िनधा(cid:7407)(cid:6981) रत पंिजका(cid:7312) एवं अिभलेख(cid:7298) का रखरखाव करेगा और जसै ा िव(cid:7393)िव(cid:7378)ालय को आव(cid:7019)यकता होगी उस (cid:7079)कार क(cid:7409) सािं (cid:6990)यक(cid:7409)य सूचनाए ँसमय-समय पर उपल(cid:7011)ध करायगे ा। झ)(cid:32) सभी छा(cid:7074)ावािसय(cid:7298) को छा(cid:7074)ावास-िनयमावली के अनसु ार अनशु ासन का पालन करना होगा। 3.(cid:32) छा(cid:7074)ावास(cid:7298) के वाड(cid:7008)(cid:6981) स: i) िनयिु (cid:7334): छा(cid:7074)ावास के वाडन(cid:6981) क(cid:7409) िनयिु (cid:7334) कुलपित (cid:7367)ारा 3 (तीन) वष(cid:6981) क(cid:7409) अविध के िलए क(cid:7409) जायेगी,िजसके िनयम एवं शत(cid:7288) समय-समय पर काय-(cid:6981) प(cid:7407)रषद (cid:7367)ारा िलए गए िनण(cid:6981)य(cid:7298) के अनुसार ह(cid:7298)गे। वाडन(cid:6981) मानदये के साथ (cid:7408)करायाम(cid:7334)ु गैर-फ(cid:7414)न(cid:7019)ड आवासके पा(cid:7074) ह(cid:7298)गे, जसै ा काय-(cid:6981) प(cid:7407)रषद (cid:7367)ारा समय समय पर िनधा(cid:7407)(cid:6981) रत (cid:7408)कया जायेगा। ii) वाड(cid:7008)(cid:6981) स के काय(cid:6981) एवं अिधकार: छा(cid:7074)ावास के वाडन(cid:6981) का काय(cid:6981) एवं अिधकार(cid:7298) का िन(cid:7020)पादन समय समय पर कुलपित (cid:7367)ारा समानुदिे शत (cid:7408)कया जाएगा और ये अिध(cid:7399)ाता, छा(cid:7074) क(cid:7016)याण के परामश (cid:6981) से कायाि(cid:6981) (cid:7008)वत होगा। कुलपित (cid:7367)ारा समानुदिे शत िविश(cid:7397) काय(cid:7300) के अित(cid:7407)र(cid:7334) वाडन(cid:6981) के काय(cid:6981) िन(cid:7388) ह(cid:7298)ग;े क) वह आवासी छा(cid:7074)(cid:7298) के (cid:7021)वा(cid:7021)(cid:7005)य,आरो(cid:6991)यता, (cid:7021)व(cid:6994)छता, सफाई एवं भोजन हते ुजवाबदेह होगा/होगी। ख) वह सिु नि(cid:7391)त करेगा/करेगी (cid:7408)क उसके (cid:7079)भार के अंतग(cid:6981)त सभी रहवासी छा(cid:7074)ावास िनयमावली का पालन कर(cid:7286) एवं अनशु ासन एवं िश(cid:7397)ाचार बनाय ेरख।(cid:7286) ग) वह समानुदिे शत छा(cid:7074)(cid:7298) के िलए क(cid:6979)(cid:7298) का आवंटन करेगा/ करेगी तथा माता-िपता अथवा अ(cid:7012)भावक के (cid:7021)थाई पते एव ं ऐसी छा(cid:7074)(cid:7298) का दिै नक अिभलेख जसै े उनक(cid:7409) दिै नक उपि(cid:7021)थित रखेगा तथाउनक(cid:7409) अनपु ि(cid:7021)थित के कारण(cid:7298) के साथ- साथछा(cid:7074)ावास स ेअनुपि(cid:7021)थित का रखरखाव करेगा/करेगी। ङ) वह छा(cid:7074)ावास म(cid:7286) रह रह े छा(cid:7074)(cid:7298) के कदाचार, अनुशासनहीनता, बीमारी संबंधी (cid:7079)करण(cid:7298) म(cid:7286) अिध(cid:7399)ाता, छा(cid:7074) क(cid:7016)याण को जानकारी दगे ा/दगे ी। च) वह छा(cid:7074)ावास क(cid:7409) सपं ूण(cid:6981) सुर(cid:6979)ा का जवाबदहे होगा तथा इसके िलए िव(cid:7393)िव(cid:7378)ालय के सुर(cid:6979)ा अिधकारी के साथ सम(cid:7008)वय (cid:7021)थािपत करेगा/करेगी। छ) वह केयरटेकर के साथसमय-समय पर छा(cid:7074)ावास के फन(cid:7278)चर और (cid:7408)फ(cid:7411)ट(cid:6991)स का स(cid:7004)यापन करेगा/करेगी तथा उनके मर(cid:7013)मत/(cid:7021)थानाप(cid:7382) अथवा अित(cid:7407)र(cid:7334) फन(cid:7278)चर (cid:7079)ा(cid:7385) करन ेसंबंधी काय(cid:6981)वाही करेगा/करेगी। ज) उसके पास छा(cid:7074)ावास क(cid:6979)(cid:7298) के िनरी(cid:6979)ण का अिधकार होगा; 1. उसके पास छा(cid:7074)ावास के िलए समानुदिे शत कम(cid:6981)चा(cid:7407)रय(cid:7298) का (cid:7079)शासिनक िनयं(cid:7074)ण होगा। 2. वह समाचारे-प(cid:7074)(cid:7298) एवं पि(cid:7074)का(cid:7312) के चयन हते ु परामश (cid:6981) दगे ा/दगे ीतथा इन समाचार प(cid:7074)(cid:7298) तथा पि(cid:7074)का(cid:7312) के (cid:7059)य के िलए केयरटेकर (cid:7367)ारा िन(cid:7414)मत िबल(cid:7298) क(cid:7409) जाँच करेगा/करेगी। 3. Construction: The Board of the Faculty of Studies shall consists of i.(cid:32) The Dean of the Faculty; ii.(cid:32) The Heads of the Departments/ Centres in the Faculty; iii.(cid:32) All Professors in the Faculty; iv.(cid:32) One Associate Professor and one Assistant Professor from each of the Departments/ Centres by rotation on the basis of seniority; v.(cid:32) Two teachers of the concerned departments of the faculty from affiliated colleges to be nominated by the Vice-Chancellors on the basis of seniority in college service; vi.(cid:32) Five persons nominated by the Academic Council who have specialized knowledge and expertise in the subjects (of the faculty) and who are not employees of the University or of any of its affiliated or recognized institutions’ and vii.(cid:32) One representative from each of the other faculties which have inter-disciplinary work with the faculty concerned on the subject area to be nominated by the Vice-Chancellor on the recommendations of the respective faculty. 2. Meeting: a. The Board shall hold at least two ordinary meetings in each academic year, one in each semester. b. The Dean may convene special meetings of the Board at his own initiative or at the suggestion of the Vice-Chancellor or on a written request from at least one-fifth of the members of the Board. Ordinance A-4 On the Board of Under-Graduate Studies (Under Section 31(1) (p) of the TU Act, 2006)24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] Short title: There shall be a Board of Under-Graduate Studies for each subject taught at the degree level. 1. Construction: The constitution of the Board shall be as follows: i.(cid:32) The Head of the University Department teaching the subject (Chairperson, ex-officio) ii.(cid:32) Professors in the Department; iii.(cid:32) One Associate Professor and one Assistant Professor in the Department on the basis of seniority by rotation to be nominated by the Vice-Chancellor; iv.(cid:32) Five teachers from affiliated colleges engaged in teaching the subject concerned on the basis of seniority of service nominated by the Vice-Chancellor; v.(cid:32) Two outside experts nominated by the Vice-Chancellor on the recommendation of the Head of the Department of whom one shall ordinarily be a person from the North-Eastern region. Provided that where there is no teaching at the University Department for which the Board of Under- Graduate Studies being constituted, the constitution will be as follows: (i) Three persons not below the rank of Associate Professor/ Assistant Professor (Sl. Grade) to be appointed by the Academic Council, one of whom be appointed as Chairperson by the Vice- Chancellor. (ii) Five teachers from affiliated colleges engaged in teaching the subject concerned nominated by the Board of faculty concerned. (iii) Two external Experts on the subject concerned nominated by the Vice-Chancellor on the recommendation by the Chairperson of the Board of faculty, of whom one should ordinarily, be a person from the North Eastern Region. Provided further that for subjects for which Post-Graduate teaching is not offered in any University in India, the Vice-Chancellor may nominate two persons having the requisite expertise on the subjects. 2. Term of the Office: Members of the Board of Under-Graduate Studies shall hold office for a period of three years of such period as may be fixed at the time of appointment. 3. Chairperson: The Head of the Post-Graduate Department, where existing shall be the Chairperson of the Board. In his absence, the Chairperson shall be elected by the members of the Board. The Chairperson shall preside over all meetings of the Board; and in his absence, at any particular meeting, the members present shall elect their own Chairman. 4. Powers and Functions: a.(cid:32) to make recommendation to the Academic Council in regard to the syllabi of the courses of study and necessary text books for the courses; b.(cid:32) to recommend to the Academic Council measures for improvement of the standard of Under Graduate Courses and teaching in the subject; c.(cid:32) to recommend to the Board of faculty panel of names suitable for appointment as examiners including paper setters, etc. in the subject with which it deals, and d.(cid:32) to consider and report on any matter referred to the Board by Head of the Post-Graduate Department, the Dean of faculty, the Academic council, the Executive Council or the Vice- Chancellor. 5. Meeting: a. Meeting of the Board shall be convened by the Chairperson of the Board.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 25 b. Special meetings may be called by the Chairperson on her/his own or on the request of the Dean of the Faculty or at the suggestion of the Vice-Chancellor or on a written request of at least four members of the Board. 6. Notice: Notice of the meetings of the Board shall be issued by an Administrative Officer to be nominated by the Vice- Chancellor. 7. Quorum: The quorum for a meeting of the Board shall be one-third of total members of the Board. 8. Rules of Business: The rules of conduct of the meeting shall be prescribed by the Regulations in this regard. Ordinance A-5 On the Admission of students to the University including its Affiliated Colleges: (Under Section 31(l) (a) of the TU Act, 2006) 1.(cid:32) Without prejudice to the provisions of the Act and Statutes, and other rules of the University, no student shall be eligible for admission in the first degree course in the faculties unless he/she has successfully completed 12 years schooling through an examination conducted by a Board/University. The admission shall be made on merit on the basis of criteria notified by the University after taking into account the reservation order issued by the Govt. of India/UGC from time to time. Student enrolment shall be in accordance with the number of teachers and physical facilities available. No student shall be eligible to seek admission to the Master’s course in faculties who has not successfully pursued the first degree course of three years duration/or four year duration (where the bachelor degree is of four years). 2.(cid:32) The Candidates seeking admission to a course of study in this University including its affiliated colleges/ institutions must satisfy the rules and the conditions made in this behalf. Ordinance A-6 On Degrees, Diplomas and Certificates (Under Section 31(1) (d) of the Tripura University Act, 2006) The following Degrees, Diplomas and Certificates in accordance with conditions, which may be laid down from time to time in each case by an Ordinance or otherwise, will be awarded by the University in accordance with the provisions of the Ordinances and Regulations if any, in each case: (i)(cid:32) Research Degrees of Master of Philosophy, Doctor of Philosophy, Doctor of Science, Doctor of Literature and Doctor of Law; (ii)(cid:32) Master’s Degree in Arts, Sciences, Computer Applications, Information Technology, Commerce, Education, Law, Agriculture, Management Studies, Pharmacy, Medicine, Engineering, Technology, and such other discipline may be approved by the Academic Council from time to time in accordance with the degree specified by the UGC; (iii)(cid:32) Bachelor’s degree (General and Honours) in Arts, Science, Commerce, Computer Applications, Pharmacology, Education, Agriculture, Medicine, Engineering, & Law and such other disciplines as may be approved by the Academic Council from time to time in accordance with the degree prescribed by the UGC; (iv)(cid:32) Post Graduate Diploma in Kokborok Language & Literature, Bamboo cultivation and Resource Utilization and such other areas as may be approved by the Academic Council from time to time;26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (v)(cid:32) Diploma in Civil, Mechanical and Electrical Engineering, Electronics, Information Technology, Computer Application, Medical Lab Technology, fashion Technology, Food Processing technology and such other fields as may be approved by the Academic Council from time to time; (vi)(cid:32) Diplomas and certificates in various languages; (vii)(cid:32) Certificates in Arts, Science, Commerce and other courses as may be approved by the Academic Council from time to time; (viii)(cid:32) Honorary degrees; and (ix)(cid:32) Degrees (Master’s and Bachelor’s) Diplomas and Certificates in various professional courses by the University from time to time. Ordinance B-1 On the Powers and Functions of the Dean of Faculties (Under Section 31(1) (p) read with Clause (3) of statute 5) The Dean of a Faculty shall be the Head of the Faculty and shall be responsible for the conduct and maintenance of standards of teaching and research in the Faculty. She/ he shall be appointed by the Vice- Chancellor from amongst the Professors in the Faculty by rotation in the order of seniority for a period of three years. The Dean shall have the following powers and functions: a.(cid:32) to co-ordinate and supervise the teaching and research work in the faculty through the Heads of departments/ Centres; b.(cid:32) to maintain discipline in the faculty through the Heads of Departments/ Centres; c.(cid:32) to take steps to promote inter-disciplinary teaching and research, whenever necessary; d.(cid:32) to recommend for the examination of the University in respect to the students of the faculty in accordance with the directions as may be given by the Board of Faculty or the Academic council; e.(cid:32) to keep a record of the evaluation of the sessional work and the attendance of the students at theory classes, tutorials, seminars or practicals when these are required for the examinations of the students; f.(cid:32) to take steps to give effect to the decisions and recommendations of the faculty; and g.(cid:32) to perform such other duties as may be assigned to her/ him by the Academic Council, Executive Council or the Vice-Chancellor. Ordinance B-2 The Heads of the Departments & their Functions (Under Section 31(1) (p) of the Tripura University Act, 2006) 1.(cid:32) Each Department shall have a Head who shall be appointed by the Vice-Chancellor from amongst the Professors for a period not exceeding three years, by rotation; Provided that where in any Department there is only one Professor or there is no Professor, the Vice- Chancellor may also appoint one of the Readers as the Head of the department for a period not exceeding three years; Provided further that the person appointed as the head of the Department shall hold the office for the duration of appointment from the date he/ she is appointed Head, unless he/ she ceases to be a member of the staff or regions the headship. 2.(cid:32) The Head of the Department shall, under the general guidance of the Dean of faculty; (a)(cid:32) Organize the teaching and research work in the Department;¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 27 (b)(cid:32) Allocate teaching work to the teachers in the department and assign to them such other duties as may be necessary for the proper functioning of the department; (c)(cid:32) Coordinate the work of the Departmental Committees appointed for specific purposes, and (d)(cid:32) Perform such other duties as may be assigned to him by the Dean, Board of the Faculty, the Academic Council, the Executive Council and the Vice-Chancellor. Ordinance B-3 On the Dean’s Committee (Under Section 31(1) (j) of the Tripura University Act, 2006 read with Clause (1) of Statute 22) 1.(cid:32) Short title: The University shall constitute a Committee of Deans of Faculties of Studies to maintain the uniformity in the standard of teaching and research among the Faculties. 2.(cid:32) Constitution of the Committee: The Dean’s Committee shall comprise of the following: i.(cid:32) The Vice-Chancellor – Chairperson (Ex-officio) ii.(cid:32) The Pro-Vice-Chancellor – Member (Ex-Officio) iii.(cid:32) All Deans of Faculties – Members iv.(cid:32) The Controller of Examinations – Member v.(cid:32) The Registrar – Secretary 3.(cid:32) Functions: The functions of this committee can be as follows: a.(cid:32) to consider matters arising for conduct of examinations, standard of results and research etc; b.(cid:32) to consider general administrative matters on the functioning of faculties and departments; c.(cid:32) such other matters as may be assigned to it by the Executive Council or may be referred to by the Vice-Chancellor 4.(cid:32) Meeting: The notice of the meeting will be issued by the Secretary (Registrar) taking the consent from the Chairperson. 5.(cid:32) Quorum: The quorum for a meeting shall be one-third of its total members. 6.(cid:32) Rules of Business: The rules of conduct of meetings shall be prescribed by the regulations in this regard. Ordinance B-4 On the College Development Council (Under Section 31(1) (l) of the Tripura University Act, 2006) 1.(cid:32) Title: There shall be a College Development Council in the Tripura University. This Council is responsible for admitting colleges to the privileges of the University as well as to provide a leadership for maintenance of the academic and administrative standards of the colleges. 2. Constitutions: The Council shall have the following members: (1) The Vice-Chancellor - Chairperson (Ex-officio)28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (2) The Pro-Vice-Chancellor -Member (Ex-officio) (3) Two teachers of Professor/ Associate - Member Professor grade, Member one from Science Departments and another from Arts/ Commerce Departments, to be nominated by the Vice-Chancellor on rotation basis. (4) Three principals of affiliated colleges, - Member one from general colleges, one from technical colleges and the rest one from vocational colleges, to be nominated by the Vice-Chancellor in order of seniority in the service in the colleges on rotation basis. (5) Three teachers of affiliated colleges, -Member one from Science departments, one from Arts Departments and the rest one from Commerce/ Technical/Vocational Departments to be nominated by the Vice-Chancellor in order of seniority on rotation basis. (6) The Director of the Higher Education -Member of the state (7) The Controller of Examinations - Member (8) The Finance Officer -Member (9) The Dean of Student’s Welfare - Member (10) The Director of College Development -Member Council (11) The Registrar -Secretary (Ex-officio) 3. Terms of Office: The terms of office of members other than Ex-officio shall be of two years. 4. Fill up the vacancy: The Vice-Chancellor shall take necessary measures to fill up any post vacated due to illness, death or resignation or otherwise of a member at the earliest. 5.(cid:32) Meeting: (i) The Council shall meet at least twice in an academic year and the meeting shall be convened by the Secretary in consultation with the Vice-Chancellor (ii) The Vice-Chancellor shall preside over the meeting. In his/her absence Pro-Vice-Chancellor shall preside over the meeting. 6.(cid:32) Notice: The meeting of the notice shall be served at least 21 days before the date fixed for the meeting except for special meeting.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 29 7.(cid:32) Quorum: One-third of the actual membership of the Council present in a meeting shall form the quorum. 8.(cid:32) Minutes The Secretary shall keep record of the proceedings of the meeting and circulate to the members within 15 days after the meeting. 9.(cid:32) Powers and Functions: College Development Council shall have the following powers and functions: (i) to recommend all matters relating to the affiliated colleges as the Principal Advisory body to the Executive Council through the Academic Council; (ii) to assess the suitability and adequacy of its accommodation and equipments for teaching in the affiliated colleges; (iii) to assess the qualifications and adequacy of the teaching staff and the conditions of their services in each affiliated colleges; (iv) to inspect the arrangements for the residence, welfare, discipline and supervision of students in the colleges; (v) to assess the adequacy of financial provision made for the continuous maintenance of the colleges; (vi) to make suggestions on various aspects of education with view to gradual improvement of the general educational and administrative standards in the colleges; (vii) to prepare different developmental projects on behalf of the colleges and to submit to various funding agencies for overall improvement of the colleges; (viii) to arrange inspection of the colleges once in every two academic years on the advice of the Vice-Chancellor or the Academic Council with a view to preparing and maintaining an up-to-date profile on each college and to follow up the Inspection reports and to suggest for corrective measures whenever necessary. The Members of the Inspection Team shall be nominated by the Vice- Chancellor; (ix) to review the academic performances of the colleges from time to time and to make suggestions for improvement; (x) to make suggestions for promotion and encouragement of extra-curricular activities in the colleges; (xi) to arrange for Inspection Team to review the conducting of the examination of the colleges as per University guidelines and to suggest corrective measures if requires. 10. The Director of the College Development Council shall look after the day to day business of the Council and will be the Liaison Officer between the university and the affiliated colleges for communications of the directives of the University to the colleges and to receive the matters of the colleges. Ordinance B-5 On the Dean, Student’s Welfare [Under Section 31(1) (p) read with Clause (1) (i) of Statute 39] 1. There shall be a Dean of Students’ Welfare. 2. The Dean of Students’ Welfare shall be appointed by the Vice-Chancellor from among the Professor & Associate Professor of the University. The Dean so appointed shall hold office, in addition to his/ her normal duties as a Professor/ Associate Professor, for a term of three years, and shall be eligible for reappointment. 3. When the office of the Dean of Students’ Welfare is vacant or when the Dean of Students’ Welfare is, by reason of illness or absence for any other cause, unable to perform the duties of his/ her office, the duties of the office shall be performed by such persons as the Vice-Chancellor may appoint for the purpose.30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 4. Powers and functions of the Dean of Students’ Welfare: (a) The Dean of Students’ Welfare shall be the Chairman of the Students’ Council. (b) The Dean of Students’ Welfare shall look after the general welfare of the students, and also provide appropriate encouragement for the sound and fruitful relationship between the intellectual and social life of the students and for those aspects of the university life outside the class room which contribute to their growth and development, as mature and responsible human beings. (c) The Dean of Students’ Welfare, inter alia, shall arrange for the guidance of and advice to the students of the university in matters relating to: (i) Organizing and development of students’ bodies , (ii) Counseling and students’ guidance and career advice services, (iii) Extra-curricular and sports activities of the students, (iv) Students’ financial aid, if any, (v) Student-faculty and student-administration relationship, (vi) Health and medical services for the students, (vii) Residential life of the students, (viii) Securing facilities for the students for further studies in the country, and/ or abroad, and (ix) Students’ Educational tour, if any. (d) The Dean of Students’ Welfare shall exercise such powers and perform such duties in the pursuit of the above objectives as may be assigned to him/ her from time to time by the Vice-Chancellor. Ordinance B-6 On the residence of Students of the University [Under Section 31(1) (h) of the TU Act, 2006] 1.(cid:32) Objectives: There shall be halls of residence for students of the University as a large section of students come from distant places and reside in the rented houses of the city and University campus area. The objectives of residence in the halls are as follows: (a)(cid:32) to provide to the students a congenital place to live so that they can devote themselves to pursuit of higher learning. (b)(cid:32) to provide enlighted guardianship to the students during an impressionable age when they are living away from their parents/ guardians. (c)(cid:32) to provide an opportunity of the students to live together as family members and to develop in them a spirit of co-operation and fellow feeling in a societal frame. (d)(cid:32) to develop in the students the capacity to govern their own affairs. 2.(cid:32) Halls of Residence: (e)(cid:32) The University shall maintain such hostels as may be necessary for the residence of the students; (f)(cid:32) Each hall of residence (hostels) may be given names as decided by the University; (g)(cid:32) Each hostel shall be under the charge of a warden; (h)(cid:32) Each hostel shall maintain such register and records, as may be prescribed by the University, and shall furnish such statistical information as the University may require, from time to time, (i)(cid:32) Every residence of the hostels shall have to observe discipline as per the hostel rules.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 31 3.(cid:32) Wardens of Halls of residence: (i)(cid:32) Appointment; The Wardens of the hostels shall be appointed by the Vice-Chancellor for a period of three years, on such terms and conditions as may be prescribed by the Executive Council from time to time. They are entitled to an unfurnished residential accommodation on rent free basis and an honorarium as may be decided by the Executive Council from time to time. (ii) Powers and functions of Wardens: The wardens of hostels shall perform such duties as are assigned to them by the Vice-Chancellor from time to time and they shall function in consultation with the Dean, Students’ Welfare. In addition to specific duties assigned by the Vice-Chancellor, the Wardens shall perform the following duties: (a)(cid:32) He/she shall be responsible for the health, hygiene, sanitation, cleanliness and food of the resident students; (b)(cid:32) He/she shall ensure that the residents in his/ her charge observe the hostel rules properly and maintain discipline and decorum; (c)(cid:32) He/she shall allot rooms to the students assigned to his/her, maintain a list of students alongwith permanent address of parents/ guardians and such other information as may be required by the appropriate authority; (d)(cid:32) He/she shall maintain a daily record of the resident students such as students present each day and students absent from the hall together with reasons of absence; (e)(cid:32) He/she shall report to the Dean, Students’ Welfare all cases of misbehaviour, indiscipline and illness of students residing in his/ her hostel; (f)(cid:32) He/she will be responsible for the overall security of the hostel and will coordinate his/her responsibility with the Security Officer of the University (g)(cid:32) He/she will periodically verify the furniture and fillings of the hostel with the assistance of the Caretaker, and take action for their repairs/ replacement or for obtaining additional furniture; (h)(cid:32) He/she shall have the right to inspect hostel rooms; (a) He/she shall have administrative control over the staff assigned to the hostel. (b) He/she will advise in the selection of newspapers and magazines and will check the bills prepared by the Caretaker for purchase of these newspapers and magazines. (c) He/she will take disciplinary action for keeping any unauthorized guest. (d) He/she will ensure maintenance of discipline and decorum in the common room. (e) He/she will look after the cultural programme of the hostel and regulate disbursements out of the hostels’ recreation grant. (f) He/she will stop mess facilities in respect of residents defaulting payment of mess bills or those who have vacated the hostel or have been evicted. 4.(cid:32) Prefect and Local committees: (a) For smooth management of each hostel, the Warden will be assisted by the Prefect and a Local committee which may consist of: (i) Warden – Chairperson (ii) Prefect – Member (iii) Three students of the hostel, one of whom shall be the mess manager/ secretary - Members (b) The Local committee shall be appointed by the Warden and its term of office shall be one year.32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (i) One or more prefects may be appointed by the warden who shall assign him/her such duties as he/she may deem proper for the smooth functioning of the hostel. (ii) The prefect shall hold office for one year and shall be entitled to free accommodation in the hostel during the period of office provided he/she will not receive the HRA. Ordinance B-7 On the Medium of Instruction and Examination [Under Section 31(1) (c) of the TU Act, 2006] English shall be the medium of instruction and examination in the research and study programmes of Academic Departments, unless otherwise decided by the university. Provided that in the language subjects, the medium of instruction and examination shall be the respective language unless otherwise decided by the University. Ordinance B-8 On the Convocation [Under Section 31(1) (d) of the TU Act, 2006 read with Statute 32 and 27 (1)] 1. Annual Convocation: A convocation for the purpose of conferring degrees, diplomas and other distinctions of the University, shall be held every year on a date and place as may be fixed by the Executive Council with prior approval of the Chancellor. Provided that in case the convocation is not held in a particular year, the Vice-Chancellor is competent to authorize admission of successful candidates in the year to their respective degrees in absentia and authorize the Registrar to issue the degrees on payment of the prescribed fee. 2.(cid:32) Special Convocation: A special convocation may be held on such date as may be decided by the Executive Council on the recommendation of the Academic Council for the purpose of conferring any honorary degree under special circumstances with a prior approval of the Visitor. 3. Notice: (a) Not less than four weeks notice shall be given by the Registrar for all meetings of the convocation. (b) The Registrar shall, with the notice, issue to each member of the convocation, a programme of the procedure to be observed thereat. (c) The candidates who have passed their examinations in the year for which the convocation is held shall be eligible to be admitted to the convocation. 4. Degrees to be conferred and Medals/ Diplomas/ Certificates to be awarded: (a)(cid:32) Honorary Degree/ Special Medals; (b)(cid:32) Doctors’ Degree (c)(cid:32) Masters’ Degree (d)(cid:32) Post-Graduate Degree (e)(cid:32) Under-Graduate Certificates (f)(cid:32) Medals and Certificates¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 33 5.(cid:32) Applications: (a)(cid:32) A candidate for the degree must submit to the Registrar his/ her application on or before the date prescribed for the purpose for the admission to the degree at the convocation in person alongwith the prescribed fee. (b)(cid:32) Candidates who are unable to present themselves in person at the convocation shall be admitted to the degree in absentia by the Vice-Chancellor and their degrees shall be given by the Registrar on the basis of application and payment of the prescribed fee. 6.(cid:32) Fees: The fee for admission to the degree at the convocation in person shall be Rs. 200/-. The fee for admission to the degree at the convocation in absentia shall be Rs. 300/-. 7.(cid:32) Honorary Degree: Honorary degrees shall be conferred only at a convocation and may be taken in person or in absentia. 8.(cid:32) Presentation of the recipients: (a) The presentation of the persons at the convocation on whom honorary degrees/ special medals are to be conferred shall be made by the Vice-Chancellor to the Chancellor or in the absence of Chancellor the senior-most Dean to the Vice-Chancellor. The Officer so presenting the recipient of an Honorary Degree/ special medals shall address the chair and say, “Sir, I am privileged to present to you…….. for conferment of the degree of …… honoris causa which has been recommended by the Executive Council and confirmed by the Chancellor’ and may in his/ her discretion, add such remarks as he/ she may think fit regarding the achievements of the recipient which have led to his/ her being chosen for the high honour. The Chancellor or the Vice-Chancellor, as the case may be, shall thereupon, say “The Court/ the Executive Council of the Tripura University is pleased to confer upon you the degree of ……..honoris causa” and may, in his/ her discretion, add such remarks as he/ she may think fit regarding the achievement of the recipient which have led to his/ her being chosen the high honour. (b) After the conferment of Honorary degrees and award of special medals, the Vice-Chancellor shall say, ‘Mr. Chancellor, Distinguished Guests, Members of the University Community, Ladies and Gentlemen, we now come to the significant and impressive ceremony of conferring Doctors’ and Masters’ degrees and awarding Post-Graduate and Under-Graduate diplomas and certificates to those students who have been examined and found qualified to receive them. All of these degrees, diplomas and certificates have been recommended by the appropriate academic authority and by the Court/ the Executive Council.” (c) Candidates for the Doctors’ degrees shall be presented as the faculty wise, Literature, Natural Sciences, Social Sciences, Medical Sciences, Commerce, Engineering and …….. as per chronology in the Statute. (i) The Dean of each faculty of Post-Graduate Studies shall say to the candidates for the Doctors’ degrees, “Will the candidates for the conferment of the degree of ……please stand up and remain standing until I request them to resume their seats?” (ii) The Dean shall then say to the Vice-Chancellor, “Sir, I present to you the candidates for the degree of doctor of …… (here mention the appropriate degree) and I pray that the degrees for which they have been recommended may be conferred on them”, thereafter, the Dean shall say to the candidates, “Please be seated”. (iii) When all the candidates for the Doctors’ degree have been so presented by the appropriate Deans, the Vice-Chancellor shall say, “Will all the candidates who have been presented for Doctors’ Degree, please stand up? (Pause). The candidates will then take their seats. (d) The candidates for the Masters’ Degrees and Post-Graduate Diplomas and Certificates shall be presented as Faculty wise by the Heads of the respective Post-Graduate departments. (i) The Head of each Post-Graduate Department shall say to the candidates, “Will the candidates who are to be presented for the degree of Master of ……/ Diploma in ……/ Certificate in ….. from the University/ College please stand up and remain in standing until I request them to resume their seats? (ii) The Head shall then say to the Vice-Chancellor, “Sir/ Madam, I present to you the candidates for the degree of Master of …../ Diploma in …../ Certificate in …….and I pray that the degree/ diploma/ certificate for which they have been recommended may be conferred/ awarded on them”. He/she shall thereafter say to the candidates, “Please be seated”. (iii) After the candidates for the Master’s degrees and Post-Graduate Diplomas and Certificates have been so presented, the vice-Chancellor shall say, “ill all the candidates who have been presented for Master’s Degrees and Post-Graduate Diplomas and Certificates please stand up? (Pause). The Court/ Executive Council of Tripura University is pleased to confer upon you the degrees, diplomas, and certificates for which you have been recommended and admit you to all the rights and privileges respectively pertaining thereto and I, by virtue of the authority vested in me as Vice-Chancellor of this University, charge you that ever in your life and conversation you show yourselves worthy of the same”. (Immediately the candidates shall acknowledge by a bowl!). “Please be seated”. (e) After the conferment of Degrees and the award of the Post-Graduate Diplomas and Certificates, the Registrar shall call the names of recipients of medals to be awarded on the result of examinations and other competitions, when upon each candidate whose name is so called, shall proceed to the Chairman (Chancellor or Vice-Chancellor) to receive his/ her medal from his/ her. (f) The Registrar then shall call the names of the Principals of the Under-Graduate colleges to collect the certificates of the candidates from their colleges, whereupon each Principal whose name is so called, shall proceed to the Vice-Chancellor to receive the packet from his/ her. (g) In the absence of the Dean of a Faculty, the function of such Dean shall be performed by the Registrar. 9.(cid:32) Procedure for the session: (a) The Chancellor, the Chief-Guest, the Chief Rector, the Vice-Chancellor, the Pro-Vice-Chancellor, the Registrar, he Deans, the members of the University authorities shall assemble in a meeting room at the appointed hour and shall wear their special robes prescribed by the University. (b) All of them shall walk in a procession in the following order to the Convocation Hall: (i) The Registrar (ii) The Visitor of the University, if present (iii) The Chief Rector (iv) The Chancellor (v) The Chief Guest (vi) The Vice-Chancellor (vii) The Pro-Vice-Chancellor (viii) The Guests and Ex Vice-Chancellor (ix) The Court (x) The Executive Council¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 35 (xi) The Academic Council (xii) The Deans (xiii) The Heads of P.G. Departments (xiv) The Controller of Examinations (xv) The Finance Officer (xvi) The Director, College Development Council (xvii) The Librarian (c) When the procession enters the Convocation Hall, the candidates and audience shall rise and remain standing until the members of the procession have taken their seats in places reserved for them. (d) The Chancellor or in his/ her absence, the Vice-Chancellor shall preside at the Convocation. (e) The Chancellor or the Vice-Chancellor, as the case may be, presiding at the Convocation shall, for the purpose of opening the Convocation, say, “I decide the Convocation opens”. If a Convocation extends for more than one session, the Chancellor or the Vice-Chancellor, as the case may be, presiding there at, shall say, at the end of each session other than final session, “I declare the convocation adjourned until…..” (f) The Programme of the Convocation shall begin with recitation of the Holy Gita and inaugural songs. (g) The Chancellor/ the Vice-Chancellor shall introduce the Guest Speaker in appropriate words befitting the occasion and may invite him/her to deliver a Convocation address. If the Chairman desires, this address shall be at the end of the distribution of medals. (h) The Vice-Chancellor shall then present the Annual Report of the University. (i) The Officers shall present the recipients of Honarary Degrees/ Other Degrees/ Certificates/ Medals as per order mentioned in Clause 8 and the Vice-Chancellor shall confer their respective Degrees. (j) The Chief-Rector shall address the Convocation. (k) The Chancellor shall give his/ her Presidential Address. (l) The Registrar shall propose a Vote of Thanks for the purpose of closing the Convocation. The Chancellor or the Vice-Chancellor as the case may be shall say, “I declare the Convocation closed”. (m) The National Anthem will be recited and all the members of the Convocation and audience shall stand up. (n) The procession will leave the Convocation Hall in the same order as it entered. The recipients and the audience shall remain standing till the procession has left the Convocation Hall. Ordinance B-9 On the Discipline Committee for maintenance and proper conduct among the students of the University and its colleges (Under Section 37(1) of the TU Act, 2006 read in Clauses (1), (6) and (7) of Statute 29) 1. Title: There shall be Discipline Committee of the University for maintenance of discipline and proper conduct among the students of the University and its colleges. 2. The Hostel wardens (special invitee, if matters - Member related to hostels are placed in the meeting) 6. The Director of College Development Council -Member 7. The Controller of Examinations - Member 8. The Proctor -Member Secretary 3. Powers and Functions: (i) To frame some rules of discipline and disciplinary jurisdiction in the form of a declaration, which has to be signed by every student at the time of admission; (ii) To consider the matters of the students related to misconduct in a Class/Office/Library/ Auditorium/ Examination Centre or misbehaviour towards a teacher or any employee of the University; (iii) To review from time to time the overall situation regarding discipline in the University; (iv) To consider the actions taken by the Proctor/ Hostel Wardens, the committee may confirm or modify the decisions. 4. Dispute Case: The decision of the Discipline Committee shall be final and binding. 5. Quorum: One-third of the total members present in a meeting shall constitute the quorum of the said meeting. O.
