ANNUAL REPORT 2021-2022
F. No. CA/55/2022/Annual Report.—The Council of Architecture set up under the Architects Act, 1972,
deems it a pleasure to present the Annual Report and Audited Statement of Accounts for the financial year ending on
31stMarch, 2022.
The Council is functioning under the Ministry of Education, Department of Higher Education, Government of India
and is regulatory body for architectural education and profession in the country.
Organizational Structure:
The President, Council of Architecture, is the Head of the Organization under whose overall charge the Council
functions. Ar. Habeeb Khan is President and Ar. Sapna is Vice-President of the Council. The Registrar, Council of
Architecture is the Chief Executive Officer of the Council.
Statutory and other Committee:
In order to carry out the objectives of the Act, the Central Government has framed Rules and the Council has framed
Regulations and constituted various Committees to carry on the duties and functions of the Council. The Executive
Committee functions as an Executive Authority of the Council. The Disciplinary Committee investigates the
complaints and holds enquiries related to allegations of professional misconduct against architects. The Advisory
Committee (Appeals) hears the appeals of the applicants whose applications for registration are rejected. Apart from
these there are several other Committees, which are constituted from time to time to carry out the particular task
/special purposes.
Further, the Council also constituted a Scrutiny Committee to scrutinize the proposals/applications received from
institutions for imparting Bachelor’s Degree in Architecture and Master’s Degree in Architecture.
The details of the various activities undertaken by the Council from 01.04.2021 to 31.03.2022 are enumerated below:
1. MEETINGS:
Council Meetings:
During the year under report the Council had two meetings i.e. 75th Meeting 28th & 29th August, 2021 and
76th meeting on 26th February 2022. Due to Pandemic of Covid 19 both the meetings were conducted in
hybrid (online and offline) mode.

2. REGISTRATION OF ARCHITECTS:
The Council registers a person, as an Architect under Section 25 of the Act, who resides or carries on the
profession of Architecture in India and holds a recognized architectural qualification. The registration
application and fees can be submitted in online as well as in offline mode.
During the period under report, Council has granted registration to 13047 qualified persons as Architects.
With this as on 31st March, 2022, a total of 148569 Architects have been registered as architects. On 31st
March, 2022. The state wise details of 1,18,001 architects who hold valid registration as on 31.03.2022, is as

3. RENEWAL OF REGISTRATION OF ARCHITECTS:
During the period under report the Council has renewed registration of 15235 architects on annual basis and
4485 architects have opted for one-time renewal. 4881 architects have restored their names to the register of
architects upon payment of requisite fees.
4. BUDGET ESTIMATES FOR THE FINANCIAL YEAR 2021-2022:
The Executive Committee of Council in its 227th Meeting held on 09.04.2021, approved the Budget
Estimates for the Financial Year 2021-2022, Recurring Expenditure Rs.20,14,28,000/- and Non-recurring Rs,
20,20,00,000/- as against the income receivable to the tune of Rs. 40,34,66,000/-
5. APPOINTMENT OF RETURNING OFFICER FOR CONDUCT OF ELECTIONS FOR THE
VACANCIES IN THE EXECUTIVE COMMITTEE OF THE COUNCIL:
The Ministry of Education, Govt. of India, vide its letter no.4-04/2019-TS.VI dated 01.12.2021 informed that
it has notified the three vacancies in the Membership of the Executive Committee in the gazette of India on
27.08.2021 and appointed Shri Syed Ekram Rizwi, Joint Secretary, Ministry of Education, Govt. of India, as
Returning Officer for conduct of elections.
The Council also informed Ministry about other vacancies and requested the Ministry for notifying the 5
vacancies in the Executive Committee and conduct of elections by the Returning Officer at the earliest.
6. APPOINTMENT OF STATUTORY AUDITOR FOR AUDITING THE BOOKS OF ACCOUNTS OF
THE COUNCIL FOR THE FINANCIAL YEAR 2021-2022:
The Council in its 76th Meeting held on 25.02.2022 appointed M/s. V. K. Verma & Co. New Delhi, as
statutory auditor for audit of the Books of Accounts of the Council for the financial year 2021-2022.
7. SCHOLARSHIP SCHEME FOR ECONOMICALLY WEAKER STUDENTS:
The Council of Architecture (COA) is mandated prescribe and regulate the standards of architectural
education in the country to take all such steps as are required to meet the objects of the Act. COA on its part,
is taking numerous steps to achieve the objectives of the Act.
With liberalisation of Higher Education and Technical education in the country, large number of institutions
imparting architectural education have been established in private sector to cater to the rising demand. With
the large-scale entry of the private sector in the domain of architectural education, the cost of imparting
architectural education has gone up considerably. This has led to making the cost of imparting education
unaffordable to large number of aspiring and deserving students, who want to pursue Architecture as a career
and profession but are unable to do so due to lack of availability of financial resources to fund the cost of
education. The exclusion of the talented aspiring students has implications for the profession in terms of
losing quality/talented future professionals and also making the education less meaningful.
In order to attract aspiring, talented and deserving candidates to the field of architectural profession, who are
unable to find adequate financial resources to pay the tuition fee, etc., it is proposed to grant scholarship to
such needy, deserving and talented students, so that they can join and continue their education in Institutions
imparting architectural education for pursuing architecture as a career.The Executive Committee in its 227th
meeting held on 09.04.2021 constituted a Sub-Committee of following experts/ persons to prepare the
detailed modalities including eligibility criteria, payment mode, selection of beneficiaries, etc.

8. RELAXATION IN ELIGIBILITY FOR ADMISSION TO B.ARCH. COURSE FOR ACADEMIC
SESSION 2021-2022:
In view of the Covid 19 Pandemic situation all over India, the 10+2 exams could not be held in many parts of
the Country and results were declared on basis of previous performance of the candidate. The Council,
therefore, decided to relax the requirement of obtaining 50% marks in 10+2 examination and also in PCM24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
subjects by amending the 1983 Regulations with the approval of the Central government. The amendments
in 1983 Regulations were published in the Gazette of India (Extraordinary) Part-III, Section 4 on 23.03.2021.
9. AMENDMENT IN ELIGIBILITY CRITERIA FOR ADMISISON TO B.ARCH. COURSE:
The Council in its 76th Meeting held on 25.02.2022, after having detailed deliberations in the matter vide
Resolution No.544 resolved as under:
(1) Regulation 4(1), (2), (3) and Clause (2) of Appendix-D of Council of Architecture (Minimum Standards of
Architectural Education) Regulations, 2020 be amended as under:
a. 4(1): No candidate shall be admitted to Architecture programme unless he/she has passed an examination
at the end of the 10+2 scheme of examination or equivalent with at least 50 percent marks in aggregate or
passed 10+3 Diploma Examination with at least 50 percent marks in aggregate.
Provided that all candidates admitted to the programme shall successfully qualify bridge course in
Humanities and the candidates who have not studied Physics and Mathematics at 10+2 level or 10+3
Diploma level, are required to successfully qualify bridge courses in Mathematics and Physics, as the
case may be, to be conducted by the Institutions/ Universities/ competent authority during the first year
of the programme.
The syllabus for the Bridge Courses shall be as prescribed at Appendix-A1:
b. 4(2) : The candidate needs to qualify an Aptitude Test in Architecture conducted by the Council
complying with the Admission Norms prescribed in Appendix-D and in case of admissions in Centrally
Funded Technical Institutions (CFTIs), an Aptitude test conducted by the competent authority of Central
Government as per norms of the Council.
c. 4(3) : The admission to B.Arch. course shall be made purely on merit drawn on the basis of marks/
percentile scored by candidates in Aptitude test in Architecture.
d. Appendix-D (2) : Admission shall not be made under any quota whatsoever, including the Central
Government Nominee or Minority Institution or Management or Non-Resident Indian or Persons of
Indian Origin or Foreign National or any other quota, unless a candidate has passed an Aptitude Test in
Architecture conducted by the Council or in case of Centrally Funded Technical Institutions (CFTIs), an
aptitude test conducted by the competent authority of Central Government.
The above amendments have been submitted to Ministry of Education, Govt. of India for according its
approval.
10. COMMITTEE TO REVIEW ASSOCIATE MEMBERSHIP OF IIA BY EXAMINATION :
The Executive Committee in its 227th meeting held on 09.04.2021 constituted a Committee of Experts to
oversee the imparting of Associate Membership of IIA by Examination and submit its report :
1. Ar. Kavita D. Rao, Convenor;
2. Ar. Shirish Shukhatme, Member; and
3. Ar. Salil Ranadive, Member.
The Committee held various meetings and also had discussions with office bearers of the IIA on the subject
matter. Report of the Committee shall be finalized shortly.
11. AMENDMENTS TO THE ARCHITECTS ACT, 1972:
The Architects Act, 1972 was enacted in the year 1972 and requires amendment to cope with the challenges
posed by the present times. The comprehensive amendments are required especially in view of the
recommendations of Parliament Standing Committee on HRD to carryout comprehensive amendments in the
Architects Act, 1972.
The Council submitted a proposal to the Ministry of Education, Govt. of India, for amendments in Section 37
of the Architects Act, 1972 so that only persons holding recognized qualifications in architecture can practice
of architecture to ensure construction of safe and economic buildings.
12. PREPARATION OF MANUAL OF ARCHITECTURAL PRACTICE:
The Council has constituted a Committee consisting of Ar. J.Manoharan, Convenor, Ar.P.Vaitianadin,
Member, Ar.N. Mahesh, Member, Ar.Vijay Uppal, Member, Ar.Prashant Sutaria, Member, Ar.Sandeep
Shikre, Member, Ar.Salil Ranadive, Member for preparation of Manual of Architectural Practice. The MAP
Committee had about 70 sittings since February 2020 and submitted the final documents for approval of the

The Manual contains have five Volumes namely, Volume 1 – Guidelines for Architecture Practice, Volume 2
– Guidelines for Engagement of Architects and Code for Architectural Competitions, Volume 3- Guidelines
for Architectural Contracts, Volume 4 – Guidelines for Architectural Services and Fees and Volume 5 –
Guidelines for Management of Firms. The Draft Manual was reviewed by the following Architects :

5. Ar. V. Narashimhan
The Council in its 75th Meeting held on 28th and 29th August, 2021, after considering the detailed presentation
made by MAP Committee members approved the Five Volumes of Manual and directed for printing of the
Manual.
13. SUB-COMMITTEE ON CADRE RESTRUCTURE OF GOVT. ARCHITECTS:
The Executive Committee, in its 232nd Meeting held on 27th August, 2021, considered the report of the Sub-
Committee on Role of Architects in Govt. Service and recommended the same for approval of Council.
These Guidelines lay down model standard cadre strength of Architects in Government Departments as per
their workload/ budget on construction of buildings and other requirements.
14. COMMITTEE TO STUDY INDIAN COOLING ACTION PLAN:
The President, COA received a D.O. letter no. K-14011/28/2021-AMRUT-IIA dated 27th October, 2021,
from Ms. D. Thara, IAS, Joint Secretary, Ministry of Housing and Urban Affairs, Govt. of India, informing
that Ministry of Environment, Forest, & Climate Change, has released the Indian Cooling Action Plan
(ICAP) and requested the Council to incorporate the national and international standards and best practice
practices for energy efficient buildings in the syllabus of B.Arch and M.Arch. Course.
The President constituted a committee comprising of Prof. Abhijit Shirodkar as Convenor, Dr. Minakshi Jain,
Member and Ar. G. Srinivas Murthy, Member, to examine and study the Indian Cooling Action plan of
Government of India and for incorporating the same in the syllabus of B.Arch. and M.Arch. Courses.
The Council in its 76th meeting perused the report and recommendations of the Committee and decided that
further action be taken by the Council on the recommendations of the Committee.
15. COMMITTEE ON REVIEWING THE STATUS OF EXISTING FOREIGN QUALIFICATIONS:
The President, COA, constituted a Committee to Review the status of existing recognized Foreign
Qualifications under the Architects Act, 1972.The Committee was comprising of Dr. Kavita D. Rao, Ar. J.
Manoharan, Member, Ar. Chandan Parab, Member, Ar. Pushkar Kanwinde, Member and Ar. Gyanendra
Singh, Special Invitee.
The Committee recommended as under :
1. There is a wide variety of architectural programmes leading to the registration of architects for
professional practice:
• 5 -year B.Arch. professional degrees, followed by internship and examination, leading to registration
• 3/4 year degree + 1/2 years postgraduate degree, followed by internship and examination, leading to
registration • Etc.
2. Countries have adopted different paths for registration of architects, wherein Internship and examination
may or may not be mandated. However, the comparison shows that the no country is including
Internship as a part of the course of study.
3. As such, based on the above, the Committee has suggested that the list of academic programmes in the
Schedule may be deleted and replaced by a set of parameters to be satisfied for according equivalence
a. At least 5 years of study in an architectural programme. Applicants must qualify and be eligible to
apply for registration in the country of study.
b. Mandatory Internship in India.

d. In the case of candidates who have secured their qualifications from institutions which are not
accredited/ recognised for the purpose of registering as architects, a Written Examination would be
conducted.
The Executive Committee in its 232nd Meeting held on 27th August, 2021, considered the report and decided
that detailed regulations be prepared by the Committee for approval of Council.
16. DESIGN AND DEVELOPMENT OF WEB-PORTAL/APPLICATION FOR OFFICE
MANAGEMENT, DAK PORTAL, E-LIBRARY/E-LEARING AND MOBILE APPLICATION FOR
COUNCIL OF ARCHITECTURE:
The Council has awarded the work of Design and Development of Web-portal / Application for Office
Management System, Dak Portal, E-Library, E-Learning and Mobile Application for Council to M/s. Velocis
Systems Pvt. Ltd.. The work shall be completed shortly.
17. ISSUANCE OF IDENTITY/REGISTRATION CARD AND DIGITAL CERTIFICATE OF
REGISTRATION:
The Executive Committee in its 228th Meeting held on 2nd July, 2022, considered the proposal for issuance of
online Certificate of Registration to Architects. The Online Certificate having the relevant details such as
name, registration number, validity, photograph and signature of architect and Scanned and Digitally Signed
by President and Registrar/ Secretary will be sent on e-mail of the concerned architect which can be printed
by them for their use
The Committee also decided to issue Identity Cards to all Architects having valid Registration with the
Council. The Identity Cards shall be issued free of cost on receipt of request within prescribed dated from
concerned architect(s) holding valid Registration with the Council of Architecture and thereafter on payment
of Rs.200/-.
18. FILMS ON ARCHITECTURE AWARENESS:
In order to spread awareness on role of Architects in Society, the Executive Committee in its 235th Meeting
held on 02.12.2021 decided to appoint Ar. Shaleen Sharma for production of films on Architecture. The
duration of films will be under three categories 20 minutes, 10 minutes and 5 minutes. These films will be
provided to all Architectural Institutions for motivating and inspiring students. The production of films is in
final stages.
19. MOU WITH ETHOS FOR CONDUDCT OF VIRTUAL EXHIBITION ON ARCHITETURE AND A
WALK FOR AWARENES ON ROLE OF ARCHITECTS IN SOCIETY:
The Executive Committee in its 235th Meeting held on 02.12.2021 decided to enter into MOU with ETHOS
for organizing a virtual exhibition on role of architects and good design in changing lives of common man so
as to promote Architectural Education and Profession. Ar. Gita Balakrishnan, Founder and Curator of Ethos
undertook a walk on foot from Kolkata to Delhi of about 1700 Kilometers.
20. ACTIVITIES UNDERTAKEN AT COA ONLINE PLATFORM “COASOCIAL”:
In order to spread awareness about the importance of architecture in society and also to share the wisdom and
experience of senior architects and academicians, the Council through its online platform “COASOCIAL” is
organizing various talks, discussions and reads for the benefit of practicing architects, academicians, students

21. INTERIOR/ RENOVATION OF COA OFFICE AT INDIA HABITAT CENTRE, NEW DELHI:
The Executive Committee in its 229th Meeting held on 22.07.2021 approved the proposal for carrying out
interior work in the office of Council at IHC so as to upgrade the look and feel of the office and to ensure
proper utilization of space. The Executive Committee also approved the drawings and plans prepared by Ar.
Vivek Gupta, who rendered his professional services to Council as pro bono public for the Council. The
interior work of the office of the Council at India Habitat Centre is being carried out by M/s. A.B. Systems
private Limited, New Delhi.
22. INTERIOR/ RENOVATION OF COA OFFICE AT NBCC PLACE, OKHLA, NEW DELHI:
The Executive Committee decided that the interior work of the COA office space at NBCC Okhla, New
Delhi, be undertaken as per the drawings/ submitted by M/s. Babbar and Babbar Associates. Accordingly,
M/s. NCI Global Infratech, New Delhi was appointed to carry out the work. The work is under progress and
shall be completed soon.
23. CAREER ADVANCEMENT SCHEME FOR FACULTY MEMBERS OF ARCHITECTURAL
INSTITUTIONS:
The Council constituted a Committee a One-man committee of Prof. Pushkar Kanwinde to prepare Career
Advancement Scheme for Faculty Members of Architecture based on COA (Minimum Standards of
Architectural Education) Regulations, 2020. Prof. Kanwinde has submitted the draft Scheme to the Council.
The Council is in the process of finalizing the same for implementation by Architectural Institutions.
24. COMPLAINTS FOR PROFESSIONAL MISCONDUCT AGAINST ARCHITECTS:
All Architects are required to observe and abide by the provisions of the Architects (Professional Conduct)
Regulations, 1989. The Act provides for taking action against an architect who is found guilty of professional
misconduct upon investigation and after providing opportunity of hearing to the concerned Architect.
The Council in its 75th Meeting held on 28th & 29th August, 2021, considered report of Disciplinary
Committee in respect of 4 complaints and dismissed 3 complaints and in 1 complaint the Respondent
Architect was found guilty of professional misconduct and both the parties were summoned to appear before
Council for availing opportunity of hearing in terms of Section 30 of the Act. The Council also considered 8
new complaints and dismissed 6 complaints since there was not prima facie against the Respondent
Architects and referred 2 Complaints to Disciplinary Committee for detailed investigation.
The Council in its 76th meeting held on 25.02.2022, considered report of Disciplinary Committee in respect
of 9 complaints for alleged professional misconduct against Architects. The Council dismissed 7 complaints
and in 2 complaints the Respondent Architects were found guilty of professional misconduct and both the
parties were summoned to appear before Council for availing opportunity of hearing in terms of Section 30
of the Act. The Council also considered 5 new complaints and dismissed 4 complaints and 1 complaint was
kept in abeyance as the matter was sub-judice before court of law. The Council also suspended Ar. Arun[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29
Singh Rajput, Madhya Pradesh, who was found guilty of professional misconduct, from practice for a period
2 years.
25. DISCIPLINARY COMMITTEE:
In terms of Council of Architecture Rules, 1973, the Disciplinary Committee is constituted by the Central
Government, from time to time, by gazette notification to investigate the complaints received against
Architects for alleged professional misconduct as referred by the Council.
Further, after cessation of membership of Ar. N. K. Negi, as a member of the Council, Ar. Amogh Kumar
Gupta was elected by the Council as a member of the Disciplinary Committee.The Disciplinary Committee
met Five Times i.e. on 03.08.2021, 15.09.2021, 12.10.2021, 30.11.2021. 24.01.2022 due to Covid 19
Pandemic situation and 18 complaint cases were taken up investigation online.
26. COMMITTEE ON RECOGNITION OF FOREIGN QUALIFICATIONS:
In terms of Section 15 of the Architects Act, 1972, the Central Government is empowered to recognize
foreign architectural qualifications, upon consultation with the Council of Architecture, for the purposes of
the Architects Act, 1972. The Council has constituted a committee to consider the references received from
the Central Government and make its report. During the year under report the Committee met Four times and
considered the cases received from the Central Government and has submitted its report to Full Council.
27. PERSPECTIVE PLAN:
The Council noticed increase in opening of architectural colleges due to increased demand for the
architectural course across the country, however, in due course of time, it was observed that the overall
quality of education is not rising to the level as it should be. Apart from many issues, Institutes are not able to
maintain Council’s minimum standards of Architectural education, resulting in falling of standards. To add to
the situation, the graduating architects found dismal opportunities of employment and gradually the
admissions into architecture as a stream started dwindling. It appeared prima-facie that mushrooming of
institutions without a defined policy and absence of a road map could be one of the reasons for the malady.
The Policy would streamline opening up of new colleges, sanction of additional intake, restoration of intake
and approval of new additional courses. The policy has been uploaded on the Council’s website for
information and compliance by all concerned.
28. COURT CASES:
During the period under report following cases were filed against the Council :
1. Ms. M. Meyyamal from Chennai filed a Writ Petition in Madras High Court challenging the decision of
the Council to not to allow such candidates in Third NATA Test who have already appeared in First and
Second NATA Test. The Single Judge by interim order refused to grant any order in favour of the
petitioner. The Appeal filed against the order of Single Judge by the Petitioner was also dismissed.
2. Misc. Application No.1461 of 2021 before Hon’ble Supreme Court of India filed by Dr. Baliram Hirray
College of Architecture, Mumbai, stating that Council cannot prescribed separate academic calendar and
cannot inspect its institution. The Hon’ble Court dismissed the application.
3. Writ Petition No.11256 of 2021 filed by Ramesh Phirodia College of Architecture regarding reduction in
take of B.Arch. Course from 20 to 10. The High Court directed that the Review Application filed by the
Institution be decided. The Council after considering the review application of the Institutions confirmed
its decision of 10 intake in the institution due to lack of academic and physical infrastructure facilities.
4. Writ Petition No. 7425 of 2021 and Writ Petition No.7724 pf 2021 before Hon’ble Bombay High Court
filed by Dr. Baliram Hirray College of Architecture, Mumbai, regarding reduction of intake in M.Arch.
Course from 20 to 0 (Zero) and in 160 to 120 in B.Arch. Course. The Hon’ble High Court by an interim
order allowed the Petitioner institution to admit 20 students in M.Arch. Course and 160 students in
B.Arch. Course. The Council filed Application to re-call this order and same is pending for
adjudication.
5. Writ Petition Nos.23163 and 23164 of 2021, filed before Hon’ble Madras High court, praying that JEE
qualified students be allowed to take admission in B.Arch. Course. The Hon’ble Madras High Court
vide its order dated 27.10.2021 held that as per COA (Minimum Standards of Architectural Education)
Regulation, 2020, admission in B.Arch. Course shall be made based on NATA only.
6. Writ Petition No.7958 of 2021, filed before Hon’ble Bombay High Court by Ms. Sakhi Satyan Mishra,
praying that JEE passed candidates be allowed to take admission in B.Arch. Course. The Hon’ble30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
Bombay High Court held that passing NATA is mandatory for admission to B.Arch. Course as per COA
(Minimum Standards of Architectural Education) Regulations, 2020 and dismissed the petition.
7. Civil Appeal No. 1320 of 2022, the Council filed an appeal before Hon’ble Supreme Court of India
against the Order of Division Bench of Hon’ble Madras High Court which held that COA cannot make
and enforce minimum standards under Section 21 of the Architects Act, 1972. The Hon’ble Supreme
Court vide its judgement dated 14.02.2022, held that Council is empowered to prescribe minimum
standards under Section 21 and quashed the order of Madras High Court.
29. SUPPLY OF INFORMATION UNDER RTI ACT, 2005:
Shri Deepak Kumar, Administrative Officer, is Public Information Officer in the Council and Shri Raj
Kumar Oberoi, Registrar, is the First Appellate Authority in the Council in terms of provisions of the RTI
Act, 2005. During the period under report, the Council provided information in respect of 70 RTI
Applications and dealt with 01 First Appeal as per the RTI Act. The Council has made efforts to disclose
maximum information in public domain to reduce the number of RTI Applications and subsequent appeals.
30. ALLOTMENT OF LAND BY GOVERNMENT OF KARNATAKA WITHIN THE CAMPUS OF
BANGALORE UNIVERSITY AT GNANA BHARATI CAMPUS, BANGALORE:
The Council requested the Bangalore University for allotment of 2 acres of land for establishing its Training
and Research Centre at Bengaluru. The Bangalore University recommended the request of the Council to the
Government of Karnataka. The Government of Karnataka has allotted 2 acres of land in favour of Council on
lease for a period of 30 years on an annual lease rent of Rs. 2 lakhs. The Bangalore University has handed
over the possession of land to Council. The Council has proposed to construct the building at the earliest and
launched an Architectural Design Competition for selection of Architect.
31. GRANT OF APPROVAL TO THE THREE/TWO YEAR DIPLOMA COURSE(S) IN
ARCHITECTURAL ASSISTANTSHIP:
The Hon’ble Supreme Court of India vide judgement dated 08.11.2019 in Prince Shivaji Case, held that
AICTE has no role in Architecture Education. Consequently, the AICTE has stopped granting approvals to
institutions imparting architectural education. The Executive Committee on Council in its 228th Meeting held
on 2nd July, 2021, decided that the institutions imparting 10+2/ 10+3 Diploma Courses in Architecture be
granted approval/ extension of approval. The Council has also prepared the minimum standards for Diploma
Courses after having consultations with the concerned stakeholders and circulated to the concerned institution
for adoption. During the academic session 2021-2022, the Council has granted approval / extension of
approval to 36 Institutions.
32. APPROVAL OF NEW ARCHITECTURE INSTITUTIONS FOR IMPARTING B.ARCH. AND
M.ARCH. COURSE IN THE ACADEMIC SESSION 2021-2022:
During the year under the report, 13 new institutions were granted approval to impart Bachelor of
Architecture Courses and 11 existing institutions were granted approval for introduction of PG courses. At
present, there are 424 institutions which are imparting recognized architectural qualifications during the
academic session 2021-2022 with the approval of Council. The state wise number of institutions are listed

33. APPROVAL OF ARCHITECTURAL INSTITUTIONS FOR THE ACADEMIC SESSION 2021-2022:
The Council of Architecture is required to monitor the maintenance of Minimum Standards as prescribed by
the Council for imparting recognised qualifications by the Architectural Institutions.
During the Academic Session 2021-2022 the Council approved the Architectural Institutions as under:
a) The extension of approval for B.Arch. Course : 402
b) The extension of approval for M.Arch. Course : 85 (106 PG Courses)
c) Introduction of B.Arch. Course : 13
d) Introduction of M.Arch. Course : 11 (12 Courses)
e) Institutions put on ‘Zero Intake for B.Arch. Course : 7
f) Institutions put on Zero Intake for M.Arch. Course : -
g) Institutions under process for closure : 57
With the above, presently a total of 422 Architectural Institutions have been approved for imparting UG
course and 96 Institutions for imparting Master of Architecture Degree Course during the academic session
2021-22.
34. ISSUANCE OF ENROLMENT NUMBERS TO STUDENTS ADMITTED BY ARCHITECTURAL
INSTITUTIONS IN B.ARCH. COURSE:
The Council is issuing enrolment numbers to students admitted by the Institutions to ensure that only eligible
students are admitted as per the sanction intake of the Council. The Council is issuing enrolment numbers
online based on information furnished by the institutions. Year wise details of enrolment numbers issued by
the Council for students of B.Arch. Course in the last 5-years are as under:

35. NATIONAL APTITUDE TEST IN ARCHITECTURE (NATA):
The Council is conducting National Aptitude Test in Architecture (NATA) every year as a single window
examination for admission to first year of 5-year B.Arch. Couse. The NATA 2021 was conducted online
thrice a year. The First Test was held on 10.04.2021. 15066 candidates registered for the First Examination
held on 10.04.2021 and 14140 Candidates appeared in the test and 11431 Candidates passed the First
examination. Second Test was conducted on 11.07.2021. 25860 candidates registered for the Second Test and
21657 candidates appeared in the Test and 11583 candidates passed the Test. The Third Test was conducted
on 03.09.2021. 8439 candidates registered for the test and 7789 candidates appeared in the Test and 6686
candidates passed the test.
36. CONDUCT OF “PRATYASHA” GLOBAL ARCHITECTURE CONCLAVE:
The Executive Committee in its 235th meeting held on 02.12.2021, decided to conduct an International
Conference/ summit on Architectural Education which would expose the Indian architectural education at
global level and would provide a good platform to show case the teaching-learning methods and best
practices followed by Architectural institutions in India and also to understand the international practices
being followed globally. The international conference would be held in hybrid mode.
Prof. Abhay Purohit along with Director, COATRC Pune would undertake all modalities for conduct of the
international conference/ summit on Architectural Education titled as “Pratyasha”. The efforts would be
made to invite eminent architects and academicians to be part of this summit so that it can benefit the
Architectural fraternity and architectural institutions in a big way.
37. HOSTING OF ONLINE COMPLAINT FORM AGAINST NON-ARCHITECTS ON THE
COUNCIL’S WEBSITE:
The Council has hosted on its website complaint form for making complaints online/ offline against violation
of the Architects Act, 1972, by non-architects. The Council has received 114 complaints online against
unregistered persons/ quacks during the period from 01.04.2021 to 31.03.2022 and appropriate action has
been initiated on these complaints. The Council has also uploaded a statement of all such complaints/ action
taken on the Council’s website for information of the all concerned.
38. SETTING UP OF ONLINE PUBLIC GRIEVANCE CELL IN THE COUNCIL:
The Council has setup an Online Public Grievance Cell for receiving online complaints from architects,
Architectural Institutions, Faculty, students, general public and other stakeholders for faster redressal of such
grievance and also to monitor the progress made in such complaints. This will enhance the efficacious
disposal of the requests received by the office of the Council.
39. AMENDMENT IN COA RULES 1973 FOR ENHANCEMENT OF FEE BEING CHARGED BY
COUNCIL FROM ARCHITECTS:
The Council in its 72nd Meeting held on 24th and 25th January, 2020, a proposal for revision of fees was
submitted with the Ministry of Education, Government of India, on 18th November 2020, for suitably
amending the Council of Architecture Rules, 1973 for enhancing the fees being charged from the Architects.
The certain clarifications were sought by the Ministry and the same were provided by the Council.
40. PROFESSIONAL OUTREACH PROGRAMME:
For spreading awareness about architecture, Architects Act, 1972, Rules & Regulations, and to address the
concerns of architects, the Council decided to conduct professional outreach programme. However, due to
Covid 19 pandemic and lockdown restrictions all over India the outreach programme could not be conducted
and the Council started online web portal with name “COASOCIAL” for spreading awareness on various
important subjects of related to architects.
41. ENFORCEMENT OF THE ARCHITECTS ACT, 1972:
Sections 36 and 37 of the Architects Act, 1972 impose prohibition on misrepresentation as an Architect and
use of title and style of Architects by any person other than a registered Architect. The violation of Act is a
punishable offence. The Council has been issuing notices to the violators to stop violations of the Act.
42. SETTING UP OF COUNCIL OF ARCHITECTURE EMPLOYEES CONTRIBUTORY
PROVIDENT FUND TRUST DULY REGISTERED WITH CONCERNED AUTHORITIES:
The Executive Committee in its 234th Meeting held on 17th October, 2022 considered the letter dated
02.09.2021 of Ar. Ashutosh Kumar Agarwal, Member and decided that the suggestions be incorporated in the
Council of Architecture Employees Contributory Provident Fund Trust Deed. Accordingly, the Trust Deed

43. PUBLICATIONS:
The Executive Committee in its 234th Meeting held on 17th October, 2021 decided to revive the publication of
COA Newsletter “CANEWS” and magazine “Architecture Time Space and People” in electronic mode. Ar.
Pranati Satti was appointed for undertaking electronic publications.
44. ANTI-RAGGING MEASURES IN ARCHITECTURAL INSTITUTIONS:
The Council has adopted the UGC Regulations on Anti-Ragging and all Architectural Institutions have been
asked to strictly adhere to the same. During the period under report no case of Anti-ragging in any of the
architectural institutions was reported to the Council.
45. ACKNOWLEDGEMENT:
The Council would like to place on record its appreciation and gratitude to the Central Government and its
Officers, all State Governments, Union Territories, all Architectural Institutions for extending their
cooperation to Council in implementation of the Architects Act, 1972. The Council expresses its gratitude to

We have audited the attached Balance Sheet of "COUNCIL OF ARCHITECTURE", India Habitat
Centre, Core 6-A, Floor, Lodhi Road, New Delhi — 110003, Income & Expenditure Account and Receipts
& Payment Account for the year ended on 31st March, 2022, incorporating the accounts of the Council.
These financial statements are the responsibility of the management of the Council. Our responsibility is to
express an opinion on these financial statements based on our audit.
We have conducted the audit in accordance with generally accepted Auditing & Accounting Standards,
notified till date issued by The Institute of Chartered Accountants of India. Those standards require that we
comply with ethical requirements, plan and perform the audit to obtain reasonable assurance about
whether the financial statements are free from material misstatements. An audit involves performing
procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The
procedure selected depends on the auditor's judgment, including the assessment of the risk of material
misstatement of the financial statements, whether due to fraud or error. In making those risk assessments,
the auditor considers internal controls given to the preparation and fair presentation of the financial
statements in order to design audit procedures that are appropriate in the circumstances, but not for the
purpose of expressing an opinion on the effectiveness of the internal controls. An audit also includes
evaluating the appropriateness of the accounting policies used and the reasonableness of the accounting
estimates made by the management, as well as evaluating the overall presentation of the financial
statements. We believe that the audit evidence we have obtained is sufficient & appropriate to provide a
basis for our audit opinion subject to Note No. 1 to 19 of Annexure No. 14 — Significant Accounting Policies
& Notes forming part of Accounts.
We further report that:
1. We have obtained all the information and explanation, which to the best of our knowledge and belief
were necessary for the purpose of the audit;
2. In our opinion, proper books of accounts as required by Architects Act, 1972 have been kept by the
Council in so far as appears from our examination of such books;
3. The Balance Sheet, Income & Expenditure Account and Receipts & Payments Account dealt with the
report are in agreement with the books of account; and
4. In our opinion and to the best of our information and according to the explanations given to us, the said
statement of accounts together with the schedules attached and read with the accounting policies
and notes forming part of accounts give a true and fair view:-
