and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which the copies of the Official Gazette in which this notification is published are made available to the public; DRAFT RULES 1. (1) These rules may be called National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities (Amendment) Rules, 2018. (2) They shall come into force on the date of their final publication in the Official Gazette.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3 2. In the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Rules, 2000, for Rule 4, the following shall be substituted, namely;— “4. Educational qualification and experience required for Chairperson of the Board. — (1) The Chairperson of the Board shall have the following qualifications, namely: — (i) Master’s degree from a recognized university. However, preference may be given to: (a) Post Graduate degree in one or more area of disability/community based disability rehabilitation; namely, autism, cerebral palsy, mental retardation, multiple disability or any other equivalent qualification in these fields recognized by Rehabilitation Council of India from a recognized University/institute and having registered as Personnel or Professional with Rehabilitation Council of India; or (b) Post graduate degree in any subject with diploma or degree in one or more area of disability/community based disability rehabilitation; namely, autism, cerebral palsy, mental retardation, multiple disability or any other equivalent qualification in these fields recognized by Rehabilitation Council of India from a recognized University/Institute and having registered as Personnel or Professional with Rehabilitation Council of India. and (ii) Publication of research papers in reputed professional journals shall be considered as additional qualification. (2) the Chairperson of the Board shall have the following experience, namely: — (a) minimum ten years of experience in the disability sector of which not less than seven years in Autism/Cerebral Palsy/ Mental retardation/ Multiple Disabilities; and (b) administrative experience of not less than three years as Chief Executive Officer or Chairperson or President or General Secretary of any Non-Governmental Organisation which has been serving at least for ten years in the areas of autism, cerebral palsy, mental retardation and multiple disabilities; (3) The Chairperson of the Board shall not be older than sixty-two years as on the closing date of receipt of applications by the Central Government.” [F.
