(क) जिसन े ऐसे व्यजि स े जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह,ै या जििाह की संजििा की ह;ै अथिा (ख) जिसन े अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि स े जििाह दकया ह,ै या जििाह की संजििा की ह;ै उि पि के जलए जनयुजि का पात्र नहीं होगा : परंत ु यदि केंरीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जििाह ऐसे व्यजि और जििाह के अन्द्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्द्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितिन से छूट िे सकेगी। 5. जिजथल करन े की िजि- िहां केंरीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह,ैं उन्द्ह ें लेखबद्ध करके तथा संघ लोक सेिा आयोग से परामि ि करके इन जनयमों के दकसी भी उपबंध को दकसी िगि या प्रिग िके व्यजियों की बाबत, आििे द्वारा जिजथल कर सकेगी। 6. व्यािृजत्त- इन जनयमों की कोई बात ऐसे आरक्षण, आय-ु सीमा में छूट और अन्द्य ठरयायतों पर प्रभाि नहीं डालेगी, जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्द्य जपछडा िगों, भूतपूि िसैजनकों और अन्द्य जििेष प्रिग िके व्यजियों के जलए उपबंध कराना अपेजक्षत ह।ै अनसु चू ी पि का नाम पिों की संख्या िगीकरण िेतन मैठरक्स में स्ट्तर चयन पि या सीधे भती सीधे भती दकए िान े अचयन पि दकए िाने िाले व्यजियों के जलए िाले अपेजक्षत िैजक्षक और व्यजियों के अन्द्य अहति ाए ं जलए आयु - (i) अजनिायि: दकसी मान्द्यता प्राप्त जिश्वजिद्यालय अथिा संस्ट्थान से जिजध स्नातक (ii) िांछनीय: जिजधक अथिा न्द्याजयक काय ि में िो िषों का अनुभि ठटप्पण 1.- प्रजतजनयुजि की अिजध, जिसके अंतगति केन्द्रीय सरकार के उसी या दकसी अन्द्य संगिन या जिभाग में इस जनयुजि से िीक पहल े धाठरत दकसी अन्द्य संिगि बाह्य पि पर प्रजतजनयुजि की अिजध ह,ै साधारणतया पांच िष ि से अजधक नहीं होगी। ठटप्पण 2.- प्रजतजनयुजि (जिसके अंतगति अल्पकाजलक संजििा भी ह)ै द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आिेिन प्राप्त करन े की अंजतम तारीख को छप्पन िषि से अ जधक नहीं होगी। [फा. स.ं 4/17/2022-आईआर-I] एस.डी. िमाि, संयुि सजचि MINISRTY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (Department of Personnel and Training) NOTIFICATION New Delhi, the 4th December, 2025 G.S.R. 884(E).— In exercise of the powers conferred by sub-section (1) read with clause (d) of sub-section (2) of section 27 of the Right to Information Act, 2005 (22 of 2005) and in supersession of the Central Information Commission: [Registrar] Recruitment Rules,a 2013, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Registrar in the Central Information Commission, namely:- 1. Short title and commencement. – (1) These rules may be called the Central Information Commission (Registrar) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. — The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. — No person, — (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. Note 2: The maximum age-limit for appointment by deputation (including short-term contract) shall n ot be exceeding fifty-six ye ars as on the closing date of receipt of applications.
