ANNUAL REPORT 2023-2024

F. No.CA/55/2024/Annual Report.— The Council of Architecture set up under the Architects Act, 1972,
deems it a pleasure to present the Annual Report and Audited Statement of Accounts for the financial year ending on

The Council of Architecture (COA) is regulatory authority for architectural institutions and professionals in
the country and maintains a Register of Architects on national basis. The Ministry of Education, Department of Higher
Education, Government of India is the nodal Ministry of the Council.
The COA, besides maintaining Register of Architects, oversees the maintenance of standards, periodically of
recognized qualifications under the Act by way of conducting inspection through Committees of Experts. Based on
the reports submitted by Experts, the COA can make representation to appropriate Governments with regard to
inadequacy of standards maintained by the institutions.
Prof. Abhay V. Purohit is the President and Ar. Gajanand Ram is Vice-President of the Council. Shri R. K.
Oberoi is the Registrar and Shri Deepak Kumar is Administrative Officer of the Council. In order to carry out the
objectives of the Act and Regulations framed thereunder, the Council has constituted the following Statutory
Committees:
(i) The Executive Committee is constituted under Section 10 of the Act and it functions as an Executive
Authority of the Council.
(ii) Disciplinary Committee is constituted by the Central Government as per Council of Architecture Rules
framed by the Central Government. This committee investigates the complaints and holds enquiries relating
to professional misconduct of architects and makes its recommendations to the Council for taking decision on
the guilt of the Architects.
(iii) Advisory Committee (Appeals) hears the appeals of the applicants whose applications for registration are
rejected.
(iv) Sub-Committee on Foreign Qualifications examines the references received from Central Government for
recognition of Foreign qualifications.
(v) Scrutiny Committee scrutinizes the proposals/ applications received from existing institutions for extension
of approval/ additional intake/ new institutions for introduction B.Arch. Course.

2. REGISTRATION OF ARCHITECTS: The Council registers a person, as an Architect under Section 25 of
the Act, who resides or carries on the profession of Architecture in India and holds a recognized
architectural qualification. The registration application and fees can be submitted in online as well as in
offline mode.
During the period under report, Council has granted registration to 13812 qualified persons as Architects.
With this as on 31st March, 2024, a total of 169897 Architects have been registered as architects. The state

3. RENEWAL OF REGISTRATION OF ARCHITECTS: During the period (01.04.2023 to 31.03.2024) the
Council has renewed registration of 29545 architects on annual basis and 8239 architects have opted for one-
time renewal. 8521 architects have restored their names to the register of architects upon payment of requisite
fees.
4. ISSUANCE OF NEW CERTIFICATE OF REGISTRATION AND IDENTITY CARDS TO
ARCHITECTS HAVING VALID REGISTRATION:
During the year under report the Council has issued new Certificates of Registration and Identity cards free of
cost, to new registrants and on surrender of existing Certificates:-

5. BUDGET ESTIMATES FOR THE FINANCIAL YEAR 2023-2024:
The Executive Committee of Council in its 249th Meeting held on 28th April, 2023 approved the Budget
Estimates for the Financial Year 2023-2024 with Recurring Expenditure to the extent of Rs.2633.28 Lacs and
Non-recurring Rs.1016.00 Lacs as against the income receivable to the extent of Rs.3649.37 Lacs.
6. RECOGNITION OF COUNCIL OF ARCHITECTURE EMPLOYEES CONTRIBUTORY
PROVIDENT FUND TRUST BY INCOME TAX DEPARTMENT, GOVT. OF INDIA:
The Council has submitted necessary application/ documents to Income Tax Department for recognition of the
Council of Architecture Employees Contributory Provident Fund Trust by the Income Tax Department, govt.
of India. The approval of the Department is awaited.
7. APPEAL FILED BY THE COUNCIL AGAINST THE IMPOSITION OF SERVICE TAX ON THE
STATUTORY FEES AND CHARGES COLLECTED BY THE COUNCIL OF ARCHITECTURE
DURING THE PERIOD FROM 01.07.2012 TO 30.06.2017:
The Council has filed an appeal bearing no.ST/53090 of 2016-DB dated 15.12.2016 by depositing a sum of
Rs.17,36,095/- against demand of Rs.1,73,60,950/- as Service Tax, Education Cess & HSEC and on various
services received/rendered, besides interest and penalty u/s 75,76,77 & 78 of The Finance Act, 1994 issued by
the Principal Commissioner of Service Tax, Delhi-II. The year wise Service Tax demand is given below :
1. Rs.29,01,463/- for the period 01.07.2012 to 31.03.2013,
2. Rs.58,41,183/- for the period 01.04.2013 to 31.03.2014 and
3. Rs.86,18,304/- for the period 01.04.2014 to 31.03.2015.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 27
Further, Council has also filed another appeal bearing no.ST/5194/2022-CU [DB] dated 01.08.2022 by
depositing a sum of Rs.19,03,860 towards the Pre-Deposit (Advance) of Service Tax Demand i.e. 7.5% of total
demand raised and mandatory Pre-Deposit u/s 83 of Finance Act,1994. The year wise Service Tax demand is
given below :
1. Rs.69,16,284/- for the period 01-4-2015 to 31-03-2016 and
2. Rs.1,84,68,492/- for the period 01-04-2016 to 30-06-2017.
Several Hearings were held before the Customs, Excise & Service Tax Appellate Tribunal, Principal Bench,
New Delhi. The orders in respect of abovementioned appeal cases are reserved by the Tribunal. Final
liability, if any, shall be booked at the time of final disposal of Council’s reply by the Service Tax Department.
8. AMENDMENTS IN THE COUNCIL OF ARCHITECTURE EMPLOYEES’ RECRUITMENT AND
PROMOTION REGULATIONS, 1999: The Council has submitted a proposal to the Ministry of Education,
Govt. of India, for amending the Council of Architecture Employees Recruitment and Promotion Regulations,
1999, for creation of additional posts in the Council to meet the increased workload. The approval of the
Ministry is awaited.
9. ELECTION OF PRESIDENT AND VICE-PRESIDENT, COUNCIL OF ARCHITECTURE: The
Ministry of Education, Govt. of India appointed Shri M.L. Soni, Director, Department of Higher Education,
Ministry of Education, Govt. of India, as Returning Officer for conduct of elections. The elections were held
on 3rd April, 2023. Prof. Abhay Vinayak Purohit was elected as President and Ar. Gajanand Ram was elected
as Vice-President of the Council of Architecture.
10. APPROVAL OF ARCHITECTURAL INSTITUTIONS FOR THE ACADEMIC SESSION 2023-2024:
The Council of Architecture during the academic session 2023-24 accorded extension of approval to 379
institutions which are imparting recognized architectural qualifications in the country.
During the year under the report, 8 new institutions were granted approval to impart Bachelor of Architecture
Courses and 10 existing institutions were granted approval for introduction of PG courses. The state wise

Further, 39 institutions were directed to close down during the academic session 2023-2024 owing to non-
filling up of less than 30% seats in B.Arch. course in last three years or non-submission of application for
approval to the Council.
11. GRANT OF APPROVAL TO THREE YEAR DIPLOMA COURSE(S) IN ARCHITECTURAL
ASSISTANTSHIP: During the academic session 2023-2024, the Council has granted approval to 16 new
Diploma Institutions and extension of approval to 80 Institutions for imparting 3 Year Diploma in
Architecture/Architectural Assistantship and Diploma in Interior Design. Further, the Council has granted
approval to 40 existing B.Arch. Institutions for introduction of 3 Year Diploma in Architecture/Architectural
Assistantship and Diploma in Interior Design.
12. CONDUCT OF NATIONAL APTITUDE TEST IN ARCHITECTURE FOR ADMISSION TO FIRST
YEAR OF FIVE YEAR B.ARCH. DEGREE COURSE FOR THE ACADEMIC SESSION 2023-2024:
The Council is conducting National Aptitude Test in Architecture (NATA) every year as a single window
examination for admission to first year of 5-year B.Arch. Couse. The NATA 2023 was conducted Four times
in 2023. First Test was conducted on 21.04.2023, Second Test was held on 03.06.2023, Third test was held on
09.07.2023 and Fourth test was held on 17.09.2023. A total of 29539 unique candidates registered for the test
and 22234 candidates appeared in the test. Out of the total appeared candidates, 21003 unique candidates
qualified the NATA Test.
13. REGISTRATION OF FIR UNDER RELEVANT PROVISIONS OF IPC AGAINST MR. OM
MUKUNDRAO NAGARKAR : The Council received an application dated 13.12.2020 from Mr. Om
Mukundrao Nagarkar with all the required documents (self-attested) and accordingly Registration
No.CA/2020/126097 was granted to him and system generated intimation through email about grant of
registration was also sent to Mr. Om Nagarkar on 22.12.2020.
On 29th December 2020, Registrar, COA, received a complaint from Ar. Arshad Shaikh, Chairman, IIA,
Ahmednagar Centre against Mr.Om Mukundrao Nagarkar, stating that he had done two years
post metric Diploma in interior from one autonomous institute in Ahmednagar in 2006. Since then, he is
practicing as interior designer in Ahmednagar. It was also informed that Mr.Om Mukundrao Nagarkar hasn’t
undergone architectural education in any College of Architecture and is not eligible for registration as an
architect.
The Certificate of Registration was withheld by the Council and Mr.Om Mukundrao Nagarkar was asked to
submit the original documents to Council for verification. However, no information was submitted by him. The
Council forwarded the documents submitted by Mr. Om Nagarkar to the Registrar, Shivaji University,
Kolhapur, requesting them to verify the candidature and authenticity of documents submitted by him. The
Council also forwarded the documents to the Principal, Shri V.B.Patil Trust’s Appasaheb Birnale College of
Architecture, Sangli, Maharashtra, for their verification. Principal, Shri V.B.Patil Trust’s Appasaheb Birnale
College of Architecture, Sangli has informed the Council vide letter dated 27.03.2021 that Mr.Om Mukundrao
Nagarkar is not a bonafide student of Shivaji University, Kolhapur.
The Council decided to file FIR at Lodhi Colony Police Station, New Delhi, against Mr. Om Nagarkar as he
has obtained registration from the Council by fraud, misrepresentation and by suppression of material facts to a
statutory authority of Government of India by submission of self-attested copies of fake/sham documents.
However, in spite of repeated requests of Council, the SHO Lodhi Colony Police Station refused to register
FIR in the matter. The Council filed an application under section 156(3) of Cr. P.C before competent Court for
issuing direction for registration of FIR against Mr. Om Mukundrao Nagarkar. The Hon’ble Metropolitan
Magistrate Saket Court, New Delhi, vide order dated 06.02.2023 directed the S.H.O. Lodhi Colony, Police
Station, to register FIR under the relevant provisions of law within five weeks from the date of order. Further,

14. ACTION AGAINST SH. HARRISH K. BAJAAJ FOR DEFAMING AND ABUSING MEMBERS AND
OFFICERS OF THE CENTRAL GOVERNMENT AND COUNCIL OF ARCHITECTURE: The
Council members, officers of Central Government and Council were receiving emails and RTI applications
using abusive and unparliamentary language from Sh. Harrish K. Bajaaj. He was also issued legal notice by
Council’s advocate to desist from making such unparliamentary and defamatory communication. However, Sh.
Harrish K. Bajaaj did not stop form his illegal activities. The Council lodged a complaint in the matter with the
Commissioner of Police and SHO, Lodhi Colony Police Station to register an FIR in the matter against Sh.
Harrish K. Bajaaj. However, no action was taken against him by Delhi Police. The Council filed a suit for
injunction and Criminal defamation case against him. The Hon’ble Court has ordered in favour of Council and
restrained Sh. Harrish K. Bajaaj from visiting office of Council or sending any defamatory communication to
Council members and officers of the Ministry and Council.
15. DESIGN IDEAS COMPETITION OF NHAI FOR DESIGN/ BEAUTIFICATION OF BOUNDARY OF
WALLS OF ALL NATIONAL HIGHWAYS: The National Highways Authority of India has announced an
Ideas Design Competition for Design/ Beautification of Boundary Walls of all National Highways in India.
The Competition was conducted by the Council on its “Samarthaya” Portal. The report/ recommendations of
the Jury have been sent to the NHAI.
16. DESIGN IDEAS COMPETITION OF NHAI, FOR ERECTION OF ICONIC STRUCTURE ON
DHAULA KUAN ROAD, NEW DELHI: The National Highways Authority of India has announced an Ideas
Design Competition for Design/ Beautification of Boundary Walls of all National Highways in India. The
Competition was conducted by the Council on its “Samarthaya” Portal. The report/ recommendations of the
Jury have been sent to the NHAI.
17. DESIGN IDEAS COMPETITION FOR “TOILETS” UNDER SWACHH BHARAT MISSION 2.0-
URBAN CONDUCTED BY COUNCIL OF ARCHITECTURE ON BEHALF OF MINISTRY OF
HOUSING AND URBAN AFFAIRS, GOVT. OF INDIA.
The Council has successfully conducted the Design Ideas Competition For “Toilets” Under Swachh Bharat
Mission 2.0-Urban on behalf of Ministry of Housing and Urban Affairs Govt. of India. The winning entries
have been awarded with prize money by the Ministry through Council of Architecture.
18. COMMUNICATIONS SENT BY COUNCIL TO VARIOUS STATE GOVERNMENTS/ LOCAL
AUTHORITIES AND OTHER AUTHORITIES ON VARIOUS ISSUES : During the year under report,
on receipt of representations from Architects the Council has written to following authorities on issues related
to registration of architects to carry on the profession of architecture by local bodies, appointment of non-
architects on architectural posts, etc. The details of the same is as under:

20. AMENDMENTS TO THE ARCHITECTS ACT, 1972: The Council on 8th July, 2021 submitted a proposal
for amendment of Section 37 of the Architects Act, 1972, with the Central Government with an objective to
prohibit unqualified and untrained persons from practising architecture. The President, COA, has recently met
the Hon’ble Education Minister for taking up the proposed amendments further. Further, the Council in its 79th
(Emergent) Meeting also approved proposal for carrying out comprehensive Amendments in the Architects
Act, 1972. The amendment would cover the following issues:
i) Introduction of definition of “Architecture Services” so that these services can be reserved for
architects;
ii) Introduction of Professional Practice Examination to ensure the competencies of architects entering
into profession to practice independently;
iii) Introduction of LL.P. form of organization for providing architectural services by Architects to save
architects from personal and professional liability and to have less cumbersome form of organization
with a separate legal entity;
iv) Introduction of two schedules for recognized qualification – one for Undergraduate qualifications
and another for postgraduate qualifications, so that qualification for registration as an architect and
additional qualifications can be differentiated and PG qualifications can be recognised under the
Act;
v) Introduction of word “India” in the name of Council of Architecture so as to provide a national level
identity to Council.
vi) To maintain “electronic” copies of Register of Architects for safe and economic preservation of
large-scale data and to ensure smooth access to all concerned.
vii) Appointment of only an Architect to architectural posts in Government departments to ensure that
public buildings are constructed with fullest professional inputs in most aesthetic and functional
manner.
viii) Introduce prohibition on rendering of architectural services by non-architects.
ix) Introduction of prohibitory clause on further registration of architects by local bodies so that
architects are not compelled to seek registration in and every local body to practice the profession.
x) Enabling provisions for charging fees by Council on complaints filed for professional misconduct
against architects.
21. AMENDMENT IN ELIGIBILITY CRITERIA FOR ADMISSION TO B.ARCH. COURSE FOR THE
ACADEMIC SESSION 2023-2024: The Council, with the approval of the Central government amended the
eligibility prescribed for admission to B.Arch. Course in Council of Architecture (Minimum Standards of
Architectural Education) Regulations, 2020 as under :
4(1) “No candidate shall be admitted to architecture course unless she/he has passed 10+2 or equivalent
examination with Physics and Mathematics as compulsory subjects along with either Chemistry or
Biology or Technical Vocational subject or Computer Science or information Technology or informatics
Practices or Engineering Graphics or Business Studies with at least 45% marks in aggregate or passed
10+3 Diploma Examination with Mathematics as compulsory subject with at least 45% marks in

(2) “The Candidate needs to qualify an aptitude test in architecture conducted either by NTA (i.e.JEE or
NATA conducted by the Council of Architecture.”
22. COMPLAINTS FOR PROFESSIONAL MISCONDUCT: Sections 22 and 30 of the Architects Act, 1972
mandate the Council to take action against architects for professional misconduct. The Central Government has
framed Council of Architecture Rules, 1973 inter alia prescribing procedure to deal with such complaints.
During the period under report the Council received 35 new complaints against Architects. In terms of Council
of Architecture Rules, 1973, the Disciplinary Committee is constituted by the Central Government, from time
to time, by gazette notification to investigate the complaints received against Architects for alleged
professional misconduct as referred by the Council. No meetings of the Disciplinary Committee could be held
due to a vacancy in the membership of the Committee. The Central Government is in the process of issuing
appropriate notification reconstituting Disciplinary Committee.
In terms of provisions of Section 30 of the Act, the Council in its 80th Meeting held on 02.09.2023 after
affording opportunity of hearing passed following orders :
1. AR. SUHAS MAHANT, MUMBAI – Suspended from practice as an architect for a period of 6
months.
2. AR. SURENDRA SINGH, GHAZIABAD - Suspended from practice as an architect for a period of 12
months.

23. COMMITTEE ON RECOGNITION OF FOREIGN QUALIFICATIONS: In terms of Section 15 of the
Architects Act, 1972, the Central Government is empowered to recognize foreign architectural qualifications,
upon consultation with the Council of Architecture, for the purposes of the Architects Act, 1972. The Council
has constituted a committee to consider the references received from the Central Government and make its
report. During the year under report the Council has received 04 new references for consultation with Council
on recognition of Foreign Architectural Qualifications under the Architects Act. Further, the Committee met 02
times and considered the cases received from the Central Government and has submitted its report to Full
Council.
24. COMPLAINTS AGAINST QUACKS MISREPRESENTING AS ARCHITECTS: Sections 36 and 37 of
the Architects Act, 1972 impose prohibition on misuse of title and style of architect and if any person misuses
the title and style of architect or misrepresents himself as an architect, he shall attract a fine of Rs.500/- for the
same. During the period under report, the Council has received 81 complaints where non-architects violating
the provisions of the Architects Act, 1972 and appropriate action has been taken in the matter by the Council.
25. SUPPLY OF INFORMATION UNDER THE RTI ACT : Shri Deepak Kumar, Administrative Officer, is
Public Information Officer in the Council and Shri Raj Kumar Oberoi, Registrar, is the First Appellate
Authority in the Council in terms of provisions of the RTI Act, 2005. During the period under report, the
Council provided information in respect of 108 RTI Applications and dealt with 14 First Appeals as per the
RTI Act. The Council has made efforts to disclose maximum information in public domain to reduce the
number of RTI Applications and subsequent appeals.

27. LAYING DOWN CRITERIA FOR NOMINATION OF A MEMBER OF THE COUNCIL UNDER
SECTION 3(3)(f) OF THE ARCHITECTS ACT, 1972 : The Hon’ble Karnataka High Court in Writ
Petition No.16114 of 2021 vide its order dated 08.01.2023 at para16 (iii) as ordered as under: -
“The Union of India shall take steps to notify certain criteria for nomination of Members of the Council qua
the qualification and experience under the Rules, which would become binding on every State Government as
expeditiously as possible.”
The Council has also submitted its suggestions to the Ministry in the matter and appropriate amendments in
Council of Architecture Rules, 1973 are awaited.
28. INTRODUCTION OF SUBJECT OF CLIMATE CHANGE IN THE B.ARCH. COURSE: In order to
address issues related to Climate Change in the context of Architectural education, the President, Council of
Architecture constituted a Sub-Committee consisting of Ar. Vishal Vyas as Convenor, Prof. Prasad Vaidya,
Member, Prof. Ashok B. Lall, Member, Ar. Sandeep Shikre, Prof. Hina Zia, Member, Prof. Rajiv Mishra,
member, Dr. Vijaylakshmi Iyer, member, Dr. Anand Achari, Member, Prof. Suresh Murthy, member, Ar.
Swati Puchalpalli, member, to assist the Council of Architecture to suggest appropriate changes to the
curriculum in Architectural Institutions.
The recommendations made by the Committee have been approved and all architectural institutions have been
directed to include the subject of Climate Change in their Course curriculum.
29. MEMORANDUM OF UNDERSTANDING WITH VARIOUS DEPARTMENTS/ ORGANISATIONS:
In order to further the objectives of the Architects Act, 1972, the Council has entered into MOUs with BEE,
GRIHA, IPA, IGBC, SEPC, DEPWD etc. During the year under report the Council also entered MOU with
Alliance for an Energy Efficient Economy (AEEE), New Delhi on 20.05.2023 for promotion of energy
efficiency methods and techniques by Architects and also with Centre for Green Building Materials and
Technology (CGBMT) on 03.08.2023 to disseminate knowledge related with sustainable sector amongst
Architects and other stakeholders.
30. MUTUAL RECOGNITION AGREEMENTS FOR RECOGNITION INDIAN ARCHITECTURAL
QUALIFICATIONS BY FOREIGN AUTHORITIES: The Council is in active correspondence with
authorities of UK, Australia and US for recognition of Indian Architectural qualifications abroad with the
assistance and support of Ministry of Commerce and Industry, Govt. of India.
The Executive Committee of Council held an online meeting with Architects Registration Board (ARB), UK
on 02.06.2023. Further, a delegation of Indian Architects held a meeting with ARB in London on 27.06.2023
during their visit for London Design Week. Norms and requirements of India and UK for architects are being
examined for continuing further dialogue in the matter.
31. EQUIVALENCE OF FOREIGN PG QUALIFICATIONS IN ARCHITECTURE FOR EMPLOYMENT
IN INDIA:
The Council receives numerous representations and public grievance from architects who have completed their
Postgraduate Qualifications in Architecture from abroad about non-recognition/ equivalence of their
qualifications with Master’s Degree in Architecture in India. The matter was also discussed with the officials
of the Ministry and the Ministry desired that a scheme be prepared for grant of equivalence based on some pre-[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 35
determined parameters including conduct of examination for grant of equivalence to Foreign PG qualifications
in India so that the concerned architects can avail the benefits of their higher qualifications.
Accordingly, a Sub-committee under the Convenorship of Dr.Vandana Sehgal and Dr. Minakshi Jain, Member,
Dr. Kavita D. Rao, Special Invitee, Dr. P.S.N.Rao, Special Invitee and Dr. A. Srivatsan, Special Invitee, was
constituted to prepare the scheme and mechanism for grant of equivalence to Foreign PG Qualifications in
Architecture with Indian Master’s Degree Course in Architecture by the Council. The Committee after taking
serious note of the issue has proposed an automated process for facilitating Equivalence of Master’s Degree in
Architecture which is easily accessible, time bound, single window, fair and objective for making application
for equivalence on the COA website. The Council in its 79th Meeting held on 12th March, 2023, approved the
Foreign PG qualification Scheme and the same was submitted to the Ministry of Education for according their
approval for implementation. The approval of the Ministry is awaited.
32. COLLECTION OF GST ON SERVICES PROVIDED BY ARCHITECTS: After receipt of several
representations, from Architects, the Council has requested the Hon’ble Finance Minister, Govt. of India, that
collection of GST on Architectural Services should be made responsibility of Client instead of Architects.
Appropriate action from the Ministry of Finance is awaited.
33. MEMORANDUM OF UNDERSTANDING ON UNIVERSAL ACCESSIBILITY: In order to further the
objectives of the Architects Act, 1972, the Council has entered into MOU with Department of Empowerment
of Persons with Disabilities, Ministry of Social Justice and Empowerment, Govt. of India, inter alia for
preparing a Manual on Universal Accessibility and conduct of training of Architects / Universal Accessibility
Auditors, incorporating Universal Accessibility as a core subject in the course curriculum of Architecture
course as all levels.
34. GRANT OF AWARDS TO ARCHITECTURAL STUDENTS BY THE COUNCIL: In order to promote
research and innovation in architecture the Council is granting awards to meritorious students and colleges
nominating winning student entries every year in following categories:

36. ANTI RAGGING MEASURES IN ARCHITECTURAL INSTITUTIONS: The Council has adopted the
UGC Regulations on Anti-Ragging and all Architectural Institutions have been asked to strictly adhere to the
same. During the year under report no incident of Ragging of any student was report by any institution or
student to Council. Shri Deepak Kumar, Administrative Officer is Nodal Officer of Council on Anti Ragging.
37. AMENDMENT IN COA RULES 1973 FOR ENHANCEMENT OF FEE BEING CHARGED BY
COUNCIL FROM ARCHITECTS: The Council in its 72nd Meeting held on 24th and 25th January, 2020, a
proposal for revision of fees was submitted with the Ministry of Education, Government of India, on 18th
November 2020, for suitably amending the Council of Architecture Rules, 1973 for enhancing the fees being
charged from the Architects. The certain clarifications were sought by the Ministry and the same were provided
by the Council. The approval of the Ministry is awaited.
38. INTRODUCTION OF AADHAR BASED AUTHENTICATION OF INDIVIDUALS BY THE
COUNCIL: The Council has decided to introduce Aadhar based authentication as for part of its initiatives for
Good Governance. Accordingly, Ministry of Education, Govt. of India, was requested to issue the notification
under the Aadhar Rules. The Ministry of Education has issued the required notification in the matter.
39. APPROVAL OF COUNCIL OF ARCHITECTURE (MINIMUM STANDARDS OF
ARCHITECTURAL EDUCATION FOR POSTGRADUATE DEGREE PROGRAMME)
REGULATIONS, 2022: The Council in its 77th Meeting held on July 15, 2022 approved the Council of
Architecture (Minimum Standards of Architectural Education for Postgraduate Degree Programme)
Regulations, 2022. These regulations have been submitted to the Ministry of Education, Govt. of India, in
November, 2022, for according their approval in terms of Section 45 of the Architects Act, 1972. The approval
of the Ministry is awaited.
40. SAMUNNATI STUDENT BIENNALE DECEMBER 2023: The Ministry of Culture, govt. of India, has
organised the event, which is India Art, Architecture & Design Biennale 2023 (IAADB’23), which was held
from 9th to 15th December, 2023 at the historic Red Fort at Delhi. As part of the Biennale the Council organised
Students Biennale – Samunnati 2023 which was held from 9th to 15th December, 2023 at Lalit Kala Academi,
New Delhi. Hon’ble Minister of State for Culture, Smt. Meenakashi Lekhi, inaugurated the programme. Dr.
Nirmaljeet Singh Kalsi, IAS (Retd), Chairman, National Council for Vocational Training, attended Valedictory
function held on 15th December, 2023 and distributed the awards to winners/ participants. About 108
architectural institutions participated in the event. Further, students of several CBSE affiliated Schools also
participated in various on the spot competitions held during the 7 days events.
41. CONDUCT OF INTERNATIONAL CONFERENCE ON “ARCHITECTURE EDUCATION IN
CHANGING WORLD” AT VIT VELLORE, CHENNAI ON 15TH, 16TH AND 17TH FEBRUARY, 2024:
The Council conducted an international Conference titled as “COA International Conference – Architecture
Education in the Changing World -Reviewing and Rethinking the Way Forward (COA-ICFAE)”, a
premier conference dedicated to the dynamic and evolving landscape of Architectural Education, from 15th,
16th and 17th February 2024 at VIT, Vellore, Tamil Nadu. Renowned experts and thought leaders in
architectural education conducted engaging sessions on emerging trends, challenges, and innovative
approaches in 6 Sub-Themes of architecture education. Selected papers received for the conference will be
presented by the authors to contribute to the academic discourse at the conference. This conference provided a
unique platform for educators, researchers, and industry professionals to come together, connect and explore
the transformative potential of architectural education. With an emphasis on innovation, technology, and
interdisciplinary collaboration, COA-ICFAE aimed to inspire new ideas and strategies for shaping the future of
architectural education. “Samunnati Vistarah - Architecture Education in the Changing World” was based on
following six broad themes:
1) Relevance of Architecture Curriculum to Practice and Research;
2) Role of Regulatory Bodies;
3) Emerging Technologies in Architecture;
4) Contemporary Concerns in Architecture;
5) Innovative Initiatives; and

42. TRAINING OF TRAINERS IN UNIVERSAL ACCESSIBILITY: The Council conducted Training of
Trainers in Universal Accessibility as part of MOU between COA and DEPwD. The program was attended by
senior architects and educators across India. The first part consisting of three modules was conducted for 6 days
online by experts in the field. The second part comprising of two modules was conducted offline in the Dr.
Ambedkar International Centre, New Delhi. A book of Abstracts, containing briefs of the training modules was
printed and released at the hands of Km. Pratima Bhowmik, Minister of State of Social Justice and Empowerment.
The training program culminated with the award of certificates to successful participants and speakers at the hands of
Shri Rajesh Agarwal, Secretary, DEPwD, and Prof. Abhay V. Purohit, President, COA.
43. PUBLICATIONS: The Council is publishing Magazine “Architecture Time Space and People” and
CANewletter in e-format containing various articles related to Architecture and allied subjects and news and
information about the Council and its activities. The Council has purchased following books at concessional
rates for distribution to Architectural Institutions for promotion of architectural education and profession:

REPORT ON THE AUDIT OF THE FINANCIAL STATEMENTS QUALIFIED OPINION

The COUNCIL OF ARCHITECTURE
We have audited the accompanying financial statements of the Council of Architecture (“the Council),
which comprise the Balance Sheet as at 31st March 2024, the Statement of Income and Expenditure, the Statement
of Receipt & Payment for the year then ended, and notes to the financial statements, including a summary of the
significant accounting policies and other explanatory information (herein after referred to as “Financial Statement”)
In our opinion and to the best of our information and according to the explanations given to us, except for
the effects of the matter described in the Basis for Qualified Opinion section of our report the aforesaid financial
statement give the information required by the Council of Architecture Regulation, 1972 (as amended up to date) in
the manner so required and give a true and fair view in conformity with the accounting principles generally accepted
in India of the state of affairs of the Council as at 31st March 2024, its surplus and its receipt & payment for the year
ended on that date.
Basis for Qualified Opinion
We further draw attention to Note No. 3 the Council has transferred fund from “General Fund/ Surplus /
Deficit account” to “House Building Premises Fund”. The above fund pertains to the FY: 2017-18 for Rs.10.93 Cr and
for FY: 2018-19 of Rs 14.26 Cr. As per the provisions of Income tax act 1961 and rules made thereunder, which states
that the earmarked funds should be used for the specific purpose only and moreover utilization of the above fund
should be made within a period of Five years, from the end of the financial year of creation of the fund. During the
current year, the funds for the FY: 2018-19 is not utilized up to the end of financial year, due to which it should be
treated as the Taxable Income of the Council and in respect of the fund created in the FY:2017- 18, utilization was
required to be made on or before 31.03.2023.due to this same should be treated as taxable income of FY 2022-23, but
same is not offered for tax in FY 2022-23. Due to this total income of the Council for current financial year is
understated by 25.19 Cr and House Building Premises Fund is overstated by same figure, however the Council is
consistently making efforts for utilisation of fund and made application for allowing extension of time for utilisation
of fund for FY 2017-18 to Chairman, CBDT, which is yet to be disposed of by income tax department.
We conducted our audit in accordance with the Standards on Auditing (SAs) issued by the Institute of
Chartered Accountants of India (ICAI). Our responsibilities under those Standards are further described in the
Auditor’s Responsibilities for the Audit of the Financial Statements section of our report. We are independent
of the Council in accordance with the ethical requirements that are relevant to our audit of the financial statements and
we have fulfilled our ethical responsibilities in accordance with these requirements and the Code of Ethics. We believe
that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Responsibilities of Management for the Financial Statements
The Council’s Management is responsible for the preparation of these financial statements that give a true and fair
view of the financial position, financial performance the Council. This responsibility also includes maintenance of
adequate accounting records in accordance with the provisions of the Act for safeguarding the assets of the Council
and for preventing and detecting frauds and other irregularities; selection, application of appropriate accounting
policies; making judgements and estimates that are reasonable and prudent; and design, implementation and
maintenance of adequate internal financial controls, that were operating effectively for ensuring the accuracy and
completeness of the accounting records, relevant to the preparation and presentation of the financial statements that
give a true and fair view and are free from material misstatement, whether due to fraud or error.
In preparing the financial statements, the management is responsible for assessing the Council’s ability to continue
as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of
accounting unless management either intends to liquidate the Council or to cease operations, or has no realistic
alternative but to do so. Those charged with governance are also responsible for overseeing the Council’s financial

Auditor’s Responsibilities for the Audit of the Financial Statements
Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from
material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion.
Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with
SAs will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are
considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic
decisions of users taken on the basis of these financial statements.
As part of an audit in accordance with SAs, we exercise professional judgment and maintain professional skepticism
throughout the audit. We also:
• Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or
error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is
sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement
resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery,
intentional omissions, misrepresentations, or the override of internal controls.
• Obtain an understanding of internal controls relevant to the audit in order to design audit procedures that are
appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of
the Council’s internal controls.
• Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates
and related disclosures made by management.
• Conclude on the appropriateness of the management’s use of the going concern basis of accounting and,
based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions
that may cast significant doubt on the Council’s ability to continue as a going concern. If we conclude that a
material uncertainty exists, we are required to draw attention in our auditor’s report to the related
disclosures in the financial statements or, if such disclosures are inadequate, to modify our opinion. Our
conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future
events or conditions may cause the Council to cease to continue as a going concern.
• Evaluate the overall presentation, structure and content of the financial statements, including the
disclosures, and whether the financial statements represent the underlying transactions and events in a
manner that achieve fair presentation.
• We communicate with those charged with governance regarding, among other matters, the planned scope
and timing of the audit and significant audit findings, including any significant deficiencies in internal
controls that we identify during our audit.
• We also provide those charged with governance with a statement that we have complied with relevant
ethical requirements regarding independence, and to communicate with them all relationships and other
matters that may reasonably be thought to bear on our independence, and where applicable, related
safeguards.
Report on Other Regulatory Requirements
Further, we report that:
a) We have sought and obtained all the information and explanations which to the best of our knowledge and belief
were necessary for the purpose of our audit;
b) In our opinion, proper books of account as required by Architects Act, 1972 have been kept by the Council so
far as appears from our examination of those books and proper returns adequate for the purpose of our audit have been
received from the branches not visited by us.
c) The Balance Sheet, the Statement of Income and Expenditure, and the Statement of Receipt and Payment dealt with
by this Report are in agreement with the books of accounts.
