The Council of Architecture, constituted under the Architects Act, 1972 under Ministry of Human Resource
Development, Govt. of India, deems it a pleasure to present the Annual Report and Audited Statement of Accounts for
the financial year ending on 31.03.2016.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 13
Organisational Structure:
The President, Council of Architecture is head of the organization under whose overall charge the Council functions.
Statutory and Other Committees:
In order to carry out the objectives of the Act and Regulations framed thereunder, the Council constituted the statutory,
committees, namely, the Executive Committee, which functions as an Executive Authority of the Council, Disciplinary
Committee, which investigates the complaints and holds enquiries relating to professional misconduct of architects,
Advisory Committee (Appeals), which hears the appeals of the applicants whose applications for registration are
rejected. Apart from these several other committees are constituted from time to time for particular / special purposes
The Council constituted a Sub-Committee to examine the references received from Central Government for recognition
of Foreign qualifications.
The Executive Committee also constituted Scrutiny Committee to scrutinize the proposals / applications received from
new institutions for introduction B.Arch. Course and from existing institutions for extension of approval / additional
intake.
Meetings :
a. Council: During the period under report the Council had its two meetings, namely, 64th meeting on 27th August, 2015
and 65th meeting on 25th January, 2016.
b. Executive Committee: During the year 2015-2016, the Executive Committee had 13 meetings i.e. 143rd Meeting on
6th & 7th May, 2015, 144th Meeting on 14th and 15th May, 2015, 145th Meeting on 27th , 28th, 29th,30th and 31st May,
2015 146th Meeting on 6th, 7th and 8th June, 2015, 147th Meeting on 13th and 14th June, 2015, 148th Meeting on 23rd and
24th June, 2015, 149th Meeting on 13th and 14th July, 2015, 150th Meeting on 13th August, 2015, 151st Meeting 26th
August, 2016, 152nd Meeting 2nd November, 2015, 153rd Meeting on 15th January, 2015, 154th Meeting on 24th
January, 2016 and 155th Meeting on 5th March, 2016.
The various decisions and actions taken by the Council during the year under report are summarized as under:
1.0 RESTORATION OF NAMES TO THE REGISTER OF ARCHITECTS MAINTAINED BY THE
COUNCIL UNDER THE ARCHITECTS ACT, 1972:
The Council at its 64th Meeting restored names of 1027 Defaulting Architects, whose names were restored to the
Register of Architects on receipt of requisite fees, during the period 13.01.2015 to 31.07.2015..
The Council at its 65th meeting restored names of 936 Defaulting Architects, whose names were restored to the
Register of Architects on the receipt of requisite fee, during the period 01.08.2015 to 31.12.2015.
2.0 REMOVAL OF NAMES FROM THE REGISTER OF ARCHITECTS DUE TO REQUEST AND DEATH :
The Council at its 64th Meeting removed the names of following Architects from the Register of Architects at
their request as provided under Section 29(1) (a) of the Architects Act, 1972:

3.0 MEETINGS OF THE DISCIPLINARY COMMITTEE:
During the year under report no meeting/ hearing of the Disciplinary Committee could be held due to constant
change in its membership. The Ministry of Human Resource Development, Govt. of India, was requested to
expedite the re-constitution of Disciplinary Committee.
4.0 REGISTRATION OF ARCHITECTS:
The Council registers a person, as an architect under Section 25 of the Act, who resides or carries on the
profession of architecture in India and holds a recognized architectural qualification.
During the year (1st April, 2015 to 31st March, 2016), the Council has registered 6726 persons as architects and
with this as on 31st March, 2016, a total of 74648 persons have been registered as architects with Council of
Architecture. On 31st March, 2016, 60710 persons held valid registration as Architects with the Council of
Architecture.
The process of online registration of Architects will be started shortly.
5.0 PURCHASE OF ADDITIONAL OFFICE SPACE FOR THE OFFICE OF COUNCIL OF
ARCHITECTURE.
The Council has purchased additional Office space from the National Building Construction Corporation Ltd.
(NBCC), at NBCC- Centre, Okhla (Phase-I), New Delhi at 7th Floor (total area 7,885 Sq.ft.) and the amount as
due has been fully paid to the NBCC.
6.0 COMPLAINTS FOR PROFESSIONAL MISCONDUCT AGAINST ARCHITECTS:
Each and every architect is required to observe and abide by the provisions of the Architects (Professional
Conduct) Regulations, 1989, as amended in 2003. The Act provides for taking action against an architect who is
found guilty of professional misconduct upon investigation and after providing opportunity of being heard to the
Architect.
The Council at its 64nd Meeting considered 16 complaints of alleged professional misconduct against Architects.
In one case complainant was asked to provide certain documents, 2 cases were deferred due to non-submission
of preliminary report by Council members, 6 complaints were dismissed, 4 complaints were referred to Council
members for their preliminary report and 3 complaints were referred to Disciplinary Committee for
investigation.
The Council at its 65th meeting considered 4 complaints of alleged professional misconduct against architects. 1
complaint was referred to Disciplinary Committee for investigation, 2 complaints were dismissed and 1
complaint was referred to a member of the Council for preliminary report.
7.0 SUPPLY OF INFORMATION UNDER RTI ACT, 2005 :
During the period under report in terms of the provisions of the RTI Act, 2005, the Council received 96 RTI
Applications, 20 First Appeals and 2 Second Appeals were disposed of by Central Information Commission.16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
8.0 ONLINE APPLICATION PROCESS FOR ARCHITECTURAL INSTITUTIONS:
The Council has started receiving applications/ proposals from Institutions for introduction of B.Arch. as well as
for extension of B.Arch.courses/ Additional intake online. All the details of the Institution including faculty
members and infrastructure facility are submitted by the Institutions online through Internet. Inspections reports
of institutions will also be generated online.
The online process will enable the Council to have full database of Institutions and to monitor their academic
and infrastructure facilities easily. The inspections for the academic session 2015-2016 are being managed
through online system.
9.0 APPROVAL OF NEW INSTITUTIONS IN THE ACADEMIC SESSION 2015 – 2016:
During the year under report 64 new institutions were granted approval to impart Bachelor of Architecture
Courses and 12 existing institutions were granted approval for PG Courses.
With this, the total number of institutions imparting recognized courses in architecture with the approval of
Council has risen to 423 in 2015-2016. The annual intake of students at Undergraduate level is 25203 (approx.),
Postgraduate level is 1900 and at Ph.D is 30.
10.0 EXTENSION OF APPROVAL FOR THE ACADEMIC SESSION 2015-2016 ONWARDS:
The Council granted extension of approval or otherwise for UG & PG Courses to 242 institutions for the
academic session 2015-2016 as under:
i) Institutions granted extension of approval for B.Arch. Course for 2015-2016 onwards with existing or
higher intake: 242
ii) Institutions granted extension of approval for M.Arch. Course for 2015-2016 onwards with existing or
higher intake: 27
iii) Institutions put on ‘No Admission’ for 2015-2016: 03
iv) Institutions put on ‘Withdrawal of approval’ for 2015-2016: NIL
The Council has also initiated the process of inspection for the academic session 2016-2017 of institutions,
which are due for inspections.
11.0 CONDUCT OF DESIGN COMPETITION FOR LOGO DESIGN OF ARCHITECT:
All the professionals such as Doctors, Chartered Accountants have their specific logos by which they are
identified. Architects have no such logo even internationally except very few countries. The Council, in its
efforts to promote architectural profession and give Architects an identity, decided to conduct a Competition to
select logo for Architects.
The Council received 1136 entries for logo design. The first stage jury was held on 20.08.2015. The final jury
was held on 25.08.2015 wherein 10 entries were shortlisted and out of these 3 finalists were selected. Hon’ble
Speaker, Lok Sabha Smt. Sumitra Mahajan and Deputy Speaker Lok Sabha, Shri Thambi Durai Presided over
the awards functions.
The Council at its 65th Meeting held on 25.01.2016 considered the 3 entries and decided that they still need
improvement to select a final entry for adoption as logo of Architects in India.
12.0 RECOGNITION OF FOREIGN QUALIFICATIONS UNDER THE ARCHITECTS ACT, 1972, BY THE
CENTRAL GOVERNMENT:
The Council has received references from the Central Government for recognition of Architectural Degree
awarded by foreign Universities.
A Sub-Committee consisting of Prof. Milind Kollegal, Convenor, Prof. Jitendra Singh, Member, Shri A. D.
Shirode, Member, and Prof. D.V.Solomon, Member, for considering requests of Recognition of Foreign
Qualifications has been constituted by the Council to examine and consider all cases relating to recognition of
foreign qualifications.
13.0 COMPREHENSIVE AMENDMENTS TO THE ARCHITECTS ACT, 1972
The Council submitted a proposal for comprehensive amendments in the Architects Act, 1972 to the Ministry of
Human Resource Development, Govt. of India. The Ministry has constituted a Committee under the
Chairmanship of Shri J. R. Bhalla, Architect, Past-President, Council of Architecture for finalizing the same.
The Committee has submitted its report to the Ministry of Human Resource Development. Further, action from

15.0 ISSUANCE OF ENROLMENT NUMBERS TO STUDENTS ADMITTED BY ARCHITECTURAL
INSTITUTIONS IN B.ARCH. COURSE:
The Council is issuing enrolment numbers to students admitted by the Institution to ensure that the students
have eligibility prescribed by the Council and also admitted within the intake sanctioned by the Council. The
process of issuing enrolment has now been made online and all the institutions are required to submit
information online and accordingly they receive enrolment number in respect of eligible students admitted in
B.Arch. Course.
16.0 NATIONAL AWARDS FOR EXCELLENCE IN ARCHITECTURAL THESIS:

The National Jury was held at Faculty of Architecture & Ekistics Jamia Millia Islamia, Jamia Nagar, New Delhi.

The awards distribution ceremony of the under graduate and post graduate programmes was held at IHC, New
Delhi.
17.0 COA-INTACH HERITAGE AWARDS:
The COA-INTACH Heritage Awards Program for schools of architecture from all over India was conducted and
the final jury was conducted in INTACH, Delhi, and awards distribution ceremony was held at IHC, New Delhi
together with the COA-NIASA Thesis Awards distribution ceremony.
18.0 NATIONAL APTITUDE TEST IN ARCHITECTURE
National Aptitude Test in Architecture was conducted in two phases i.e. Phase – I from 01.04.2015 to 25.05.2015
and Phase–II from 01.06.2015 to 21.08.2016 for the prospective candidates looking forward to take up
Architecture as career.
The Status of the NATA Examination of 2015 is as follows:
• Total Number of Appointments/ Test conducted 54688/ 45467, respectively.
• Results Declared 45445.
• Total Candidates Passed (Attempt Specific) 30268.
• Highest Score (Attempt Specific) 154.
• Total Candidates Passed (Post Averaging if applicable) 28715.
• Highest Score (Post Averaging if applicable) 154.
19.0 SELECTION OF ARCHITECTS BY GOVT. DEPARTMENTS/ UNDERTAKINGS:
The Council wrote to several public authorities to appoint architects as per Architectural Competition
Guidelines and not to appoint through tender or bid process on payment of lowest fee. The Council has asked
the CPWD to withdraw the two circulars issued by it regarding appointment of architects. Similarly, NBCC
was also requested to adopt the COA norms in respect of projects handled by it.
The Council has also requested the Department of Expenditure, Ministry of Finance to revise its Manual on
Appointment of Consultants in line with provisions of the Architects Act, 1972 and Regulations framed
thereunder since the manual is being following by all Govt. Departments for selection/ appointment of
Architects. The Council has also sought intervention of Hon’ble Prime Minister, Govt. of India, on various
issues affecting architectural profession.
The guidelines and inputs required by the promoters and competitors from the Council in the conduct of the
competitions were also made available as and when requests were received.
20.0 ENFORCEMENT OF THE ARCHITECTS ACT, 1972 AND REGULATIONS FRAMED THERE-
UNDER :
Sections 36 and 37 of the Architects Act, 1972, impose prohibition on misrepresentation as an architect as well
as misuse of title and style of architect and violation of the prohibition is a punishable offence. Upon receipt of
the complaints of misuse of title and style of architect, the Council filed complaints u/s 39 before the First Class
Magistrate for taking cognizance of the offences.
The Council is vigorously pursuing such criminal complaints filed before the Metropolitan Magistrate in New
Delhi, against persons who have violated the provisions of the Architects Act, 1972 and misrepresented or
misused the title and style of architect. Presently about 16 complaints are pending for adjudication before the
Court.
21.0 PUBLICATIONS:
The Council is printing and publishing its magazine Architecture “Time Space and People”, with assistance of
Lifestyle Media, New Delhi.
The Directory of Architects and Handbook of Professional Documents 2015 have been published. The
Handbook is sent free of cost to all Architects holding valid registration and Architectural Institutions.
The following books have been published and distributed to the colleges of architecture in India:

• Journal of Council of Architecture (JCOA) – Architecture-Education & Practice

We have audited the attached Balance Sheet of “COUNCIL OF ARCHITECTURE”, India Habitat Centre, Core 6-A,
1st Floor, Lodhi Road, New Delhi – 110003, as at 31st March, 2016, the Income & Expenditure Account and the Receipts
& Payment Account for the year ended on 31st March, 2016, incorporating the accounts of all the Council Offices. These
financial statements are the responsibility of the management of the Council. Our responsibility is to express an opinion
on these financial statements based on our audit.
We have conducted the audit in accordance with the generally accepted Auditing & Accounting Standards, notified till
date, issued by The Institute of Chartered Accountants of India. Those standards require that we comply with ethical
requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are
free from material misstatements. An audit involves performing procedures to obtain audit evidence about the amounts
and disclosures in the financial statements. The procedure selected depends on the auditor’s judgment, including the
assessment of the risk of material misstatement of the financial statements, whether due to fraud or error. In making those
risk assessments, the auditor considers internal controls given to the preparation and fair presentation of the financial
statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of
expressing an opinion on the effectiveness of the internal controls. An audit also includes evaluating the appropriateness
of the accounting policies used and the reasonableness of the accounting estimates made by the management, as well as
evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is
sufficient & appropriate to provide a basis for our audit opinion subject to note nos. 02 to 16 of Annexure No. 14 –
Significant Accounting Policies & Notes forming part of Accounts.

1. We have obtained all the information and explanation, which to the best of our knowledge and belief were
