1. संिक्षप् त नाम और (cid:7079)ारंभ--(1) इन िनयम(cid:7298) का संिक्ष(cid:7385) नाम केन्(cid:7076)ीय मोटर यान (…………संशोधन) िनयम, 2017 ह ै।
(2) इन िनयम(cid:7298) म(cid:7286) अन् यथा उपबंिधत के िसवाय, ये िनयम राजप(cid:7074) म(cid:7286) उनके (cid:7079)काशन की तारीख को (cid:7079)वृ(cid:7275) ह(cid:7298)गे ।
2. केन्(cid:7076)ीय मोटर यान िनयम, 1989 के िनयम 98 म(cid:7286) -
(i) उपिनयम (2) के स् थान पर िनम् निलिखत उपिनयम रखा जाएगा, अथार्त् :--

“(2) तारीख 1 अ(cid:7079)ैल, 2018 को या उसके पश् चात् एल, एम और एन (cid:7079)वग(cid:7300) के मोटर यान(cid:7298) के संचालन िगयर का
इस (cid:7079)कार संिनमार्ण िकया जाएगा िक वह समय-समय पर यथा-संशोिधत भारतीय मानक आईएस: 12222-2011 के
अनुरूप हो ।”;
(ii) उपिनयम (3) म(cid:7286) िनम् निलिखत परंतुक अंत:स् थािपत जाएगा, अथार्त् :--
“परंतु 1 अ(cid:7079)ैल, 2018 को या उसके पश् चात् ितपिहया वाहन(cid:7298), जो संचालन व् हील से सुसिज् जत नह(cid:7277) है, मोटर
साइिकल(cid:7286) और िविनिमर्त अशक् त या(cid:7074)ी गाड़ी से िभन् न िविनिमर्त सभी मोटर यान समय-समय पर यथा-संशोिधत
भारतीय मानक आईएस: 11948-2010 के अनुरूप ह(cid:7298)गे ।”

NOTIFICATION
New Delhi, the 25th July, 2017
G.S.R. 952(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989,
which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor
Vehicles Act, 1988 (59 of 1988) is hereby published as required by sub-section (1) of section 212 of the said Act, for
information of all persons likely to be affected thereby and notice is hereby given that the said draft rules shall be taken
into consideration after expiry of a period of thirty days from the date on which the copies of this notification as
published in the Official Gazette are made available to the public;
Objections or suggestions to these draft rules, if any, may be sent to the Joint Secretary (Transport), Ministry of
Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110001 or email at js.tpt@gov.in
within the period, specified above;
The objections or suggestions which may be received from any person with respect to the said draft rules within
the period so specified shall be considered by the Central Government.
Draft Rules
1. Short title and commencement. - (1) These rules may be called the Central
Motor Vehicles (----Amendment) Rules, 2017.
(2) Save as otherwise provided in these rules, they shall come into force on the date of their publication in the
Official Gazette.
2. In the Central Motor Vehicles Rules, 1989, in rule 98, -
(i) for sub-rule (2), the following sub-rule shall be substituted, namely:-
“(2) On and after the 1st day of April, 2018, the steering gear of motor vehicles of categories L, M and N, shall be
so constructed as to conform to the Indian Standard IS: 12222-2011, as amended from time to time.”;
(ii) in sub-rule (3), the following proviso shall be inserted, namely: -¹Hkkx IIμ[k.M 3 (i)º Hkkjr dk jkti=k % vlk/kj.k 3
“Provided that on and after the 1st day of April, 2018, the steering effort of all motor vehicles other than three
wheelers not fitted with steering wheel, motor cycles and invalid carriages manufactured, shall conform to the
Indian Standard IS: 11948-2010, as amended from time to time.”.
