ANNUAL REPORT 2019-2020
F.No.CA/55B/III/2021/A.R.- The Council of Architecture set up under the Architects Act, 1972, deems it a
pleasure to present the Annual Report and Audited Statement of Accounts for the financial year ending on 31stMarch,
2020.
The Council is functioning under the Ministry of Human Resource Development, Department of Higher Education,
Government of India and is regulatory body for architectural education and profession in the country.
Organizational Structure:
The President, Council of Architecture, is the Head of the Organization under whose overall charge the Council functions.
Ar. Habeeb Khan is President of the Council. The Registrar, Council of Architecture is the Chief Executive Officer of the
Council.
Statutory and Other Committee:
In order to carry out the objectives of the Act, the Central Government has framed Rules and the Council has framed
Regulations and constituted various Committees to carry on the duties and functions of the Council. The Executive
Committee functions as an Executive Authority of the Council. The Disciplinary Committee investigates the complaints
and holds enquiries related to allegations of professional misconduct against architects. The Advisory Committee
(Appeals) hears the appeals of the applications whose applications for registration are rejected. Apart from these several
other Committees are constituted from time to time for particular/special purposes.
Further, the Council also constituted a Scrutiny Committee to examine the reference received to scrutinize the
proposals/applications received from new institutions for imparting Bachelor’s Degree in Architecture and Master’s
Degree in Architecture.
The details of the various activities undertaken by the Council from 01.04.20119 to 31.03.2020 are enumerated below:
1. MEETINGS:
Council Meetings: During the year under report the Council had its two meetings i.e. 71st Meeting on 27th July,
2019 and 72nd Meeting on 24th & 25th January, 2020 at New Delhi.
Executive Committee Meetings: During the year under report the Executive Committee had its 10 meetings as

The Returning Officer appointed by the Central Government held the elections to the office of the President,
Vice-President and Five members of the Executive Committee on 22nd October, 2019. The details of members
elected for the Office of the President, Vice-President and Executive Committee are as under :

3. ELECTIONS OF COUNCIL MEMBERS ELECTED FROM AMONGST THE HEADS OF
ARCHITECTURAL INSTITUTIONS:
The Returning Officer appointed by the Central Government held the elections of the five members of the
Council from among heads of Architectural Institutions and declared following architects elected as members of
the Council w.e.f. 20.08.2019:

4. REGISTRATION OF ARCHITECTS:
The Council registers a person, as an Architect under Section 25 of the Act, who resides or carries on the
profession of Architecture in India and holds a recognized architectural qualification. The application for
registration and fees is accepted through online mode.
During the year, the Council has registered 14250 qualified persons as Architects. With this as on 31st March,
2020, a total of 120944 Architects have been registered as architects. On 31st March, 2020, 99825 architects hold
valid registration as Architects with the Council of Architecture. As on 31.03.2020, details of architects with

5. DRAFT NATIONAL EDUCATION POLICY PREPARED BY THE MINISTRY OF HUMAN RESOURCE
DEVELOPMENT, GOVT. OF INDIA:
The Ministry of HRD, Govt. of India has prepared a Draft National Education Policy 2020 and sought views/
suggestions on the same. The Council also submitted its views/ suggestions on the same to the Hon’ble Minister
of HRD, govt. of India, on 14th November, 2019, inter alia requesting that the Architectural Education be
excluded from the purview of the proposed Higher Education Commission of India.
6. COMPLAINTS FOR PROFESSIONAL MISCONDUCT AGAINST ARCHITECTS:
During the year under the report, the Council has received 20 complaints against Architects for alleged
professional misconduct.
All Architects are required to observe and abide by the provisions of the Architects (Professional Conduct)
Regulations, 1989. The Act provides for taking action against an architect who is found guilty of professional
misconduct upon investigation and after providing opportunity of hearing to the concerned Architect.18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
7. DISCIPLINARY COMMITTEE:
In terms of Council of Architecture Rules, 1973, the Disciplinary Committee is constituted by the Central
Government, from time to time by gazette notification, to investigate the complaints received against Architects
for alleged professional misconduct as referred by the Council.
During the year under report the Disciplinary Committee 6 times i.e. on 25th April, 2019, 22nd and 23rd May,
2019, 20th June, 2019, 2nd September, 2019 and 12th December, 2019 and investigated 17 Complaints against
architects.
8. COMMITTEE ON RECOGNITION OF FOREIGN QUALIFICATIONS:
In terms of Section 15 of the Architects Act, 1972, the Central Government is empowered to recognize foreign
architectural qualifications, upon consultation with the Council of Architecture, for the purposes of the Architects
Act, 1972.
The Council has constituted a Committee to consider the references received from the Central Government and
make its report. During the year under report the Committee four times i.e. on 6th June, 2019, 5th November,
2019, 13th January, 2020 and 24th January, 2020 and considered the cases received from the Central Government
and has submitted its report to Full Council.
9. SUPPLY OF INFORMATION UNDER RTI ACT, 2005:
Shri Deepak Kumar, Administrative Officer, is Public Information Officer in the Council, Shri Deepak Kumar
Singh, Assistant Administrative Officer, is Assistant Public Information Officer and Shri Raj Kumar Oberoi,
Registrar, is Appellate Authority in the Council in terms of provisions of the RTI Act, 2005.
During the period under report, the Council provided information to in respect of 150 RTI Applications and dealt
with 11 First Appeal as per the RTI Act.
10. APPROVAL OF COUNCIL OF ARCHITECTURE MINIMUM STANDARDS OF ARCHITECTURAL
EDUCATION REGULATIONS, 2017.
In terms of the provisions of Section 21 of the Architects Act, 1972, the Council is vested with the power to
prescribe minimum standards of architectural education for imparting recognized qualifications by architectural
institutions. The Council earlier framed Regulations on Minimum Standards of Architecture Education with the
approval of the Central Government in the year 1983.
The Council after having wider consultations with all stakeholders framed Council of Architecture (Minimum
Standards of Architectural Education) Regulations, 2017 to repeal the existing Regulations framed in the year
1983. The Draft Regulations were modified as per advice of the Ministry and re-submitted as Council of
Architecture (Minimum Standards of Architectural Education) Regulations, 2020. These are likely to be
approved very soon.
11. REGULATIONS ON ANTI RAGGING IN ARCHITECTURAL INSTITUTIONS IN TERMS OF
ORDERS OF HON’BLE SUPREME COURT OF INDIA:
The Hon’ble Supreme Court of India in Civil Appeal No. 887 of 2009, University of Kerala V/s Council’s,
Principals, Colleges, Kerala & Ors. Vide order dated 08th May, 2009 directed for creating of anti-ragging
measures including Regulations on Anti-Ragging. The Hon’ble Supreme Court also directed that the Regulations
on curbing the menace of ragging, formulated by the UGC should be implemented with urgency. It deserves and
to be adopted by all other regulatory Bodies such as AICTE, MCI, DCI etc.
In view of these directions of the Hon’ble Supreme Court, the Council in its 71st meeting held on unanimously
adopted The University Grants Commission Regulations on Curbing of Ragging in Higher Education Institutions,
2009, along with its amendments from time to time, are adopted by the Council of Architecture in toto for

12. APPROVAL OF NEW INSTITUTIONS IN THE ACADEMIC SESSION 2019-2020:
During the year under the report 15 new institutions were granted approval to impart Bachelor of Architecture
Courses and 17 existing institutions were granted approval for introduction of PG courses. At present, there are
465 institutions which are imparting recognized architectural qualifications during the academic session 2019-

14. ISSUANCE OF ENROLMENT NUMBERS TO STUDENTS ADMITTED BY ARCHITECTURAL
INSTITUTIONS IN B.ARCH. COURSE:
The Council is issuing enrolment numbers to students admitted by the Institutions to ensure that only eligible
students are admitted as per the sanction intake of the Council. The Council is issuing enrolment numbers online
based on information furnished by the institutions.

15. NATIONAL APTITUDE TEST IN ARCHITECTURE (NATA):
The Council is conducting National Aptitude Test in Architecture (NATA) every year as a single window
examination for admission to first year of 5-year B.Arch. Couse. The NATA 2019 was conducted twice. First
Test was conducted on 14thApril, 2019. A total of 35748 candidates have applied for the First Test and 32856
candidates have appeared for the Test and 27232 candidates have passed in the Examination.
Further, Second NATA Test was held on 07.07.2019. 35651 Candidates have applied for the Second Test and
18126 candidates appeared for the test and 14589 candidates have passed in the Examination. The Council has
also initiated the process for conduct of NATA 2020 Examination.
16. TRAINING PROGRAMME:
22 training programme, convened by Prof. Jayashree Deshpande, Director, COA-TRC, Pune, were conducted
for teachers and professional architects in Pune and other cities during the last year. These programme were
attended by 521 participants across the country.

The Council conducted the 02nd Students' Awards for Excellence in Documentation of Architectural

of students for understanding, documentation of heritage buildings and to develop & promote sensitivity
and awareness towards India's architectural heritage amongst students of architecture across the country.

C. COA GRIHA’s National Awards for Excellence in Architectural Thesis on the Subject of
Sustainable Architecture Design:
The Council and GRIHA Council (Co-promoter) conducted the 01st Awards For Excellence in
Architectural Thesis on the Subject of Sustainable Architecture Design for the undergraduate and post
graduate projects with an objective to spread awareness about sustainability in design among the future
architects of the country.
The National Jury was held at D.Y. Patil School of Architecture, Navi Mumbai, Maharashtra,
Maharashtra on 24th January, 2020. The members of Jury for National finals were Ar. Roshni Udyawar,
Ar. Shekhar Bagool, Ar. Shaily Mahera.
The awards distribution ceremony of the under graduate, post graduate, documentation project and
Sustainable Architecture Design was held at D.Y. Patil School of Architecture, Navi Mumbai,
Maharashtra.
18. PROFESSIONAL OUTREACH PROGRAMME:
For spreading awareness about architecture, Architects Act, 1972, Rules & Regulations, and to address the
concerns of architects, the Council conducted professional outreach programme at Chandigarh on 23.12.2019,
Chennai on 11.01.2020 and Bangalore on 21.02.2020.
19. SELECTION OF ARCHITECTS BY GOVT. DEPARTMENT/UNDERTAKINGS:
The Council wrote to several public authorities to appoint architects as per Council of Architecture Competition
Guidelines and on payment of fees as prescribed by the Council.
The President, COA, met Secretary, Department of Revenue, Ministry of Finance, Government of India, for
considering adoption of the scale of charges prescribed by the Council by the Government and also amending the
Government of India Manual on Procedure for appointment of Consultants.
20. ENFORCEMENT OF THE ARCHITECTS ACT, 1972:
Sections 36 and 37 of the Architects Act, 1972 impose prohibition on misrepresentation as an Architect and use
of title and style of Architects by any person other than a registered Architect. The violation of Act is a
punishable offence. The Council has been issuing notices to the violators to stop violations of the Act.
21. SETTING UP OF COUNCIL OF ARCHITECTURE EMPLOYEES CONTRIBUTORY PROVIDENT
FUND TRUST DULY REGISTERED WITH CONCERNED AUTHORITIES:
The Council of Architecture considered the Council of Architecture Employees Contributory Provident Fund
Trust Deed and Rules as approved by the Executive Committee and ratified the same.
22. PUBLICATIONS:
The Council is printing and publishing its magazine Architecture “Time space and People” with assistance of
Lifestyle Media, New Delhi. The publication has been stopped for the time being for want of a Printer &
Publisher for the magazine.
The process for publication of Directory of Architects 2019 and Handbook of Professional Documents 2019 has
been initiated.
The Council has also published/ and or printed books for promotion of architectural of Architectural education.

We have audited the attached Balance Sheet of “COUNCIL OF ARCHITECTURE”, India Habitat Centre, Core 6-A, 1st
Floor, Lodhi Road, New Delhi – 110003, as at 31st March, 2020, the Income & Expenditure Account and the Receipts &
Payment Account for the year ended on 31st March, 2020, incorporating the accounts of all the Council Offices. These
financial statements are the responsibility of the management of the Council. Our responsibility is to express an opinion
on these financial statements based on our audit.26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
We have conducted the audit in accordance with the generally accepted Auditing & Accounting Standards, notified till
date issued by The Institute of Chartered Accountants of India. Those standards require that we comply with ethical
requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free
from material misstatements. An audit involves performing procedures to obtain audit evidence about the amounts and
disclosures in the financial statements. The procedure selected depends on the auditor’s judgment, including the
assessment of the risk of material misstatement of the financial statements, whether due to fraud or error. In making those
risk assessments, the auditor considers internal controls given to the preparation and fair presentation of the financial
statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of
expressing an opinion on the effectiveness of the internal controls. An audit also includes evaluating the appropriateness
of the accounting policies used and the reasonableness of the accounting estimates made by the management, as well as
evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is
sufficient & appropriate to provide a basis for our audit opinion subject to Note No. 1 to 18 of Annexure No. 14 –
Significant Accounting Policies & Notes forming part of Accounts.
We further report that:
1. We have obtained all the information and explanation, which to the best of our knowledge and belief were
necessary for the purpose of the audit;
2. In our opinion, proper books of accounts as required by Architects Act, 1972 have been kept by the Council in so
far as appears from our examination of such books;
3. The Balance Sheet, Income & Expenditure Account and Receipts & Payments Account dealt with the report are
in agreement with the books of account; and
4. In our opinion and to the best of our information and according to the explanations given to us, the said statement
of accounts together with the schedules attached and read with the accounting policies and notes forming part of
accounts give a true and fair view:-
a) In the case of Balance Sheet of the statement of affairs of the Council as at 31st March, 2020 and
b) In case of Income & Expenditure Account of the excess of Income over Expenditure for the year ended
31st March, 2020.
