(cid:30)कार II परी(cid:14)ण के िलए: (i) इसम H िविनIदJ गसै ोलीन / सीएनजी / एलपीजी वाहन िनयम 115 के उप-िनयम (2) के खंड (i) के (cid:30)ावधानM का अनुपालन करHगे। (ii) इसमH िविनIदJ डीजल वाहन िनयम 115 के उप-िनयम (2) के खंड (ii) का अनुपालन करHगे। 5. (i) उNपादन बारंबारता कO अनु"पता (सीओपी) और नमनू ा परी(cid:14)ण (cid:30)(cid:4)(cid:31)या। V.सं. यान का (cid:21)कार वा(cid:3)षक उ(cid:8) पादन सीओपी बारंबारता से अिधक तक (1) (2) (3) (4) (5) क. चौपिहया 250 (cid:10)ित 6 माह 10000 (cid:10)ित वष(cid:13) (cid:21)D येक वष6 म(cid:2) एक बार ख. चौपिहया 10000 (cid:10)ित वष(cid:13) 75000 (cid:10)ित 6 माह (cid:21)D येक 6 माह म(cid:2) एक बार ग. चौपिहया 75000 (cid:10)ित 6 माह --- (cid:21)D येक 3 माह म(cid:2) एक बार जहां छह माह मH उNपादन कO माRा इसके व@े रएंट सिहत 250 (cid:30)ित मॉडल से कम ह,ै वहां िनयम 126ए के परंतकु मH िनिहत (cid:30)ावधान लागू हMगे। (ii) उNपादन बारंबारता कO अन"ु पता (सीओपी) के (cid:30)योजन हते ु मानदडं M मH कोई ढील नहU दी जाएगी। (iii) उNपादन बारंबारता कO अनु"पता (सीओपी) परी(cid:14)ण (cid:30)(cid:4)(cid:31)या समय-समय पर यथासंशोिधत एआईएस 137 म H वVणत के अनसु ार कO जाएगी। 6. (i) संपीिड़त (cid:30)ाकृितक गैस मोड पर चलन ेवाले वाहनM के िलए िनयम 115 (बी) के (cid:30)ावधान लागू हMग;े (ii) तरलीकृत पेYोिलयम गसै मोड पर चलन ेवाले वाहनM के िलए िनयम 115 (सी) के (cid:30)ावधान लागू हMग;े 7. सदं भ ’Zधन के िविनदश[ िन\ानुसार हMगे: - क. संदभ’ गसै ोलीन Zधन (ई5) अनलु ] नक मH िविनIदJानसु ार हMगे। IV-X ख. संदभ’ इथनॉल Zधन (ई85) अनलु _क म HिविनIद‘ट ानसु ार हMगे। IV-Q ग. सदं भ ’डीजल Zधन (बी7) अनुल]न क मH िविनIद‘ टानसु ार हMगे। IV-T घ. (cid:30)ाकृितक गैस या जैव-मीथने एकल-Zधन या िa-Zधन वाहनM मH (cid:30)युb संदभ’ (cid:30)ाकृितक गैस Zधन अनुल_क IV-L (जी20, जी23 और जी25) के अनसु ार होगा। ड. एलपीजी एकल-Zधन या िa-Zधन वाहनM म H (cid:30)युb संदभ ’ एलपीजी Zधन अनलु _क IV एम (Zधन ए और Zधन बी) के अनसु ार होगा, हाला(cid:4)ं क सीएनजी / एलपीजी के िलए संदभ’ Zधन कO अनुपल$धता के मामले म,H (cid:30)कार अनमु ोदन और उNपादन बारंबारता कO अनु"पता के (cid:30)योजन हते ु समय-समय पर यथासंशोिधत आईएस 15958: 2012 के अनु"प ,ावसाियक "प से उपल$ ध सीएनजी के िलए और आईएस 14861: 2000 के अनु"प एलपीजी के िलए उपयोग (cid:4)कया जाएगा। च. हाइcोजन Zधन वाहनM का परी(cid:14)ण अनलु _क IV-W मH िविनIदJ संदभ’ Zधन पर (cid:4)कया जाएगा।¹Hkkx IIµ[k.M 3(i)] Hkkjr dk jkti=k % vlk/kj.k 5 छ. सदं भ ’जिै वक गैस (जैव-मीथेन) Zधन समय-समय पर यथासशं ोिधत आईएस के अन"ु प होगा। 16087: 2013 8. वािणिdयक Zधन के िविनदश[ िन\ानसु ार हMगे: - क. वािणिdयक गसै ोलीन Zधन अनुल]न क IV-U के अनुसार होगा। ख. वािणिdयक सीएनजी और वािणिdयक एलपीजी के िलए िविनदश[ समय-समय पर यथासंशोिधत (cid:31)मशः आईएस 15958: 2012 और आईएस 14861: 2000 के अनु"प होगी। ग. वािणिdयक डीजल म H(cid:30)युb जैिवक-डीजल समय-समय पर यथासशं ोिधत आईएस 15607 के अनुसार होगा। घ. वािणिdयक डीजल Zधन के िलए िविनदश[ अनलु ]न क IV-V के अनसु ार हMगे। ड. वािणिdयक ई85 के िलए िविनदश[ समय-समय पर यथासंशोिधत भारतीय मानकM म H िविनIद‘ टानसु ार (cid:4)कया जाएगा। च. वािणिdयक जिै वक गैस (जैव-मीथेन) के िलए िविनदश[ समय-समय पर यथासशं ोिधत आईएस 16087: 2013 के अनु"प हMगे। 9. (cid:31)fक केस वाय ु संचार (वH@टलेशन) (cid:31)fक केस गसै M म H स े (cid:4)कसी का भी वातावरण म H उNसज’न नहU होन े दगे ा। परी(cid:14)ण (cid:30)(cid:4)(cid:31)या समय-समय पर यथासशं ोिधत एआईएस 137 के अन"ु प होगी। 10. इंजन शिb को इंजन डायनामोमीटर पर मापा जाएगा और मापी गई शिb िविनIदJ शिb के अन"ु प होगी, परी(cid:14)ण समय-समय पर यथासंशोिधत एआईएस 137 मH िनधा@’ रत (cid:30)(cid:4)(cid:31)या के अन"ु प (cid:4)कया जाता ह।ै 11. काब’न डाइऑhस ाड उNसज’न और Zधन कO खपत को समय-समय पर यथासंशोिधत एआईएस 137 म H िनधा@’ रत (cid:30)(cid:4)(cid:31)या के अन"ु प मापा जाएगा। 12. DRAFT RULES 1. Short title and commencement.-(1) These rules may be called as the Central Motor Vehicles (Amendment………) Rules, 2019 2. Save as otherwise provided in these rules, they shall come into force on the 1st April 2020. 2. Conditions:- (2) In case of Positive Ignition (PI) engines, applicable only to vehicles with Direct Injection Engines. a Gasoline fuel only (3) Vehicles models and variants having option for Bi-fuel operation and fitted with limp-home gasoline tank of capacity not exceeding three litres on Quadricycle shall be exempted from test in gasoline mode. b Both fuels (4) CO emission and fuel consumption shall be measured as per procedure laid down in AIS 137 as amended c B7 fuel only 2 time to time. (5) When bi-fuel vehicle is combined with a flex fuel vehicle, both test requirements are applicable. Vehicle tested with E100 need not to be tested with E85. Notes – 1. The test shall be on Chassis Dynamometer. 2. The test procedure shall be as per AIS137 as amended from time to time. WMTC Test cycle Part1-cold followed by Part1-Hot to be driven. a. Reference mass : kerb weight + 150 kg b. Weightage factors: WMTC Part1 Cold: 30%; WMTC Part1 Hot: 70% c. Breakdown of WMTC Part 1 cycle: Refer AIS137. d. Sampling start at T=0 sec (cold start). 3. A deterioration factor shall be applicable as per Table 1(A) & Table 1(B) above for durability. Alternatively, the vehicle manufacturer may opt for a vehicle ageing test of 80,000 kms for evaluating the Deterioration factor as per AIS: 137 and as amended from time to time. 4. For Type II test: (i) Gasoline/CNG/LPG vehicles specified herein shall comply with the provisions of clause (i) of sub-rule (2) of rule 115. (ii) Diesel vehicles specified herein shall comply with clause (ii) of sub-rule (2) of rule 115. 5. (i) Conformity of Production (COP) frequency and sampling. TABLE 3 Sl. (ii) There shall be no relaxation of norms for Conformity of Production (COP) purposes. (iii) The Conformity of Production (COP) testing procedure shall be as described in AIS 137 as amended time to time. 6. (i) For vehicles operating on compressed natural gas mode, the provisions of rule 115(B) shall be applicable; (ii) For vehicles operating on liquefied petroleum gas mode, the provisions of rule 115(C) shall be applicable; 7. Specification of Reference Fuels shall be as below:- a. The Reference Gasoline fuel (E5) shall be as specified in Annexure IV-X. b. The reference Ethanol fuel (E85) shall be as per the Annexure IV–Q. c. The Reference Diesel fuel (B7) shall be as specified in Annexure IV–T. d. Reference natural gas fuel used in Natural Gas or Bio-Methane mono-fuel or bi-fuel vehicles shall be as per Annexure IV-L (G20, G23 and G25). e. Reference LPG fuel used in LPG mono-fuel or bi-fuel vehicles shall be as per Annexure IV M (Fuel A and Fuel B), however, in case of non-availability of reference fuels for CNG / LPG, the commercially available CNG as per IS 15958:2012 and LPG as per IS 14861:2000 as amended from time to time shall be used for the purpose of Type Approval and Conformity of Production. f. Hydrogen Fuel vehicles shall be tested with reference fuel specified in the Annexure IV-W. g. The reference fuel Biogas (Bio-methane) shall be as per IS 16087:2013 and as amended time to time. 8. Specifications of Commercial Fuels shall be as under:- a. The Commercial Gasoline fuel shall be as per Annexure IV-U. b. Specification for commercial CNG and commercial LPG shall be in accordance with IS 15958:2012 and as per IS 14861:2000 respectively and as amended from time to time. c. Bio-diesel used in commercial Diesel shall be as per IS 15607 as amended from time to time. d. Specification for Commercial Diesel fuel shall be as per Annexure IV-V. e. Specifications for commercial E85 shall be as specified in accordance with the Indian Standards as amended from time to time. f. Specification of commercial Biogas (Bio-methane) shall be as per IS 16087:2013 and as amended time to time. 9. Crank case ventilation shall not permit the emission of any of the crank case gases into the atmosphere. The test procedure shall be as per AIS 137 as amended time to time. 10. The engine power shall be measured on engine dynamometer and the measured power shall conform to the power specified, when tested as per procedure prescribed in AIS 137 as amended from time to time. 11. CO emission and fuel consumption shall be measured as per procedure laid down in AIS 137 as amended 2 time to time. 12. The vehicle presented for type approval shall have been run for at least 1000 km before the test. 13.
