(1) इन िनयम) का सिं 2<त नाम क(cid:13)(cid:14)ीय मोटर यान (............सशं ोधन) िनयम, 2018 ह ै। (2) इन िनयम) म(cid:13) अQय था उपबंिधत के िसवाय ये राजप9 म (cid:13)इनके अिं तम (cid:10)काशन क% तारीख को (cid:10)वृ’त ह)गे । 2. क(cid:13)(cid:14)ीय मोटर यान िनयम, 1989 (िजस ेइसम(cid:13) इसके प= चात् मलू िनयम कहा गया ह)ै , िनयम 2 म,(cid:13) (i) उसके खंड (i) का खंड (iक) के !प म(cid:13) संS या(cid:4)ं कत (cid:4)कया जाएगा और इस (cid:10)कार सSं यां(cid:4)कत खंड (iक) स े पूवC िन(cid:30)न िलिखत खंड अंत:-थ ािपत (cid:4)कया जाएगा, अथाCत ्:- ‘(i) “वगC L” से चार पिहया स ेकम वाले तथा चौपिहया (( वाVीसाइ(cid:4)कल) मोटरयान अिभ(cid:10)ते ह E।’ । (ii) उसके खंड (ञ) को खंड (i ख) के Wप म (cid:13) सSं या(cid:4)कत (cid:4)कया जाएगा और इस (cid:10)कार संSय ा(cid:4)कत खंड (i ख) के प= चात ् िन(cid:30)न िलिखत खंड) को अतं : -थ ािपत (cid:4)कया जाएगा, अथातC :- 2197 GI/2018 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] “ (i ग) “L5 ” से तीन पिहए वाल े मोटर वाहन अिभ(cid:10)ेत ह ै िजनम(cid:13) 25 (cid:4)कमी/घटं े से अिधक अिधकतम गित और थIमकC इंजन लगे होन े पर 25 सीसी स े अिधक इंजन 2मता, या इलिै ( Jक मोटर लग े होने पर 0.25 (cid:4)कलोवॉट स े अिधक इंजन शि(त हो। यह वाहन समाQय त: िन(cid:30)न िलिखत के िलए उपयोग (cid:4)कया जाता ह,ै क) लोग) को लान-े ले जाने; या ख) माल ढोन।े अधCJेलर जुड़ा हो सकता है, और िजनम(cid:13); क) हEडल ह’थ ा या -ट ीय\रंग पिहया लगाया जा सकता ह;ै ख) सकल वाहन भार 1500 (cid:4)क]ा तक सीिमत होगा, (घ) म (cid:13)दी गई शत^ के अ_य धीन; ग) य(cid:4)द तीन पिहया Jै(ट र म (cid:13) अधC-Jेलर लगाए जात े ह E तो (घ) म (cid:13) दी गई शत^ के अ_ यधीन सकल सयं ोजक भार 2500 (cid:4)क]ा तक सीिमत रखा जाएगा; और घ) बैटरी &ारा चािलत तीन पिहया के मामले म (cid:13) संकषCण बैट5रय) का भार जीवीड; (cid:6) यू/जीसीड; (cid:6) यू के प5रसीमन के िलए और वगcकरण के (cid:10)योजन हते ु _ यान म (cid:13)रखा जाएगा। (i ग क) “dेणी L5-M” तीन पिहये का या9ी वाहक याि9य) को लान-े ले जाने के (cid:10)योजन हते ुअपनी तकनीक% िविशिD टय) क% वजह से (ऑटो 5र(श ा) अिभ(cid:10)ेत ह।ै (i ग ख) “dेणी L5-N” से अिभ(cid:10)ेत ह-ै माल ढोन ेके (cid:10)योजन हते ु अपनी तकनीक% िविशिD टय) क% वजह स ेतीन पिहया वाहन। कोई तीन पिहया वाहन इस पर िनभरC करत े +ए (cid:4)क चालक सिहत 4 यि( तय) का भार, िजनके िलए बैठन े क% 4य व- था क% जाती ह,ै ढोए जाने वाल े माल के भार स े अिधक या कम ह,ै “L5-M-या9ी वाहक (ऑटो 5र(श ा)’ या L5-N-माल वाहक’ क% dेणी के अंतगCत आता ह।ै य(cid:4)द िनि(cid:30)Q ल िखत शत^ क% सतं ुिDट ह ैतो एक तीन पिहया L5-N (माल वाहक) क% dेणी के अतं गCत आता ह ैतथा L5-N (या9ी वाहक ऑटो 5र(श ा) के अंतगतC नहh आता ह:ै क) माल ढोने के िलए पथृ क भार लादने का िह- सा (लोड बॉडी) या क(cid:30) पाटCम(cid:13)ट क% 4य व- था क% गई हो। ख) चालक को छोड़कर बैठने के -थ ान) क% संS या तीन से अिधक न हो। ग) उस वाहन &ारा ढोए जा रह े माल का भार िन(cid:30) निलिखत सू9 &ारा क% गई गणना के अनसु ार, सवार 4 यि( तय) के भार से अिधक हो: पी- (ए+ बी X68)> बी X68 जहां पर पी = तकनीक% Wप से -वीकायC अिधकतम लदान वजन (जीवीड;(cid:6)यू) ((cid:4)क]ा) ए = कबC भार ि-थ ित म (cid:13) वाहन भार (आईएस 9211: 2003 म(cid:13) यथाप5रभािषत) + 68 ((cid:4)कलो]ाम)। इलेि(Jक वाहन) के मामले म(cid:13), सकं षCण बैट5रय) के भार को कबC भार स ेघटाया जाएगा। बी = Vाइवर को छोड़कर बैठन ेके -थ ान) क% सSं या (ञ) dेणी L7 से अिभ(cid:10)ेत ह ैइस िनयम के खंड य म(cid:13) प5रभािषत चौपिहया ((व ाVीसाइ(cid:4)कल) वाहन (ञ क) dेणी L7-M से अिभ(cid:10)ते ह ै याि9य) को लाने ले जाने के िलए उपयोग (cid:4)कया जाने वाला dेणी L7 का चौपिहया ((व ाVीसाइ(cid:4)कल) जो (चालक सिहत) 4 से अनिधक सीट) वाला और िजसका कब Cभार 450 (cid:4)क]ा स ेअिधक नहh ह।ै (ञ ख) dेणी L7-N स े अिभ(cid:10)ते ह ै याि9य) को लाने ल े जाने के िलए उपयोग (cid:4)कया जाने वाला dणे ी L7 का चौपिहया ((व ाVीसाइ(cid:4)कल) जो (चालक सिहत) 2 से अनिधक सीट) वाला और िजसका कब Cभार 550 (cid:4)क]ा स ेअिधक नहh ह।ै (iii) नोट म(cid:13) खंड (झ) म(cid:13) - (क) श;द , अ2र और अकं “एआईएस 053:2005 का अनलु kन क।,”, के िलए श; द, अ2र और अकं “आईएस 14272:2011 का अनलु गनक क,” (cid:10)ित-थ ािपत (cid:4)कया जाएगा;¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3 (ख) श;द , अ2र और अकं “जब तक त’- थ ानी बीआईएस िविनदशl भारतीय मानक ; यूरो अिधिनयम, 1986 (1986 का 63) के अधीन अिधसिू चत नहh (cid:4)कए जाते ह”E का लोप (cid:4)कया जाएगा; (ग) इसम(cid:13) सही (cid:4)कए गए उपयुC(त श;द) और अकं ) के िलए: “एआईएस: 053:2005 के -थ ान पर आईएस: 14272:2011 के कायाCQवयन क% तारीख स ेपूवC जारी (cid:4)कए गए (cid:10)माण प9) को वैध माना जाता रहगे ा” जोड़ा जायेगा। (iv) खंड (ण) म (cid:13)- (क) अ2र और अकं “एआईएस 053:2005,”, के िलए अ2र और अंक “आईएस 14272:2011,” (cid:10)ित-थ ािपत (cid:4)कए जाएगं े; (ख) श;द , अ2र और अकं “जब तक त’- थ ानी बीआईएस िविनदशl भारतीय मानक ; यूरो अिधिनयम, 1986 (1986 का 63) के अधीन अिधसिू चत नहh (cid:4)कए जाते ह”E का लोप (cid:4)कया जाएगा ; (ग) इसम (cid:13) सही (cid:4)कए गए उपय(ुC त श;द) और अकं ) के िलए: “एआईएस: 053: 2005 के -थ ान पर आईएस: 14272:2011 के कायाCQवयन क% तारीख से पूव Cजारी (cid:4)कए गए (cid:10)माण प9) को वैध माना जाता रहगे ा” जोड़ा जायेगा। (v) नोट म (cid:13)खंड (द) म (cid:13)- (क) अ2र और अकं “एआईएस 053:2005,”, के िलए अ2र और अंक “आईएस 14272:2011,” (cid:10)ित-थ ािपत (cid:4)कए जाएगं े; (ii) उप-िनयम (4) के िलए िन(cid:30)न िलिखत उप-िनयम को (cid:10)ित-थ ािपत (cid:4)कया जाएगा, अथाCत:- “(4) इस िनयम म(cid:13) और िनयम 110 म(cid:13) िनBदDC ट 5रफल(े टसC नए माडल) क% दशा म(cid:13) 1 अ(त बू र, 2018 को और उसके प= चात् िविनIमतC मोटर यान) के िलए और 1 अ(cid:10)ैल, 2019 को और उसके प= चात् िवnमान मॉडल) के िलए समय-समय पर यथा संशोिधत एआईएस-057 (संशोिधत 1): 2010 के अन!ु प 5रफलै( स टाइप ह)ग,े जब तक भारतीय मानक ;य ूरो अिधिनयम, 2016 (2016 का 11) के अधीन त’- थ ानी बीआईएस िविनदशl अिधसूिचत नहh (cid:4)कए जाते ह E।” (iii) उप िनयम (5) का लोप (cid:4)कया जाएगा । 4. मलू िनयम म(cid:13), िनयम 104ख म(cid:13), उपिनयम (2) के िलए िन(cid:30)न िलिखत उप-िनयम (cid:10)ित- थािपत (cid:4)कया जाएगा, अथातC ् :- “(2) उपिनयम (1) म(cid:13) िनBदDC ट 5रफले( टस C 1 अ(त ूबर, 2018 को और उसके प=च ात ् िविनIमतC और नए मॉडल) के िलए 1 अ(cid:10)लै , 2019 को और उसके प= चात ् िविनIमतC कृिष Jै( टर) के िलए समय-समय पर यथा संशोिधत एआईएस-057 (संशोिधत 1): 2010 के अन!ु प 5रफलै(स टाइप ह)ग े जब तक भारतीय मानक ; यूरो अिधिनयम, 2016 (2016 का 11) के अधीन त’- थ ानी बीआईएस िविनदlश अिधसिू चत नहh (cid:4)कए जाते ह,E 1 अ(त ूबर, 2018 को और उसके प= चात ् िविनIमतC कृिष Jै(ट र) पर उपयोग म (cid:13) लाए गए उपिनयम (1) म(cid:13) िविनBदDC ट लाइ\टंग और लाइट िसगनpलगं िडवाइस के ब(cid:6)ब एआईएस – 034 (भाग 1) (संशोिधत 1) : 2010 के अनु!प ह)गे : परंतु एआईएस – 034 (भाग 1) (संशोिधत 1) : 2010 म(cid:13) िविनBदCD ट ब(cid:6) ब) के एस 1 और सी 21 वग C 1 अ(त ूबर, 2018 को और उसके प= चात् िविनIमतC कृिष Jै( टर) पर ऊपर िविनBदDC ट लाइ\टंग और लाइट िसगनpलंग िडवाइस म (cid:13)उपयोग म (cid:13)नहh लाए जाएंगे : परंतु यह और (cid:4)क एआईएस – 034 (भाग 1) (सशं ोिधत 1) : 2010 म (cid:13) िविनBदCD ट ब(cid:6) ब) के आर 2 वग C 1 अ(cid:10)ैल, 2018 को और उसके प= चात् िविनIमतC कृिष Jै( टर) के िलए हडै लEप म (cid:13)उपयोग के िलए अनुsात नहh (cid:4)कए जाएंगे ।”; (ii) उपिनयम (2) के प=च ात,् िन(cid:30) निलिखत उप-िनयम अंत:-थ ािपत (cid:4)कया जाएगा, अथाCत ्:- “(2क) 1 अ(त ूबर, 2018 को और उसके प= चात् िविनIमतC कृिष Jै( टर) के िलए लाइ\टंग और लाइट िसगनpलंग िडवाइस समय-समय पर यथासशं ोिधत एआईएस – 030 (सशं ोिधत 1) : 2012 के अनसु ार होगी जब तक समय-समय पर यथा सशं ोिधत भारतीय मानक ; यूरो अिधिनयम, 2016 (2016 का 11) के अधीन त’- थ ानी बीआईएस िविनदशl अिधसिू चत नहh (cid:4)कए जात ेह E।”; उपिनयम (5) के प=च ात,् िन(cid:30) निलिखत उपिनयम अंत:- थािपत (cid:4)कया जाएगा, अथातC ् :- “(5क) 1अ(त ूबर, 2019 को और उसके प= चात् कृिष Jै(ट र म (cid:13) यािं 9क कपpलंग एआईएस – 091 (भाग 2): 2012 के अनुसार होगी जब तक समय-समय पर यथा सशं ोिधत भारतीय मानक ; यरू ो अिधिनयम, 2016 (2016 का 11) के अधीन त’ - थानी बीआईएस िविनदशl अिधसूिचत नहh (cid:4)कए जाते ह E ।”; (iii) उपिनयम (13) के प=च ात्, िन(cid:30) निलिखत उपिनयम अंत:- थािपत (cid:4)कया जाएगा, अथाCत ्:- “(14) 1 अ(त ूबर, 2019 को और उसके प= चात् कृिष Jै( टर) क% tंट कपpलंग िडवाइस एआईएस –109 : 2012 के अनुसार होगी जब तक समय-समय पर यथा संशोिधत भारतीय मानक ; यूरो अिधिनयम, 2016 (2016 का 11) के अधीन त’ - थानी बीआईएस िविनदशl अिधसूिचत नहh (cid:4)कए जाते ह E।” 8. मलू िनयम) म,(cid:13) िनयम 124ख म(cid:13), - (i) उपिनयम (1) के िलए, िन(cid:30)न िलिखत उप-िनयम (cid:10)ित- थािपत (cid:4)कया जाएगा, अथाCत:्- “नए माडल) क% दशा म,(cid:13) 1 अ(त ूबर, 2018 को और इसके प= चात् तथा िवnमान माडल) क% दशा म(cid:13) 1 अ(cid:10)लै , 2019 को और उसके प=च ात् िविनIमतC पावर 5टलर पर िन(cid:30)न िलिखत लाइ\टंग और लाइट िसगनpलंग िडवाइस पर उपयोग म (cid:13)लाए गए ब(cid:6)ब , अथाCत:्- (क) हडे लाइट मने और िडप;¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 5 (ख) पाuकvग लाइट; (अ), तारीख के तहत संशोिधत (cid:4)कए गए थे । MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 16th April, 2018 G.S.R. 371(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by sections 27 and 110 of Motor Vehicles Act, 1988 (59 of 1988) is hereby published as required by sub-section (1) of section 212 of the said Act for information of all persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after expiry of a period of thirty days from the date on which the copies of this notification as published in the Gazette of India are made available to the public. The objections or suggestions which may be received from any person with respect to the said draft rules before the expiry of the period aforesaid will be considered by the Central Government; Objections and suggestions to these draft rules, if any, may be sent to the Joint Secretary (Transport),email : js-tpt@gov.in, Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001, with in a period specified above. DRAFT RULES 1. (1) These rules may be called the Central Motor Vehicles (________ Amendment) Rules, 2018. (2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette. 2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred as the principal rules), in rule 2, (i) the clause (i) shall be numbered as clause (ia) thereof and before clause (ia) as so numbered, the following clause shall be inserted, namely: - ‘(i) “Category L” means motor vehicles with less than four wheels and quadricycle’ (ii) the clause (j) shall be numbered as clause (ib) thereof and after clause (ib) as so numbered, the following clauses shall be inserted, namely: -¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 7 “(ic) “Category L5” means a three wheeled motor vehicle with maximum speed exceeding 25 km/ph and engine capacity exceeding 25 cc, if fitted with a thermic engine, or motor power exceeding 0.25 kW, if fitted with electric motor. This vehicle is normally used for, a) carrying persons; or b) carrying goods. Semi-trailer may be attached, and where; a) handle bar or steering wheel may be fitted; b) gross vehicle weight will be limited to 1 500 kg, subject to the conditions given in (d); c) in the case of semi-trailers being attached to a three wheeled tractor, the gross combination weight will be limited to 2 500 kg subject to the conditions given in (d); and d) weight of traction batteries in the case of battery operated three wheelers, shall not be taken into account for the limitation the GVW/ GCW and for the purpose of classification. (ica) “Category L5-M” means a passenger carrier (Auto-Rickshaw) a three wheeler on account of its technical features intended to carry passengers (icb) “Category L5-N” means a three wheeler on account of its technical features intended to carry goods. A three wheeler may fall under the category of ‘L5-M- Passenger carrier (Autorickshaw)’or ‘L5-N- Goods Carriage’ depending on whether the weight of persons including driver for whom seating arrangements are provided is more than or less than the weight of goods carried. If the following conditions are satisfied, a three wheeler comes under the category of L5-N (Goods Carrier) and not L5-M (Passenger Carrier Autorickshaw): a) A separate load body or compartment is provided for carrying the goods. b) The number of seating positions excluding the driver is not more than three. c) The weight of goods carried by the vehicle is more than weight of persons carried, as calculated by following formula: P- (A+ B X 68) > B X 68 Where P = Technically permissible maximum laden weight (GVW) (kg) A= Vehicle weight in the kerb weight condition ( as defined in IS 9211:2003)+ 68 (kg). In the case of electric vehicles, the weight of traction batteries is to be subtracted from the kerb weight. B= Number of seating positions excluding the driver. (j) “Category L7 ” means a quadricycle vehicle defined in clause z of this rule (ja) “Category L7-M” means a quadricycle of category L7 used for carrying passengers having seats not more than 4 (including driver) and curb weight not exceeding 450 Kg (jb) “Category L7-N” means a quadricycle of category L7 used for carrying goods having seats not more than 2 (including driver) and curb weight not exceeding 550 Kg ” (iii) in clause (l), in the Note- (a) for the words, letters and figures “Annexure I of AIS 053:2005,” the words, letters and figures “Annex A of IS 14272: 2011,” shall be substituted; (b) the words, letters, brackets and figures “till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986)” shall be omitted; (c) there of at the end of so corrected as above words and figure “Certificates issued prior to the date of implementation of IS:14272:2011 in place of AIS:053:2005 shall continue to be valid ”shall be added. (iv) in the clause (o)- (a) for the letters and figures “AIS 053:2005,”, the letters and figures “IS 14272: 2011,” shall be substituted;8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (b) the words, letters and figures “till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986)” shall be omitted. (c) there of at the end of so corrected as above, words and figure “Certificates issued prior to the date of implementation of IS:14272:2011 in place of AIS:053:2005 shall continue to be valid ”shall be added. (v) in clause (r), in the Note,- (a) for the letters and figures “AIS 053:2005,”, the letters and figures “IS 14272: 2011,” shall be substituted; (b) the words, letters and figures “till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986)” shall be omitted. (c) there of at the end of the so corrected as above words and figure “Certificates issued prior to the date of implementation of IS:14272:2011 in place of AIS:053:2005 shall continue to be valid ”shall be added. 3. In the principal rules, in rule 104,- (i) sub-rule (2) shall be omitted; (ii) for sub-rule (4), the following sub-rule shall be substituted, namely:- “(4) The reflectors referred to in this rule and in rule 110 fitted with motor vehicles, manufactured on and after the 1st day of October, 2018 in the case of new models and on and after the 1st day of April, 2019 in the case of existing models, be of reflex type conforming to AIS-057 (Rev. 1) : 2010 as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”; (iii) sub-rule (5) shall be omitted. 4. In the principal rules, in rule 104B, for sub-rule (2), the following sub-rule shall be substituted, namely:- “(2) The reflectors referred to in sub-rule (1) fitted with agricultural tractors manufactured on and after the 1st day of October, 2018 in case of new models and on and after the 1st day of April 2019, be of reflex type conforming to AIS-057 (Rev.1) : 2010, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”. 5. In the principal rules, in rule 104C, for sub-rule (1), the following sub-rule shall be substituted, namely:- “(1) Every power tiller manufactured on and after the 1st day of October, 2018 in the case of new models and on and after the 1st day of April, 2019 in case of existing models, shall be fitted with two white reflex reflectors of not less than 7 square centimeter reflecting area in front of the power tiller, and one on each side and visible to oncoming vehicles from the front at night, conforming to AIS-057 (Rev.1) : 2010, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”. 6. In the principal rules, in rule 110, after the second proviso, the following proviso shall be inserted, namely:- “Provided also that the above proviso shall cease to be applicable in the case of new models of three wheelers with overall width not exceeding 1400 mm manufactured on and after the 1st day of October, 2018 and in the case of existing models of three wheelers with overall width not exceeding 1400 mm manufactured on and after the 1st day of April, 2019.” 7. In the principal rules, in rule 124A,- (i) after sub-rule (1), the following sub-rule shall be inserted, namely,- “(1a) The bulbs of the lighting and light-signaling devices specified in sub-rule (1) used on agricultural tractors manufactured on and after the 1st day of October, 2018, shall conform to AIS-034 (Part 1) (Rev.1) : 2010, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016): Provided that the S1 and C21 categories of bulbs specified in AIS-034 (Part 1) (Rev.1): 2010 shall not be used in lighting and light-signaling devices specified above on agricultural tractors manufactured on and after the 1st day of October, 2018: Provided further that the R2 category of bulbs specified in AIS-034 (Part 1) (Rev 1): 2010 shall not be permitted for use in headlamps for agricultural tractors manufactured on and after the 1st day of October, 2018.”; (ii) after sub-rule (2), the following sub-rule shall be inserted, namely:-¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 9 “(2a) The lighting and light-signaling devices for agricultural tractors manufactured on and after the 1st day of October 2018, shall be in accordance with AIS-030 (Rev.1) : 2012, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act,1986 (63 of 1986).”; (iii) after sub-rule (5), the following sub-rule shall be inserted, namely:- “(5a) On and after the 1st day of October 2019, the mechanical couplings in agricultural tractor shall be in accordance with AIS-091(Part 2): 2012, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”; (iv) after sub-rule (13), the following sub-rule shall be inserted, namely: - “(14) On and after the 1st day of October 2019, the front coupling device where ever provided on agricultural tractor shall be in accordance with AIS-109:2012, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”. 8. In the principal rules, in rule 124B,- (i) for sub-rule (1), the following sub-rule shall be substituted, namely: - “For the power tillers manufactured on and after the 1st Day of October, 2018 in the case of new models and on and after the 1st day of April , 2019 in the case of existing models, the bulbs used on the following lighting and light signaling devices on power tillers, namely: - (a) the head light main and dip; (b) the parking light; (c) the direction indicator lamp; (d) the tail lamp; (e) the reversing lamp; (f) the stop lamp; (g) the rear registration mark illuminating lamp, Shall be in accordance with AIS-034(Part 1) (Rev. 1): 2010 as amended from time to time till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act,1986 (63 of 1986): Provided that the S1 and C21 categories of bulbs specified in AIS-034(Part 1) (Rev. 1): 2010, as amended from time to time, shall not be permitted for use in lighting and light-signaling devices specified above on power tillers manufactured on and after the dates specified in this sub-rule: Provided further that R2 category of bulbs specifies in AIS-034(Part 1) (Rev. 1): 2010, as amended from time to time, shall not be permitted for use in head lamps for power tillers manufactured on and after the dates specified in this sub-rule”. 9. In the principal rules, in rule 125, in sub-rule (2),- (i) for the first proviso, the following proviso shall be substituted, namely:- “Provided that- (a) for L5 category (three wheeled vehicles) without body work and L1 and L2 categories (two wheeled vehicles) manufactured on and after the 1st day of October, 2018 in the case of new models and on and after the 1st day of October, 2019 in case of existing models, the rear view mirror specification and installation requirements shall be as specified in AIS-001 (Part 2) (Rev.1):2011 and AIS-002 (Part 2)(Rev.1):2011 respectively, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016); (b) for L5 category (three wheeled vehicles) with body work manufactured on and after the 1st day of October, 2018 in the case of new models and on and after the 1st day of October, 2019 in case of existing models, the rear view mirror specification and installation requirements shall be as specified in AIS-001 (Part 1) (Rev.1): 2011 and AIS-002 (Part 1) (Rev.1): 2011 respectively, as amended from time to time, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016);10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (c) for M and N category vehicles manufactured on and after the 1st day of October, 2018 in the case of new models and on and after the 1st day of October, 2019 in case of existing models, the rear view mirror specification and installation requirements shall be as specified in AIS-001 (Part 1) (Rev.1) : 2011 and AIS-002 (Part 1) (Rev.1): 2011, respectively, as amended from time to time, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016):” (ii) After third proviso following proviso shall be added- “Provided further that on and after the 1st October, 2018, for agricultural tractors, the rear view mirror specifications and installation requirements shall conform to AIS-001 (Part 1) (Rev.1) : 2011 and AIS:114-2009 respectively as amended from time to time, till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).” 10. In the principal rules, in rule 126, after the proviso, the following proviso shall be inserted, namely:- “Provided also that the procedure for type approval and certification of agricultural tractors for compliance to these rules shall be in accordance with AIS-017 (Part 2) (Rev.2): 2016, as amended from time to time.”. 11. In the principle rules, in rule 96, sub-rule (4), after clause (i) the following clause shall be inserted, namely- “ (ia) for new models of two wheelers and three wheelers manufactured on and after the 1st October 2018 and for existing models of two wheelers and three wheelers manufactured on and after 1st October 2019 as per IS:14664:2010, as amended from time to time” [F.
