## Policy Analysis Report: Amendment to the Indian Veterinary Council Act, 1984 **1. Executive Summary:** This report analyzes an amendment to the Indian Veterinary Council Act, 1984. The amendment, enacted via Notification S.O. 1914(E) on April 28, 2025, adds Shourabh College of Veterinary Animal Sciences, Kheda, Hindaun City, Karauli, Rajasthan, to the First Schedule of the Act, recognizing its Bachelor of Veterinary Science and Animal Husbandry (B.V.Sc. & A.H.) degree for registration purposes. This recognition is valid only for degrees granted on or after July 20, 2027. This report details the specifics of this amendment, its likely rationale, target audience, and potential impact on the veterinary profession. **2. Introduction:** This report provides an informative analysis of the amendment to the Indian Veterinary Council Act, 1984, as detailed in Notification S.O. 1914(E) published on April 28, 2025. The analysis is based solely on the provided text and aims to clarify the amendment's provisions, implications, and potential impact. **3. Policy Overview:** This analysis concerns an *amendment* to the Indian Veterinary Council Act, 1984. * The primary objective of this *amendment*, as inferred from the text, is to expand the list of recognized veterinary qualifications and institutions under the Indian Veterinary Council Act, 1984, specifically by including the B.V.Sc. & A.H. degree from Shourabh College of Veterinary Animal Sciences, Kheda, Hindaun City, Karauli, Rajasthan. This enables graduates from the specified institution, who graduate on or after a certain date, to become registered veterinary practitioners. **4. Background and Rationale:** The amendment likely aims to address a need for more qualified veterinary professionals and/or a perceived quality in Shourabh College's program and facilities. The specific reason for the amendment is to formally recognize the veterinary degree from Shourabh College of Veterinary Animal Sciences, Kheda, Hindaun City, Karauli, Rajasthan and therefore allow graduates from there to be legally registered as veterinary practitioners in India. The delayed effective date (July 20, 2027) suggests a potential assessment or probationary period for the college's program. **5. Key Provisions / Changes:** This amendment introduces the following specific changes: * **What Specific Part is Being Changed:** The First Schedule of the Indian Veterinary Council Act, 1984, which lists recognized veterinary qualifications and institutions, is being amended. Specifically, under serial number 75, relating to Rajasthan University of Veterinary and Animal Sciences, Bikaner * **New Rule/Provision:** A new entry is added under serial number 75, relating to Rajasthan University of Veterinary and Animal Sciences, Bikaner which pertains to Shourabh College of Veterinary Animal Sciences, Kheda, Hindaun City, Karauli, Rajasthan. This entry recognizes the Bachelor of Veterinary Science and Animal Husbandry (B.V.Sc. & A.H.) degree from that institution. The abbreviated title "B.V.Sc. A.H." is also specified for registration. A caveat is added: This qualification is only recognized when granted on or after 20.07.2027. * **Difference/Effect of the Change:** The amendment allows graduates of Shourabh College of Veterinary Animal Sciences, Kheda, Hindaun City, Karauli, Rajasthan with a B.V.Sc. & A.H. degree obtained on or after July 20, 2027, to be eligible for registration as veterinary practitioners under the Indian Veterinary Council Act, 1984. Implementation Aspects (Inferred):** * **Responsible Agency:** The Ministry of Fisheries, Animal Husbandry and Dairying, specifically the Department of Animal Husbandry and Dairying, is responsible for implementing the amendment. The Veterinary Council of India was consulted in the decision-making process. * **Timelines:** The key timeline specified is the effective date of recognition: July 20, 2027. This implies that only graduates receiving their degree on or after this date will benefit from the amendment. The college might need to maintain standards until then to not lose recognition. * **Changes:** The Veterinary Council of India will need to update its records and registration procedures to reflect the inclusion of Shourabh College of Veterinary Animal Sciences, Kheda, Hindaun City, Karauli, Rajasthan and its B.V.Sc. & A.H. degree. **8. Expected Outcomes / Impact of Changes:** The intended outcome of this amendment is to: * Increase the pool of qualified veterinary professionals in India, particularly within the region served by Shourabh College of Veterinary Animal Sciences, Kheda, Hindaun City, Karauli, Rajasthan. * Provide graduates of Shourabh College of Veterinary Animal Sciences, Kheda, Hindaun City, Karauli, Rajasthan with enhanced career opportunities and professional recognition. * Potentially improve the quality of veterinary services available in the region through an increase in qualified practitioners. **9.
