Executive Summary & Key Takeaways

## Report on Amendment to the Indian Veterinary Council Act, 1984 **1. Executive Summary:** This report analyzes a notification amending the First Schedule of the Indian Veterinary Council Act, 1984. The amendment, issued by the Ministry of Fisheries, Animal Husbandry and Dairying, adds Siksha O Anusandhan Deemed University as a recognized veterinary institution and its Bachelor of Veterinary Science and Animal Husbandry (B.V.Sc. A.H.) degree as a recognized veterinary qualification for registration. Key finding: the B.V.Sc. A.H. degree from Siksha O Anusandhan is only recognized if granted on or after April 30th, 2028 from its Institute of Veterinary Science Animal Husbandry, Campus IV. **2. Introduction:** This report provides an overview and analysis of a recent amendment to the Indian Veterinary Council Act, 1984, based on the official notification provided. The purpose is to inform stakeholders, particularly those in the veterinary industry, about the specific changes introduced by this amendment. **3. Policy Overview:** * **Original Policy:** Indian Veterinary Council Act, 1984. * **Core Objective(s) (Inferred):** Based on the text, the amendment aims to update the list of recognized veterinary qualifications and institutions within the First Schedule of the Indian Veterinary Council Act, 1984. This ensures that graduates from recognized institutions holding specified degrees are eligible for registration as veterinarians. **4. Background and Rationale:** This amendment addresses the need to periodically update the list of recognized veterinary degrees and institutions. The inclusion of Siksha O Anusandhan Deemed University and its B.V.Sc. & A.H. degree suggests that the university has met the standards required for recognition by the Veterinary Council of India. The specified date (April 30th, 2028) from which the degree is recognized implies the university may need to meet certain criteria or complete a probationary period before full recognition is granted. **5. Key Provisions / Changes:** This amendment introduces the following specific changes to the First Schedule of the Indian Veterinary Council Act, 1984: * **Specific Part Changed:** The First Schedule, under the subheading "DEGREES," after serial number 91. * **New Rule/Provision:** The addition of serial number 92, recognizing: * **University or Veterinary Institution:** Siksha O Anusandhan Deemed University in respect of Institute of Veterinary Science Animal Husbandry, Campus IV * **Recognised Veterinary Qualification:** Bachelor of Veterinary Science and Animal Husbandry (B.V.Sc. A.H.) * **Abbreviation for registration:** B.V.Sc. A.H. * **Condition**: This qualification to be a recognised veterinary qualification only when granted on or after the 30th April, 2028 * **Difference/Effect of Change:** This change allows graduates with a B.V.Sc. & A.H. degree from Siksha O Anusandhan Deemed University (granted on or after April 30th, 2028 from its Institute of Veterinary Science Animal Husbandry, Campus IV) to be eligible for registration as veterinarians in India, where the Act applies. Prior to this amendment, this degree and institution were not explicitly recognized. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders include: * Graduates of the B.V.Sc. & A.H. program at Siksha O Anusandhan Deemed University, specifically those graduating on or after April 30th, 2028. * The Siksha O Anusandhan Deemed University, particularly its Institute of Veterinary Science Animal Husbandry, Campus IV. * The Veterinary Council of India. * Employers of veterinarians. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of Fisheries, Animal Husbandry and Dairying, the Veterinary Council of India, and Siksha O Anusandhan Deemed University. * **Timelines/Procedures:** The amendment specifies that the B.V.Sc. & A.H. degree from Siksha O Anusandhan Deemed University is only recognized when granted on or after April 30th, 2028. This implies that the Veterinary Council of India will likely begin accepting applications for registration from graduates of this program only after this date. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of this amendment is to: * Increase the pool of qualified veterinarians in India by including graduates from Siksha O Anusandhan Deemed University. * Provide a clear regulatory framework for the recognition of the B.V.Sc. & A.H. degree from Siksha O Anusandhan Deemed University. * Enhance the credibility of the veterinary program at Siksha O Anusandhan Deemed University. * Potentially improve the standards of veterinary training and practice through the inclusion of graduates from this institution once they meet the specified date criteria. **9. Conclusion:** This amendment to the Indian Veterinary Council Act, 1984, formally recognizes the B.V.Sc. & A.H. degree from Siksha O Anusandhan Deemed University (granted on or after April 30th, 2028 from its Institute of Veterinary Science Animal Husbandry, Campus IV) for the purpose of veterinary registration. This is a significant step towards expanding the recognized veterinary workforce and highlights the ongoing process of accreditation and standardization within the veterinary education sector in India. The specified date of implementation is crucial for both the university and prospective graduates.
