## Policy Analysis Report: Land Acquisition for National Highway 79 Expansion in Rajasthan
**1. Executive Summary:**
This report analyzes a notification issued by the Ministry of Road Transport and Highways, Government of India, regarding land acquisition for the building, widening (six-lane), maintenance, management and operation of National Highway (NH) 79 in Rajasthan. The core purpose is to acquire land for the expansion of the highway between specific kilometer markers. Key findings include the identification of specific land plots targeted for acquisition, the process for affected parties to raise objections, and the designation of the Additional District Collector Administration Chittorgarh as the Competent Authority.
**2. Introduction:**
This report aims to provide a comprehensive overview of a government notification pertaining to land acquisition for the NH-79 project in Rajasthan. The analysis is based solely on the provided text of the notification.
**3. Policy Overview:**
This appears to be a new policy announcement regarding land acquisition under the National Highways Act, 1956, rather than an amendment to an existing policy within the context of the document provided.
* **Core Objective(s):** The core objective, as stated in the text, is to acquire land for the public purpose of building, widening (six-lane), maintenance, management and operation of NH-79 in the specified stretches.
**4. Background and Rationale:**
* **Rationale (New Policy):** The policy addresses the need for land to facilitate the building, widening to six-lanes, maintenance, management, and operation of NH-79. This suggests that the existing highway infrastructure requires improvement to accommodate increasing traffic volume, improve connectivity, or enhance safety in the Chittorgarh Bypass Bhilwara to Chittorgarh section of the highway.
**5. Key Provisions / Changes:**
* **New Policy Provisions:**
* **Declaration of Intent:** The notification declares the Central Government's intention to acquire specific land parcels in the Chittorgarh district of Rajasthan for the NH-79 expansion project.
* **Land Description:** A schedule provides a brief description of the land to be acquired, including survey numbers, type of land, nature of land, and area in hectare for each plot. The land is located in the villages of Jojaro Ka Kheda, Bhuwanipura, Gangrar, and Soniana.
* **Objection Mechanism:** Individuals with an interest in the land are granted the right to object to the acquisition within 21 days of the notification's publication in the Official Gazette.
* **Competent Authority:** The Additional District Collector Administration Chittorgarh is designated as the Competent Authority to receive and address objections.
* **Objection Process:** The objection must be made in writing, stating the grounds for objection. The Competent Authority is required to provide the objector an opportunity to be heard. The decision of the Competent Authority is final.
* **Access to Information:** Land plans and other details are available for inspection at the Competent Authority's office.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are:
* Landowners in the villages of Jojaro Ka Kheda, Bhuwanipura, Gangrar, and Soniana, Chittorgarh district, Rajasthan, whose land falls within the specified survey numbers.
* Residents and businesses in the vicinity of the affected land.
* The Ministry of Road Transport and Highways.
* The Additional District Collector Administration Chittorgarh (Competent Authority).
* Contractors and construction companies involved in the NH-79 project.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the overall responsible body. The Additional District Collector Administration Chittorgarh acts as the Competent Authority for handling objections and facilitating the acquisition process.
* **Timelines:** Affected parties have 21 days from the date of publication to file objections. The text does not specify the timeline for the completion of the acquisition process or the commencement of construction.
* **Procedures:** The acquisition process involves the notification, an objection period, a hearing process conducted by the Competent Authority, and a final decision on the objections. The land plans are available at the office.
**8. Expected Outcomes / Impact of Changes:**
* **Expected Outcomes (New Policy):**
* Acquisition of land required for the expansion and improvement of NH-79.
* Enhanced highway capacity and reduced traffic congestion.
* Improved connectivity between Chittorgarh and Bhilwara.
* Potential for increased economic activity along the highway corridor.
* The land acquisition may lead to displacement and livelihood impacts on the affected landowners. Compensation and rehabilitation measures may be needed.
**9. Conclusion:**
The notification signifies the commencement of land acquisition for the NH-79 expansion project in Rajasthan. It outlines the specific land parcels targeted, the process for raising objections, and the responsible authorities. While the project aims to improve highway infrastructure and connectivity, it is crucial to consider the potential impact on affected landowners and ensure fair compensation and rehabilitation measures are in place. The policy is significant as it enables a crucial infrastructure project, potentially leading to economic and logistical benefits for the region.
