(च) शत9 14 के िलए, िनTन िलिखत शत9 ’ितO थािपत क(cid:31) जाएंगी, नामत:- “14क. पे(cid:23)ोिलयम उ\ पाद+ को केवल पंप के माu यम से खाली (cid:4)कया जाएगा, अथा9त वाहन के ऊपर लगे मोटर उपकरण। ख. पे(cid:23)ोिलयम उ\ पाद+ का (cid:4)कसी नाले/सीवर अथवा साव9जिनक माग9 पर बहने से रोकने के िलए हर संभव कदम उठाया जाएगा। ग. पे(cid:23)ोिलयम उ\प ाद+ को ऐसे उपकरण+ म(cid:14) नहk भरा जाएगा जब वह ’चालनरत ह+। घ. The objections and suggestions, if any, may be addressed to the Joint Secretary (Marketing), Ministry of Petroleum and Natural Gas, New Delhi – 110 107 or sent by email at : jsm.png@nic.in. Draft rules 1. These rules may be called the Petroleum (Amendment) Rules, 2018. 2. In the Petroleum Rules, 2002,- (1) in Second Schedule, in Form VIII,- (a) in Part A,- (i) in serial number 4, for the word "place" the word "places" shall be substituted;¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 5 (ii) in serial number 5, for the word "installation" the word "installations" shall be substituted; (iii) in serial number 5, for the words "In case of service station" the words " In case of service stations" shall be substituted; (iv) for serial number 6, the following shall be substituted, namely:- “6. Name and full postal address of users and /or area of operation giving details of locality, taluka, district, state and of the place where the vehicle normally will be transporting petroleum Class A/B for the purpose of the site refueling of aircraft’s, heavy vehicles/machineries, stationery equipment. Particulars of heavy vehicles which are proposed to be refueled by the vehicle”; (b) in Part II,- (i) in serial number 4, after the words "site plan" the words"/typical layout" shall be inserted; (ii) in serial number 5, after the words "List" the word "/Type" shall be inserted; (iii) after item number 6 , the following item shall be inserted, namely:- "7. Standard operating procedures for filling and decantation of refueller"; (2) in Form IX, after Notes, in the entries under the heading “Documents required to be submitted with this application for a Licence in Forms XIV, XV, XVI or special Forms”, after item number (vi) the following item shall be inserted, namely:- "(vii) In case the licensed premises is to be used for parking refueller, four sets of site layout plan showing the proposed area in the premises where the refueller to be parked."; (3) in Form XIX,- (a) in serial number 1 under Description , after the words "licensed in" the words "Form XIV/" shall be inserted; (b) In serial number 2 under Description, after the words "and the" the word "type of" shall be inserted; (c) for condition 6, the following condition shall be substituted, namely:- "6. The licensed vehicle shall be loaded at a storage premises licensed in special form or form XV having tank lorry loading facilities or premises licensed in form XIV. The vehicle if licensed for petroleum class B can be loaded at a specially prepared area attached to a service station licensed in6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] form XIV. This area shall have rigid pipeline drawn from the underground tank in service station, delivery pump and vehicle parking space and shall be segregated from facilities within service station by providing 60 cm brick wall with chain link fencing of total height 1.2 m and 1.8 m high brick wall segregating the same from protected works. The parking space and filling point shall observe at least 4.5 m clearance all round within the fencing. The size of such premises shall be minimum 10 m x 10 m Parking of the Refueller(s) shall also be permitted at specially prepared area in service station approved by the licensing authority."; (d) for condition 12, the following condition shall be substituted, namely:- "12. Vehicle shall observe minimum 9 metres and 6 meters clearance for Petroleum Class A and Petroleum Class B respectively from any protected works all-round during refueling the tanks of heavy vehicles/machineries and stationery equipments as the case may be. Provided that in case of refueling of tanks of aircrafts, vehicle shall observe minimum 9 metres clearance from any protected works. Unauthorized person shall not be permitted within this safety zone during refueling. No smoking board in vernacular and English shall be displayed prominently near the premises of refueling the tanks of Aircraft, heavy vehicles/ machineries and stationery equipments. No person shall smoke or carry matches, fire, lights, articles or substance capable of causing ignition of petroleum in the vicinity of refueling. Provided that: a. Refueller of licensed capacity up to 3000 litters for Petroleum Class B shall observe minimum of 4.5 m clearance from any protected works all- round during refueling. The area shall be cordoned of by barricading. b. The fill point shall observe horizontal clearance of 3m and vertical clearance of 1.2 m all-around. c. The vehicle shall be in drive out position while refueling.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 7 d. The length of the sound and electrically continuous hose shall not exceed 10 M."; (e) in condition 13(b), after the words "as the case may be" the words "The earthing arrangements shall be ensured" shall be inserted; (f) for condition 14, the following condition shall be substituted, namely:- “14 a. Petroleum shall be unloaded only through the pump, viz. Motoring devices mounted on the vehicle. b. Every care shall be taken to prevent escape of petroleum into any drain / sewer or public road. c. Petroleum shall not be filled into equipments while the said equipment is in operating conditions. d. Site specific emergency plan shall be prepared for implementation in case of emergency and the copy of such emergency plan shall be submitted to the District Authority. e. Standard Operating Procedure(SOP) as approved by Chief Controller of Explosives shall be strictly complied. (g) for condition 21, the following condition shall be substituted, namely:- “21. Any accident, fire or explosion occurring in the licensed vehicle, which is attended with loss of human life or serious injury to person or property shall be immediately reported to the nearest Magistrate or to the officer in-charge of the nearest police station having jurisdiction and by telephone/fax/ e-mail to the Chief Controller” [F.
