ANNUAL REPORT 2020-2021
F. No.CA/55/2021/Annual Report.—The Council of Architecture set up under the Architects Act, 1972,
deems it a pleasure to present the Annual Report and Audited Statement of Accounts for the financial year ending on
31stMarch, 2021.
The Council is functioning under the Ministry of Education, Department of Higher Education, Government
of India and is regulatory body for architectural education and profession in the country.
Organizational Structure:
The President, Council of Architecture, is the Head of the Organization under whose overall charge the
Council functions. Ar. Habeeb Khan is President of the Council. The Registrar, Council of Architecture is the Chief
Executive Officer of the Council.
Statutory and other Committee:
In order to carry out the objectives of the Act, the Central Government has framed Rules and the Council has
framed Regulations and constituted various Committees to carry on the duties and functions of the Council. The
Executive Committee functions as an Executive Authority of the Council. The Disciplinary Committee investigates
the complaints and holds enquiries related to allegations of professional misconduct against architects. The Advisory
Committee (Appeals) hears the appeals of the applications whose applications for registration are rejected. Apart from
these several other Committees are constituted from time to time for particular/special purposes.
Further, the Council also constituted a Scrutiny Committee to examine the reference received to scrutinize
the proposals/applications received from new institutions for imparting Bachelor‟s Degree in Architecture and
Master‟s Degree in Architecture. The details of the various activities undertaken by the Council from 01.04.2020 to
31.03.2021 are enumerated below:

2. REGISTRATION OF ARCHITECTS:
The Council registers a person, as an Architect under Section 25 of the Act, who resides or carries on the
profession of Architecture in India and holds a recognized architectural qualification. The registration
application and fees can be submitted in online as well as in offline mode.
During the period under report, Council has granted registration to 9531 qualified persons as Architects. With
this as on 31st March, 2021, a total of 130475 Architects have been registered as architects. On 31st March,

3. RENEWAL OF REGISTRATION OF ARCHITECTS:
During the period under report the Council has renewed registration of 16150 architects on annual basis and
6748 architects has made one-time renewal and 5957 architects has restored their registration upon payment
of requisite fees.
4. RELAXATION IN ELIGIBILITY FOR ADMISSION TO B.ARCH. COURSE FOR ACADEMIC
SESSION 2020-2021.
In view of the Covid 19 Pandemic situation all over India, the 10+2 exams could not be held in many parts of
the Country and results were declared on basis of previous performance of the candidate.
The Council, therefore, decided to relax the requirement of obtaining 50% marks in 10+2 examination and
also in PCM subjects by amending the 1983 Regulations with the approval of the Central government. The
amendments in 1983 Regulations were published in the Gazette of India (Extraordinary) Part-III, Section 4
on 06.08.2020.
5. APPROVAL OF COUNCIL OF ARCHITECTURE MINIMUM STANDARDS OF ARCHITECTURAL
EDUCATION REGULATIONS, 2020:
In terms of the provisions of Section 21 of the Architects Act, 1972, the Council is vested with the power to
prescribe minimum standards of architectural education for imparting recognized qualifications by
architectural institutions. The Council earlier framed Regulations on Minimum Standards of Architecture
Education with the approval of the Central Government in the year 1983.
The Ministry of Education, Govt. of India, has approved the Council of Architecture (Minimum Standards of
Architectural Education) Regulations, 2020 on 04.08.2020. The same were launched by Dr. Ramesh
Pokhriyal, Hon‟ble HRD Minister on 11.08.2020 and also published in the Gazette of India (Extraordinary)
Part-III, Section 4 on 11.08.2020. These Regulations are in force since 1st November, 2020.
The Regulations inter alia provide for Choice based Credit System, a course content which is more relevant
to current needs of architectural profession, latest qualifications and pay-scales for faculty members and are
compliant with the various provisions of National Education Policy.
6. AMENDMENTS TO THE ARCHITECTS ACT, 1972.
The Architects Act, 1972 was enacted in the year 1972 and requires amendment to cope with the challenges
posed by the present times. The comprehensive amendments are required especially in view of the
recommendations of Parliament Standing Committee on HRD to carryout comprehensive amendments in the
Architects Act, 1972.
The Council constituted a Committee consisting of following Members for finalising the proposal of the
Council, as prepared from time to time.

The Revised Proposal as finalised and recommended by the Committee was considered by the Full Council at
its 72nd Meeting and it was decided to reconsider the same in the light of the provisions of National
Education Policy being formed by the Central Government.
Further, to have wider consultations on the proposed amendments in the Architects Act, 1972 a webinar was
held in May 2020 to have the views and suggestions of all the stake holders. The Council also uploaded the
amendment proposal on its website so that all stake holders can view and make their views/suggestions on
the same. The Council has received several views/suggestions on the same. After cessation of membership of
Ar. Mala Mohan the Committee has been re-constituted as under:

However, upon receipt of judgment dated 17th March, 2020, in Mukesh Goyal vs State of Uttar Pradesh, the
Committee recommended that Section 37 of the Act requires urgent amendments and accordingly a proposal
of amendment of Section 37 has been submitted to Central Government.
7. COMPLAINTS FOR PROFESSIONAL MISCONDUCT AGAINST ARCHITECTS:
All Architects are required to observe and abide by the provisions of the Architects (Professional Conduct)
Regulations, 1989. The Act provides for taking action against an architect who is found guilty of professional
misconduct upon investigation and after providing opportunity of hearing to the concerned Architect.
The Council in its 74th Meeting held on 19.12.2020, considered 17 complaints for alleged professional
misconduct against Architects. The Council referred 2 complaints to Disciplinary Committee for
investigation and dismissed 12 complaints. Further, 3 complaints were referred back for submission of
preliminary report.
During the year under the report, the Council has received 10 new complaints against Architects for alleged
professional misconduct.
The Council after affording opportunity of hearing in terms of Section 30 of the Architects Act, 1972, found
Ar. M.D.Budhiraja, New Delhi, Guilty of Professional Misconduct and suspended his registration as an
Architect for a period of 6 months.
8. DISCIPLINARY COMMITTEE:
In terms of Council of Architecture Rules, 1973, the Disciplinary Committee is constituted by the Central
Government, from time to time by gazette notification, to investigate the complaints received against
Architects for alleged professional misconduct as referred by the Council.
Consequent upon cessation of membership of Ar. Navneet Kumar, ADG(Arch) CPWD on 07.01.2020, the
Disciplinary Committee was reconstituted by the Central Government on 28.10.2020 and name of
Ar. Mahendra Pratap Singh was included.
The Disciplinary Committee met once i.e. on 19.02.2021 due to Covid 19 Pandemic situation and 4
complaint cases were taken up investigation online.
Further, upon cessation of membership of Ar. N. K. Negi on 22.02.2021, the Council on 05.03.2021
proposed the name of Ar.Amogh Kumar Gupta as a member of Disciplinary Committee by circulation of
papers for approval of the Council Members. The same was sent to the Central Government on 20.04.2021
for notification in the Official Gazette. The same was notified by the Central Government on 15.07.2021.
9. COMMITTEE ON RECOGNITION OF FOREIGN QUALIFICATIONS:
In terms of Section 15 of the Architects Act, 1972, the Central Government is empowered to recognize
foreign architectural qualifications, upon consultation with the Council of Architecture, for the purposes of
the Architects Act, 1972.
The Council has constituted a Committee to consider the references received from the Central Government
and make its report. During the year under report the Committee met 5 times i.e. 12.10.2020, 19.10.2020,
04.01.2021, 08.02.2021 and 19.03.2021 and considered the cases received from the Central Government and

The Central Government after consultation with the Council of Architecture on 10.11.2020 notified in the
Gazette of India following foreign architectural qualifications as recognized for the purposes of the
Architects Act, 1972 :
a. B.A.(Hons) degree in Architecture awarded by Yale University, USA combined together with
Master of Architecture (M.Arch.) degree awarded by Columbia University, USA.
b. Bachelor of Architecture Degree awarded by University of Texas at Austin, School of
Architecture, USA.
c. Bachelor of Architecture Degree awarded by Woodbury University, USA.
d. Bachelor of Architecture Degree awarded by New York Institute of Technology, New York,
USA.”
e. Integrated Bachelor‟s Degree of Science in Architecture together with Master of Science in
Architecture awarded by Politechnico Di Milano, Italy.
f. Bachelor of Technology in Architecture (B.Tech. Arch) awarded by Federal University of
Technology, Akure, Nigeria.
g. Bachelor of Science in Built Environment combined together with Master of Science in
Architecture awarded by University of Moratuwa, Sri Lanka.
h. Bachelor of Architecture Degree awarded by American University of Sharjah, UAE.
10. PERSPECTIVE PLAN :
The Council noticed increase in opening of architectural colleges due to increased demand for the
architectural course across the country, however, in due course of time, it was observed that the overall
quality of education is not rising to the level as it should be. Apart from many issues, Institutes are not able to
maintain Council‟s minimum standards of Architectural education, resulting in falling of standards. To add to
the situation, the graduating architects found dismal opportunities of employment and gradually the
admissions into architecture as a stream started dwindling. It appeared prima-facie that mushrooming of
institutions without a defined policy and absence of a road map could be one of the reasons for the malady.
The Council in order to address the situation, constituted a committee headed by Dr. Kavita Daryani Rao,
Vice-Chancellor, JNAFAU, Hyderabad, with Ar.Pushkar Kanvinde, Ex-Principal BKPS Pune and practising
Ar. Bansan Singh Thangkiew, Chief Architect, Meghalaya and Ar.Shyam Kishore Singh, Practising
Architect and Ex-Council member, Patna as members to look into this issue. The committee was mandated to
suggest future course of action and frame a policy.
The Executive Committee at its 210th meeting held on 21st & 22nd February, 2020, approved the
Perspective plan in order to streamline the process of opening up of new colleges, sanction of additional
intake, restoration of intake and approval of new additional courses. The Perspective Plan was approved by
the Full Council through circulation of papers on 08.07.2020.
As per report of Committee, the Policy would streamline opening up of new colleges, sanction of additional
intake, restoration of intake and approval of new additional courses. The policy has been uploaded on the
Council‟s website for information and compliance by all concerned.
11. CLOSURE POLICY FOR ARCHITECTURAL INSTITUTIONS:
The Executive Committee at its 210th meeting held on 21st & 22nd February, 2020, approved the policy for
closure of Architectural Institutions in order to streamline the process of closure of institutions and same the
interest of students. The same was ratified by the Council in its 74th Meeting held on 19th December, 2020.
The Policy is as under:
An existing Institution seeking Closure, through its Promoter, shall apply to the Council, in prescribed
format along with documents as may be required, and payment of charges of Rs.5,00,000/-. In case the
institution has submitted Security Deposit to the Council, the amount may be deducted from the
Security Deposit and balance amount, if any, be refunded to the institution.
The Council shall not consider for Progressive Closure of an institution. The application submitted by
institution shall be considered for complete closure and the students, if any, pursuing B.Arch. Course
shall be transferred/migrated to appropriate semester/level of the course to other institutions approved
by the Council in the State within the sanctioned intake as per the available vacancy of seats. The
institutions/universities receiving the migrated students from such institutions applying for closure may
be required to conduct examination, classes etc. in case student(s) have any pending papers/backlogs in

The application for closure shall be approved by the Council subject to submission of following
documents by the institution:
i. Details of B.Arch. course being imparted at the institution along with year-wise number of
students admitted/passed out (if any) from institution since inception of the course.
ii. Year-wise list of current students (if any) studying the B.Arch., course including name, father‟s
name, date of birth, enrolment numbers issued by Council, NATA/Aptitude Test marks/rank with
Roll No, year/semester of course, previous ATKT subjects & status of pass/fail, etc.
iii. Reasons for closure of institution.
iv. The permission/NOC of the concerned University and competent authority of the respective
State/Central Government.
v. The consent/NOC of the B.Arch. students currently studying, if any, is obtained.
vi. Certificate from competent authority of institution that no matter related to students are pending
at the institution.
vii. Certificate from competent authority of institution that all marksheets have been issued to the
B.Arch. students for their previous examinations.
viii. Undertaking from competent authority of institution that all original certificates of the students
shall be returned to the students after application for closure is approved by the Council.
ix. No due certificate of salary and other allowances/dues of faculty, non-teaching staff.
x. Certificate that no Court case is filed/ pending against the Institution related to conduct of
B.Arch. course and no Charge sheet is filed against the Institution.
In case the institution did not commence the B.Arch. course after approval from the Council and did
not admit any students, only relevant documents, as may be applicable, shall be submitted by the
institution."
12. PREPARATION OF MANUAL OF ARCHITECTURAL PRACTICE:
The Council has constituted a Committee consisting of Ar. J.Manoharan, Convenor, Ar.P.Vaitianadin,
Member, Ar.N. Mahesh, Member, Ar.Vijay Uppal, Member, Ar.Prashant Sutaria, Member, Ar.Sandeep
Shikre, Member, Ar.Salil Randive, Member for preparation of Manual of Architectural Practice. The Manual
will have five Volumes namely, Volume 1 – Guidelines for Architecture Practice, Volume 2 – Guidelines for
Engagement of Architects and Code for Architectural Competitions, Volume 3- Guidelines for Architectural
Contracts, Volume 4 – Guidelines for Architectural Services and Fees and Volume 5 – Guidelines for
Management of Firms.
Further, it is also decided that Role of Architects in Government Servicer be made as Volume 6. The
preparation of the Manual is in final stages.
13. SCHOLARSHIP SCHEME FOR ECONOMICALLY WEAKER STUDENTS:
The Council of Architecture (COA) is mandated prescribe and regulate the standards of architectural
education in the country to take all such steps as are required to meet the objects of the Act. COA on its part,
is taking numerous steps to achieve the objectives of the Act.
With the liberalisation of Higher Education and Technical education in the country, large number of
institutions imparting architectural education has been made operational. Majority of these institutions have
been opened in the private sector.
With the large-scale entry of the private sector in the domain of architectural education, the cost of imparting
architectural education has gone up considerably. This has led to making the cost of imparting education
unaffordable to large number of aspiring and deserving students, who want to pursue Architecture as a career
and profession but are unable to do so due to lack of availability of financial resources to fund the cost of
education. The exclusion of the talented aspiring students has implications for the profession in terms of
losing quality/talented future professionals and also making the education less meaningful.
In order to attract aspiring, talented and deserving candidates to the field of architectural profession, who are
unable to find adequate financial resources to pay the tuition fee etc., it is proposed to grant scholarship to
such needy, deserving and talented students, so that they can join and continue their education in Institutions

14. ALLOTMENT OF LAND BY GOVERNMENT OF KARNATAKA WITHIN THE CAMPUS OF
BANGALORE UNIVERSITY AT GNANA BHARATI CAMPUS, BANGALORE.
The Council requested the Bangalore University for allotment of 2 acres of land for establishing its Training
and Research Centre at Bengaluru. The Bangalore University recommended the request of the Council to the
Government of Karnataka. The Government of Karnataka has allotted 2 acres of land in favour of Council on
lease for a period of 30 years on an Annual lease rent of Rs. 2 lakhs.
The Bangalore University has been requested to communicate the Council about the steps to be taken for
taking possession of the said land.
15. SUPPLY OF INFORMATION UNDER RTI ACT, 2005:
Shri Deepak Kumar, Administrative Officer, is Public Information Officer in the Council and Shri Raj
Kumar Oberoi, Registrar, is the First Appellate Authority in the Council in terms of provisions of the RTI
Act, 2005.
During the period under report, the Council provided information in respect of 98 RTI Applications and dealt
with 2 First Appeal as per the RTI Act. The Council has made efforts to disclose maximum information in
public domain to reduce the number of RTI Applications and subsequent appeals.
16. APPROVAL OF NEW INSTITUTIONS IN THE ACADEMIC SESSION 2019-2020:
During the year under the report, 7 new institutions were granted approval to impart Bachelor of Architecture
Courses and 13 existing institutions were granted approval for introduction of PG courses.
At present, there are 469 institutions which are imparting recognized architectural qualifications during the
academic session 2020-2021 with the approval of Council.

17. APPROVAL OF ARCHITECTURAL INSTITUTIONS FOR THE ACADEMIC SESSION 2020-2021.
The Council of Architecture is required to monitor the maintenance of Minimum Standards as prescribed by
the Council for imparting recognised qualifications by the Architectural Institutions.
During the Academic Session 2020-2021 the Council approved the Architectural Institutions as under:

18. ISSUANCE OF ENROLMENT NUMBERS TO STUDENTS ADMITTED BY ARCHITECTURAL
INSTITUTIONS IN B.ARCH. COURSE:
The Council is issuing enrolment numbers to students admitted by the Institutions to ensure that only eligible
students are admitted as per the sanction intake of the Council. The Council is issuing enrolment numbers
online based on information furnished by the institutions. Year wise details of enrolment numbers issued by

19. NATIONAL APTITUDE TEST IN ARCHITECTURE (NATA):
The Council is conducting National Aptitude Test in Architecture (NATA) every year as a single window
examination for admission to first year of 5-year B.Arch. Couse. The NATA 2020 was conducted Twice.
The Test is conducted online twice a year. The First Test was held on 29th August, 2020 and Second Test
will conducted on 12th September, 2020. In view of pandemic of Covid-19 students were given option either
to appear from the Home or from the Test Centres.
30253 candidates registered for the First Examination held on 29.08.2020 and 22556 Candidates appeared in
the test and 20882 Candidates passed the First examination
29158 students registered for the Second examination held on 12.09.2020 and 20631candidates appeared in
the Test and 19865 candidates passed the examination held on 12.09.2020.
20. TRAINING PROGRAMME:
In order to enhance/ update and upgrade the knowledge and skills for Faculty members, students and
professionals, the Council is conducting training programme every year through its Training and Research
Centre at Pune and Bhopal. Due to Covid 19 pandemic all over India, the Council decided to conduct
training programme online.

21. NATIONAL AWARDS PROGRAMME:
1. THESIS AWARDS IN UG & PG THESIS AND ARCHITECTURAL HERITAGE.
The Council of Architecture has been organizing ―National Awards for Excellence in Architectural
Thesis‖ for undergraduate (since 2006) and Postgraduate Course (since 2015) to motivate the students
pursuing their course in Architecture to excel in their academic pursuit.
In 2018, the Council also instituted a new award namely, “COA Awards for Excellence in
Documentation of Architecture Heritage‖ with an objective to encourage interest and talent amongst
students of architecture across the country in understanding, documentation of heritage buildings to
develop & promote sensitivity and awareness towards India's rich architectural heritage.
The Awards programs were launched in December 2020 online since exams all over the country were
delayed on account of the pandemic. After the conduct of the online shortlisting of entries and the online
Zonal and National Juries, the Awards Declaration Function was conducted online on 2nd May 2021 and
was streamed live. The same had a large viewership including Hon‟ble Council Members, eminent
architects, jury members, professionals, academicians, teachers, and students in Architecture from all
over the country.

2. ANNUAL INTERNATIONAL ESSAY WRITING COMPETITION (FOR STUDENTS OF
ARCHITECTURE AND YOUNG ARCHITECTS).
The COA Annual International Essay Writing Competition (for Students of Architecture and Young
Architects) was launched in May 2020 to promote the culture of research in architecture and to engage the
energy, creativity, and vision of the to-be and young architects in promoting a culture of nation building.
The entries received were assessed online by a panel of jurors comprising of eminent architects from
architecture practice and education.
The jurors for the final stage of evaluation were: Ar. Jaimini Mehta, Ar. Madhav Joshi, Ar. Neelkanth
Chhaya, Ar. Rahul Mehrotra, Ar. Shrish Beri and Ar. Srivathsan A.
The Prize Declaration Function was conducted online on 15th August 2020 and was streamed live. The
same had a large viewership including Hon‟ble Past Presidents of COA, Hon‟ble Council Members,
eminent architects, jury members, professionals, academicians, teachers, and students in Architecture
from all over the country.

was launched in December 2020 to promote Research in Architecture, to support awareness about
Architectural Education, as well as to get new ideas and propositions on various subjects related to
Architectural Education and Profession.
The entries received were assessed online by a panel of jurors comprising of eminent architects from
architecture practice and education. The jurors for the final stage of evaluation were Ar. Manisha Shodhan
Basu, Ar. Neelkanth Chhaya and Ar. Shashi Bhooshan.
The Prize Declaration Function was conducted online on 2nd May 2021 and was streamed live. The same
had a large viewership including Hon‟ble Past Presidents of COA, Hon‟ble Council Members, eminent
architects, jury members, professionals, academicians, teachers, and students in Architecture from all over
the country.
The details of prizes were as follows:
First Prize: 1 No., Certificate + Cash prize of Rs. 50,000/- + Interview/video clip on COA Social
Second Prize: 1 No., Certificate + Cash prize of Rs. 35,000/- + Interview/video clip on COA Social
Third Prize: 1 No., Certificate + Cash prize of Rs. 20,000/- + Interview/video clip on COA Social
Special mention: 2 Nos., Certificate + Interview/video clip on COA Social
The 2021 cycle of the COA ANNUAL INTERNATIONAL ESSAY WRITING COMPETITION (For
Teachers in schools of Architecture, category) has been launched in August 2021 and entries are being
received for the same. The matter is placed for information of the Members of the Council.
22. CONTRIBUTION TO PM CARES FUND FOR COVID 19 PANDEMIC RELIEF WORK &
DONATIONS RECEIVED FROM INSTITUTIONS/ GENERAL PUBLIC.
In order to contribute to the efforts made by the Government of India to contain the Covid 19 Pandemic, the
Council decided to solicit donations from Architects, Architectural institutions and general public, to make
contribution to the PM Cares Fund in the Covid-19 pandemic period.
The Council received a sum of Rs.3,79,334/- from the institutions, architects & Council staff towards
contributions and after adding Rs.21,20,666/- from CoA‟s funds, a sum of Rs.25/- Lakhs was be contributed

23. HOSTING OF ONLINE COMPLAINT FORM AGAINST NON-ARCHITECTS ON THE COUNCIL’S
WEBSITE.
The Council has hosted on its website complaint form for making complaints online/ offline against violation
of the Architects Act, 1972, by non-architects. The Council has received 246 complaints online against
unregistered persons/ quacks during the period from 26.05.2020 to 30.11.2020 and appropriate action has
been initiated on these complaints. The Council has also uploaded a statement of all such complaints/ action
taken on the Council‟s website for information of the all concerned.
24. SETTING UP OF ONLINE PUBLIC GRIEVANCE CELL IN THE COUNCIL.
The Council has setup an Online Public Grievance Cell for receiving online complaints from architects,
Architectural Institutions, Faculty, students, general public and other stakeholders for faster redressal of such
grievance and also to monitor the progress made in such complaints. This will enhance the efficacious
disposal of the requests received by the office of the Council.
25. ENHANCEMENT OF FEE BEING CHARGED BY COUNCIL FROM ARCHITECTS.
The Council in its 72nd Meeting held on 24th and 25th January, 2020, a proposal for revision of fees was
submitted with the Ministry of Education, Government of India, on 18th November 2020, for suitably
amending the Council of Architecture Rules, 1973 for enhancing the fees being charged from the Architects.
The decision of the Ministry in the matter is awaited.
26. PROFESSIONAL OUTREACH PROGRAMME:
For spreading awareness about architecture, Architects Act, 1972, Rules & Regulations, and to address the
concerns of architects, the Council decided to conduct professional outreach programme. However, due to
Covid 19 pandemic and lockdown restrictions all over India the outreach programme could not be conducted.
However, the Council started online web portal with name “COASOCIAL” for spreading awareness on
various important subjects of related to architects.
27. SELECTION OF ARCHITECTS BY GOVT. DEPARTMENT/UNDERTAKINGS:
The Council wrote to several public authorities to appoint architects as per Council of Architecture
Competition Guidelines and on payment of fees as prescribed by the Council. The President, COA, met
Secretary, Urban Development, Government of India, for considering adoption of the Architectural
Competition Guidelines prescribed by the Council.
28. ENFORCEMENT OF THE ARCHITECTS ACT, 1972:
Sections 36 and 37 of the Architects Act, 1972 impose prohibition on misrepresentation as an Architect and
use of title and style of Architects by any person other than a registered Architect. The violation of Act is a
punishable offence. The Council has been issuing notices to the violators to stop violations of the Act.
29. SETTING UP OF COUNCIL OF ARCHITECTURE EMPLOYEES CONTRIBUTORY
PROVIDENT FUND TRUST DULY REGISTERED WITH CONCERNED AUTHORITIES:
The Council of Architecture Employees Contributory Provident Fund Trust has been duly registered and
further action for recognition of the same by the concerned authorities is being taken.
30. PUBLICATIONS:
The Council has printed and published the Directory of Architects 2020 and Handbook of Professional
Documents 2020. The Handbook has been circulated to members of the Council, architects, architectural
institutions and Government Departments.

INDEPENDENT AUDIT REPORT
We have audited the attached Balance Sheet of "COUNCIL OF ARCHITECTURE", India Habitat Centre,
Core 6-A, 1st Floor, Lodhi Road, New Delhi - 110003, as at 31st March, 2021, the Income & Expenditure
Account and the Receipts & Payment Account for the year ended on 31st March, 2021, incorporating
the accounts of all the Council Offices. These financial statements are the responsibility of the
management of the Council. Our responsibility is to express an opinion on these financial statements
based on our audit.
We have conducted the audit in accordance with the generally accepted Auditing & Accounting
Standards, notified till date issued by The Institute of Chartered Accountants of India. Those standards
require that we comply with ethical requirements and plan and perform the audit to obtain reasonable
assurance about whether the financial statements are free from material misstatements. An audit
involves performing procedures to obtain audit evidence about the amounts and disclosures in the
financial statements. The procedure selected depends on the auditor's judgment, including the

error. In making those risk assessments, the auditor considers internal controls given to the preparation
and fair presentation of the financial statements in order to design audit procedures that are
appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness
of the internal controls. An audit also includes evaluating the appropriateness of the accounting
policies used and the reasonableness of the accounting estimates made by the management, as well as
evaluating the overall presentation of the financial statements. We believe that the audit evidence we
have obtained is sufficient & appropriate to provide a basis for our audit opinion subject to Note No. 1
to 18 of Annexure No. 14 - Significant Accounting Policies & Notes forming part of Accounts.
We further report that:
1. We have obtained all the information and explanation, which to the best of our knowledge and
belief were necessary for the purpose of the audit;
2. In our opinion, proper books of accounts as required by Architects Act, 1972 have been kept by
the Council in so far as appears from our examination of such books;
3. The Balance Sheet, Income & Expenditure Account and Receipts & Payments Account dealt with
the report are in agreement with the books of account; and
4. In our opinion and to the best of our information and according to the explanations given to us,
the said statement of accounts together with the schedules attached and read with the accounting
policies and notes forming part of accounts give a true and fair view:-
a) In the case of Balance Sheet of the statement of affairs of the Council as at 31st March, 2021
and
b) In case of Income & Expenditure Account of the excess of Income over Expenditure for the year
ended 31st March, 2021.
