यथावश्यक इसके द्वारा प्रभाजवत होने की संभावना वाले सभी व्यजियों की िानकारी के जलए एतद्द्वारा प्रकाजित दकया
िाता ह;ै और एतद्द्वारा नोरटस दिया िाता ह ै दक प्रारूप जनयमों को उस तारीख से 0 दिन की अवजध समाप्त होने के बाि
जवचाराथग स्ट्वीकार कर जलया िाएगा जिसको सरकारी रािपत्र में यथा-प्रकाजित इस अजधसूचना की प्रजतयां िनता के जलए
उपलब्ध करायी िाती ह;ैं
जवजनर्िष्टग अवजध समाप्त होन े के पहले उक्त प्रारूप जनयमों के संबंध म ें दकसी भी व्यजि से प्राप्त होन े वाली

(2) ये जनयम 1 अक् टूबर, 2021 से लागू होंगे।

2. केंद्रीय मोटर यान जनयमावली, 1989 (इसके बाि उक्त जनयमों के रूप म ें उजल्ल जखत) में जनयम 47 के उप-जनयम (1)
में खंड (ड) के पश् चात जनम्नजलजखत खंड को अतं :स्ट्थ ाजपत दकया िाएगा, अथागत :-
"(ढ़) वाहन स्ट्रैपपंग प्रमाण पत्र, यदि उपलब्ध हो।"
. उि जनयमों म,ें जनयम 81 में -
(i) पहले परंतुक के पश् चात, जनम्नजलजखत परंतुक अतं :स्ट् थाजपत दकया िाएगा, अथागत: -
"बिते दक इसके अलावा, वाहन स्ट्रैपपंग प्रमाण पत्र प्रस्ट्तुत करने पर वाहन पंिीकृत होने के मामले में पंिीकरण प्रमाणपत्र
िारी करन े का िल्ु क उद्गृजहत नहीं दकया िाएगा।"

नोट 2: पंिीकरण प्रमाण पत्र के नवीनीकरण के
जलए आवेिन करने म ें िेरी के मामले म,ें मोटर
साइदकल के संबंध म ें प्रत् येक माह या उसके जहस्ट्स े में
िेरी के जलए तीन सौ रुपय ेऔर पररवहन वाहनों की
अन्द्य श्रणे ी के मामल े म ें प्रत् यके महीन े या उसके
जहस्ट्से में िरे ी के जलए पांच सौ रुपये अजतररि िुल्क
वसूला िाएगा।
(iii) रम संख्य ा (10) और उसके बाि से संबंजधत प्रजवजष्टयों के पश् चात, जनम्नजलजखत को अतं :स्ट् थाजपत दकया िाएगा: -

NOTIFICATION
New Delhi, the 15th March, 2021
G.S.R. 191(E).—The following draft of certain rules further to amend the Central Motor Vehicles
Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by
Section 64 of the Motor Vehicles Act, 1988 ( 59 of 1988) is hereby published as required by sub-section (1)
of Section 212 of the said Act for information of all persons likely to be affected thereby and notice is
hereby given that the said draft rules shall be taken into consideration after the expiry of a period of 30[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5
days from the date on which the copies of this notification as published in the Gazette of India, are made
available to the public.
The objections or suggestions which may be received from any person with respect to the said draft
rules before the expiry of the period aforesaid will be considered by the Central Government;

DRAFT RULES
1. Short title and commencement. –(1) These rules may be called as the Central Motor Vehicles
(………Amendment) Rules, 2021.
(2) These rules shall come into force with effect from 1st day of October, 2021.
2. In the Central Motor Vehicles Rules, 1989 (herein after referred as the said rules), in rule 47, in
sub-rule (1), after clause (m), the following clause shall be inserted, namely: -
“(n) Certificate of vehicle scrapping, if available.”.
3. In the said rules, in rule 81, -
(i) after first proviso, the following proviso shall be inserted, namely: -
“Provided further that, in case, vehicle is registered on submission of certificate of vehicle scrapping, the
fee for issue of certificate of registration shall not be levied.”
(ii) in the TABLE, entries in column 1 to 5 relating to rows falling under sr. no. 4, the following
shall be substituted, namely: -
