NOTIFICATION
The draft of the Karnataka Animal Feed (Regulation of Manufacture and
Quality Control) Rules, 2025 which the Government of Karnataka proposes to make
in exercise of the powers conferred by section 30 of the Karnataka Animal Feed
(Regulation of Manufacture and Quality Control) Act, 2025 (Karnataka Act 31 of
2025) is hereby published as required by sub-section (1) of section 30 of the said
Act for the information of all the persons likely to be affected thereby and notice is
hereby given that the said draft will be taken into consideration after the expiry of
fifteen days from the date of its publication in the Official Gazette.
Any objection or suggestion which may be received by the State Government
from any person with respect to the said draft before the expiry of the period
specified above will be considered by the State Government. Objections and
suggestions may be addressed to the Secretary to Government, Animal Husbandry
and Fisheries Department, Vikasa Soudha, Dr B.R. Ambedkar Veedhi, Bengaluru-

DRAFT R ULES
1. Title and commencement.-(1) These rules may be called the Karnataka
Animal Feed (Regulation of Manufacture and Quality Control) Rules, 2025.
(2) It shall come into force on such date as the State Government may, by
notification, appoint.

2. Definitions.-(1) In these rules, unless the context otherwise requires,-
(a) “Act” means the Karnataka Animal Feed (Regulation of Manufacture
and Quality Control) Act, 2025;
(b) “Annexure” means Annexure appended to these rules;
(c) “Form” means a form appended to these rules; and
(d) “License” means a license granted under section 7 of the Act.
(2) Other words and expressions used in these rules but not defined shall
have the same meaning assigned to them in the Act.
3. Application and fee for license.-(1) Any person desirous of obtaining
license for carrying out the business of animal feed manufacture shall make
application in Form-A to the licensing authority or an officer authorized on this
behalf.
(2) Every application shall be accompanied by the license fee payable for
various Animal feed manufacture operations shall be as specified in the table.

(3) If application for renewal of license is not submitted within the time limit,
the Licensing authority shall order for stopping all animal feed manufacture
operations being undertaken by the licensee.
(4) For grant of duplicate license the applicant shall request to the licensing
Authority along with a fee of Rs.5000/-. Upon verification, a copy of the license
available online shall be issued to the licensee.
(5) If any application submitted by the applicant, the Licensing Authority if
satisfied that the applicant has fulfilled all the specified terms and conditions for
carrying out the Animal Feed Manufacture, the Licensing Authority shall issue the
license in Form-B within thirty days from the date receipt of application.3
4. Conditions to issue the license.-(1) The Licensee shall abide to the
specifications and standards regarding manufacture of animal feed as under
section 13 of the Act.
(2) Licenses already issued to the existing Animal feed manufacture units
under any other Act or Order shall be valid and it shall not be necessary to apply
for license under this Act:
Provided that, the existing license shall be endorsed by the licensing
authority within thirty days from the date of commencement of the Act. The
endorsement shall be issued in Form-C for the remaining period of old license.
(3)Licenses endorsed by the Licensing authority under sub rule (2) shall be
deemed to be Licenses issued under the Act and these rules.
(4) All the licensing processes shall be made online. Model service request
forms, documents to be enclosed, fees to be remitted, estimated time period for the
process and all other details shall be made available on the web-portal.
(5) The service request shall be filed by the applicant himself on the Web
portal. The applicant has to confirm that all the required information is furnished
and required documents are uploaded on the web-portal. Incomplete applications
are liable to be rejected and fee remitted shall not be refunded under any
circumstances. Decision on the rejection of such service request shall be taken by
the Licensing Authority.
(6) License shall be given for one unit only. If any license is operating more
than one unit, separate license shall be obtained for each unit.
(7) Every Licensee shall submit monthly returns in duplicate in respect of
each class of Animal feed manufactured or processed by him during the previous
month on or before 10th of every month to the Licensing authority in Form-D.
5. Powers and functions of the controlling authority.-The Controlling
Authority shall be the overall supervisory and Executive Authority of the Act at
State level and shall have the following Powers and Functions, namely:-
(1) To take all necessary measures to implement the provisions of the Act;
(2) To monitor, regulate and promote the production, distribution and sales
of Quality Animal Feed;
(3) To arrange for preparation of Standards for Animal feeds, in case of non-
availability of BIS standards for any approved species with the help of Animal
related Research and Development Institutes of either Central Government or State
Governments and get them approved by the Expert Committee and BIS as per the
procedure of these rules.
(4) A Monitoring Cell shall be established at Office of the Controlling
Authority for day-to-day monitoring of the implementation of the Act and these
rules. The monitoring Cell shall co-ordinate with the Licensing Authority in the
Districts, for liaisoning, obtain data, compile reports and carryout all the related
work at the State level; and4
(5) To ensure capacity building to all the stakeholders involved in the Animal
Feed Business Operations and Officers involved in implementation of the Act.
6. Powers and functions of the licensing authority.- (1) The Licensing
Authority shall have the powers and functions as described under Section 5 of the
Act; and
(2) Any other functions assigned by the Government.
7. Powers and functions of the expert committee.-The Expert Committee
shall have the following powers and functions, namely:-
(1) To assist the Controlling Authority on implementation of the Act and to
provide technical advice for decision making by the Controlling Authority;
(2) To provide independent technical and scientific advice to monitor and
evaluate the implementation of the Act at the field;
(3) To fix the minimum standard as to the composition, strength, quality and
purity of animal feed for any approved species for which specifications are not
available;
(4) To fix the maximum level of deleterious substance or toxins or anti
nutritional factors or inert material allowable in approved animal feed;
(5) To set out the manner in which approved animal feed shall be analyzed;
(6) To provide information on Animal production and other data relevant to
the Act in such a way as to enable the Controlling Authority to effectively implement
the provisions of the Act;
(7) To enter any premises where Animal Feed Manufacture Operations are
carried out for the purpose of technical evaluation and audit;
(8) To take samples of any Animal feed for the purpose of technical evaluation
and audit;
(9) To gather information or data from any Animal Feed Manufacture
Operations for the purpose of technical evaluation and audit;
(10) To suggest technical corrective measures to Animal Feed Manufacture
Operations;
(11) To take such other steps that are connected with or incidental to the
aforesaid matters; and
(12) Any other function assigned by the Controlling Authority.
8. Procedure for approval of a new animal feed for any approved species.-
In case if any of the Licensee or applicant wants to get approval for a new Animal
Feed for any approved species, the following procedure shall be followed, namely:-
(1) The Licensee or applicant shall submit the sample of new product and
service request in Form No.1, along with the fee of Rs. 10000/- and results of
research conducted by the Company itself or any other organization to the
Licensing Authority;5
(2) The Licensing Authority on scrutiny shall forward the application with the
sample along with its recommendations to the Controlling Authority;
(3) After receipt of such application and sample, the Controlling Authority
shall forward the application and sample to the Expert Committee;
(4) After receipt, of such application and sample the Expert Committee shall
make preliminary scrutiny of application and enclosures;
(5) During preliminary scrutiny, if the Committee is not satisfied with the
new product and documents of research result furnished, it may reject the
application without any further process and shall inform the same to the applicant;
(6) If the Committee satisfies itself with the application, enclosures and
results of research conducted by the company or any other organization, such new
application shall be approved;
(7) If the Committee is not satisfied with the results of the research conducted
by the company or any other organization, the Committee shall refer the online
research information to take a final view before taking the final decision on such
new feed;
(8) If the Committee is satisfied with the online research information, it shall
approve such new Animal feed;
(9) If Committee is not satisfied with the online research information or if no
such research information is available online, the proposed new Animal feed shall
be rejected;
(10) This process shall be completed within one hundred and eighty days
from the date of receipt of application; and
(11) On the recommendations of the Committee, the Controlling Authority
shall issue directions to the Licensing Authority to issue License to the applicant,
if applicant submits a service request for issue of License to new Animal feed.
9. Procedure to be followed at the meetings of the expert committee.-(1)
The quorum for any meeting of the Committee shall be five members.
(2) The Director, Animal Husbandry and Veterinary Services, shall, if present,
preside over all meetings of the Committee.
(3) In the absence of the Director, Animal Husbandry and Veterinary Services,
from any such meeting, the members present shall elect one of the members to
preside over such meeting.
(4) Ex-officio members shall hold office, as long as he holds the appointment
by virtue of which his nomination was made.
(5) Non-official member may, unless his seat become vacant either by
resignation or otherwise, be entitled to hold office for a period of three years from
the date of assumption.
(6) The Government may, by order published in the Official Gazette, remove
any member other than the Director, Animal Husbandry and Veterinary Services,6
from office, without assigning any reason therefore and such removal shall not be
questioned in any court or tribunal.
(7) If any member other than the Director, Animal Husbandry & Veterinary
Services is unable at any time to perform the duties of his office by reason of
absence or incapacity the Government may appoint some other person to act in his
place during such period in like manner as such member was appointed in
accordance with the provisions of section 11 of the Act.
(8) Payment of honorarium to the non-official members of the Expert
Committee shall be made in accordance with the provisions of KCSR and circulars
of the Finance Department.
10. Minimum standards to be maintained and responsibilities of the
Feed Manufacture.-(1) Where a minimum standard is fixed under section 13 of the
Act for any approved Animal feed, no authorized licensee can manufacture unless
it is in compliance with approved standards.
(2) Every feed manufacture shall ensure that the ingredients of feed satisfy
the requirements of the Act and these rules at all stages of production, processing,
distribution and sale within the businesses under his control.
(3) No feed manufacture shall himself or by any person on his behalf
manufacture, store, sell or distribute any ingredient of feed which is for the time
being prohibited by the Feed Authority or the Central Government or the State
Government in the interest of public health.
(4) No feed manufacture shall employ any person who is suffering from
infectious, contagious or loathsome disease.
(5) Where any animal feed which is unsafe is part of a batch, lot or
consignment of animal feed of the same class or description, it shall be presumed
that all the feed in that batch, lot or consignment is also unsafe, unless following a
detailed assessment within a specified time, it is found that there is no evidence
that the rest of the batch, lot or consignment is unsafe:
(6) The minimum standards and specifications for various animal feeds are
appended in Annexure-I to the Rules.
(7) The Animal feed shall not contain any prohibited antibiotic or
pharmacologically active substances under any circumstances and shall be
certified accordingly on every animal feed bag.
(8) The list of adulterants and their maximum permissible levels shall be as
specified in Annexure-II.
11. Packing, marking and labelling.-Each licensee shall comply with the
following requirements; namely:-
(1) Compounded animal feed shall be packed in clean and sound plain or
polyethylene lined jute or laminated paper bags or High density polyethylene
(HDPE) or polypropylene bags. The mouth of each bag shall be machine stitched.7
(2) The labels on package or container shall not contain any statement, claim,
design or device which is false or misleading.
(3) Every Animal feed bag shall be legibly marked or labeled, and shall give
the following information, namely:-
(a) license No;
(b) declaration: (For sale in Karnataka);
(c) name and type of the material;
(d) type of Feed and label of animal to be fed;
(e) name and address of the manufacturer;
(f) net quantity in kg when packed;
(g) batch or Code Number;
(h) date of Manufacture;
(i) date of Expiry;
(j) conditions under which the feed is to be stored;
(k) any other markings required under Legal Metrology (Packaged
Commodities) Rules 2011;
(l) standards followed (BIS/ICAR/ Specifications recommended by
Expert committee);
(m) all ingredients in the feed shall be mentioned on the feedbag in their
order of predominance. The percentage of all ingredients shall be
mentioned on the feedbag. It is desirable to mention exact percentage
of ingredients; however, if the feed manufacturer wishes not to reveal
the exact percentage of ingredients, the percentage of ingredients shall
be mentioned within a range of +/- 25 % of their inclusion in the feed;
(n) antibiotic, hormones and pharmacologically active substances free
certificate;
(o) pesticides, Herbicides (if any);
(p) proximate composition including Moisture Content, Crude protein
content; Crude fat content, Crude fiber content, Aflatoxin content,
Acid insoluble ash and Urea percent, if present;
(q) customer care complain number; and
(r) QR Codes for food packaging.
12. Animal feed analytical laboratories and referral laboratory.-(1) The
animal feed samples shall be tested in the any National Accreditation Board for
Testing and Calibration Laboratories (NABL) for quality analysis.
(2) The list of referral laboratories are as below,-
(a) ICAR-NIANP (National Institute of Animal Nutrition and Physiology,
Adugodi, Bengaluru;
(b) AFA and QC (Animal Feed Analytical and Quality Assurance)8
Laboratory, Veterinary College and Research Institute, Namakkal,
Tamilnadu;
(c) NDDB CALF Ltd (Laboratory) (National Dairy Development Board-
Centre for Analysis and Learning in Livestock and Food), Anand,
Gujarat;
(d) CEAH-CPDO (Center of Excellence for Animal Husbandry-Central
Poultry Development Organization, Hesaraghatta, Bengaluru; and
(e) Karnataka Veterinary, Animal and Fisheries Sciences University,
Nandinagar, Bidar.
13. Procedure for collection and forwarding of the sample for analysis to
the authorized laboratories.-(1) The sample shall be collected as and when
required. However, at least one sample shall be collected for proximate analysis
from each licensee in a year without fail.
(2) An officer not below the rank of Veterinary officer of the Department of
Animal Husbandry and Veterinary Services authorized by the Government shall
have a right to examine any Animal feed and forward such samples to the laboratory
for analysis.
(3) Licensing authority or authorized officer shall in the presence of the
manufacturer, seller or the agent of such manufacturer, obtain feed samples from
any animal feed business operations and submit them to any National Accreditation
Board for Testing and Calibration Laboratories (NABL) or referral laboratories for
quality analysis.
(4) Whenever licensing authority or authorized officer intends to take sample,
he shall give notice in writing Form No.2 of such intension to the
person/company/firm from which he intends to take sample.
(5) Since the samples forms the base for analysis, utmost attention shall be
taken in drawing out samples and samples collected shall be representative of total
feed produced.
(6) Samples shall be collected carefully because often the feed manufacturers
are likely to put the best quality feed at the top of the bag and fill the bottom of the
bag with the lowest quality feed. So the sampling should be done equally at the top,
middle and bottom of the bag during sample collection.
(7) It is better to draw samples from all the bags (100 per cent sampling) as
far as possible. However, sometimes it may not be practical with a very large
consignment. In such case the sample has to be collected from more bags, as shown
specified in the table.9

(8) During the preparation of Individual Samples equal amounts of material
shall be drawn from the top, bottom, and sides of each selected bag. The total
quantity of material drawn from each bag shall be not less than 1.5 kg. Mix all the
portions of the material drawn from the same bag thoroughly. Take about 0.75 kg
of the material and divide it into three equal parts, and transferred to clean, dry,
sealed containers and labelled.
(9) During the preparation of Composite Samples after individual samples are
taken, equal amounts from each bag are mixed to form a composite sample
weighing at least 0.75 kg. This composite sample is divided into three equal parts,
and transferred to clean, dry, sealed containers and labelled.
(10)The three divided samples are to be marked and sealed separately,-
(a) one part (1st representative sample) shall be delivered to the
person/company/firm from which sample is collected under proper
acknowledgement in Form No.3;
(b) one part (2nd representative sample) shall be delivered to an NABL-
accredited or referral laboratory for analysis in Form No.4; and
(c) one part (3rd representative sample) shall be retained by the Licensing
Authority or authorized officer to use it as and when required.
(11) The samples other than the feed sample sent for NABL accredited
laboratory or referral laboratory analysis shall be stored at a suitable place by the
person/company/firm and the Licensing Authority and the authorized officer as
the case may be till the receipt of the analysis report from the referral laboratory.
(12) In the event of dispute in respect to the results of analysis, the Licensing
Authority or authorized officer shall forward the samples in custody of licensing
authority to Referral laboratory on request from the person/company/firm in Form
No.5. The results declared by the Referral laboratory shall be final.
(13) General requirements of sampling,-
(a) in drawing, preparing, storing and handling samples, care shall be
taken that the properties of feeds are not affected;
(b) take sample at a protected place not exposed to damp air, dust or soot;10
(c) the sampling instrument shall be clean, dry and sterile when used;
(d) protect the samples, the sampling instrument and containers for
samples from adventitious contamination;
(e) preserve samples in clean, dry and sterile containers;
(f) sample shall be stored in sample storage room in such a manner that
there is no deterioration of the material;
(g) the sample containers shall be of such a size that they are almost
completely filled by the sample. Each container shall be sealed air-tight
with a stopper or a suitable closer after filling in such a way that it
shall not possible to open and reseal it without detection.
(h) air-tight sealed feed sample containers should be marked with the
following particulars, namely:-
(i) License number of the manufacturing unit.
(ii) Date of manufacture of feed.
(iii) Date and place of feed sample collection.
(iv) Type of animal feed collected.
(v) Batch or code number.
(vi) Name of the person who collected the feed sample.
(vii) Name and signature of Licensing Authority or authorized officer;
and
(viii) Name and signature of Manufacturer or Seller or Agent authorized
of the manufacturing unit.
14. Procedure to be followed by the notified/referral laboratory on
receiving sample.-The Notified/Referral Laboratory shall follow the following
procedure, namely:-
(1) The authorized laboratory, upon receiving any animal feed sample from
the Licensing authority or an authorized officer, the analyst shall verify the received
package and shall ensure that the package is intact, free from cracks and leaks.
The analyst shall also make sure that tag or slip is there with the container or
sample.
(2) If the analyst is satisfied that the container or sample is not damaged and
contains all details, shall acknowledge the receipt of sample to the Licensing
authority or authorized officer.
(3) If the Analyst observes damage to the sample and feels that it is not fit for
analysis, the Analyst shall immediately report to the Licensing authority or
authorized officer about the damaged sample and shall request for providing
alternative sample.
(4) On receipt of information about the damaged sample, the Licensing
authority or authorized officer shall arrange to send the portion of sample retained11
with person/company/firm from which sample is collected through a special
messenger.
(5) The samples must be preserved and properly stored in the laboratory till
the analysis is completed. All the protocols of sample preservation must be followed
by the Analyst.
(6) The Analyst at the Laboratory shall follow standard protocol or procedure
and shall complete the analysis at the earliest and send the report of such analysis
within two weeks from the date of receipt of sample.
(7) The person/company/firm from which sample is collected are responsible
for bearing the fees charged by the authorized laboratory.
(8) No person shall display a copy of report on any premises or use it for
purpose of any advertisement.
15. Seizure and forfeiture of the property.-(1) Licensing Authority or
authorized officer, if he has reason to believe that any animal feed manufactured
in violation of the requirement of the Act and these rules, shall seize or hold such
animal feed until the sample is analyzed in laboratory and orders are issued by the
Controlling Authority for its disposal under section 23 of the Act.
(2) The seizure and forfeiture of the property has to be implemented in the
presence of the Committee. The Committee shall consist of the following members,
namely:-
(a) Deputy Director (Polyclinic) of that area- Chairman;
(b) Chief Veterinary officer (Admin) of that area;
(c) Revenue Official not below the rank of Deputy Tahsildar of that area;
(d) Police Official not below the rank of Sub Inspector of that area; and
(e) Licensee or Representative of the person/company/firm.
(3) The Procedure to be followed for seizure and forfeiture of the stock of the
person/company/firm who commits an offense,-
(a) Licensing Authority or authorized officer, shall serve a notice in Form
No.6 to person/company/firm with details such as nature and type of
violation established / proved as per the provisions of the Act and
these rules and the action proposed to be initiated against them.
(b) After serving notice to the person/company/firm, the Licensing
Authority or authorized officer shall proceed to the premises of the
offense and in the presence of the Committee incorporated under sub-
rule (2) shall take the following actions, namely:-
(i) Seize the materials by locking the godown or facility where
the stock is stored.
(ii) Seize Transport vehicles found in the premises.
(iii) Lock the premises of the Plant/Shop/Lab/Service
center/any other animal feed business operation there by
shall not allowing the rendering of the services.12
(iv) The Licensing Authority or authorized officer shall make
sure that further functioning of the unit is stopped by taking
appropriate action like disconnection of the power supply
with the assistance of electricity department; and
(v) While carrying out the action, photos and videos of the
action being taken along with geo-coordinates.
(4) Procedure to be followed by the Licensing Authority or authorized officer
for breaking open any premises or in the case of non-co-operation by the
person/company/firm,-
(a) exercised only if the owner or any person in occupation of the premises
refuses to allow the collection of sample;
(b) the process shall be carried out during day time only. Under emergency
it may be carried out during night time;
(c) the men and material required for the process shall be mobilized well
before the proposed date of the process;
(d) the process shall be carried out only in the presence of the Designated
Committee members incorporated under sub-rule (2);
(e) care shall be taken to cause no/minimal damage to civil structure or
any other material while carrying out the process;
(f) entire process be video graphed in variably;
(g) sample shall be collected and / or seizure of the property shall be done
after breaking open the premises;
(h) inquest report shall be prepared in Form No.7 by the Designated
Committee;
(i) receipt of such inquest report, the Licensing Authority shall take action
as per the provisions of the Act or these rules.
16. Cancellation or suspension of license.-(1) If the Licensee commits an
offense for which the License is liable to be suspended or cancelled as per the
provisions of the Act or these rules, a show cause notice shall be issued to the
licensee to show the reasons that why the license shall not be suspended or
cancelled, in Form No.8 by the Licensing Authority.
(2) The Licensee shall submit a reply in writing to the show-cause notice with
evidences, if any, within fifteen days from the date of receipt of show-cause notice
in Form No.9.
(3) The Licensing Authority, if satisfied with the reply of the Licensee, may
drop further proceedings.
(4) If the Licensing Authority is not satisfied with the reply of the Licensee,
may suspend or cancel the License in Form No.10 as per the provisions of the Act
or these rules.13
(5) In case of defects if rectified by the Licensee and reported in Form No. 11,
the Licensing Authority shall revoke the suspension.
17. Procedure for Appellate Authority to dispose the Appeal.-(1) Any
person who is aggrieved by the order of the Licensing Authority refusing the grant
of a license, cancelling a license and others may, file a appeal to the Appellate
Authority within thirty days from the date of receipt of such order, in Form No.12.
(2) The Appellate Authority shall summon the Appellant in Form No.13 and
the Licensing Authority or Concerned officer along with all the supporting
documents and shall hear the case physically or virtually.
(3) Based on the evidences, observations and analysis reports during hearing,
the Appellate Authority shall dispose of the appeal within ninety days from the date
of receipt by issuance of necessary orders in Form No.14.
(4) Every order passed by the Appellate Authority on an appeal shall be final.
18. List of books, accounts and records to be maintained by the
approved manufacturers.-The Licensing authority may, by order in writing direct
to any approved manufacturer to maintain such books, accounts and records
relating to his business such as,-
(a) Sample/Quality external testing records
(b) Aflatoxin B1 test result records
(c) Inputs/Ingredients Register
(d) Bill books/Invoices
(e) Sales Register
(f) Annual Turnover Register
(g) Accounts Register
(h) Audit Reports
(i) Inspection Register
(j) Labor and Payroll Records
(k) Maintenance and Equipment Calibration Records by NABL
(l) Waste Management Records
(m) Health and Safety Records
19. Fixation and revision of fees or charges.-(1) The Fee/charges fixed
under the Act and these rules for providing various services like issuance of License
and any other services shall be revised from time to time.
(2) The Controlling Authority shall have the powers to revise any Fee or
charges collectable by Licensing Authority with approval of the State Government.
(3) As and when need for revision of any Fee/charges arises, the Controlling
Authority shall prepare and submit such proposal to the Government for approval.
(4) Upon the approval from the Government, orders shall be issued by the
Controlling Authority to this effect.14
(5) The revised rates shall be effective from the date of issuance of the
executive orders or date of effect mentioned in such executive orders.
FORM- A

Terms and Conditions of License:-
(1) This license shall be displayed in a prominent and conspicuous place in a part
of the business premises open to public.
(2) The licensee shall comply with the provisions of the Act and the rules and orders
made there under.
(3) The license shall come into force immediately and be valid for a period of three
years from the date on which it is granted, unless sooner cancelled or
suspended.
(4) The licensee shall, from time to time, report to the licensing authority any
change in the premises of his business of manufacturing or processing the feed.
(5) The Animal feed manufactured by the licensee shall comply with the available
Bureau of Indian Standards (BIS)/Indian Council for Agricultural Research
(ICAR) or specifications recommended by Expert Committee amended from time
to time.17

List of adulterants and their permissible level
If any unapproved ingredients are found in the feed, the feed will be considered as
adulterated. However, there is a chance of occurrence of some of the
chemical/extraneous substances through approved ingredients also. Therefore,
the following indicative list of permissible levels is given:
The Expert Committee shall be empowered to modify the list of adulterants and
their tolerance levels.
