037/42/2014-MH/P-6. The issuing authority is Joint Secretary, Alkesh Sharma.
