ANNUAL REPORT—2017-18

The Council of Architecture set up under the Architects Act, 1972 deems it a pleasure to present its Annual Report and
Audited Statement of Accounts for the financial year ending on 31st March, 2018.
The Council is functioning under the Ministry of Human Resource Development, Department of Higher Education,
Government of India.
Organizational Structure:
The President, Council of Architecture, is the Head of the Organisation under whose overall charge the Council
functions. Shri Biswaranjan Nayak is presently President of the Council. The Registrar, Council of Architecture is the
Chief Executive Officer of the Council.
Statutory and Other Committees:
In order to carry out the objectives of the Act, the Central Government has framed Rules and the Council has framed
Regulations and constituted various Committees to carry on the duties and functions of the Council. The Executive
Committee functions as an Executive Authority of the Council. The Disciplinary Committee investigates the complaints
and holds enquiries relating to allegations of professional misconduct against architects. The Advisory Committee
(Appeals) hears the appeals of the applicants whose applications for registration are rejected. Apart from these several
other Committees are constituted form time to time for particular/special purposes.
The Council constituted a Sub-Committee to examine the references received from Central Government for recognition
of foreign qualifications under the Architects Act, 1972.
The Executive Committee also constituted Scrutiny Committee to scrutinize the proposals/applications received from
new institutions for imparting Bachelors Degree in Architecture and Masters Degree in Architecture.
Meetings:
a. Council: During the period under report the Council held its one meeting, namely 68th meeting on 13th October,
2017.
b. Executive Committee: During the year 2017-18, the Executive Committee had 14 meetings i.e. 171st meeting on
8th April, 2017, 172nd meeting on 27th May, 2017 and 28th May, 2017, 173rd meeting on 26th June, 2017, 174th
meeting on 8th & 9th July, 2017, 175th meeting on 23rd July, 2017, 176th meeting on 6th August, 2017, 177th meeting
on 14th August, 2017, 178th meeting on 7th September, 2017,179th meeting on 12th October, 2017, 180th meeting on
6 November, 2017, 181st meeting on 8 December, 2017, 182nd meeting on 11th January, 2018, 183rd meeting on
19th February 2018 , 184th meeting on 31st March, 2018.

1.0 RESTORATION OF NAMES TO THE REGISTER OF ARCHITECTS MAINTAINED BY THE
COUNCIL UNDER THE ARCHITECTS ACT, 1972:
The Council at its 68th meeting restored names of 1957 defaulting Architects, whose names were restored to the
Register of Architects on receipt of requisite fees, during the period 1st February 2017 to 15th September, 2017.

3.0 REGISTRATION OF ARCHITECTS:
The Council registers a person, as an Architect under Section 25 of the Act, who resides or carries on the
profession of architecture in India and holds a recognized architectural qualification. The applications for
registration and fees and accepted online.
During the year, the Council has registered 10439 qualified persons as architects. With this as on 31st March,
2018, a total of 92492 Architects have been registered as architects. On 31st March, 2018, 77349 architects hold
valid registration as Architects with the Council of Architecture.
4.0 INTRODUCTION OF “ARCHITECTURE” AS AN ELECTIVE SUBJECT AT 10+2 LEVEL ALL
OVER INDIA:
The Council prepared the model syllabus for introduction of “Architecture” Course at 10+2 level with a view
to enable the students in enhancing their technical skill and adaptability to Architecture course when they opt
for pursing such course at a later stage. The Council submitted the syllabus to the Ministry of HRD, Govt. of
India, for issuing appropriate directions in the matter to the concerned Education Boards.16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
The President, COA has also met the Director, NCERT, for inclusion of Architecture subject at 10+2 level.
The Chairman, CBSE was also requested for taking necessary action in the larger interest of students.
5.0 AMENDMENT IN ELIGIBILITY CRITERIA FOR ADMISSION TO B.ARCH. COURSE:
The Central Government has approved amendment in the eligibility criteria for admission to B.Arch. Course as
under :
“No candidate shall be admitted to architecture course unless she/ he has passed in examination at the end of
10+2 scheme of examination with 50% marks in Physics, Chemistry and Mathematics and also 50% marks in
aggregate of the 10+2 level examination.”
The above eligibility shall be effective from the academic session 2019-2020.
6.0 MEMORANDUM OF UNDERSTANDING BETWEEN THE COUNCIL OF ARCHITECTURE AND
BUREAU OF ENERGY EFFICIENCY:
The President, Council of Architecture signed a Memorandum of Understanding with Bureau of Energy
Efficiency (BEE) (a statutory body under Ministry of Power, Govt. of India) on 26.06.2017 for working
together for implementation of Energy Conservation Building Code in design and planning of buildings by
Architects. The BEE has committed to provide funds and expertise/ Master Trainers to Council for conducting
Training Programme for practising Architects, faculty members and students.
7.0 PURCHASE OF LAND FOR COUNCIL OF ARCHITECTURE TRAINING AND RESEARCH
CENTRE AT BENGALURU:
The Council has been allotted a Civil Amenities Site Plot admeasuring around 3.5 Acres at Banshankari,
Bengaluru to set up Training & Research Centre. For the purpose, the Council has deposited a sum of Rs. 16/-
Crores with BDA towards lease amount and it is expected that registration of the plot and handing over
possession shall be done shortly.
The Council is very much likely to get allotment of a Plot by Govt. of Odisha at Bhubaneswar, The Council has
also initiated the processing of acquiring land in Khorda, Bhubaneswar. The Council has taken space on rent
from Bhopal and Mumbai/ Pune for having its Training Centres in 5 Zones.
8.0 APPROVAL OF COUNCIL OF ARCHITECTURE MINIMUM STANDARDS OF ARCHITECTURAL
EDUCATION REGULATION, 2017:
In terms of the provisions of Section 21 read with Section 45 of the Architects Act, 1972, the Council framed
Council of Architecture (Minimum Standards of Architectural Education) Regulations, 2017 to repeal the
existing Regulations framed in the year 1983. The same have been sent to Ministry of Human Resource
Development, Govt. of India, for approval of Central Government and the approval is still awaited.
9.0 CONSTITUTION OF ELECTION TRIBUNAL BY CENTRAL GOVERNMENT:
The Ministry of HRD, Govt. of India, vide gazette notification dated 01.06.2017 constituted the Election
Tribunal under Section 5 (2) of the Architects Act, 1972 for adjudication of election disputes. The tribunal
comprises of Justice M.C. Garg (Retd), as Chairman and Shri V.S. Oberoi, IAS (Retd) and Shri Anup Dave,
Architect as members.
10.0 COMPLAINTS FOR PROFESSIONAL MISCONDUCT AGAINST ARCHITECTS:
Each and every Architect is required to observe and abide by the provisions of the Architects (Professional
Conduct) Regulations, 1989. The Act provides for taking action against an architect who is found guilty of
professional misconduct upon investigation and after providing opportunity of being heard to the Architect.
The Council at its 68th meeting considered 14 complaints for alleged professional misconduct received against
Architects and referred 4 complaints to Disciplinary Committee for investigation, dismissed 9 complaints and
deferred 1 complaint for consideration at the next meeting.
11.0 DISCIPLINARY COMMITTEE :
In terms of Council of Architecture Rules, 1973, the Disciplinary Committee is constituted by the Central
Government, from time to time by gazette notification, to investigate the complaints received against architects
for alleged professional misconduct. The Central Government vide gazette notification dated 03.08.2017 re-
constituted the Disciplinary Committee and Mrs. Mala Mohan, ADG (Arch), MES, Ministry of Defence, Govt.
of India, was included as one of Members of the Disciplinary Committee¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 17
The during year under report the Disciplinary Committee met two time i.e. 3rd October, 2018 and 28th
November, 2018 to investigate the complaint cases referred to the Committee.
12.0 COMMITTEE ON RECOGNITION OF FOREIGN QUALIFICATIONS:
In terms of Section 15 of the Architects Act, 1972, the Central Government is empowered to recognize foreign
architectural qualifications, upon consultation with the Council of Architecture, for the purposes of the
Architects Act, 1972.
The Council has constituted a Committee to consider the references received from the Central Government and
make its report. During the year under report the Committee met on 7th and 8th September, 2017 and
considered the respective cases and made its report to Full Council. The Committee has also prepared a format
for receiving applications from applicants possessing foreign qualifications.
13.0 SUPPLY OF INFORMATION UNDER RTI ACT, 2005:
The Council has appointed Shri Deepak Kumar, Administrative Officer, as CPIO and Shri Raj Kumar Oberoi,
Registrar, as Appellate Authority in terms of provisions of the RTI Act, 2005.
During the period under report, the Council provided information to 81 RTI Applicant, dealt with 7 First
Appeals.
14.0 APPROVAL OF NEW INSTITUTIONS IN THE ACADEMIC SESSION 2017-18:
During the year under the report 22 new institutions were granted approval to impart Bachelor of Architecture
Courses and 6 existing institutions were granted approval for imparting PG Courses.
With this, the total number of institutions imparting recognized courses in architecture in the year 2017-18 with
the approval of Council are 468.
The annual intake of students sanctioned by the Council at Undergraduate level is approximately 24741,
Postgraduate level is 1640.
15.0 EXTENSION OF APPROVAL FOR THE ACADEMIC SESSION 2017-18 ONWARDS:
The Council granted extension of approval or otherwise for UG and PG Courses for the academic session
2017-18 as under:
i) Institutions granted extension of approval for B.Arch. Course: 408
ii) Institutions granted extension of approval for M.Arch. course: 64
iii) Institutions put on ‘No Admission’ : 12
iv) Institution put on ‘withdrawal of approval: NIL
The Council also initiated the process of inspection for the academic session 2018-19 which were due for
inspections.
16.0 ISSUANCE OF ENROLMENT NUMBERS TO STUDENTS ADMITTED BY ARCHITECTURAL
INSTITUTIONS IN B.ARCH. COURSE:
The Council is issuing enrolment numbers to students admitted by the Institutions to ensure that only eligible
students are admitted as per the sanction intake of the Council. The Council is issuing enrolment numbers
online based on information furnished by the institutions.
17.0 NATIONAL APTITUDE TEST IN ARCHITECTURE (NATA):
The NATA-2017 was conducted for the prospective candidates looking forward to take up Architecture as
career. The Status of the NATA Examination of 2017 is as under:

Thesis in Architecture Program for postgraduate thesis projects with an objective to encourage and
motivate students of masters’ courses in architecture from across the country and develop a research
culture amongst schools of architecture.
The National Jury was held at India Habitat Centre, New Delhi. The members of Jury for National
finals were Ar. Partha Ranjan Das, Ar. Utpal Kumar Sharma and Ar. S. K. Das.
The awards distribution ceremony for the Undergraduate and Postgraduate programme was held at
India Habitat Centre, New Delhi. Dr. Satya Pal Singh, Hon’ble Minister of State, Ministry of HRD,
Govt. of India and Shri Krishna Pal Gurjar, Hon’ble Minister of State, Ministry of Social Justice and
Empowerment, Govt. of India, were Chief Guests and Shri Satyender Jain, Hon’ble Minister of Health
and Urban Development, Govt. of NCT of Delhi was Guest of Honour. The awards were distributed

20.0 SELECTION OF ARCHITECTS BY GOVT. DEPARTMENT/UNDERTAKINGS:
The Council wrote to several public authorities to appoint architects as per Architectural Competition
Guidelines and on payment of fees as prescribed by the Council.
The President, COA, met Secretary, Department of Revenue, Ministry of Finance, Government of India, for
considering adoption of the scale of charges prescribed by the Council by the Government and also amending
the Government of India Manual on Procedure for appointment of Consultants.
The President, COA also met Comptroller and Auditor General of India in the matter.
21.0 ENFORCEMENT OF THE ARCHITECTS ACT, 1972:
Sections 36 and 37 of the Architects Act, 1972 impose prohibition on misrepresentation as an Architect and use
of title and style of Architects by any person other than a registered Architect. The violation of Act is a
punishable offence. On receipt of the complaints of misuse of title and style of Architect, the Council filed
complaint under Section 39 of the Act before the first class Magistrate for taking cognizance of the Offences.
The Council is pursuing such criminal complaints before the Metropolitan Magistrate in New Delhi, against
persons who have violated the Architects Act, 1972. Presently about 14 complaints and 2 Appeals are pending.
22.0 PUBLICATIONS:
The Council is printing and publishing its magazine Architecture “Time Space and People” with assistance of
Lifestyle Media, New Delhi.
However, from the month of October 2017, the said firm has conveyed its inability to print and publish the
same. The Council has sought expression of interest from the concerned printers/ published so that the
publication of the magazine can continue. The Council has also printed following books/journals.

We have audited the attached Balance Sheet of “COUNCIL OF ARCHITECTURE”, India Habitat Centre, Core 6-A,
1st Floor, Lodhi Road, New Delhi-110003, as at 31st March 2018, the Income & expenditure Account and the Receipts
& Payment Account for the year ended on 31st March 2018, incorporating the accounts of all the Council Offices. These
financial statements are the responsibility of the management of the Council. Our responsibility is to express an opinion
on this financial statement based on our audit.
We have conducted the audit in accordance with the generally accepted Auditing & Accounting Standards, notified till
date, issued by The Institute of Charted Accountants of India. Those standards require that we comply with ethical
requirement and plan and perform the audit to obtain reasonable assurance about whether the financial statements are
free from material misstatements. An audit involves performing procedures to obtain audit evidence about the amounts
and disclosures in the financial statements. The procedure selected depends on the auditor’s judgment, including the
assessment of the risk of material misstatement of the financial statements, whether due to fraud or error. In making
those risk assessments, the auditor considers internal controls given to the preparation and fair presentation of the
financial purpose of expressing an opinion on the effectiveness of the internal controls. An audit also includes
evaluating the appropriateness of the accounting policies used and the reasonableness of the accounting estimated made
by the management, as well as evaluating the overall presentation of the financial statements. We believe that the audit
evidence we have obtained is sufficient & appropriate to provide a basis for our audit opinion subject to note no. 2 to 19
of Annexure No. 14- Significant Accounting Policies & Notes forming part of Accounts.
We further report that:
1. We have obtained all the information and explanation, which to the best of our knowledge and belief were
necessary for the purpose of the audit;
2. In our opinion, proper books of accounts as required by Architect Act 1972 have been kept by the Council
in so far as appears from our examination of such books;
3. The Balance Sheet, Income & Expenditure Account and Receipts & Payments Accounts dealt with the
report are in agreement with the books of account; and
4. In our opinion and to the best of our information and according to the explanations given to us, the said
statement of accounts together with the schedules attached and read with the accounting policies and notes
