(2) इन िनयम(cid:7298) म(cid:7286) अ(cid:7008) यथा उपबंिधत के िसवाय ये राजप(cid:7074) म(cid:7286) इनके अंितम (cid:7079)काशन क(cid:7409) तारीख को (cid:7079)वृ(cid:7004)त
ह(cid:7298)गे ।

(i) उसके खंड (iक) के (cid:7271)प म(cid:7286) सं(cid:6990) यां(cid:7408)कत (cid:7408)कया जाएगा और इस (cid:7079)कार सं(cid:6990) यां(cid:7408)कत खंड (iक) से पूव(cid:6981)
िन(cid:7013) निलिखत खंड अंत:(cid:7021) थािपत (cid:7408)कया जाएगा, अथा(cid:6981)त ् :-

(क) श(cid:7011) द, अ(cid:6979)र और अंक “उपाबंध – 1 का एआईएस-053 : 2005,” के (cid:7021) थान पर श(cid:7011)द , अ(cid:6979)र और
अंक “आई एस 14272 :2011 का एन(cid:6989) स ए ;” रखे जाएगं े ;
(ख) श(cid:7011) द, अ(cid:6979)र और अंक “जब तक त(cid:7004) (cid:7021) थानी बीआईएस िविनदश(cid:7287) भारतीय मानक (cid:7011)य ूरो अिधिनयम,
1986 (1986 का 63) के अधीन अिधसूिचत नह(cid:7277) (cid:7408)कए जाते ह”(cid:7289) का लोप (cid:7408)कया जाएगा ;
(iii) उपिनयम (ण) म(cid:7286) -

6. मूल िनयम(cid:7298) म(cid:7286), िनयम 110 म(cid:7286), दसू रे परंतुक के प(cid:7019) चात ् िन(cid:7013)न िलिखत परंतुक अंत:(cid:7021)थ ािपत (cid:7408)कया जाएगा,
अथा(cid:6981)त् :-

चौड़ाई सिहत तीन पिहय(cid:7298) के नए माडल(cid:7298) क(cid:7409) दशा म(cid:7286) और 1 अ(cid:7079)ैल, 2018 को और उसके प(cid:7019) चात् िविन(cid:7414)मत

7. मूल िनयम(cid:7298) म(cid:7286), िनयम 124क म(cid:7286), -
(i)(cid:32) उपिनयम (1) के प(cid:7019) चात्, िन(cid:7013) निलिखत उपिनयम अंत:(cid:7021) थािपत (cid:7408)कया जाएगा, अथात(cid:6981) ् :-
“(1क) जब तक समय-समय पर यथा संशोिधत भारतीय मानक (cid:7011) यूरो अिधिनयम, 1986 (1986 का
63) के अधीन त(cid:7004) (cid:7021) थानी बीआईएस िविनदश(cid:7287) अिधसूिचत नह(cid:7277) (cid:7408)कए जाते ह,(cid:7289) 1 अ(cid:6989) तूबर, 2017 को
और उसके प(cid:7019) चात ् िविन(cid:7414)मत कृिष (cid:7069)ै(cid:6989) टर(cid:7298) पर उपयोग म(cid:7286) लाए गए उपिनयम (1) म(cid:7286) िविन(cid:7416)द(cid:7020)ट

NOTIFICATION
New Delhi, the 2nd November , 2016
G.S.R. 1033(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989,
which the Central Government proposes to make in exercise of the powers conferred by sections 27 and 110 of Motor
Vehicles Act, 1988 (59 of 1988) is hereby published as required by sub-section (1) of section 212 of the said Act for
information of all persons likely to be affected thereby and notice is hereby given that the said draft will be taken into
consideration after expiry of a period of thirty days from the date on which the copies of this notification as published in
the Gazette of India are made available to the public.
Objections or suggestions, if any, may be sent to the Joint Secretary (Transport), Ministry of Road Transport
and Highways, Transport Bhawan, Parliament Street, New Delhi-110001, within the period specified above.
Any objections or suggestions which may be received from any person with respect to the said draft rules within
the expiry of the period so specified will be considered by the Central Government.
DRAFT RULES
1. (1) These rules may be called the Central Motor Vehicles (________Amendment) Rules, 2016.
(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the

2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred as the principal rules), in rule 2,
(i)(cid:32) Clause (i) shall be numbered as clause (ia) thereof and before clause (ia) as so numbered, the following
clause shall be inserted, namely:-
‘(i) “Category L” means motor vehicles with less than four wheels.’;
ii) in sub-rule (l), in the Note-
(a) for the words and figures “Annexure I of AIS 053:2005,” the words, letters and figures “Annex A
of IS 14272: 2011,” shall be substituted;
(b) the words, letters and figures “till the corresponding BIS specifications are notified under the
Bureau of Indian Standards Act, 1986 (63 of 1986)” shall be omitted.
iii) in the sub-rule (o)-
(a) for the letters and figures “AIS 053:2005,”, the letters and figures “IS 14272: 2011,” shall be
substituted;
(b) the words, letters and figures “till the corresponding BIS specifications are notified under the Bureau of
Indian Standards Act, 1986 (63 of 1986)” shall be omitted.
iv) in sub-rule (r)-
(a) for the letters and figures “AIS 053:2005,”, the letters and figures “IS 14272: 2011,” shall be
substituted;
(b) the words, letters and figures “till the corresponding BIS specifications are notified under the Bureau of
Indian Standards Act, 1986 (63 of 1986)” shall be omitted.
3. In the principal rules, in rule 104,-
(i)(cid:32) sub-rule (2) shall be omitted;
(ii) for sub-rule (4), the following sub-rule shall be substituted, namely:-
“(4) The reflectors referred to in this rule and in rule 110 shall, for vehicles manufactured on and
after the 1st day of October, 2017 in the case of new models and on and after the 1st day of April ,
2018 in the case of existing models, be of reflex type conforming to AIS-057 (Rev 1) : 2010 as
amended from time to time, till such time corresponding BIS specifications are notified under the
Bureau of Indian Standards Act,1986 (63 of 1986).”;
iii) sub-rule (5) shall be omitted.
4. In the principal rules, in rule 104B, for sub-rule (2), the following sub-rule shall be substituted, namely:-
“(2) The reflectors referred to in sub-rule (1) shall, for agricultural tractors manufactured on and after the 1st day of
October, 2017, be of reflex type conforming to AIS-057 (Rev.1) : 2010, as amended from time to time, till such
time corresponding BIS specifications are notified under the Bureau of Indian Standards Act,1986 (63 of 1986).”.
5. In the principal rules, in rule 104C, for sub-rule (1), the following sub-rule shall be substituted, namely:-
“(1) Every power tiller manufactured on and after the 1st day of October, 2017 in the case of new models and on
and after the 1st day of April, 2018 in case of existing models, shall be fitted with two white reflex reflectors of not
less than 7 square centimeter reflecting area in front of the power tiller, and one on each side and visible to
oncoming vehicles from the front at night, conforming to AIS-057 (Rev.1) : 2010, as amended from time to time,
till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act,1986 (63 of

6. In the principal rules, in rule 110, after the second proviso, the following proviso shall be inserted, namely:
“Provided also that the above proviso shall cease to be applicable in the case of new models of three wheelers with
overall width not exceeding 1400 mm manufactured on and after the 1st day of October, 2017 and in the case of
existing models of three wheelers with overall width not exceeding manufactured on and after the 1st day of April,
2018.”.
7. In the principal rules, in rule 124A,-
(i)(cid:32) after sub-rule (1), the following sub-rule shall be inserted, namely,-
“(1a) The bulbs of the lighting and light-signaling devices specified in sub-rule (1) used on agricultural
tractors manufactured on and after the 1st day of October, 2017, shall conform to AIS-034 (Part 1) (Rev.1) :
2010, as amended from time to time, till such time the corresponding BIS specifications are notified under
the Bureau of Indian Standards Act,1986 (63 of 1986):
Provided that the S1 and C21 categories of bulbs specified in AIS-034 (Part 1) (Rev.1): 2010 shall not be
used in lighting and light-signaling devices specified above on agricultural tractors manufactured on and
after1st day of October, 2017:
Provided further that the R2 category of bulbs specified in AIS-034 (Part 1) (Rev 1): 2010 shall not be
permitted for use in headlamps for agricultural tractors manufactured on and after the 1st day of October,
2017.”;
(ii) after sub-rule (2), the following sub-rule shall be inserted, namely:-
“(2-a) The lighting and light-signaling devices for agricultural tractors manufactured on and after 1st day of
October 2017, shall be in accordance with AIS-030 (Rev.1) : 2012, as amended from time to time, till such
time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63
of 1986).”;
(iii) after sub-rule (5), the following sub-rule shall be inserted, namely:-
“(5a) On and after the 1st day of October, 2017, the mechanical couplings in agricultural tractor shall be in
accordance with AIS-091(Part 2): 2012, as amended from time to time, till such time the corresponding BIS
specifications are notified under the Bureau of Indian Standards Act,1986 (63 of 1986).”;
(iv) after sub-rule (13), the following sub-rule shall be inserted, namely:-
“(14) On and after the 1st day of October, 2017, the front coupling device of agricultural tractor shall be in
accordance with AIS-109:2012, as amended from time to time, till such time the corresponding BIS
specifications are notified under the Bureau of Indian Standards Act,1986 (63 of 1986).”.
8. In the principal rules, in rule 124B,-
(i) in sub-rule (1),-
(a) for the words “The lamps and bulbs used on power tillers for-” the words and figures “The bulbs used
on the following lighting and light- signaling devices on power tillers manufactured on and after the
1st day of October, 2017 in the case of new models and on and after the 1st day of April, 2018 in case of
existing models-,” shall be substituted;
(b) for the words and figures “AIS 034:2004”, the words and figures “AIS-034 (Part 1)(Rev.1): 2010,”
shall be substituted;
(c) in sub-rule (1), the following provisos shall be inserted, namely:-
“Provided that the S1 and C21 categories of bulbs specified in AIS-034 (Part 1) (Rev.1) : 2010, as
amended from time to time, shall not be permitted for use in lighting and light-signaling devices
specified above on power tillers manufactured on and after the dates specified in this sub-rule:¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 9
Provided further that the R2 category of bulbs specified in AIS-034 (Part 1) (Rev.1) : 2010, as
amended from time to time, shall not be permitted for use in headlamps for power tillers
manufactured on and after 1st day of October 2017.”.
9. In the principal rules, in rule 125, in sub-rule (2),-
(i)(cid:32) for the first proviso, the following proviso shall be substituted, namely:-
“Provided that-
(a) for L5 category (three wheeled vehicles) without body work and L1 and L2 categories (two
wheeled vehicles) manufactured on and after the 1st day of October, 2017 in the case of new models
and on and after the 1st day of April, 2018 in case of existing models, the rear view mirror
specification and installation requirements shall be as specified in AIS-001 (Part 2) (Rev.1): and AIS-
002 (Part 2)(Rev.1): respectively, as amended from time to time, till such time corresponding BIS
specifications are notified under the Bureau of Indian Standards Act,1986 (63 of 1986).”;
(b) for L5 category (three wheeled vehicles) with body work manufactured on and after the 1st day of
October, 2017 in the case of new models and on and after the 1st day of April, 2018 in case of existing
models, the rear view mirror specification and installation requirements shall be as specified in AIS-
001 (Part 1) (Rev.1): 2011 and AIS-002 (Part 1) (Rev.1): 2011 respectively, as amended from time to
time, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards
Act,1986 (63 of 1986).”;
(c) for M and N category vehicles manufactured on and after the 1st day of October, 2017 in the case
of new models and on and after the 1st day of October, 2018 in case of existing models, the rear view
mirror specification and installation requirements shall be as specified in AIS-001 (Part 1) (Rev.1) :
2011 and AIS-002 (Part 1) (Rev.1): 2011, respectively, as amended from time to time, till such time
corresponding BIS specifications are notified under the Bureau of Indian Standards Act,1986 (63 of
1986).”;
(ii) on and after the 1st October, 2016, in the third proviso, for the letters and figures “AIS-001:2001”, the letters,
figures, brackets and words “AIS-001 (Part 1) (Rev.1) : 2011” shall be substituted.
10. In the principal rules, after rule 125H, the following rule shall be inserted, namely:-
“125I Construction and Approval of Agricultural Trailers.—The testing and approval of agricultural trailers
manufactured on and after the 1st day of April, 2018 for compliance to these rules shall be in accordance with AIS-
112:2012, amended from time to time, till the corresponding BIS specifications are notified under the Bureau of
Indian Standards Act, 1986 (63 of 1986).”.
11. In the principal rules, in rule 126, after the proviso, the following proviso shall be inserted, namely:-
“Provided further that the procedure for type approval and certification of agricultural tractors for compliance to
these rules shall be in accordance with AIS-017 (Part 2) (Rev.2): 2016, as amended from time to time.”.
