The Director of Survey and Settlement of Government of Tamil Nadu under Sub-section (1) and (2) of Section 4 of the Tamil Nadu Survey and Boundaries Act, 1923 (Tamil Nadu Act VIII of 1923) (R.C.S2/445/24(Sy)) No.VI(2)/11/2025. 1) Under the Central Sector Scheme ‘Digital India Land Records Modernization Programme (DILRMP)’, the Department of Land Resources of the Government of India has proposed to implement ‘NAtional geospatial Knowledge-based land Survey of urban HAbitations (NAKSHA)’ in 152 Towns / Cities on pilot basis across the country. The following 10 Towns / Cities have been selected for the pilot implementation of NAKSHA in Tamil Nadu. (i) Ariyalur (Ariyalur district), (ii) Virudhunagar (Virudhunagar district), (iii) Kancheepuram (Kancheepuram district), (iv) Thiruvannamalai (Thiruvannamalai district), (v) Kovilpatti (Thoothukudi district) (vi) Maraimalainagar (Chengalpattu district) (vii) Karaikudi (Sivagangai district), (viii) Coimbatore 7 Wards (Coimbatore district), ix) Thanjavur (Thanjavur district), x) Dindigul (Dindigul district). 2) In G.O Ms No.320 Rev. & D.M (SS II(2)) Dept, Dated: 05.06.2025, the Government of Tamil Nadu has stipulated the Procedures to be adopted for the implementation of NAKSHA as follows:- i) Drone survey will be conducted and Ortho Rectified Image-ORI (Map-1) will be generated. ii) Subsequently, field survey will be conducted based on the ORI and existing survey records by team of officials of Revenue and Municipal Administration departments. iii) The Survey work will be undertaken as per the procedures prescribed in the Tamil Nadu Survey and Boundaries Act, 1923 by the teams by demarcating all land parcels on the ground using GNSS Network RTK Rovers and controllers. After the field survey work, Map-2 and draft Town Survey Land Records (TSLR) will be published. iv) Based on the published Map-2 (Town Survey Land Records), notice of decision of Survey Officer under sub-section (2) of Section 9 and 10 of the Tamil Nadu Survey and Boundaries Act, 1923 shall be given to the registered holder of the land or parties to the dispute or other registered holder of lands. The appeal will be heard and disposed as per Section -11 of the Tamil Nadu Survey and Boundaries Act, 1923. Culmination of this process will lead to publication of final land records of urban areas under section 13 of the Tamil Nadu Survey and Boundaries Act, 1923 which will be published as Map-3 and final Town Survey Land Record (TSLR). v) Thereafter, Geo referenced maps of the land parcels and integrated property records comprising details of land parcels (Records of Right) and property tax will be issued to the property owners concerned 3) Further, in the above G.O, the Government of Tamil Nadu has delegated the power conferred under sub-section (1) and (2) of section 4 of the Tamil Nadu Survey and Boundaries Act, 1923 to the Director of Survey and Settlement to appoint any person either by name or by virtue of his office as “Survey Officer” for all or any of the purposes of this Act and exercise and perform the powers and duties of a survey officer within such local limits and for such periods of time. 4) Accordingly, in excise of the power delegated by the Government of Tamil Nadu, the Director of Survey and Settlement hereby appoints the Assistant Directors of Survey and Land Records concerned as ‘Survey Officers’ for the respective jurisdiction mentioned below for the implementation of ‘NAtional geospatial Knowledge-based land Survey of urban HAbitations (NAKSHA)’ programme in Tamil Nadu. (ii) அதன் பெதாடர்ச்சியாக, அவ்பெவாளிப் ெடத்தின் அடிப்ெளைடயில் சாம்ெந்தப்ெட்ட புலங்களில் வருவாய் மற்றும் நகராட்சி நிர்வாகத்துளைறகளின் ெணியாைர்கள் அடங்கிய குழுக்கைால் நிலஅைளைவ தேமற்பெகாள்ைப்ெடும். (iii) இந்நிலஅைளைவயின் தேொது, தமிழ்நாடு நில அைளைவ மற்றும் எல்ளைலகள் சாட்டம், 1923-ல் வளைரயறுக்கப்ெட்டுள்ை வழிமுளைறகளைைக் களைடபிடித்து நவீன நிலஅைளைவக் கருவிகளைைக் பெகாண்டு (GNSS Network RTK Rovers and Controllers) புலங்கள் வளைரயறுக்கப்ெடும். இப்புலப்ெணியின் பெதாடர்ச்சியாக, வளைரெடம் - 2 மற்றும் தேதாராய நகர நில ஆவணம் (draft TSLR) பெவளியிடப்ெடும். (iv) அவ்வாறு பெவளியிடப்ெட்ட வளைரெடம் 2 (நகர நில அைளைவ ஆவணம்)-ன் அடிப்ெளைடயில், தமிழ்நாடு நிலஅைளைவ மற்றும் எல்ளைலகள் சாட்டம், 1923 - ன் பிரிவு 9(2) மற்றும் 10-ன் கீழ் நிலஅைளைவ அதிகாரியின் முடிவு குறித்த அறிவிப்பு சாம்ெந்தப்ெட்ட நில உரிளைமதாரர்களுக்கும், அது குறித்து பிணக்கு பெகாண்ட இதர நில உரிளைமதாரர்களுக்கும் வழங்கப்ெடும். இதன் மீதான தேமல்முளைறயீடு தமிழ்நாடு நிலஅைளைவ மற்றும் எல்ளைலகள் சாட்டம், 1923 ன் பிரிவு 11-ன்கீழ் விசாாரிக்கப்ெட்டு தீர்வு பெசாய்யப்ெடும். இந்நடவடிக்ளைககளின் வாயிலாக இறுதி பெசாய்யப்ெட்ட நகர்ப்புற நில ஆவணங்கள், தமிழ்நாடு நிலஅைளைவ மற்றும் எல்ளைலகள் சாட்டம், 1923 ன் பிரிவு 13-ன்கீழ் வளைரெடம் - 3 மற்றும் இறுதி பெசாய்யப்ெட்ட நகர நில ஆவணம் (final TSLR) ஆக பெவளியிடப்ெடும்.
