## Report on Amendment to Foreign Trade Policy 2015-2020
**1. Executive Summary:**
This report analyzes an amendment to the Foreign Trade Policy (FTP) 2015-2020, as detailed in a notification issued by the Directorate General of Foreign Trade, Ministry of Commerce and Industry, on March 31, 2022. The core purpose of this amendment is to extend the validity of the existing FTP 2015-2020 from March 31, 2022, to September 30, 2022. The key finding is that this amendment provides a temporary continuation of the existing foreign trade regulations.
**2. Introduction:**
The purpose of this report is to provide information and analysis regarding an amendment to the Foreign Trade Policy 2015-2020. This analysis is based solely on the provided government notification.
**3. Policy Overview:**
* The amendment pertains to the existing Foreign Trade Policy (FTP) 2015-2020.
* The core objective, as inferred from the provided text, is to provide continuity in foreign trade regulations by extending the validity of the existing policy.
**4. Background and Rationale:**
The provided text suggests the reason for this amendment is to avoid a lapse in the existing Foreign Trade Policy. This is evident from the extension of the current policy's validity, indicating a need for continued regulation beyond the original expiry date of March 31, 2022. The amendment ensures a continued framework for foreign trade operations.
**5. Key Provisions / Changes:**
* **Specific Part of Original Policy Changed:** Paragraph 1.01 of the FTP 2015-2020.
* **New Rule/Provision:** The phrase "shall remain in force upto 31st March, 2022 unless otherwise specified" is replaced with "shall remain in force upto 30.09.2022 unless otherwise specified."
* **Difference/Effect of Change:** This extends the validity of the entire FTP 2015-2020 by six months, effectively postponing any potential policy changes or the implementation of a new FTP. This extension allows businesses operating under the existing policy to continue doing so under the same regulatory framework.
**6. Target Audience and Stakeholders:**
Based on the text, the primary target audience and stakeholders are businesses and entities involved in foreign trade, including exporters, importers, and related service providers. These are the entities directly affected by the regulations and guidelines outlined in the Foreign Trade Policy.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, is responsible for implementing this amendment. The notification itself is issued by the DGFT.
* **Timelines:** The amendment extends the existing policy until September 30, 2022. No specific procedures are detailed in the provided text regarding the implementation of this extension. However, it can be inferred that the existing procedures and mechanisms for administering the FTP 2015-2020 will continue to be in effect until the new expiry date.
* **Implementation Aspects Related to the Changes**: No new implementing changes except updating the expiry date.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to provide stability and predictability in the foreign trade environment. Extending the existing policy allows businesses to continue operating under a familiar set of rules, minimizing disruption and uncertainty. The impact of this amendment is primarily a delay in the implementation of any new policy measures or changes to the existing framework. This buys time for the government to finalize and implement a new FTP or introduce further amendments.
**9. Conclusion:**
The amendment to the Foreign Trade Policy 2015-2020, extending its validity until September 30, 2022, is a significant action impacting all stakeholders involved in foreign trade. It provides a temporary continuation of the existing regulatory framework, ensuring stability and predictability in the short term. The extension suggests the need for further deliberation or preparation before the implementation of a new or revised policy. This extension allows businesses continuity in operations under the existing foreign trade regulations.
